  1. China has noted that there is still a long way to go to reach lasting peace, and challenges remain. The capabilities of the Somali Government still need to be strengthened. Terrorism and extremist forces still exist. The terrorist situation remains precarious. We hope that Somalia's different parties will make efforts in the following four aspects. First, they should continue to advance the political process and national reconciliation. We hope the Somali parties will seize this historic opportunity for the greater good of national stability and development, strengthen unity and cooperation, and bridge their differences through dialogue and consultations. We support the new Government of Somalia in implementing an interim Constitution, exercising Government functions and extending effective authority over all its national territory.

The peace process has achieved historic progress in Somalia. The tasks specified by the road map have been basically accomplished. A new President has been elected, a new Prime Minister has been appointed, and there have been military gains in combating Al-Shabaab. We welcome and offer congratulations on the success and thank the Special Representative, the African Union, the Intergovernmental Authority on Development (IGAD) and other regional organizations for their efforts. We highly appreciate the important contributions by the late Prime Minister of Ethiopia, Mr. Meles Zenawi.

China calls on all of the parties in Syria and the international community to cooperate with and support Joint Special Representative Brahimi in performing his good offices in the effort to reach a political solution to the Syrian question. China is concerned about the impact of the current Syrian situation on its neighbours. We call on the parties concerned to bear in mind the overall interest of regional peace and stability, to respect one another's sovereignty and territorial integrity, to continue to exercise restraint and to refrain from any action that could lead to an escalation of the situation, so that everyone can work together to maintain regional peace and stability.

It should also be based on respect for Syria's sovereignty and territorial integrity and on continuing implementation of the relevant Security Council resolutions, Kofi Annan's six-point plan and the final communique of the Geneva meeting. China is against any external imposition of a settlement on Syria and any efforts towards so-called regime change. A political settlement is the sole viable way of defusing the crisis in Syria; military means would only lead to more pressure and greater conflict. It is urgent that all forms of terrorism or violent acts in Syria and any efforts to encourage or abet a resort to military means be halted forthwith and that a political transition, led by the people of Syria, be started instead.

  5. China supports a greater role for the Council in helping to restart the Middle East peace process. We have always backed Palestine's just pursuit of the restoration of its legitimate rights as a nation and its establishment as an independent State with full sovereignty on the basis ofthe pre-1967 borders, with East Jerusalem as its capital. We also support Palestine's membership in the United Nations and other international organizations. China is extremely worried about the continuing tension in Syria, as the Syrian issue has a bearing on peace and stability in the Middle East. Any solution to the question of Syria should be based on observation of the purposes and principles of the Charter and on the basic standards governing international relations.

  6. We urge Israel to immediately stop the building of settlements, to lift the blockade on Gaza, to release Palestinian prisoners and to improve their living and medical conditions. We urge Israel to actively cooperate with the international community in such efforts towards peace in order to create the conditions for relaunching the peace talks with Palestine. The international community should increase its sense of responsibility and urgency for advancing the Middle East peace process. It should work actively to bring the two sides back to the negotiating table and to promote measures by both sides to rebuild their mutual trust. China hopes that the Quarter will play an effective role and come up, as soon as possible, with a proposal for the resumption of the peace talks between Palestine and Israel.

  7. The regional turbulence should not divert the international community's attention from the Palestinian question. China has always advocated that the parties concerned should, on the basis of the relevant United Nations resolutions, the principle of land for peace, the Arab Peace Initiative and the road map for peace in the Middle East, resolve their differences through dialogue and negotiation and achieve the ultimate goal of establishing an independent Palestinian State living side by side in peace with the State of Israel. China urges the two sides to take practical steps to remove barriers to the peace talks in order to seek an early resumption of the peace talks and subsequent progress. Israel should assume the responsibility for taking the first step.

I also listened carefully to the statements made by the representatives of Palestine and Israel. China is deeply concerned about the long-standing stalemate in the Palestinian-Israeli peace talks and the economic and humanitarian difficulties facing the people of Palestine. In September 2011, the Quartet set the end of this year as the deadline for reaching an agreement between Palestine and Israel. The Middle East peace process is now once again at a crucial crossroads. The question of Palestine has always remained the crux of the Middle East issue. The long- standing stagnation of the Middle East peace process is not conducive to peace and stability in that region.

Strengthened regional cooperation can benefit from fully utilizing existing regional mechanisms, such as the Shanghai Cooperation Organization.   11. China is seriously concerned about continued civilian casualties, especially about report sof the death and injury of women and children in air attacks. All sides should strictly abide by international humanitarian law and relevant international law and effectively protect civilians. Thirdly, Afghanistan's reconstruction and development require the international community's ongoing support and help. The international community has committed to providing $16 billion in financial assistance to Afghanistan by 2015. That assistance should be reflected in actual deeds as soon as possible. The international community's assistance to Afghanistan must fully respect the priority areas set out by the country and support the full implementation of the national development strategy.

  12. We support Afghanistan's efforts to enhance its ability to develop autonomously and increase its Government's capacity. Continuing to comprehensively push for an Afghan political and national reconciliation process is conducive to an early realization of the country's long- term security and stability and will create favourable conditions for economic and social development. Secondly, the transfer of security responsibilities to Afghan forces must proceed gradually. The withdrawal of forces from Afghanistan by the parties concerned should occur with full consideration for the need to maintain Afghanistan's security and stability. In that process, the international community must give priority to helping the country enhance its security sector capacity-building.

The building up of the Afghan National Security Forces is progressing smoothly, thereby laying a solid foundation for a comprehensive takeover of security and defence responsibilities. Afghanistan is actively developing its economy so as to improve people's livelihoods and is engaging in trade and cooperation with other countries. China welcomes these developments.

  15. China has always advocated caution in adopting sanction measures. Fourthly, the Secretary-General's report on the question of children and armed conflict (S/2012/261) sets out important principles for actions by the Council. Safeguarding the authority of the report will facilitate the implementation of Council resolutions and strengthen cooperation among Member States on the issue. In drafting such reports attention should be paid to communication with the Governments concerned and the information provided by the countries concerned. In considering the Secretary-General's reports, the Security Council should listen fully to the opinions of all parties and in particular those of the parties concerned.

Arbitrary interpretation of Security Council mandates and actions, beyond the authorization of the Council, will be nothing but detrimental to the common efforts of the international community to protect children. Thirdly, countries in armed conflict bear the primary responsibility to protect their children. The sovereignty of countries in conflict should be respected. The key to the implementation of relevant resolutions and the effective implementation of various initiatives to protect children lies in support, cooperation and action on the part of the countries concerned. Strengthening capacities of countries in armed conflict should receive sufficient attention. Sanctions should remain as the last resort available to the Council to address situations that pose a threat to international peace and security.

Only actions to prevent and reduce armed conflicts and to promote post-conflict reconstruction, including comprehensive measures to ensure the reintegration of children into society, will help create a favourable social and security environment. Secondly, Security Council resolutions on the protection children in armed conflict must be strictly implemented. All parties to a conflict have the obligation to respect and protect the rights of children. An objective andjust approach should be adopted on the question of the protection of children, so as to prevent the politicization of the issue and the application of different standards for different conflict situations.

  18. In that connection I would like to emphasize the following four points. First, in accordance with the provisions of the United Nations Charter and the relevant resolutions of the Security Council, the Council should address the issue of the protection children in armed conflict as a priority. The protection of children is an integral part of its overall efforts to prevent and settle conflicts. The problems and the root causes of the abuse of children in conflict must be addressed, by tackling the root causes of conflict and increasing preventive diplomacy. The Security Council should encourage and support the peaceful settlement of disputes by such means as good offices, mediation and negotiation.

  20. China found it difficult to support a resolution that continues to give rise to serious differences among the members of the Council. In accordance with the Charter of the United Nations and the relevant resolutions of the Council, the Security Council should focus on the protection of children in situations of armed conflict. The resolution must not be willfully interpreted to equate incidents of terrorist attack in Pakistan, for instance, to armed conflict, which would exceed the mandate of the Security Council. Pakistan is at the forefront of the international fight against terrorism and has made important contributions to cooperation in the international fight against terrorism. The international community should provide more support and help to Pakistan's efforts in counter-terrorism rather than creating difficulties and obstacles.

  21. Mr. Li Baodong (China) (spoke in Chinese): China abstained on the resolution that was put to a vote just now. Children and armed conflict is an important item for the Security Council. China has taken a constructive approach from the very beginning in the consultations on the resolution. We have repeatedly emphasized that all sides of the Council should be patient in consultations and properly address the major concerns relating to the resolution so as to make sure that a consensus could be reached on the resolution and that the Security Council could have a unified voice on the question of protecting children. However, the resolution failed to accommodate the reasonable concerns of Council members, and it was hastily put to a vote without adequate consultation.

  24. Annan's six-point plan and the Action Group's Geneva communique have not been implemented, although they reflect the consensus of the international community. The top priority now is to halt all forms of terrorism and violence in Syria as soon as possible. Any encouragement of or conniving to prolong continued military action will only lead to more bloodshed, increased civilian causalities and a deterioration of the humanitarian crisis in Syria. An immediate ceasefire and end to the violence is the only way out, followed by a transitional political process led by the Syrian people themselves. China's position on the Syrian issue is consistent and responsible.

First, efforts to ease the humanitarian situation in Syria must be guided by the humanitarian principles of neutrality, impartiality and respect for Syria's sovereignty, independence, unity and territorial integrity. The politicization of humanitarian issues must be avoided. Humanitarian relief efforts should never be militarized. We should especially guard against and oppose any act of interference in Syria's internal affairs or military intervention under the pretext of humanitarianism. Only with the trust and support of the Syrian people can our actions be successful. Secondly, the United Nations should play a leading role in coordinating international humanitarian relief efforts for Syria.

  28. The number of internally displaced persons and refugees continues to increase. About 2.5 million people are in dire need of humanitarian relief. Neighbouring countries, such as Iraq, Jordan, Lebanon and Turkey, are sheltering a large number ofrefugees, and as a result they face mounting economic and social pressures. China is gravely concerned about the humanitarian situation in Syria. We hope that the Syrian Government will continue to cooperate with the Office for the Coordination of Humanitarian Affairs. We appreciate the efforts of the United Nations and its specialized agencies, the International Committee of the Red Cross and other humanitarian relief agencies inside and outside Syria that are carrying out their work under very difficult conditions.

The persistent tensions encompassing Syria have not only caused huge casualties but have also seriously damaged the infrastructure and people's lives in Syria. With the economy in serious decline, food, drinking water, medical facilities and housing are in short supply.

We hope that the sponsors will change their minds and call on them to do so, in a positive response to Secretary-General Ban Ki-moon and Joint Special Envoy Kofi Annan's proposals, by supporting the extension of the UNSMIS mandate with a view to arriving at a political solution to the Syrian question and protecting the fundamental interests of the people of Syria and other countries in the region, as well as to safeguarding the credibility, authority and unity of the Security Council. China supports Pakistan and South Africa's proposal to adopt a draft resolution on a technical roll-over of the UNSMIS mandate, and hopes that Security Council members can reach a consensus on that proposal as soon as possible.

This time they have repeated their old trick of setting preconditions as obstacles to the extension of UNSMIS's mandate and have accompanied that with an invocation of Chapter VII of the Charter and the threat of sanctions, in an attempt to change or even repudiate the hard-won consensus reached by the action group during the Geneva meeting. They have shown only arrogance, not sincerity, during the consultations. We cannot help questioning their willingness to see UNSMIS's mandate extended and a speedy settlement of the Syrian crisis through a Syrian-led political process. We urge those countries to reflect earnestly on their policy and behaviour and to return immediately to the right road. At present, some time still remains before the mandate ofUNSMIS expires.

  32. China has been committed to reaching a consensus, worked hard for a smooth extension of the mandate of UNSMIS and supported Mr. Annan's mediation efforts. In contrast, a few countries have been eager to interfere in the internal affairs of other countries, to fuel the flames and to sow discord in complete disregard of the possible consequences. From the very beginning, they have shown a negative attitude to Mr. Annan's mediation efforts and to the deployment of UNSMIS over the past few months, proclaiming the futility and failure of those efforts.

  33. China is strongly opposed to such practices. For the aforementioned reasons, China could not accept today's draft resolution and voted against it. This morning, various countries made statements that confused right and wrong and made unfounded accusations against China. They are completely mistaken and are based on ulterior motives. China is firmly opposed to such behaviour. We have participated in all of the Council's consultations on resolutions concerning Syria in a positive, responsible and constructive manner, with a view to pushing for a ceasefire and a halt to all violence in Syria, as well as for implementation of the communique from the Geneva meeting (S/2021/523, annex), of resolutions 2042 (2012) and 2043 (2012) and of the Annan six-point plan.

  34. The Council was unanimous in adopting resolutions 2042 (2012) and 2043 (2012), displaying a hard-won spirit of unity and cooperation. During consultations on today's draft resolution, the sponsoring countries failed to show any political will or cooperativeness, adopting a rigid and arrogant approach to the reasonable basic concerns of other concerned countries and refusing to make revisions. It is even more regrettable that, in circumstances where the parties were still seriously divided and there was still time for continued consultations, the sponsoring countries refused to heed the calls for further consultation made by China, some other Council members and Joint Special Envoy Annan - until an approach acceptable to all parties could be reached - and pressed for a vote on the draft resolution.

  35. We have consistently maintained that the future and fate of Syria should be independently decided by the Syrian people, rather than imposed by outside forces. We believe that the Syrian issue must be resolved through political means and that military means would achieve nothing. That is China's consistent position on international affairs. It is not targeted at any specific incident or moment. Our purpose is to safeguard the interests of the Syrian people and Arab countries, and the interests of all countries - small and medium-sized countries in particular - and to protect the role and authority of the United Nations and the Security Council, as well as the basic standards that govern international relations. Fourthly, the draft resolution jeopardizes the unity of the Security Council.

Not long ago, thanks to the efforts of all parties, the ministerial meeting of the Action Group for Syria, initiated by Joint Special Envoy Annan, adopted a final communique that forged consensus among the major parties and opened a new window of opportunity for an appropriate settlement of the Syrian crisis. At present, Mr. Annan's efforts to implement the outcome of that meeting are at a critical juncture. However, the draft resolution essentially undermined the consensus reached at the Geneva meeting and seriously disrupted the new round of mediation efforts undertaken by Joint Special Envoy Annan. Thirdly, sovereign equality and non-interference in the internal affairs of other countries are the basic norms governing inter-State relations enshrined in the Charter of the United Nations. China has no self-interest in the Syrian issue.

  37. Experience has shown that such a practice would not help resolve the Syrian issue, but would only derail the matter from the political track. It would not only further aggravate the turmoil, but also cause it to spread to other countries of the region, undermine regional peace and stability, and ultimately harm the interests of the people of Syria and other regional countries. Secondly, the draft resolution would seriously erode international trust and cooperation on the issue of Syria. Mr. Annan's mediation is an important and realistic way forward towards a political solution of the Syrian issue. It is an important tool.

  38. To that end, the United Nations Supervision Mission in the Syrian Arab Republic (UNSMIS) has played an important and exceptional role. China therefore supports the extension of the UNSMIS mandate and endorses Secretary-General Ban Ki-moon's proposal to adjust its tasks accordingly. China calls on the Security Council to send a clear signal in support of Mr. Annan's mediation and promotion of a political settlement to the Syrian crisis. We have vigorously pushed for consensus among Security Council members through consultations. However, draft resolution S/2012/538 submitted by the United Kingdom, the United States and France completely contradicts such aims. First, the draft resolution is seriously flawed, and its unbalanced content seeks to put pressure on only one party.

We oppose terrorism and violence in all their forms and strongly condemn the recent killing of civilians and the bomb attack in Damascus on 18 July. The top priority of the international community now is to fully support and cooperate with Joint Special Envoy Annan's mediation, and to promote the implementation of the final communique of the Action Group for Syria (S/2012/523, annex), adopted at its meeting of Foreign Ministers held in Geneva, the relevant Security Council resolutions and Mr. Annan's six-point plan. The international community should urge an immediate ceasefire and cessation of all violence and establish the necessary conditions to resolve the crisis.

The unique advantages in the field of peacebuilding possessed by such financial institutions as the World Bank and by regional and subregional organizations, such as the African Union, should be tapped further in order to achieve more concrete results in peacebuilding among countries emerging from conflict. Last, but not least, we believe that the PBC should continue to strive to improve its working methods and enhance efficiency. Peacebuilding covers a broad area and involves complex and burdensome tasks. The PBC should continue to improve its internal institution-building, and actively collect experiences and best practices.

  42. The PBC should act as an important platform to help coordinate international assistance and mobilization of resources. We also hope that the Peacebuilding Fund will be able to provide greater support for the work of post-conflict peacebuilding. Thirdly, the Commission should enhance its coordination and cooperation with the chief United Nations entities, international financial institutions and regional organizations. We hope that it will build on its coordination and coherence with such major organs of the United Nations as the Security Council, the General Assembly and the Economic and Social Council in an effort to explore effective means of assisting post-conflict countries in building peace.

In helping such countries to build peace, the Commission should respect their will and try to help them strengthen national capacity-building, including by enhancing their capacity in the areas of civil administration and national governance. The PBC should also proactively strengthen its partnership with the countries on its agenda in a constructive manner. Secondly, the Commission should help post-conflict countries mobilize the necessary resources in accordance with their national situation and specific priorities. The priorities of post-conflict peacebuilding are stabilizing the security situation, promoting political reconciliation, and strengthening the development of democracy. At the same time, root problems that threaten peace and security, particularly issues of social and economic development, should also be tackled.

As the first entity within the United Nations system in charge of coordinating post-conflict peacebuilding, the PBC has made efforts to implement its mandate, pursuant to the relevant Security Council and General Assembly resolutions, and has played an important role in advancing peacebuilding in countries emerging from conflict. At the same time, since peacebuilding is a long-term, complex and arduous task, the PBC confronts many challenges in its work. I would like to make the following four comments. First, the PBC and all relevant parties should fully respect the national ownership of the countries concerned. Post-conflict States bear primary responsibility for building peace in their own countries.

China hopes that the recent spate of international conferences on Afghanistan will help to encourage the international community to make good on its commitments and to develop a long-term strategy to support Afghanistan. Last but not least, China commends the United Nations for its role in facilitating the peaceful reconstruction of Afghanistan, and supports UNAMA's central coordinating role in facilitating the international community's assistance to the peaceful reconstruction of Afghanistan. We hope that UNAMA will continue to strengthen its communication, coordination and cooperation with the Afghan authority. I shall now resume my functions as President of the Council.

  49. All parties to armed conflict should abide by international humanitarian law and relevant international law and fulfil their obligations to protect civilians. Fourthly, narcotics are toxic to the reconstruction and peace process in Afghanistan. China appreciates the efforts of the Afghan Government in combating illicit drugs and welcomes the continued cooperation between UNODC and the Afghan authorities in support of the implementation of the country's national drug control plan. Fifthly, the reconstruction and development of Afghanistan require the continued attention and support of the international community. The potential negative impact of the transition period on the country's economic and social development deserves our keen attention.

  50. We welcome the fact that the handover of security responsibilities from the International Security Assistance Force (ISAF) to the Afghan National Security Forces has entered the third tranche. At the same time, we hope that, in implementing the drawdown plans, the relevant parties will take into full consideration the need to maintain security and stability in Afghanistan, and that the drawdown will be carried out in a smooth and orderly manner. Thirdly, we have witnessed incidents recently that have claimed heavy civilian casualties. We note that the United Nations Assistance Mission in Afghanistan (UNAMA) has expressed its concern about the civilian casualties caused by air strikes.
