Somalia has developed a realistic, phased and conditions-based transition plan, working closely and collaboratively with the African Union Mission in Somalia (AMISOM), troop- and police-contributing countries (TCCs/PCCs), the United Nations and the European Union, as well as other key partners. That process was inclusive and comprehensive and included field consultations to incorporate the perspective of local stakeholders, including federal member states. The transition plan was endorsed by the Somali Cabinet and by the African Union Peace and Security Council. It sets out the strategic guidelines that will enable detailed planning over the next few years.

That is clear testimony to the resilience of the Somali people and their capacity to absorb political shocks and to engage in peaceful, lasting and democratic solutions while respecting parliamentary rules of procedures, as well as our Constitution. A little more than a year ago, President Mohamed Abdullahi Mohamed Farmajo joined our international partners at the London Somalia Conference and made a steadfast commitment to accelerating progress on security sector reform and to setting security as a priority for his Administration. Since the previous meeting of the Council (see S/PV.8215), tangible progress on that commitment has been made.

  3. We believe that supporting and safeguarding our hard-earned political stability is a prerequisite for the long road ahead in terms of security, economic development and recovery. In the current report of the Secretary-General (S/2018/4ll) we are concerned about the inclusion of some inaccurate statements on the political situation, which could jeopardize the legitimacy of the Government, as well as our national reconstruction efforts. While the report covers most developments that have occurred in the period under review, we suggest that there is a room to more adequately address the political progress and developments on the ground. However, we are happy to note that the tensions within Parliament mentioned in current report have been resolved.

  4. In the process, it helped to create one of Africa's first democracies. The optimism and hope created by the Somali Youth League nearly a century ago are also a major source of our current optimism for achieving peace and prosperity, thereby leading towards a resurgent Somalia. On this occasion, I would also like share the sad news of the passing away, at the age of 89 years, of Ambassador Abdulrahim Abby Farah, one of our most prominent Somali diplomats, who served as Permanent Representative of Somalia to the United Nations. He also held several high-level positions at the Organization. I take this opportunity to also convey our thoughts and prayers to his family and the Somali people around the world.

As this is the first time that my delegation addresses the Security Council during your presidency, Madam President, allow me to begin by congratulating you and your delegation on your assumption of the presidency of the Security Council for the month of May. I wish you every success in your leadership. Let me also take this opportunity to thank Ambassador Keating and Ambassador Madeira for their briefings. At today's meeting of the Security Council on Somalia, I would like to share with members the fact that it is also the seventy-fifth anniversary of the founding, on 15 May 1943, of the first political party in Somalia - the Somali Youth League, which has done much to advance the Somali cause. Indeed, the youth party was singularly instrumental in achieving the independence and unity of the Somali people in 1960.

The Federal Government of Somalia strongly condemns these blatant violations and reaffirms that it will take the necessary measures to deal with them, deriving from its primary responsibility to defend the inviolability of the sovereignty and unity of Somalia in accordance with the Somali Constitution and international law and covenants. The Monitoring Group further states that the establishment of a foreign military base in Berbera, involving the transfer of military material to the territory, would constitute a violation of the arms embargo on Somalia. These actions taken by the United Arab Emirates in Somalia are in clear violation of international law, the Charter of the United Nations and the norms of international relations and international cooperation. The Federal Government of Somalia therefore calls on the Security Council to take the necessary steps, in accordance with its mandate, to maintain international peace and security, put an end to those actions and ensure the implementation of its resolution on Somalia.

In that regard, with our sights set on preserving the unity of Somalia's territory and people, our Parliament voted to unanimously reject the United Arab Emirates- based Dubai Ports World agreement with the north- western regional authority of Somaliland and to commit the Government of Somalia to taking measures to secure Somalia's unity and sovereignty under article 1 of our Constitution. Besides that, two years ago, the United Arab Emirates signed an agreement with Somaliland regional authorities to establish a military base in Berbera, without the consent of the Federal Government of Somalia. The Monitoring Group on Somalia and Eritrea confirms in its latest annual report (S/2017/924) that construction of the new facilities is under way.

We are also confident that the Security Council, the international community as a whole and other partners in the development of Somalia's future will adhere to the principle that it clearly expresses, which is that the current national reconstruction efforts in which we are engaged in the Somali Republic must be Somali-driven and must be seen to be so. That said, we remain deeply concerned about comments that have periodically been made by senior UNSOM. officials at conferences containing statements on political issues on Somalia that are sometimes erroneous. We are further troubled by the negative effects that these statements have in the Security Council and in Somalia. We welcome this unanimous adoption and appreciate the support and constructive engagement of Council members in committing to support Somalia and my Government's efforts to tackle the many complex challenges it is facing. Though there may be nuanced differences in how Council members assess the current situation, we are united in recognizing the important role that the United Nations will continue to play in promoting peace and stability in Somalia. Accompanying the road map is a logical framework matrix to monitor and evaluate progress, on a weekly basis, on the political benchmarks of all the relevant institutions by the Cabinet subcommittee for inclusive politics, chaired by the Prime Minister. I would like to draw the attention of the Security Council to the looming humanitarian crisis in Somalia. According to United Nations specialized agencies, 6.2 million people are still in need of humanitarian assistance due to the drought and the conflict in Somalia. The agencies are particularly concerned that the below- average rainfalls for a fourth consecutive season and the forecast indications of a fifth consecutive below- average season indicate that the risk of famine remains in many parts of Somalia in 2018.

  16. The Federal Government of Somalia is committed to carrying out democratic, transparent and credible elections by 2020-2021 under the leadership ofPresident Farmajo. The holding of the elections in 2020-2021 is clearly articulated in the provisional constitution of the Federal Republic of Somalia. The political road map emphasizes that democratization is an essential component in building a Viable State. The road map sets out the critical steps necessary to achieve the envisaged credible direct elections in 2020-2021, with a division of roles, responsibilities and timelines of the different constitutionally mandated institutions of the Government.

  17. The Somali National Army needs to be capacitated in all fields - training, equipment, mobility and weapons - to be able to inherit, hold and preserve the gains achieved. Without support against the constraints I mentioned, the transition from AMISOM. to the Somali national security forces will be a mirage. The transition from AMISOM. to the SNA should be conditions-based. We take this opportunity to pay special tribute to the African Union. Ten years ago, Somalia was in a very different position, and Somalis everywhere are grateful to AMISOM. for the sacrifices made to help our people. Each of the group's strands is led by a relevant member from a federal ministry, with the support of international partners, including AMISOM, the European Union, the Netherlands, Sweden, the United Kingdom and the United States. A critical priority is to enable AMISOM operations by enhancing its operational effectiveness and providing predictable and sustainable funding. The devastating truck bomb explosion of 14 October at a major junction in Mogadishu, which destroyed property and killed over 500 innocent civilians, with more than 200 injured or missing, was regarded as the biggest and deadliest vehicle-borne improvised explosive device terrorist attack in the world's history. That event again served to underscore the Al-Shabaab terrorist group's ability to stage large-scale attacks, despite months-long offensives against it by the African Union Mission in Somalia (AMISOM) and the Somali National Army (SNA). Somalia will forever remember that dark day in our history. The Somali people and our Government are more united than ever in the fight against Al-Shabaab. After the attack, on 11 November, the Prime Minister chaired the first meeting of the executive group on a comprehensive approach to security.

  20. 2 of 2016, recognizes those concerns and provides recommendations to the Security Council, which have to date not been implemented. We are a fragile, recovering State, and it is critical that all members of the Security Council play their part in influencing a reduction in the micromanaging and current destabilizing levels of foreign interference in our internal affairs, especially with regard to the ongoing Gulf crisis. Needless to say, we see those concerns as an affront to our sovereignty and independence.   21. A path to inclusive politics has been charted, and discussions will now also include security sector reform. However, the existing arms embargo framework on Somalia is major obstacle to the effective implementation of our ambitious security sector reform plans. The current arms embargo supports a disjointed supply of weapons and ammunition to various different security sector entities or federal member states, without the knowledge or the approval of the Government. That contributes to fragmenting our country andjeopardizes our peacebuilding, our political progress and, above all, the unity of Somalia. The relationship between the Federal Government of Somalia and the federal member states is strong, as demonstrated by President Mohamed Abdullahi Farmajo's current peace tour in the north-eastern and central regions of Somalia and his visit to Galkayo with President Xaaf of Galmudug and President Gaas of Puntland. During this week's peace tour, President Farmajo visited several towns in Puntland and Galmudug states and held crucial meetings with state leaders, elders, civil society groups and politicians on the reconciliation process. The meeting that led to the agreement between Ahlu Sunna Wal Jama'a and Galmudug was another milestone. There has also been close collaboration with the federal member states on economic recovery, including dealing with anti-corruption issues and reform.

I accept that my Government needs to do more to fully comply with the partial-lift requirements, including the improvements we must make to our weapons management and command-and-control systems. I confirm that my Government will work on enhancing compliance over the next year. Although the resolution calls for the implementation of a national security architecture for Somalia that would integrate regional and federal forces, the existing arms embargo framework on Somalia supports a dis-integrated supply of weapons and ammunition to multiple different security sector entities and may contribute to fragmenting our country in the worst possible way. Secondly, while the resolution calls on the Monitoring Group on Somalia and Eritrea to further investigate the use of chemicals in the manufacture of improvised explosive devices, our Government would like to see recommendations adopted by the Security Council to curb such fatal tactics, especially given the fact that six of the last seven Al-Shabaab bombs contained chemicals, and in view of the scale of the 14 October bombing, in which over 350 innocent lives were lost. Thirdly, the arms embargo has been in effect in Somalia for over 20 years, with multiple modifications, including that of a partial lift.

  28. I should like to emphasize the following three points. First, while the resolution underscores the importance of working to prevent the destabilizing effects of the regional crisis from spilling over into Somalia, it does not specifically identify the impact of the Gulf crisis on Somalia, be it from a political disintegration perspective or otherwise. In this regard, I would like to remind the Council that, shortly after his inauguration, His Excellency President Mohamed Abdullahi Farmajo offered grace and amnesty to the members of these terrorist organizations. However, his offer was declined by those terrorists. As a result, the strengthening of our security capabilities and architecture through the reform of the security sector and a robust disarmament, demobilization and reintegration programme continue to be the main priority for the Somali Government. We firmly believe that this reform will be achieved only through the increased coordinated assistance of the international community to the Somali security sector, strengthening the Somali national army, and a more robust African Union Mission in Somalia force, while enforcing the sovereignty and territorial integrity of Somalia.

  30. I ampleasedto be addressing members of the Security Council today at this meeting on Somalia's behalf. At the outset, I would like to thank Ambassador Umarov for his efforts, as Chair of the Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea, to advance its work since he took office. We broadly support resolution 2385 (2017), on Somalia, and commend the British Government, as penholder of the resolution, for its engagement, as well as all members of the sanctions committee for their work. We welcome the steps taken to strengthen and fully implement the ban on the charcoal trade, which provides significant funding for the terrorist organization Al-Shabaab. Al-Shabaab remains the most pressing threat in Somalia and causes serious security problems in the country and indeed in the region.

  31. Thus, illegal fishing enhances security risks. If the Security Council does not address the devastating consequences of illegal fishing, it will further exacerbate the widespread strong feelings and sentiments of the coastal communities, as well as the population as a whole. Somalia once again thanks the entire Security Council for its efforts in Somalia in all areas, including piracy. We welcome both the long-term and the short- term recommendations, suggestions and solutions set out in today's resolution and the Secretary-General's report, and we encourage more research into the complex link between piracy and illegal fishing. Thirdly, we are building the capacities and maritime security governance of the authorities of regions with coastline in Somalia, in such critical areas as the commissioning of coast guard forces, legal and prosecution capacity, and the rebuilding and revival of the maritime economy to create jobs and generate income, particularly for young people. The value of Somalia's fishing licenses is significantly and adversely affected by the widespread prevalence ofillegal fishing. Fishing licenses issued by the Somali authorities will not be attractive to fishing companies, as they cannot compete in the market with those who get it free of charge - that is, illegally. This will negatively affect the potential revenue of the Government, which in turn undermines the ability of the local economy to create jobs and generate income for young people.

  33. Reality on the ground has changed materially since the adoption of resolution 2316 (2016). First, President Farmajo's Government in Somalia is seriously committed to rebuilding the country's maritime security, with the assistance of the European Union as part of the programme under the Contact Group on Piracy off the Coast of Somalia. Secondly, we are taking several measures to demonstrate our determination, such as the proposed enactment of new legislation that would designate piracy offences as criminal activity, with long prison sentences, as well as the building ofa new correctional facility that can hold potential perpetrators of piracy crimes.

  34. Annan has further indicated that "commercial trawlers that operate under flags of convenience and unload in ports that do not record their catch are unethical and illegal". The root causes of piracy, in addition to illegal fishing, are poor State control of land, the lack of legal economic opportunities and the absence of the rule of law. Incidents of piracy off the coast of Somalia have increasingly dropped, but piracy could easily escalate again should the naval patrolling lessen before Somalia's maritime forces are built and fit to control Somalia's exclusive economic zone. If it is to be effective and fair, the renewed Security Council resolution on piracy must address the devastation caused by the wide prevalence of illegal fishing in Somalia's exclusive economic zone on Somali fisheries and coastal communities.

The Federal Government of Somalia established the Maritime Security Coordination Committee as a mechanism to showcase the Government's initiatives to address illegal fishing through six areas of importance to Somalia: maritime governance, maritime safety at sea, maritime response and recovery, maritime law enforcement, maritime security and the maritime economy. The problem of illegal impacts Somalia more acutely and adversely in that it has the longest coastline - 3,323 kilometres - in the contiguous continent of Africa. A key underlying economic cause of piracy in Somalia is the depletion of seafood resources through illegal fishing by foreign companies. According to Kofi Annan, former Secretary-General and current Chairperson of the Africa Progress Panel, "natural resources plunder is organized theft disguised as commerce". Mr.

Noting the Secretary-General's report of 12 October 2017 on piracy and armed robbery off the coast of Somalia and the complex linkage between piracy and illegal, unreported and unregulated fishing, we ask Member States and international organizations to support the Federal Government of Somalia in its efforts to address illegal fishing in Somalia's exclusive economic zone. The Government of the Federal Republic of Somalia welcomes the renewal of the mandate, in accordance with resolution 2316 (2016), in securing the international and territorial waters off the coast of Somalia for the safe conduct of shipping and navigation.   39. The United Nations Office for the Coordination of Humanitarian Affaris estimated some time in February or March that 3.2 million people needed immediate assitance. While the war has been averted thanks to the help of our partners, the threat of famine has still persisted in the second half of this year.   41. A vital element of rebuilding our security apparatus is to substantially improve coordination among international partners on the security front. We, the Federal Government of Somalia, welcome the genuine attempt to address this fundamental problem through the creation of the Comprehensive Assistance to Security group. This group, in close collaboration with the National Security Office, must end duplicity and fragmentation in the security-support sector. On our side, the National Security Council is designed to do the same. For too long, the conventional wisdom has been that Somalia is a problem to fix and the people have become a perfect example due of humanitarian breakdown to the failure of the State to do its job.

  42. The SNA and SNSF are not ready to take over security responsibilities in Somalia and the premature withdrawal of AMISOM. in May 2018 may be a recipe for disaster. It is crucial that AMISOM. be provided with predictable and sustainable funding beyond 31 May 2018. When it comes to the assistance we have received in the security sector from our friends, we are grateful to all partners for their unwavering and sustained support over the years. Many provide financial support, while others provide technical and logistical support. One partner I would like to dedicate special gratitude to is AMISOM. Its peacekeeping forces have been working with us for the past 10 years - much longer than anyone expected. During that time, they have sacrificed many soldiers in the quest to help Somalia defeat Al-Shabaab and rebuild our security sector.

In the Military Operations Coordination Committee meeting held on 5 September in Addis Ababa, AMISOM troop-contributing countries agreed to reduce troop numbers, as envisaged in resolution 2372 (2017). AMISOM. will start planning for exit before May 2018 and is likely to complete its withdrawal in May 2018, if there is no predictable and sustainable funding arrangement beyond that date. My Government and the people of Somalia are grateful for the sacrifices made by AMISOM. over the past 10 years to help to restore peace in Somalia. AMISOM. has done a great job. However, the Somali National Army (SNA) and the Somalia National Security Forces (SNSF) are still faced with many challenges, including a general lack of capacity and the effect of the arms embargo.

  44. Despite the bravery of our men and women in uniform, we were locked in asymmetrical battles with the terrorists. Without AMISOM. forces, who are supplied with heavy weaponry, we would not have been able to defeat Al-Shabaab. The long-standing arms embargo on Somalia severely restricts our ability to procure heavy weapons, despite the partial lifting of the embargo in 2013. The time has come for Somalia to be granted access to qualitatively better weapons than the terrorists. In that regard, we are asking this organ, the Security Council, to consider and develop a clearly defined road map to grant the full lifting of the arms embargo. That would include improvements to our weapons management and our command-and- control systems.

  45. The new national security architecture and the security pact provide the tools we need to strengthen the Somali National Army and introduce an improved policing model. Together with the African Union Mission in Somalia (AMISOM), we are confident that we can defeat Al-Shabaab in the next couple of years. Once we recover the remaining territories and secure supply routes, we will stabilize the country by building local administrations in collaboration with the Federal member states. We believe that communities are best placed to collaborate with the local, state and Federal Governments to stabilize the country. However, the Federal Government cannot defeat Al-Shabaab without the necessary tools. For far too long, our security forces have been in combat with terrorist groups using the same light weapons - mostly AK-47s.

  46. The National Security Council is a platform for dialogue not only on security issues, but on broader matters of national importance too. The Federal Government and Federal member states, along with other stakeholders, are currently engaged in an in-depth discussion on matters ofnational importance, including a dialogue on the sharing of natural and national resources. This and other issues will be discussed in the context of the constitutional review process. The leaders of Somalia recognize that the Constitution is a document that binds them together and serves as the foundational text upon which future decisions are built. Security remains paramount for the Federal Government.

To that end, President Farmajo's Government will spare no effort in working towards the promise at the heart of his election campaign to fight Somalia's three major enemies: terrorism, corruption and poverty. The Federal Government focuses on getting the politics right. We believe that good politics must be inclusive, participatory, vibrant and practiced on a level playing field. In that regard, the Federal Government is committed to solidifying the federal system of governance, which has only been in place since 2004. Our overall vision is to achieve a strong and cooperative union that works for all Somali people and enhances equity and good governance. Thankfully, we are a step closer to that objective, as illustrated by the historic formation of the new National Security Council, which includes Federal member states.

However, we should be very aware of the high expectations of the Somali people following the election of President Farmajo and the subsequent appointment of Prime Minister Hassan Ali Kheyre, in the areas of improving security and providing basic services such as health and education. Although the Federal Government is working tirelessly to meet everyone's expectations, the immediate hope is to gradually improve the lives of our citizens. Despite the enormous challenge we face, Somalia is striving for lasting security to ensure that our country may remain at peace with itself and with the global community. We believe that the only way for Somalia to fully recover is to strengthen its democratic institutions.

  49. It is a great honour to be addressing the Security Council today on behalf of Somalia. I am delighted to be sharing our experiences with our key partners, all of whom have stood by our nation and our people in our greatest period of need. I would like to take this opportunity to thank the Secretary-General and his team, both in New York and in Somalia, for their committment to peace, stability and prosperity in Somalia. As the Council is aware, Somalia successfully concluded a long and complicated election process on 8 February. That day, representatives of the Somali people voted for change and a new direction for our country when they elected President Mohamed Abdullahi Farmajo. We are also aware of the enormous public support received by the Federal Government following the election.
