As the High Representative notes in his report, cooperation with the International Criminal Tribunal for the Former Yugoslavia was satisfactory during the reporting period. The economic and social situation in the country is still complex. At the same time, we note with satisfaction that the economic data for 2011 showed some signs of improvement compared to 2010. 21. “Non-conventional attacks by Al-Shabaab are a matter of serious concern, as are the reports about its announced strengthened alliance with Al-Qaida and other militia groups in the country. As Somali forces and AMISOM. continue to make territorial gains, it is critical, among other measures, to continue assisting them to build their capacity to effectively confront and prevent asymmetric attacks and to improve civilian security. The long-awaited durable peace in Somalia demands the economic recovery of the country through integrated national and international efforts. We concur with the Secretary-General that the end of the transition should encourage the international community to invest seriously in the long-term recovery and development of Somalia.”

30. “It is our strong understanding that, without exception, the same position equally applies to all unilateral actions taken contrary to resolution 1244 (1999) and in contravention with the perspective of achieving a solution based on mutual understanding and consensus. The situation with regard to the voluntary return of internally displaced persons to Kosovo remains a matter of concern and requires redoubled efforts. Azerbaijan aligns itself with the call of the Secretary- General for strengthened political will and focus in order to reverse the continuously declining trend in voluntary returns. 24 The issue of missing persons continues to be one of the major obstacles to reconciliation efforts, and obviously requires strengthened cooperation between the parties, as well as the engagement of UNMIK and other international partners.”

Positive trends in dialogue between Belgrade and Pristina, as well as progress towards European integration, were registered during the reporting period. We welcome the decision of the European Union (EU) to grant candidacy status to Serbia, which had been pending since 2009. We also note the agreement reached by the parties in an EU-mediated dialogue on Kosovo's regional representation and cooperation, with the understanding that such designation is without prejudice to positions on status and is inline with resolution 1244 (1999) and the advisory opinion (see A/64/881) of the International Court of Justice of 22 July 2010.”

43. “The Monitoring Team has played a crucial role in raising awareness and increasing knowledge of the sanctions regime, and we highlight in particular its contribution to completing narrative summaries for all the entries on the Al-Qaida list. Azerbaijan is greatly appreciative of the activities of the Committee established pursuant to resolution 1540 (2004), in particular its close interaction with Member States. It is essential that the Committee continue to solicit national implementation reports from Member States and, with support from the Group of Experts, to work constructively with them to increase the number of such reports. Meanwhile, we believe that finalizing the establishment of the group of experts that will assist the Committee in carrying out its mandate under resolution 1540 (2004) is crucial.”

45. “We were pleased with the survey's comprehensive approach, which included analysing the implementation by geographical region and by theme, assessing the evolution of challenges and identifying implementation gaps that Member States have encountered. We also commend the Counter-Terrorism Executive Directorate for new, practical approaches aimed at helping Member States strengthen their implementation, which in our opinion constitute the most important part of the survey and one to which States should give particular consideration. Regarding the Committee established pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities, we share the view that Al-Qaida and its affiliates continue to pose a serious threat to international peace and security.”

47. “I shall now make a statement in my capacity as representative of Azerbaijan. To begin with, I would like to thank Ambassadors Wittig, Puri and Sangqu for their comprehensive briefings, and to express our appreciation for their second year of excellent work and professional leadership of the three Committees with counter- terrorism mandates. Azerbaijan strongly supports close cooperation and effective coordination among those Committees. The presidential statement adopted by the Council last week (S/PRST/2012/17) reiterated the need for enhancing continued cooperation among the Committees and their groups of experts. Information exchange, joint outreach activities and country visits, coordinated activities with international and regional organizations, joint meetings and representation are all important tools for effective cooperation.”
