  1. We also reaffirm our support for Palestine’s decision to obtain the long-awaited full membership of the United Nations and call not to be obstructed by certain members of the Security Council. The occupied Syrian Golan is in the heart of every Syrian. It is our right to recover it in full up to the 4 June 1967 lines. That right is unalienable and not subject to bargaining or pressure. It is an imprescriptible right guaranteed by international law and relevant United Nations resolutions, especially resolution 497 (1981). To those who have missed no opportunity over the past few months to lecture us on the need to respect the Charter of the United Nations and the resolutions of international legitimacy, we ask them: why did they not raise their voice against Israel’s continued occupation of the Syrian Golan since 1967?

  2. Such practices are grave violations of international law and international humanitarian law. We must not remain silent vis-à-vis those practices, or allow Israel to continue to operate with impunity. We also stress that, when some countries continue to support such Israeli practices or remain silent about them, they become complicit in those crimes, which lays bare the despicable double standards they follow. Syria reaffirms its support for the brotherly Palestinian people in their struggle to liberate their occupied land, establish their independent, sovereign State, with Jerusalem as its capital, and guarantee the right of Palestinian refugees to return to their homeland, in line with international law and relevant United Nations resolutions.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): Every day, we continue to witness further acts of aggression on the part of Israel, pushing our region to unprecedented levels of tension and instability. Israel is committing massacres against civilians in occupied Palestine and continues to implement policies of settlement, Judaization, siege, arbitrary detention, forced displacement and racial discrimination in the occupied Arab territories, including the occupied Arab Syrian Golan. Israel has also escalated its military attacks on Syrian territories, infrastructure and vital facilities. The Syrian Arab Republic condemns in the strongest terms the ongoing Israeli occupation of Arab lands. We also strongly condemn Israel’s practices against Arabs in Palestine and the Syrian Golan.

Syria is standing in the way of some countries’ ability to use that organization as a tool to implement harmful and anti-Syrian aims, along with certain countries’ insistence on politicizing that dossier in the Council and their efforts to conceal acts perpetrated by terrorist groups against Syrian citizens. They are manipulating the provisions of the Convention to create illegitimate mechanisms. Syria stresses that if those countries do not change their destructive behaviour and subversive agenda regarding our country, we will be unable to have an objective discussion on that dossier and bring it to a close in a professional and impartial manner.

  5. We also note that voting is not a legitimate means of amending the text of the Convention. My delegation once again reiterates Syria’s total refusal to recognize the Team and its illegitimate and unprofessional working methods, which will ultimately lead to false conclusions that should be condemned. In conclusion, I reiterate the Syrian Arab Republic’s unequivocal condemnation of the use of chemical weapons by anyone, anytime, anywhere and under any circumstances. I stress that Syria does not seek to undermine the work of the OPCW — rather, we urge its teams to carry out their work pursuant to the provisions of the Convention in a manner that guarantees the professionalism, impartiality and credibility of OPCW.

  6. The Chemical Weapons Convention did not mandate the OPCW Technical Secretariat to conduct investigations into determining responsibility for the use of chemical weapons. The IIT was therefore granted an illegitimate mandate, which indicates an irregularity in the Convention’s implementation and a violation of its provisions for the purpose of offending a State party to the Convention. The establishment of the IIT pursuant to a decision adopted by a vote, with the consent of less than half of the countries party to the Convention, runs counter to the consensus by which OPCW decisions are generally adopted. The Team was granted responsibilities that were not set forth in the Convention, which represents a clear breach of the Convention and a violation of its provisions.

With regard to the upcoming high-level meeting to be held between the Minister for Foreign Affairs and Expatriates, the Head of the National Committee and the Director-General of OPCW, Syria reaffirms its commitment to holding that meeting as soon as possible following the agenda agreed by both parties. That meeting will contribute to resolving the outstanding issues between them. I would like to point out that on 3 October, the Technical Secretariat finally responded to our proposal to hold an organizational meeting between the focal points of both parties in Beirut to prepare for the high-level meeting. The Syrian Arab Republic reiterates its position regarding the illegality of establishing the so-called Investigation and Identification Team (IIT) of the OPCW.

Syria calls on the OPCW not to interrupt the important work of the Declaration Assessment Team by holding it hostage just because we will not grant an entry visa to one expert about whose behaviour we have reservations, when he could be easily replaced by one of many other OPCW experts. My delegation assures the members of the Council that all the issues examined by the Team are subject to the joint review and consultation of the Syrian National Authority and the Technical Secretariat and that no final conclusions have yet been reached. We therefore deplore some countries’ insistence on ignoring the clarifications we have made and quickly making accusations against Syria on the basis of incorrect and unfounded information that is out of touch with reality.

Would the delay in issuing reports on the incidents reported by Syria from 2017 until now — over a period of more than five years — as opposed to reports expeditiously issued on incidents reported by other parties, indicate an impartial and professional way of working? I hope that everyone will reflect more deeply on those questions. The Syrian Arab Republic reiterates that it welcomes the twenty-fifth round of consultations by the Declaration Assessment Team. We stress that there are no preconditions for convening that round. The OPCW Technical Secretariat should acknowledge Syria’s good faith, because it has not prevented any team or official from entering its territory over the past nine years.

  10. Some members of the Council argue that the OPCW teams do their work professionally and in an impartial manner. But I wonder how that could be the case? Could it be done through the OPCW Fact-Finding Mission team receiving samples from unknown or even suspicious parties? Could such action be taken professionally in line with the provisions of the Convention? Would the discriminatory working methods of the party requesting an investigation into incidents constitute an impartial and professional method of work? Would reports submitted by those teams to serve the political agendas of certain countries, including to cover up a military aggression carried out by three member States of the Council, be credible?

  11. They should also prevent those countries from facilitating the delivery of chemical weapons and toxic chemicals into the hands of terrorist organizations. Those countries should also be held accountable for the crimes they have committed against the Syrian people, including through the use or manufacture of chemical weapons. The fact that no one has investigated the extensive information Syria has provided in that regard is clear evidence of what I have said. The representative of the United States of America, instead of lecturing us about the need for Syria to fulfil its obligations under the Convention, should urge his Government to expedite the implementation of its obligations under the Convention. It has been delaying for years the destruction of its huge arsenal of chemical weapons on the basis of false pretexts and excuses.

  12. Everyone is well aware that States such as the United States, France and the United Kingdom deliberately ignore that fact for destructive political reasons. Those countries have acted in that way since 2011 in order to destabilize Syria, disrupt its security and destroy its capabilities, including through the use of terrorist organizations and the fabrication of incidents regarding the use of chemical weapons. The false accusations made by those countries against Syria have no legal or professional basis and are part of a hostile propaganda campaign launched against my country. All those urging Syria to abide by the Convention should first urge other countries that are violating the Convention to abide by it.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): The Security Council is once again considering the chemical dossier issue in the absence of any development that requires this discussion to take place. It is just another opportunity for some known countries, in particular the United States, to reiterate accusatory rhetoric against Syria. This meeting is therefore a waste of time and resources, which should have been better used. Syria’s cooperation with the Organization for the Prohibition of Chemical Weapons (OPCW) should be acknowledged. Since its voluntary accession to the Chemical Weapons Convention in 2013, Syria has fully cooperated with the OPCW. As proof of that, it completely destroyed its stockpiles of chemical weapons and their production facilities in record time.

In that context, we cooperate with United Nations organizations and specialized agencies and provide them with all the necessary facilities for conducting field visits, the most recent of which was the visit to Ras Al-Ayn town in Al-Hasakah governorate. However, the international efforts failed due to Western countries insisting on continuing their policies, with no regard for the lives of women, children and those with special needs.

  15. Fourthly, the spread of the cholera epidemic, which Syria eradicated decades ago, has unfortunately returned to pose an additional threat to the lives of Syrians. That is the result of the continued use of water as a weapon against civilians and the vast damage caused to the water and sanitation infrastructure due to the terrorist war launched against Syria. In that context, my delegation notes that the Syrian Government is making great efforts to limit and prevent the spread of the epidemic by raising awareness and providing health education regarding cholera and ways to prevent it. We also follow up on all reported cases and provide treatment, while ensuring the safety of water sources and addressing other causes of the disease.

  16. My delegation stresses the need to immediately end that illegal American presence without preconditions and provide compensation for those losses. Thirdly, the Turkish regime and its mercenaries continued to halt the operations of the Allouk water station for the third consecutive month, depriving nearly 1 million citizens in Al-Hasakah city and its vicinity from the only source of water in a situation of increased thirst and serious health pandemics, especially the spread of cholera. My delegation stresses that the solutions proposed to resolve the issue of water cuts are useless and that, if the international community fails to take immediate action to stop and condemn such practices, it will lead to increased suffering for civilians and the deaths of children, women and the elderly.

  17. Secondly, the United States occupation forces continue to plunder Syrian oil and wheat. Hundreds of trucks recently transported oil and wheat to northern Iraq through illegal border crossings, with the cooperation of the Kassad separatist militia. In that regard, I would like to respond to what was said by the representative of the United States of America and to draw the attention of Council members to the fact that the main base of the United States occupation forces in north-east Syria is in the Al-Omar oilfield, which is the largest in north-east Syria. That is clear evidence that United States forces seek to plunder Syrian oil. The estimated direct and indirect losses of the oil and gas sector up to mid-2022 have so far reached $107 billion.

My delegation therefore hopes that the next meeting will be a genuine and interactive dialogue that contributes to a real and serious discussion about defining the obstructions and difficulties facing the implementation of resolution 2642 (2022) and how to overcome them before the resolution’s mandate ends at the beginning of next year. I would like to briefly mention some aspects of the humanitarian suffering of the Syrian people. First is the harm caused by the inhumane siege imposed on the Syrian population by the United States and other Western countries due to the ongoing imposition, extension and expansion of the scope of their illegal coercive measures. My delegation stresses the need to immediately lift those measures, as they are inhumane and immoral.

Despite some reservations on that resolution, we still look forward to it being an additional step towards improving the humanitarian situation in Syria if Western countries are committed to the full implementation of its provisions, stop politicizing humanitarian and development work in Syria and cease setting up obstacles and restrictions, especially by insisting on the imposition of unilateral coercive measures. Unfortunately, the first meeting of the informal interactive dialogue on the review and follow-up of the implementation of resolution 2642 (2022) clearly showed that Western countries continue their politicized approach and the imposition of formats aimed at manipulating and distorting the management of that dialogue so that it was no longer interactive.

However, the terrorist war waged against it since 2011 changed that situation and led to a grave humanitarian crisis that has been exacerbated by unilateral coercive measures and the plundering of Syria’s national wealth. Syria is continuing its tremendous efforts to improve the humanitarian situation on the ground, including by providing all facilities to the United Nations to improve and promote the delivery of humanitarian aid to those in need, as well as implementing the early-recovery projects, as stipulated in resolution 2642 (2022).

The Minister called on the United Nations to assume its role, in line with its Charter, to put an end to violations of Syrian sovereignty resulting from the United States occupation of parts of north-eastern Syria and the Turkish occupation of parts of northern and north- western Syria, as well as from the continued Israeli occupation of the Golan and its repeated attacks on critical facilities and infrastructure in Syria, which threaten peace and security in the region. With regard to the humanitarian situation, Syria used to be one of the most stable and prosperous countries in the world. It was self-sufficient with regard to food and provided all basic needs to its people in a manner unmatched in the region.

In parallel, Syria has positively addressed all efforts and initiatives related to the political track and supported the meetings held according to the Astana format, the latest of which was the Tehran summit meeting. Syria welcomed its outcome. We have maintained contact with Special Envoy Pedersen, who visited Damascus a few days ago and met with the Minister for Foreign Affairs and Expatriates.

Thirdly, local settlement and national reconciliation is the approach taken by the Syrian Government as a way to normalize the situation throughout the country, promote national unity and ensure cohesion in Syrian society. In that context, 21 general amnesty decrees were issued, the latest of which was Legislative Decree No. 7 of 2022, issued by the President of the Republic, which reflected the progress in the State’s ongoing efforts to establish national reconciliation, social harmony and achieve sustainable stability. The Syrian State will continue its efforts pursuant to that approach, which has proven to be effective on the ground and has led many Syrians to return to their normal lives.

Secondly, proceeding from the readiness of the Syrian Government to meet all constitutional obligations on time and despite all the harsh circumstances it has gone through over the years of the terrorist war, Syria has continued to take the necessary measures to enable the Syrian people to exercise their rights and duties on all entitlements. On 18 September, Syria held elections for local municipalities, where 59,000 candidates competed over 19,086 seats. That reflects the broad democratic popular participation with the aim to promoting decentralization and strengthening local governance in every village, region, city and governorate.

My delegation believes that the justifications in both statements are unacceptable because they are issued by two parties that violate the United Nations Charter and international law through their occupation of Syrian territories, their interference in Syria’s internal affairs, their squandering of the national wealth of its people and their support for separatist militias and terrorist groups. They therefore have no right whatsoever to claim that they are eager to bring peace and stability to the region.

  26. Any illegal military presence on Syrian territories is a violation of the Charter of the United Nations and international law and must end immediately and unconditionally. In addition, the fight against terrorism in its various forms and its total eradication can be achieved only through full cooperation and coordination with the Syrian State. In that regard, my delegation stresses its total rejection of the White House announcement on 12 October to extend what it called the “national emergency with respect to the situation in Syria” and of the Turkish Foreign Ministry’s communiqué on 13 October in response to that United States announcement.

Mr. Sabbagh (Syria) (spoke in Arabic): At the outset, since this is the first time I take the floor under Gabon’s presidency of the Security Council for this month, I would like to congratulate you, Mr. President, on assuming the presidency and wish you every success in discharging your tasks. I listened attentively to the briefings of Mr. Geir Pedersen and Ms. Reena Ghelani, and I would like to make the following remarks. First, the basic principle assured by all United Nations resolutions on Syria is respect for the sovereignty, independence and territorial integrity of the Syrian Arab Republic. That is also the criterion for any approach to the political or humanitarian situation in Syria.

Lastly, the Syrian Arab Republic reiterates its astonishment that the OPCW Technical Secretariat and the Security Council Committee established pursuant to resolution 1540 (2004) insist on disregarding the information submitted regarding the possession and use of chemical weapons by terrorist groups in Syria, as well as their fabrication of incidents in order to accuse the Syrian army of perpetrating them. That is a flagrant sign of selectivity and double standards, reflecting the politicization that controls this dossier.

We reject the Team’s erroneous and unprofessional working methods, which naturally lead to false conclusions that serve only the hostile agendas of certain Western countries that are exploiting the Team as a tool against Syria. Therefore, the Syrian National Committee agreed to the Technical Secretariat’s proposal to exchange correspondence and information on matters within the mandate of the Declaration Assessment Team, even though we believe that such an approach would limit results. Fifthly, turning to the work of the Fact-Finding Mission, Syria is still awaiting the publication of the Mission’s delayed reports on the incidents reported by the Syrian Arab Republic since 2017. Syria calls upon the Mission to abide by the reference working paper and the provisions of the Convention, especially the verification annex.   31. Fourthly, the Syrian Arab Republic reiterates that it welcomes the twenty-fifth round of consultations by the Declaration Assessment Team. We stress that there are no restrictions on the deployment of that Team. We believe that excluding one member of the Team should not prevent that round of consultations from taking place, especially as the organization has so many qualified experts who can carry out the same tasks. We remind members of the Council that the Syrian party had expressed its readiness to hold that round in Damascus, The Hague or even in Beirut. However, the OPCW Technical Secretariat insisted on including that person on the Team.

Just to be clear, it would be a coordination meeting, not the actual meeting between the Minister for Foreign Affairs and Expatriates and the Director-General, to agree on the agenda for the high-level meeting. Thirdly, the Syrian Arab Republic facilitated a visit by the OPCW Technical Secretariat to the Scientific Studies and Research Centre, from 11 to 19 September, to conduct the ninth round of inspections. In that regard, my delegation is surprised that the monthly report of the Director-General did not mention the report of the eighth round of inspections, which underlined the absence of any banned activities in accordance with the Convention. It also commended the significant cooperation and facilities that Syria granted to the inspection team during that round.

  33. First, the Syrian Arab Republic submitted to the Director-General of the OPCW its 106th report, dated 15 September. The report includes information on the activities of the Syrian Arab Republic related to the destruction of chemical weapons and their production facilities. Secondly, the Syrian Arab Republic underscores its eagerness to hold the expected high-level meeting between the Minister for Foreign Affairs and Expatriates, Head of the Syrian National Committee, and the Director-General of the OPCW as soon as possible, in line with an agenda agreed upon by both parties, which would contribute to settling outstanding issues. In that regard, I note that the Syrian National Committee has proposed to the OPCW Technical Secretariat to convene a coordination meeting for both parties in Beirut.

Therefore, we categorically reject all the baseless accusations made by some countries, first and foremost the United States of America, which supports the terrorist groups that use chemical weapons in Syria. Since its voluntary accession to the Chemical Weapons Convention, even before its entry into force, the Syrian Arab Republic has been keen to fully cooperate with the Organization for the Prohibition of Chemical Weapons (OPCW). My delegation would like to provide some updates, which were not included in Mrs. Nakamitsu’s briefing.

In conclusion, restoring security and stability in Syria will continue to hinge on Western States ending their hostile policies and interference in Syria’s internal affairs, lifting the immoral economic embargo, ceasing their support of terrorist groups, irrevocably and unconditionally declaring the unconditional closure of foreign terrorists and their affiliates’ file and ensuring the final exit of the illegitimate foreign troops occupying Syria.

They do not even want to clarify the fate of people who have gone missing, died or been killed as a result of the actions of the so-called global coalition and the documented barbaric shelling of Syrian regions such as Raqqa, Deir ez-Zor and especially Al-Baghouz. The real goal of those Western countries is to launch a new mechanism no different from every other politicized and biased international mechanism used to put additional pressure on Syria and its people.

  37. The same applies to Al-Hol camp in the north-east, which is under the control of separatist militias backed by the occupying United States troops. That camp should also be closed after facilitating the repatriation of nationals from third countries detained there. Syria is sparing no effort to achieve that goal. Certain Western countries have launched a systematic campaign to raise awareness on the issue of missing persons in the Syrian Arab Republic with a view to establish an international mechanism to clarify their fate. However, those countries’ actual goal is certainly not to clarify the fate of persons who have gone missing through the actions of armed terrorist groups, including Da’esh, the Al-Nusra Front and Hayat Tahrir Al-Sham during these years of crisis.

For a second time, terrorist groups supported by Türkiye targeted the Tal Tamr power plant with rockets, hindering the operation of the Allouk water station, and that was after Türkiye had already reduced the level of water flowing to the Euphrates and Tigris Rivers. Water is the lifeline of citizens in Al-Hasakah governorate. However, we have heard no denunciation or condemnation of those who are responsible for the recurring interruptions of water supplies for the civilian population, and we deplore anyone turning a blind eye to their suffering. With regard to the humanitarian suffering in Rukban camp, it is the occupying Power, the United States, that is responsible. Ending the suffering can be achieved only by closing the camp.

  39. The full implementation of resolution 2642 (2022), including the progress achieved on the early-recovery plans, shows that we are on the right track. However, the disruption in the delivery of aid to the Syrian people and the failure of donor countries to honour their pledges to fund the humanitarian response plan in Syria are not promising. My delegation therefore looks forward to the informal, interactive dialogue before the end of this month, which will enable us to assess the progress made in implementing the resolution’s requirements and to identify the gaps and evaluate the ways in which we can overcome them. Another aspect of the humanitarian suffering is the recurrent cuts and interruptions to the water supply in north-eastern Syria.

  40. In my letter I stress that the only de facto and de jure description of the actions and activities of the illegitimate United States troops present in Syria is the crime of aggression. The efforts of the Syrian Government and its partners at the United Nations and United Nations humanitarian and development agencies to promote and advance the livelihoods of Syrians continue to face real challenges and difficulties owing to the politicization of humanitarian aid by Western donors, the unilateral coercive measures imposed by the United States and the European Union on the Syrian people, the ongoing illegitimate presence of foreign troops and the disruption by terrorist groups of delivery of humanitarian aid to those in need.

Over the past 10 years we have witnessed certain Western countries, including what is called the international coalition, misinterpreting and wrongly applying Article 51 of the Charter of the United Nations as they use unfounded pretexts and misleading interpretations to justify attacks on the sovereignty, independence and territorial integrity of other countries. In that regard, I would like to draw Council members’ attention to my letter dated 6 September, addressed to the Council on behalf of my Government, responding to the statement of the Permanent Representative of the United States justifying her country’s aggression against my country on a pretext of Article 51 of the Charter.

In addition to the Israeli attacks on Syria, the United States troops illegitimately present in Syria continue to violate Syria’s sovereignty, unity and territorial integrity through their continuing support of separatist militias and terrorist groups and their looting of Syrian oil, natural resources and other agricultural products of the Syrian people, as well as their imposition of unilateral coercive measures, which are illegitimate, inhumane and exacerbate the suffering of the Syrian people.

There will be no condemnation of Israel’s aggression by the Security Council until the United States and its Western allies stop protecting Israel in the Council, put an end to the double standards in their practices and, most importantly, recognize that if the United Nations does not put an immediate stop to those aggressions, they will become uncontainable dangers in the future.

The crimes of aggression and war crimes perpetrated by Israel in Syria are worsening and have become dangerously systematic, and that demands condemnation and denunciation by the Security Council. Israel should be held accountable for those acts. My country therefore reiterates its appeal to the Security Council and the entire Secretariat to fulfil the mandates conferred on them under the Charter of the United Nations and to condemn the Israeli hostilities, which are exacerbating the already heightened tensions in the region and threatening international peace and security. Conflicts and disputes among Israeli officials should not serve as pretexts for launching such hostilities.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): At a time when the Syrian Government is sparing no effort to restore security and stability and eliminate all pockets of terrorism, Israel’s aggression continues unabated against my country and its sovereignty and is systematically and deliberately targeting civilian facilities and infrastructure in Syria. In just one week the Israeli occupying forces targeted Aleppo’s international airport twice with rockets, which disrupted operations at the airport by damaging the runway and navigational instruments. As Mr. Griffiths noted, that has adversely affected the humanitarian operations of the United Nations.

Therefore, their presence is illegal, and that in itself is a blatant violation of the Charter of the United Nations, international law and relevant Security Council resolutions that underline the need to respect the sovereignty, independence and territorial integrity of Syria. The justification made by the representative of the United States occupying forces and the pretext of Article 51 of the Charter and what he called the right to self-defence is a legal misrepresentation and political insolence. The United States justification can be described as an excuse, which is worse than the action itself.

Syria demands from the States that sponsor armed groups and separatist militias and those that plunder Syrian wealth to pay reparations to the Syrian people, because looting those national resources is a violation of international law. Before I conclude, I would like to respond to the representative of the United States of America and his attempt to justify the attacks launched by his country’s forces in Deir ez-Zor governorate. I would like to clarify for the members of the Security Council that the presence of the United States forces on Syrian territory is illegal and without the request or consent of the Government of the Syrian Arab Republic.

Putting an end to the illegitimate foreign presence on Syrian territory, along with terrorist organizations and secessionist militias affiliated with them, as well as ceasing the repeated and systematic Israeli attacks against the sovereignty of Syria and putting an end — immediately and unconditionally — to the policies of economic terrorism and collective punishment imposed by the United States and the European Union on the Syrian people is the only way to guarantee respect for Syria’s sovereignty, independence, territorial unity and integrity. It is the only way to eliminate the remnants of terrorist organizations and related entities and groupings. It is the only way to put an end to all forms of displacement and demographic change. And it is the only way to give Syrians back their national economic resources.

At the Tehran summit on 19 July, the Russian Federation and the Islamic Republic of Iran reiterated their firm commitment to Syria’s sovereignty, independence, territorial integrity and unity, as well as to the purposes and principles of the Charter of the United Nations. They reiterated their rejection of secessionist plots seeking to undermine Syria’s sovereignty. They condemned the repeated acts of Israeli aggression. Moreover, the Tehran summit expressed determination to continue working to combat terrorism in all its forms and manifestations. The summit also reiterated that the only solution in Syria is through a Syrian-led and -owned political process that is facilitated by the United Nations.

My delegation calls on the United Nations to give this issue the importance it deserves and to move from raising awareness of the dangers of those landmines and explosive ordnance to drawing up a comprehensive plan for field work with a clear time frame in order to clear all areas in Syria of those landmines and explosive ordnance in a manner that would help save the lives of Syrians and provide the necessary conditions for the safe return of displaced persons and refugees to their homes so that they can live normal lives. I would like to note that the Syrian Government — thanks to its own efforts and the support of allies and friends — has succeeded in resettling more than 2.4 million Syrian citizens to their places of permanent residence.
