“As a result of that engagement, there is now agreement to hold a state-wide reconciliation conference that will begin in a few days, bringing together Galmudug's ll clans, geared towards the holding ofelections following a period ofreconciliation. The armed group Ahl Al-Sunna Wal-Jama'a has also entered into an agreement with the Federal Government of Somalia, and their forces are now being integrated into the Somali security forces. Like all other army personnel, those integrated are being biometrically registered, trained and paid directly via their personal bank accounts. It is said that Galmudug is the heart of Somalia and that, if there is stability, unity and prosperity in Galmudug, the same will be true in the whole country.”

“Galmudug state - one of the federal member states - was until recently divided between two administrations in two cities seeking to lead a divided population, with independent armed groups providing security. As a result of the Federal Government's sustained and inclusive engagement, the state is now an example of what we hope to achieve throughout all of Somalia. Prime Minister Hassan Ali Khayre, many Cabinet members and his security force chiefs and officials spent nearly six weeks in Galmudug. During the visit, they spoke to local communities, including elders, members of the business community, young people and women. They brought groups together and discussed a vision of a united Somalia that will benefit all of its people.”

“As the Secretary-General's report correctly states, and as the Assistant Secretary-General has reported in her briefing before the Security Council today, limited rainfall in the past three months has compounded existing dry conditions, just as it did last year, with as many 3.4 million people facing crisis levels of food insecurity as a result of water shortages and deteriorating crop yields, according to United Nations specialized agencies,. We strongly believe the humanitarian situation must be addressed as a matter of urgency to avert a humanitarian catastrophe. However, we must also invest in implementing and evaluating long-term solutions that put our people on the path to sustainable development.”

“On 2 October 2018, the Federal Government of Somalia signed the United Nations Convention on the Rights of Persons with Disabilities, and since then, the Somali Parliament ratified it. A bill for the establishment of a national disability agency was also passed in December 2018, and the national disability law is being drafted. Investing in youth is the most effective way to build the Somali nation and counter the ideology of violent extremist groups such as Al-Shabaab. As Secretary- General Guterres once said, "I do not agree that young people are the leaders of tomorrow. More and more, they are the leaders of today". Our young men and women have been the leaders of our change throughout our history.”

“The Federal Government is clearly committed to the road map on inclusive politics, which is crucial to sustaining peace and preventing conflict. The Somali Government remains fully committed to the promotion of human rights and the realization of equality for all its citizens. Despite the great challenges that we face, combined with a drastic reduction in assistance in the area of human rights promotion to less than half of what it has been in the last two years, the Government of Somalia has taken significant steps towards promoting human rights values with specific objectives, including reducing violence against women through Somalia's first dedicated legislation on sexual offences, which was unanimously approved by Cabinet in May 2018.”

“Regrettably, the decisions made here at the Security Council and at United Nations Headquarters continue to negatively affect the military capabilities of our security forces in the fight against such terrorist groups as Al-Shabaab, which gives comparative advantage to Al-Shabaab. In Somalia, we have shown that, while exercising pragmatism and political maturity, contentious and sensitive issues can be debated. In the last month, the Federal Government of Somalia has succeeded in passing a petroleum bill in the Lower House that incorporates a revenue-sharing formula agreed by the Federal Government and the federal member states. In addition, the Prime Minister's Cabinet approved a new draft election law, which is an important step in the political process towards holding elections.”

“Nevertheless, Al-Shabaab continues to be a threat undermining our efforts to deliver security. As part of the transition process, we have made significant gains against Al-Shabaab in the past eight weeks, having retaken from Al-Shabaab control the strategic towns of Sabiid and Bariire in the Lower Shabelle region. I would like to express my gratitude to countries that have contributed troops to AMISOM. for their commitment and sacrifices. The deployment of their troops has created a space for the political process and for humanitarian-relief corridors. But we cannot effectively implement the transition plan with one hand tied to our back owing to the long-standing arms embargo.”

We have worked tirelessly to ensure that all our officers and other military personnel are biometrically registered as part of the electronic payroll reform to eliminate corruption and ensure that they are paid on time, as has been the case for the past 25 months. “Even though it has only been just over two years since the election of President Mohamed Abdullahi Mohamed Farmajo, Somalia has witnessed transformational progress. Thanks to its strong political will, Somalia is on track to fulfil the key benchmarks it has set for itself, which is gradually bearing the fruits of prosperity and stability for all Somalis. We are encouraged by key positive developments such as collecting record tax revenues through automation and enhanced compliance, which is helping us to meet our economic reform goals. However, there is a cost to any reform, and though we have managed it to the best of our abilities, the Government has since lost some political capital in the ongoing reform process.”

“Malaysia finds it unacceptable that the United States would recognize the forced and illegal occupation of land that belongs to a sovereign country. Malaysia calls on the United States to respect and uphold its responsibility under the resolution 497 (1981). Israel must be made to withdraw fully from the occupied Syrian Golan Heights. The current deadlock in the Middle East peace process needs firm and pragmatic solutions in accordance with international law and norms. It is therefore important that the international community create conditions conducive to peace talks in order to improve prospects for finding a peaceful solution to this long-standing conflict.”

Given that Israel has managed to expand illegal settlements at an unprecedented scale, continues to demolish Palestinian homes and structures, continues to bring unimaginable death, suffering and misery to the people of Palestine, be they in the West Bank or Gaza, that statement has come as no surprise. It follows Israel's stated intention to annex the Golan Heights just a few weeks earlier, which regretfully, the United States has recognized. “For the first time in many years, high-ranking officials have been arrested and charged in connection with embezzlement. The Ministry of Finance is now the only line Ministry entrusted with revenue collection, which was previously collected by various other Government institutions. Domestic revenue has increased. Taxes and Government fees are paid directly to the Central Bank of Somalia. As a result of those key policies and strengthened fiscal discipline, our tax base has expanded. A staff- level agreement has been reached with the International Monetary Fund on the completion of the third staff- monitored programme, thereby making significant progress to pave the way for debt relief.”

“We, the federal Government, have restructured the National Intelligence and Security Agency into a civilian intelligence-gathering agency, moving operational units to the Somali police force. That is no mean feat. In line with our reform agenda, the House of the People just this week adopted a pension and gratuity bill that will pave the way for the disengagement of a large number of inactive civil servants. We continue to restructure the Somali security forces and redefine their roles and responsibilities in support of the payroll reform and the biometric registration, and our national registration force is nearing completion. With regard to economic recovery, the Federal Government of Somalia has achieved success owing to its relentless fight against corruption through widespread economic reforms.”

“Through the security and justice road map, we have broken down the task into priority areas to ensure that activities are not implemented on an ad hoc basis but are concentrated in areas and aligned with other security efforts in order to multiply their effect. The Somali National Army has conducted independent operations in support of the transition implementation in Lower and Middle Shabelle. Key areas, such as the coastal town of Merca, were cleared and have been held by the Somali National Army to enable stabilization, peacebuilding and reconciliation initiatives. The implementation of the transition has also continued in the capital, with the Somali police forces taking over the security responsibilities for the Mogadishu stadium from the African Union Mission in Somalia.”

“In order to resolve the conflict, the Government has followed up with the integration of local forces to enhance the peace. In Tukaraq, in the north-western part of Somalia, the President is leading mediation efforts to de-escalade tensions and in the district of Merca in Lower Shabelle, his support has strengthened the local community reconciliation initiative and benefited Lower Shabelle security along the coastal line. With regard to security, the Federal Government of Somalia has made considerable progress in the implementation of the Somali transition plan and the national security architecture.”

“In that regard, we have adopted an anti-corruption law and established an anti-corruption commission, and the cabinet has endorsed the federal justice and corrections model - a key step in strengthening the rule of law in Somalia. In order to deepen federalism and address practical issues, we have reached a resource-management agreement on the ownership, management and sharing of fisheries, petroleum and mineral resources. Lastly, in order to build trust among Somalis and ensure that our political reform is generally inclusive, my President has led reconciliation efforts across the country. In the city of Galkayo in central Somalia, the President brought the parties together to resolve the conflict and broken relations.”

“In order to put in place a legislative framework for the election, we have reviewed the political parties law and drafted an electoral law. With a view to deepening federalism, various elections are under way in many federal member states and are taking place as scheduled, while we continue to support the devolution of Government functions and powers to the different administrative levels of Government. Our working relationship with our federal member states is becoming stronger. We are implementing a joint developed framework for security support with HirShabelle state and are currently finalizing the same with South-West state. Building the trust of Somali citizens in their Government is a key part of our political reform, including through the tackling of crippling corruption.”

“Directly attributable to this new mode of business, let me also highlight other key achievements we have made. Somalia is rebranding and taking its rightful place in the region. The end of 2018 marked an exciting time of regeneration and partnership in the Horn of Africa. This new reality will increase regional cooperation to boost economic initiatives and promote peace and security across the Horn of Africa, and is an example of the active role that Somalia can play in the region under President Farmajo's leadership. On inclusive politics, we have laid important foundations for our reform agenda by reaching an agreement on the electoral system for 2020 and completing 50 per cent of the constitutional review process.”

“On this occasion, Somalia reaffirms its commitment, at the national and global levels, to the implementation, promotion and protection of human rights and the principles and standards common to all, enshrined in the Charter of the United Nations, the Universal Declaration of Human Rights and relevant international instruments. In October, Somalia acceded to the Convention on the Rights of Persons with Disabilities, becoming the 178th country to do so. In the same month, our Parliament approved a draft law prepared by the Ministry of Human Rights and signed by President Farmajo on 31 December. That is a milestone and a tremendous achievement for our country, and a great step to promote and ensure a full and equal enjoyment of all human rights and fundamental freedoms by all persons living with disabilities in Somalia.”

“In the span of almost two years, we have advanced the organizational structure for the implementation of our Government's agenda through four distinct road maps: inclusive politics, security and justice, economic recovery and social development. Those road maps have enabled the Government to track the implementation of projects, improve coordination among ministries and agencies and enhance accountability and transparency at all levels; most critically, they will allow Somalis to streamline the support received from our international partners. During the seventy-third session of the General Assembly, Somalia was elected as a member of the Human Rights Council for a three-year term, beginning this month.”

Somalia's forward momentum has been achieved with the strong support of our partners. We pay tribute to the ongoing commitment and sacrifice of the personnel of the African Union Mission in Somalia (AMISOM) and we are grateful for the collaboration and support of the United Nations, the African Union, the European Union and all of our international partners. “I would like to congratulate you, Mr. President, on assuming the presidency of the Security Council for this month and to assure you of my full support. I would also like to take this opportunity to congratulate the new members of the Council and to wish them every success in their term. I would like to begin by first expressing Somalia's firm condemnation of the recent mortar attack on Aden Abdulle International Airport in Mogadishu, which hit the United Nations compound. We have assured the Security Council that our law enforcement agencies promptly began investigations with a View to bringing the perpetrators to justice. We wish the injured a swift recovery and we stand in solidarity with the United Nations family at this time. I also want to thank Mr. Nicholas Haysom, Special Representative of the Secretary-General for Somalia and Mr.”
