  11. I shall now make a statement in my capacity as the representative of China. On the whole, the situation in Darfur, the Sudan, is now easing. There has been progress in the implementation of the Doha Document for Peace in Darfur. The international community should continue to support the parties in Darfur in fully implementing the Doha Document and in ensuring that the rebels there renounce violence and sign a peace agreement with the Sudanese Government on the basis of the Document. China believes that the political process holds the key to an appropriate settlement of the question of Darfur. It is only through the realization of a lasting peace in Darfur by political means that the foundation can be truly laid forjustice. Our position on the question of the International Criminal Court remains unchanged.

  14. The United Nations Interim Administration Mission in Kosovo (UNMIK) has made unremitting efforts to promote regional peace and stability and enhance dialogue. China expresses its appreciation in that regard. We support UNMIK continuing to carry out its mission in accordance with the mandate of the Security Council. We hope that UNMIK, the European Union Rule of Law Mission in Kosovo and the Kosovo Force will strengthen their coordination and play a positive and constructive role in promoting the settlement of the relevant questions. China expresses its deep concern about the illicit trafficking in human organs. Any acts that violate the norms of international law and international humanitarian law should not be condoned. The concerns expressed by Serbia in that regard are justified.

  15. China has always maintained that the sovereignty and territorial integrity of Serbia should be fully respected. On the question of Kosovo, a settlement plan that is acceptable to all should be reached within the framework of resolution 1244 (1999) and through dialogue and negotiation between the parties concerned. Recently, several rounds of dialogue were conducted between Belgrade and Pristina, and definite progress has been achieved on certain issues. We hope that the parties concerned will increase their efforts and continue to push forward with the dialogue. That is not only in the interest of the parties concerned; it also serves the well-being of the people. It is also in the interest of peace and stability in the Balkan region and all of Europe.

I welcome the presence of His Excellency Foreign Minister Vuk Jeremic' of Serbia at today's meeting. I also listened carefully to the statement of Mr. Hoxhaj of Kosovo. Although the current situation in Kosovo is generally stable, it nevertheless continues to be vulnerable and fragile. We express our concern about the tense relations among the ethnic communities in Kosovo, and in northern Kosovo in particular. We hope that the parties concerned will take a cautious approach and settle their differences through dialogue, refraining from any action that may further complicate the situation or escalate tensions.

  17. We also oppose shielding or conniving with terrorism on the basis of any political, ethnic or religious pretexts. China is the victim of terrorism and is facing various terrorist threats, primarily from elements of the East Turkistan Islamic Movement at home and abroad, as well as from other international terrorist groups and individuals.   18. Counter-terrorism assistance to Member States should be based on respect for the will and choices of those States. China welcomes the establishment of the United Nations Centre for Counter-Terrorism and hopes that it will provide important assistance to Member States in terms of capacity-building and technical assistance. Fourthly, counter-terrorism efforts must be based on dialogue among civilizations and on the promotion of mutual understanding and tolerance. International cooperation on counter-terrorism should serve to promote dialogue and exchange among various civilizations, religions and ethnicities, as well as mutual respect and harmonious coexistence. We must not draw ideological lines in our counter-terrorism efforts, and we oppose linking terrorism with certain States, Governments, ethnicities or religions.

Thirdly, to strengthen international cooperation on counter-terrorism, the United Nations and the Security Council should play a leading role. In the effort to combat terrorism, we must abide by the United Nations Charter and the basic norms of international law and respect the independence, sovereignty and territorial integrity of all States. China supports the full and effective implementation of the United Nations Global Counter-Terrorism Strategy, as well as relevant Security Council resolutions and presidential statements.   20. Double standards must be rejected in the effort to combat terrorism. The international community should oppose any form of incitation to or support for terrorism. Adopting inconsistent positions on the basis of one's own interest will serve only to shield or connive with terrorism, defeating the purpose of counter-terrorism and undermining international cooperation in that regard. Secondly, we must address both the symptoms and the root causes of terrorism through integrated measures. Terrorism emanates from a complicated set of political, economic and social factors. Measures to combat it should focus on promoting development, eliminating polarization and social injustice, and appropriately resolving regional conflicts. Terrorism is often accompanied by the spread of separatism, extremism, violent hatred and intolerance.

  21. I also welcome today's briefing by Secretary-General Ban Ki-moon. Terrorism is a common threat to the international community. China condemns terrorism and resolutely supports efforts to combat it in all its forms and manifestations. The international community has made tremendous efforts in combating terrorism, but terrorism is far from having been eradicated. It still seriously threatens international peace and security and it has evolved in form and means. With regard to strengthening international counter-terrorism cooperation, I would like to stress four points. First, Member States should uphold unified standards on the issue of counter-terrorism. Terrorist acts, regardless of their motives, wherever and by whomever they are committed, should be unequivocally opposed and addressed with firm measures.

I appreciate Azerbaijan's initiative in convening this high-level briefing on counter-terrorism. I welcome President Aliyev's leadership of today's meeting. This year marks the twentieth anniversary of Azerbaijan's accession to United Nations membership. Azerbaijan is also serving as a non-permanent member of the Security Council this year. Over the past 20 years, Azerbaijan has made tremendous efforts and scored tremendous achievements in national development, and it is playing an increasingly important role in United Nations affairs. It has contributed positively to the realization of the purposes and principles of the United Nations Charter. China would like to express its warm appreciation.

We hope that the Sudan and South Sudan will actively cooperate with the mediation efforts of the African Union and the international community, take practical steps to implement the AU road map, and seek an early and appropriate resolution of the relevant issues. Taking the AU position and requests concerning the situation between the Sudan and South Sudan into account, China voted in favour of resolution 2046 (2012) a few moments ago. China has always maintained that the international community should take an objective, impartial and balanced position on the question of the Sudan and South Sudan, avoid taking sides or imposing unbalanced pressure on the parties, and refrain from interfering in the mediation efforts of the African Union and other organizations and countries of the region. We are always very cautious about the use or threat of sanctions. In the meantime, China has always maintained that African issues should be resolved by Africans using African means. Lately, arms proliferation in West Africa and the Sahel region and the turbulence in Mali have raised widespread concern. Granted, arms proliferation in the region has its own history, but recent regional conflicts have aggravated it.   31. We hope that Israel will lift completely its blockade against the Gaza Strip, so that the people of Gaza can resume their normal lives in conditions of dignity, with space for development. The international community must provide greater assistance and support to the Palestinian people. The talks on the Syria-Israel track and on the Lebanon-Israel track represent an important and integral part of the Middle East peace process. A comprehensive settlement of the Middle East question is indissociable from progress on those two tracks. China fully supports the just aspirations of Syria and Lebanon to safeguard their national sovereignty and territorial integrity and to recover their occupied territories. China supports the Arab States' strategic choice to seek a comprehensive and lasting peace in the region.

  32. China believes that the Security Council should play a greater role in the resolution of the question of the Middle East. Israel's settlement activities represent the main obstacle to the resumption of peace talks. China has consistently opposed Israel's construction of Jewish settlements on occupied Palestinian territories. We urge Israel to cease immediately its settlement activities and to cooperate with international efforts towards peace, so as to create conditions conducive to the resumption of peace talks. At present, the security and humanitarian situation in the occupied territories, including the Gaza Strip, remains grave. The relevant United Nations resolutions must be implemented.

China has always advocated the settling of disputes between Israel and Palestine on the basis of the relevant United Nations resolutions, the principle of Land for Peace, the Arab Peace Initiative, the Middle East Road Map and other agreements with a view to ultimately establishing an independent State of Palestine living in peace side by side with Israel. China welcomes and supports every effort to overcome the impasse in the talks and in restarting negotiations. We welcome the recent efforts made by both Israel and Palestine to resume the peace talks at an early date, which we hope will soon yield positive results.   38. Committing to dialogue and negotiation in addressing the Iran nuclear issue is of great significance for maintaining stability and peace and avoiding greater upheaval in the Middle East region.   40. We must honestly address nuclear disarmament, nuclear non-proliferation and the peaceful use of nuclear energy in a balanced manner. We must vigorously promote the nuclear disarmament process, maintain global strategic balance and stability, and abandon nuclear deterrence policies based on the concept of first use of nuclear weapons to effectively reduce the threat of nuclear weapons. We must consolidate international nuclear non-proliferation mechanisms, fully respect the rights of countries to the peaceful use of nuclear energy and avoid double standards. With regard to the common efforts of the international community, the areas of arms control and non-proliferation have seen some positive developments. At the same time, the nuclear proliferation issue remains acute. We have a long way to go to achieve nuclear disarmament. The nuclear security situation remains grave.

The imminent deployment of the advance team of the supervision mission in Syria with the consent of the Syrian Government to swiftly kick off the task of supervision and the cessation of violence will help consolidate the progress made by Joint Special Envoy Annan's mediation efforts, fully implement Mr. Annan's six-point proposal and launch the political process at an early date. We hope that the advance team will fully respect Syria's sovereignty, act in strict accordance with the mandate of the Security Council, carry out its mission in a neutral, objective and just manner, make good preparations for the deployment of the supervision mission and play an active and constructive role in sustaining the cessation of violence and bringing about lasting peace and stability in Syria.

  45. We urge all parties in Syria to take real actions to support and cooperate with Mr. Annan in his mediation and continue the process of a political solution of the Syrian issue. We call on the international community to continue its support for Mr. Annan's mediation efforts. We need to guard against any attempt to create difficulties or trouble for that mediation. Any words or deeds that stand in the way of Mr. Annan's mediation efforts are unacceptable and must be firmly opposed. What the relevant parties say and do about the Syrian issue should contribute to an easing of the tensions, a cessation of violence, the launch of a political dialogue and the maintenance of peace and stability in Syria and the Middle East, rather than the other way around.

Mr. Li Baodong (China) (spoke in Chinese): China consistently maintains that the independence, sovereignty, unity and territorial integrity of Syria and the choice and will of the Syrian people should be respected. The Syrian crisis should be resolved in a just, peaceful and proper manner through political dialogue. We urge all parties, including the Syrian Government and the opposition factions, to strictly honour their commitments to cease all acts of violence and create conditions for the launch of a Syrian-led inclusive political process. Joint Special Envoy Kofi Annan's mediation is the practical way out and an important channel for the political settlement of the Syrian crisis. China appreciates and supports the efforts made by Mr. Annan for a political solution of the Syrian crisis.

We support the recommendation of the Secretary-General to extend the mandate of UNAMA for another year and support the United Nations in continuing to play a central role in coordinating international assistance for the reconstruction of Afghanistan. As a friendly neighbour of Afghanistan, China has played an active role in supporting, promoting and participating in the reconstruction of Afghanistan. We call upon the international community to devote greater attention to the economic reconstruction of Afghanistan, honour the relevant commitments in an effective manner and increase assistance according to the national priority programmes formulated by Afghanistan so as to promote the country's sustainable development with a view to addressing the root causes of the turbulence in Afghanistan. We express our concern at the recent incidents, such as the burning of the Koran and the shooting of civilians, and hope that the issues concerned can be resolved properly. We would like to express our appreciation for the active efforts made by the United Nations Assistance Mission in Afghanistan (UNAMA) to maintain peace and stability and promote national reconciliation in the country.

We hope that the international community will fully respect the independence, sovereignty and territorial integrity of Afghanistan, adhere to the principles of Afghan leadership and ownership, develop in-depth partnerships with Afghanistan and provide constructive help for national reconciliation and the reconstruction of the country. We hope that the parties involved in implementing the plan for withdrawal from Afghanistan will fully take into account the situation on the ground and execute that implementation in an appropriate and responsible manner while ensuring the security and stability of Afghanistan and helping the country to further strengthen capacity-building in the security field.

We support Afghanistan's strengthening of its efforts in the political, security, development and rule of law fields, in promoting national reconciliation and the Kabul process and in implementing the Afghan Peace and Reintegration Programme. We support Afghan national institutions in their efforts to comprehensively assume responsibilities in various fields, especially in gradually taking over the onerous task of maintaining national security. We support Afghanistan in actively committing itself to economic development and national reconstruction and in working to develop friendly and cooperative relations with other countries, especially countries in the region. Peacebuilding in Afghanistan cannot be accomplished without the help and support of the international community.
