“As international security forces prepare to withdraw next year, my country is determined to strengthen its cooperation with Afghanistan by providing capacity- building assistance and training programmes in the areas of civil service, law enforcement, mine action, border and customs control, health and rehabilitation. Most recently, our bilateral relations have become remarkably dynamic, in particular due to a number of ministerial visits from Afghanistan to Baku. We are very pleased with the increased interest of the Government of Afghanistan in benefitting from Azerbaijan's experience in other spheres, such as energy, the exploitation of mineral resources, emergency management and e-Government. We are determined to actively contribute to that end.”

“After the adoption of the implementation plans for all confidence-building measures (CBMs) at the Almaty ministerial conference in April, the main focus has now shifted to the realization of concrete practical activities within each CBM. We look forward to the next senior officials meeting of the process to be held in New York next week. We also thank the Government of China for having offered to host the ministerial meeting next summer. My country has been a part of international efforts in Afghanistan and will remain so in the post-2014 period. We shall continue our active engagement within the Istanbul Heart of Asia process, and are ready to participate in other regional initiatives.”

The reported period was marked by a number of significant developments, which further solidified Afghanistan's continued progress towards meeting the objectives of the transition period. The 18 June launch of the fifth and final phase ofthe security transition was a milestone achievement that has put Afghan security forces in the lead and demonstrated their determination to fully assume security responsibilities across the country. “The Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the relevant resolutions of the Security Council, the statute of the International Atomic Energy Agency and the NPT's safeguards agreement provide solid bases to that end. During the reporting period, the Committee adopted its programme of work for the period from 1 July to 31 December 2013. It also continued to receive information from Member States relating to actions taken to implement the relevant Security Council resolutions. It is essential that Member States cooperate with the Committee and the Panel of Experts by providing information about the implementation measures. We note that the Committee has made progress in reviewing the recommendations contained in the final report of the Panel of Experts, although to date none of them has been approved by the Committee.”

“The Force Intervention Brigade is an essential element of efforts to address the threat posed by the presence of armed groups in eastern Democratic Republic of the Congo. At the same time, it is clear that the conflict in the Democratic Republic of the Congo cannot be resolved by military means alone. Being complementary to the political process, the impact of the Intervention Brigade will be effective only if the national and regional commitments under the Peace, Security and Cooperation Framework are implemented in a proper and timely manner. An important prerequisite of conflict resolution in the Democratic Republic of the Congo is regional support.”

“It is critical that responsibility and accountability, as these notions are understood in international law, have been from the very beginning among the key elements guiding the common approach of the international community. In its presidential statement adopted today (S/PRST/2013/11), the Security Council demanded that all armed groups cease immediately all forms ofviolence and that their members fully disband and disarm, and emphasized the renewed commitment of all countries to neither tolerating nor providing assistance or support of any kind to armed groups. We also welcome the Council's principled stand on the need to end impunity for violations of international humanitarian and human rights law committed during the conflict.”

“The signing of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region on 24 February was undoubtedly an important achievement that added new impetus to diplomatic and political efforts and raised expectations that the crisis in eastern Democratic Republic of the Congo could be resolved. It is important that all relevant actors involved consistently demonstrate the necessary political will and spare no effort to translate the goals of the Framework into tangible outcomes. What has been clear at the outset is that the diplomatic and political efforts should in no way lead to the consolidation of illegal actions or be seen as an opportunity for endless discussions of unsubstantial and unacceptable claims, as has been the case in some other situations of armed conflict.”

“Azerbaijan is deeply concerned about the continued destabilization, violence and widespread human rights violations in Syria. The conflict in Syria has inflicted extensive damage on the country and its people, as well as on the entire region. The regional implications of the crisis are evident not only in its humanitarian impact on the neighbouring countries but also in the participation of foreign elements in the conflict and in the increased military presence of third States in the immediate vicinity of military action. “On 11 June, Azerbaijan hosted a conference of the Ministers for Foreign Affairs of the Organization of Islamic Cooperation (OIC) on the establishment of an Islamic financial safety net in support of Palestine, and the donors conference in support of the city of Al-Quds. The States members of the OIC and international organizations attending the conference pledged to contribute to improving the Palestinian economy, health care and education and to the infrastructure projects of the city of Al-Quds. Palestinian unity and reconciliation is another important issue to which we regularly refer. We support the ongoing efforts to that end under the leadership of President Abbas and express our hope that the May 2013 agreement between Fatah and Hamas to form a unity Government will be implemented within the agreed time frame.”

“The parties must uphold their commitments to the 21 November 2012 ceasefire agreement and refrain from any action that would undermine it. Settlement activities in the occupied Palestinian territory remain one of the biggest obstacles and threats to the peace process. As a matter of principle and law, Azerbaijan has consistently condemned and rejected settlement practices. Regardless of whether settlements are new or old, they are illegal under international law and must be ceased immediately and completely. The economic, financial and humanitarian situation in the occupied Palestinian territory requires continued international attention and assistance, particularly in order to ensure the unimpeded provision of humanitarian aid throughout the region.”

“We also note the continued interest of the regional stakeholders and underline the importance of the Arab Peace Initiative, which provides the necessary regional support for the achievement of a comprehensive, just and lasting solution. “We pay tribute to journalists who, under dangerous circumstances, bravely perform their duties to inform the broader public about threats to international peace and security. The increased brutality of armed conflicts and the changing nature of warfare nowadays give rise to the need for greater measures of protection for journalists at the national and international levels. It is important that the Security Council consistently maintain its focus on the topic and systematically recall its demand that all parties to armed conflict comply fully with their obligations under international law related to the protection of civilians in armed conflict, including journalists, and take all necessary measures to prevent attacks against journalists and prosecute those responsible for such attacks.”

“At the same time, despite the development of unequivocal international norms and standards and the increased attention of the international community to the protection of journalists, acts of violence against journalists, media professionals and associated personnel in armed conflicts - in particular deliberate attacks in violation of international humanitarian law, as well as impunity for such violations - remain widespread. We condemn all such attacks against journalists and Violations of their rights. The role of journalists as monitors of atrocious crimes committed during armed conflicts has frequently led to their being targets of intentional attacks by parties to a conflict. Indeed, as is often said, the first casualty of war is truth.”

“It is also widely recognized that the rule according to which civilianjournalists engaged in professional missions in areas of armed conflict must be respected and protected as long as they are not taking a direct part in hostilities constitutes a norm of customary international law applicable in both international and non-international armed conflicts. Furthermore, a number of other important efforts have been undertaken recently at the international level to address the protection of journalists in situations of armed conflict. Among them is resolution 21/12 on the safety ofjournalists, adopted in September 2012 by the Human Rights Council, and the 2012 UNESCO report containing the United Nations Plan of Action on the Safety of Journalists and the Issue of Impunity.”

“In addition, special rules of international humanitarian law apply to journalists who are imperiled by their professional duties in the context of armed conflict. According to Additional Protocol I to the 1949 Geneva Conventions, journalists engaged in dangerous professional missions in areas of armed conflicts shall be considered as civilians and as such shall be respected and protected under international humanitarian law. That norm was recalled in Security Council resolution 1738 (2006) and the presidential statement of 12 February (S/PRST/2013/2).”
