“The Syrian Government has taken several decisions to that end, and we are cooperating with the Office of the United Nations High Commissioner for Refugees and the Arab contact group to achieve that objective. In that context, we call on Western countries to work to create conditions conducive to the voluntary and dignified return of Syrians to their cities and villages, including by implementing early-recovery projects and financing efforts to clear mines and explosive remnants, instead of obstructing the return of refugees and politicizing that dossier to serve their narrow political agendas. My delegation stresses that improving the humanitarian situation in Syria requires providing sustainable solutions to support Syrians, which would reduce dependence on life-saving humanitarian aid and increase their resilience.”

“It will also be necessary to provide sufficient, sustained and predictable funding to the relevant United Nations programmes and agencies, given that the issue of declining funding has become a matter of genuine concern regarding the capacity of those programmes and agencies to fulfil their mandates. Out of concern for its citizens, the Syrian Government has opened five crossings, while it was demanded of us that we open only two crossings. Do Council members remember that? With regard to the issue of the return of refugees, I would like to underscore that Syria welcomes the return of every Syrian refugee who has been forced to leave the country because of armed terrorist groups.”

“While my delegation thanks Under-Secretary- General Griffiths for the efforts he has made in this area, it stresses that the Syrian Arab Republic, by permitting the use of that crossing, in addition to granting permission to use the Bab Al-Salam and Al-Rai border crossings, along with using the Sarmada and Saraqib crossings, for the delivery of cross-line humanitarian shipments internally, is guaranteeing sufficient humanitarian access to meet the humanitarian needs of Syrians in north-west Syria as is required. However, maximum pressure must be exerted on terrorist groups in that area to prevent them from exploiting those in need of the humanitarian aid or diverting it from its intended purpose.”

“We also listened to Ms. Wosornu’s briefing. I would like to point out that, while the Syrian Government granted permission to the United Nations on 13 July to use the Bab Al-Hawa crossing to ensure the continued delivery of humanitarian aid to Syrian civilians in the north-west of the country, the first convoy used the crossing only on 19 September, in conditions detrimental to the United Nations — more than two months after permission was granted — owing to obstruction by the terrorist groups that are present in that area and that have taken the Syrian civilians there hostage. In the meantime, we have not heard a word from those countries that have caused us headaches by repeatedly proclaiming themselves eager to meet the humanitarian needs of Syrians.”

“It simply tries to fling mud at others while shamefully evading the devastating repercussions of its policy of creative chaos and destruction that it has spread in our region and in other regions of the world. We listened to the briefing given by Mr. Pedersen, Special Envoy to Syria. Mr. Pedersen recently visited Damascus and met with the Minister for Foreign Affairs and Expatriates, who affirmed to Mr. Pedersen Syria’s commitment to a Syrian-led and Syrian-owned political process, free from external interference and on the basis of respect for Syria’s sovereignty, independence, unity and territorial integrity. In that regard, I would like to note that we continue to participate in dialogue and coordination with the Special Envoy. We hope that his efforts will allow the Constitutional Committee to resume its meetings as soon as possible.”

“In addition to all that, this very morning, the United States representative reaffirmed before Council members the illegal, illegitimate and shameful position taken by the Administration of former United States President Donald Trump announced in March 2019, which recognized Israel’s sovereignty, the occupying Power, over the occupied Arab Syrian Golan, in clear violation of international law and the relevant United Nations resolutions, in particular resolution 497 (1981). All those illegal and illegitimate practices that we have drawn attention are only a few examples of what the United States is doing in Syria. The United States lectures us at every meeting about the need to abide by the Charter of the United Nations and the importance of defending the principles of international law.”

“The United States of America maintains an illegitimate and unjustified military presence on Syrian territory. It is supporting separatist militias that violate Syria’s territorial integrity and is using terrorist groups in the Al-Rukban camp to play a destructive role and cause an unnecessary humanitarian crisis. The United States is also sending its delegations to illegally sneak into north-eastern Syria, the most recent of which was the visit by a United States delegation headed by Ethan Goldrich, Deputy Assistant Secretary of State. It is also plundering Syria’s national resources, stealing Syrian oil, gas, and wheat in broad daylight and depriving their Syrian owners of them. The United States has caused the Syrian oil sector direct and indirect losses totalling $115 billion.”

“The Israeli occupation forces continue their aggression against Syria’s sovereignty and territorial integrity by targeting and bombing infrastructure, vital civilian facilities and airports. Since the beginning of this year until present, the Israeli occupation forces have carried out 30 air attacks on such civilian targets. The Syrian Arab Republic condemns in the strongest terms all those crimes and attacks by Israel. We equally condemn the continued silence in that regard by some States that declare themselves protectors of international humanitarian law and international human rights law, which makes them complicit with the perpetrators of those crimes and clearly shows the extent to which they apply double standards. Certain permanent members of the Council have committed — and continue to commit — flagrant violations against Syria.”

“Mr. Sabbagh (Syria) (spoke in Arabic): For years, the Syrian Arab Republic has been facing serious challenges caused by terrorism exported from different regions of the world, the illegal military presence of United States and Turkish forces and repeated Israeli air attacks. All of that has been accompanied by brazen interference in our internal affairs and has coincided with the imposition of an economic blockade and illegal and inhumane unilateral sanctions. All those challenges are flagrant violations of the Charter of the United Nations, the principles of international law and international humanitarian law, along with all the Security Council resolutions on Syria, which stipulate respect for the sovereignty, independence, unity and territorial integrity of Syria, leading to instability and insecurity in Syria and the entire region.”

“In that context, I refer to reports by the Syrian National Authority, submitted to the OPCW Technical Secretariat in August, that a number of Hayat Tahrir Al-Sham terrorists present in Idlib governorate transported a truck of chlorine and sarin gas from the Maarat Misrin district to the Jisr Al-Shughur area, under the supervision of the terrorists of the so-called “White Helmets”, with the aim of using the gas later in that area against civilians and then accusing the Syrian Arab Army of using, in an attempt to serve the agendas of the countries that support and fund them. “Fifth, my delegation regrets the selectivity observed in the monthly reports of the OPCW Technical Secretariat, where focus is placed on specific issues, while other important issues are ignored. For example, the most recent report issued by the Director-General (see S/2023/637) did not refer to the response of the Syrian National Authority, on 21 August 2023, to all the requests of the Technical Secretariat, including Syria’s response to all required documents about the dual-use material seen by the inspection team at the Scientific Studies and Research Centre in Barzah during the ninth inspection round. “We were recently informed about a Canadian delegation, headed by the Director of Operations at Canada’s Foreign Ministry, that was violating the sanctity of Syrian lands and conducting illegal meetings with illegitimate representatives. “Turning to the continued illegal presence of Türkiye’s military forces on Syrian territory, those forces are obstructing the process of stabilizing Syria as a result both of their continued support and protection of terrorist groups, which include organizations designated as terrorist by the Security Council, and of their Government’s policies of Türkification and demographic change in the service of Türkiye’s interests. “The United States uses Da’esh and the separatist militias as a tool to implement its hostile plans aimed at Syria and the region. In today’s meeting and the others held on Syria this month, we have seen the United States exploit its presidency of the Council in the service of its malicious policies, by inviting speakers associated with those policies and by spreading lies and misleading information and using inappropriate language. Such wrongful practices distort the participation of civil- society representatives in the Council’s discussions, damage the Council’s image and divert it from its true goals, in contradiction of the responsibility that the United States bears as a permanent member of the Council.”

“Despite the fact that all of the Council’s resolutions on the Syrian issue affirm respect for Syria’s sovereignty, independence, unity and territorial integrity, certain Member States — both within and outside of the Council — are still flagrantly violating them. The United States forces continue to have an illegal presence on Syrian territory, violating Syria’s sovereignty, independence, unity and territorial integrity. Those forces support terrorist organizations and separatist militias. “The ICRC warned of the spread of disease, not just within the prison itself and the surrounding area but more broadly throughout Syria and beyond its borders. We are particularly concerned about the continued suffering of our citizens in the city of Al-Hasakah and all the populated areas along the Allouk water station pipeline, caused by cuts to the water supply carried out by the occupying forces, terrorist groups and separatist militias along with their sponsors. The cuts have deprived more than a million Syrians in the area of drinking water. That is a war crime and a crime against humanity. It poses a serious threat to public health, especially owing to the current unprecedentedly high temperatures.”

“The most recent report of the Secretary-General (S/2023/419) shows that the humanitarian needs of the Syrian people have increased and that their access to basic services is even more restricted, especially with regard to the deterioration of medical care and a serious water crisis that has been followed by a cholera epidemic. The mission of the International Committee of the Red Cross (ICRC) in Damascus has informed us that it was recently able to visit the Ghwayran prison in north-eastern Syria, an area controlled by separatist militias affiliated with the United States forces that are present there illegally. The ICRC noted the gravity of the situation in the prison, where a majority of the detainees are suffering from acute malnutrition and tuberculosis.”

“Furthermore, they once again violated resolution 497 (1981) by planning the demolition of the remaining homes in the village of Ayn Fit — destroyed in 1967 by the occupying Power, which forced its population to flee — and transforming the area into a military position for Israeli forces. Syria condemns all of those barbaric acts by Israel and urges the Security Council to do the same and to fulfil its responsibility to maintain international peace and security. It should act promptly to stop the crimes committed by the Israeli occupation authorities and launch a serious process for ensuring their accountability and the prevention of such incidents in the future. It is deplorable that the Council continues to be paralysed when it comes to reacting to such violations, owing to the protection that the United States provides to Israel.”

“Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): Against the backdrop of the serious and ongoing escalation in our region, Israel’s occupation forces have continued their aggression against the sovereignty, unity and territorial integrity of the Syrian Arab Republic and their criminal practices against our populations in the occupied Syrian Golan. On 19 July, they carried out a new air strike by launching a barrage of missiles from the northern occupied Syrian Golan that targeted areas around Damascus and resulted in injuries to two soldiers and material damage.”

“In conclusion, it is regrettable that the cooperation of the Syrian National Authority with the Technical Secretariat of the OPCW is met with ingratitude and denial, whether by minimizing aspects of our cooperation or exaggerating certain procedural measures, not to mention by focusing on negative rather than positive aspects in the monthly reports issued by the Technical Secretariat. My delegation stresses the need for a comprehensive review of the erroneous working methods of the OPCW Technical Secretariat and its teams, as well as the need to ensure that the Technical Secretariat does not become a political tool to serve the hostile agendas of certain countries against others.”

“However, my delegation regrets that the erroneous working methods and the serious defects in the work of the FFM — including its violation of the terms of reference for its work and its departure from the substance and provisions of the CWC, especially its verification annex — have once again led the Mission to unprofessional conclusions that reflect further evidence of the double standards that the FFM applies in its work. In its investigations of other incidents, the FFM has always relied on different methods of work, whereby it depends on open or anonymous sources and has used evidence gathered by terrorist groups. Moreover, the FFM always drafts its conclusions in an indecisive manner, thereby deepening mistrust in the work of that team and proves its low level of professionalism and objectivity.”

“Seventh, the Fact-Finding Mission (FFM) recently issued its report on the two incidents that took place on 7 July and 4 August 2017, which were reported by my country. Sites of the Syrian Arab Army were targeted in the Kharbit Masasnah area in Hama governorate with poison gas mortars. For the past five years, my country has repeatedly requested that the FFM issue its reports on those two incidents, along with a number of other incidents, especially after my country provided the FFM with all the necessary evidence and assistance to obtain witness testimonies and access hospital records. We also provided the FFM with the necessary clarifications and information from their sources.”

“Fifth, the Syrian National Authority agreed to extend the tripartite agreement among the Syrian Arab Republic, the Technical Secretariat of the OPCW and the United Nations Office for Project Services for a period of six months, until 31 December this year, in order to facilitate the tasks and activities carried out by the OPCW in Syria. Sixth, the Syrian Arab Republic reiterates the importance of holding a high-level meeting between the Minister for Foreign Affairs and Expatriates, the Chairman of the Syrian National Authority and the Director-General of the OPCW as soon as possible. We also call for the continuation of ongoing contacts between the two focal points on the agenda of that meeting.”

“It was also stressed that meetings should continue to be held between the two sides, as the exchange of correspondence currently falls short of meeting the required purpose. The Syrian National Authority underscored the need for the two parties to find common ground and reach an understanding to ensure progress towards closing the file as soon as possible. The Syrian National Authority has also taken note of the concerns raised by the delegation of the Technical Secretariat and is currently considering ways to address those concerns. “In that context, we stress the importance of holding the twenty-fifth round of consultations with the DAT and working to expedite the closure of outstanding issues, rather than insisting on procedural matters for which there are many alternatives. Third, upon the suggestion of the Syrian National Authority, a separate higher-level meeting was held with the DAT in Beirut at the end of last month. During that meeting, the Syrian National Authority stressed the need to understand the specificities of the Syrian dossier, as well as the difficult circumstances surrounding it and the importance of working to resolve all outstanding issues, rather than raising issues that compromise national sovereignty.”
