Syria stresses the importance of compelling Israel to cease its hysterical and recurrent breaches of Syrian territories, which are organically linked to the crimes committed by terrorist organizations, as well as the United States and Turkish illegal troops present on my country’s soil, all of which aim to perpetuate chaos and terrorism in the region and block all prospects for a political solution decided by Syrians alone, without egregious interventions. The failure of the Security Council to discharge its responsibilities suggests to the States Members of the United Nations that they cannot depend on international legitimacy. Instead, they must rely on their own abilities to restore their rights.

  3. My country is committed to a political solution based on Syrian national dialogue and a Syrian-owned and Syrian-led political process, without any external interference. In that regard, it stresses the importance of fully complying with the terms of reference and rules of procedure of the Constitutional Committee. At the same time, my country rejects all external interference in its work and the imposition of predetermined results and artificial timelines. Syria regrets the Security Council’s failure to condemn the Israeli aggression against Damascus International Airport and condemns the obstacles that certain States have placed in the way of the Security Council’s condemnation of that aggression under pretexts that clearly reflect a blind bias in favour of Israel.

  4. It is regrettable that a certain party that was nominated by Türkiye and that claims to represent Syrians continues to insist on hindering any progress in the work of the Committee. It promotes ideas that run counter to the will of the Syrian people and their aspirations and vision for a better future in which peace, stability and prosperity prevail. How is it possible for a Syrian to justify the continuation of the unilateral coercive measures that all Syrians suffer in their daily lives? That person also calls for implementing additional unilateral coercive measures. How is it possible for any Syrian to publicly call for foreign military interference in their country’s internal affairs?

In that regard, Syria reiterates its rejection and condemnation of the Turkish regime’s statements on the establishment of a so-called safe zone in northern Syria, its bellicose statements and its continued aggressive policies based on killing, forced displacement, demographic change and ethnic cleansing, under false pretexts that in fact serve its own domestic political motives in order cover up its increasing crises and export them abroad, thereby posing a threat to the peace and security of the region. My delegation listened to the briefing by Special Envoy Mr. Geir Pedersen. My country closely followed the proceedings of the eighth session of the Constitutional Committee, and we look forward to the convening of the ninth session after the Special Envoy has resolved the logistical problems raised by certain parties.

  6. The statement condemned as well the ongoing Israeli military acts of aggression against Syria, which jeopardize security and stability in the region, and called for the cessation thereof. It also declared its refusal of all unilateral coercive measures imposed on the Syrian people along with the illegal diversion of oil revenues that should go to Syria. The statement also welcomed the mutual release of a number of abductees and detainees that took place on 13 June within the framework of the Working Group on the Release of Detainees/Abductees. Syria reiterates its appreciation to the Russian and Iranian guarantors for their efforts in that regard and condemns the practices of the Turkish regime, which has reneged on its previous commitments and obligations under the Astana agreements and Sochi arrangements.

Its concluding statement stressed firmly the importance of maintaining the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic, and emphasized once again the continued actions to combat terrorism and confront Da’esh and the Al-Nusra Front, along with their affiliated individuals and entities, including those that constitute a threat to civilians within and outside the de-escalation zone in Idlib. I would like to say before the Council that those States that are preventing Syrian refugees from returning to their homeland must stop those practices and refrain from creating any impediments that prevent them from returning freely and with dignity. That requires first and foremost the lifting of the unilateral coercive measures imposed on Syria, which are killing the Syrian people and are totally unjustifiable. The eighteenth meeting on Syria in accordance with the Astana format was held in the city of Nur-Sultan.

Over the past few months, a number of important decrees and laws have been enacted to regulate essential issues, including the possession of weapons and ammunition and preventing the illicit trafficking thereof; amending the penal code; abolishing sentences of life and temporary imprisonment with hard labour; and enforcing the criminalization of torture and imposing deterrent penalties against those responsible for it. The fourth session of the International Conference on the Return of Syrian Refugees was held in Damascus, attesting unequivocally to the strong will of the Syrian Government to continue to remove all impediments to the safe, dignified and voluntary return of refugees to their homes and places of origin.

  10. Diplomatic missions abroad have opened their doors to receive applications and requests from Syrians who would like to benefit from the decree and receive support to regularize their status. The Ministry of Foreign Affairs receives many such requests daily and refers them to the competent authorities for their response as soon as possible. Syrian State institutions are continuing their efforts to strengthen the legal and legislative architecture and to develop laws aligned with the relevant requirements.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): The Syrian Government has made significant progress during the last few months, which is unprecedented and proves the Syrian Government’s keenness to support national reconciliation and local settlements. That unwavering approach has proved efficient in enabling Syrians to return to normalcy and in harnessing their potential and energies towards building Syria’s future, achieving stability and ensuring progress. I have informed the Council about the amnesty decree issued by the President of the Republic on 30 April; it is exceptional in legal, social and political terms. That decree has benefited large numbers of detainees and judicially wanted persons within and outside the country, and its implementation is still under way.

  12. Those who stand in solidarity with the Syrian people should not impose on them such economic and inhumane sanctions or demonstrate animosity towards them. Syria calls on the Security Council and the Secretary- General to uphold their responsibilities and put an end to the acts of aggression against the sovereignty, independence, unity and territorial integrity of Syria and to the illegitimate foreign military presence on its territories, as well as to the sponsorship of terrorist organizations, separatist militias and the pillaging of the national assets of the country. It is unacceptable for the Security Council to stay silent vis-à-vis all those violations of the Charter of the United Nations.

In the light of the foregoing, my country holds the United States, Britain and France fully responsible for the failure of the implementation of the main pillars of resolution 2585 (2021), and we stress the need to not be fooled by the misinformation campaigns launched by those countries that claim that the renewal of the resolution is absolutely necessary. Pressuring United Nations humanitarian agencies into issuing statements that they know to be fake is totally unacceptable. In conclusion, my country reiterates our request that the economic terrorism policies and the collective punishment embodied in the unilateral coercive measures imposed by the United States of America and the European Union on the Syrian people should stop, as that is an obstacle to improve the humanitarian situation.

  14. Meanwhile, those countries have turned a blind eye to the obstacles placed by the Turkish regime, its terrorist agents and Western allies as regards the implementation of the resolution. In fact, the Turkish regime and its terrorist agents are the only beneficiaries of the continued mechanism. Thirdly, the so-called donors’ community did not support the implementation of resolution 2585 (2021), as the donors took steps that run counter to the resolution and spared no effort in fighting the principle of early recovery and resilience, and linked the same to politicized conditions, in clear violation of the guidelines concerning humanitarian and developmental action.

Secondly, humanitarian delivery operations are very selective, as Western countries have reneged on their commitments to enhance delivery from within and continue to focus on the cross-border mechanism. That was manifest in the significant disparity between the number of cross-border convoys and that of cross- line convoys. For more than 5,000 trucks of the cross- border mechanism throughout the last 11 months, we witnessed the crossing of only five cross-line convoys, including 70 trucks — 5,000 cross-border trucks as opposed to only 70 cross-line trucks. That approach is evidence of the misinformation propagated by Western countries pertaining to the resolution, as they are fighting its implementation on the ground.

  16. A realistic glance at the results of its implementation proves that the resolution has not realized any of its objectives. In that regard, I would like to highlight a number of points related to its implementation. First, the concerns and the staggering defects of the cross-border mechanism have not been addressed, especially as it violates the sovereignty, independence and territorial integrity of Syria, in addition to the absence of transparency in its tasks, its cooperation with unknown parties and the fact that it turns a blind eye to the fact that humanitarian aid ends up in the hands of the terrorist groups that control the Idlib area and use it to finance their activities and gain allegiances.

  17. These challenges stem from the obstacles put in place by Western countries and donors that have chosen to politicize humanitarian action against my country. Those countries have directly and indirectly refused to implement resolution 2585 (2021), which was unanimously adopted by the Security Council one year ago (see S/PV.8817), in which Council members agreed to take serious and tangible steps to enhance humanitarian delivery from within the Syrian territories and to increase early-recovery projects pertaining to essential services. Today, as the resolution is about to expire, the members of the Security Council are once again discussing the renewal thereof. Some of them have been launching fake media campaigns calling for that renewal, notwithstanding the fact that they have been trying for many months to cause it to fail.

Moreover, terrorist groups continue to commit crimes against Syrians, the most recent of which was the attack by Da’esh terrorist organization against a civilian bus on the Raqqa-Homs road this morning, which claimed the lives of 11 military martyrs, two civilians and injuring others. This terrorist act coincided with reports of 30 agents of Da’esh escaping from one of the detention centres controlled by Qasad separatist militias and supervised by the United States occupation forces. We have listened to Under-Secretary-General Griffiths’ briefing, and we fully recognize the challenges that he and his team are facing in providing support to Syrians, in collaboration with the Syrian Government.

In clear coordination with this Israeli aggression, we now hear escalating threats and statements from the President of the Turkish regime about his determination to launch a military action against our territories in the north with the objective of establishing a so-called safe zone. Those statements unequivocally prove the aggressive policies of the Erdoğan regime, which are a continuation of his other subversive practices aimed at destabilizing Syria by way of supporting terrorism, displacing people and causing demographic change, in addition to Turkification that constitutes ethnic cleansing by his illegitimate forces together with terrorist agents sponsored by him which are deployed to certain geographical zones.

I would like to remind Council members that this Israeli aggression is not the first against the Damascus International Airport or other functional civil and commercial facilities, including seaports and airports, which have jeopardized civil air and sea transportation and navigation, without regard for the impact that has on the lives and safety of innocent civilians. Previously, I had brought to the Council’s attention the Israeli aggression launched against the port of Latakia on 17 December 2021, which caused staggering damage to material and equipment owned by the United Nations in Syria.

  21. Those trips also supported and delivered essential aid to more than 2 million Syrians in the Aleppo, Al-Hasakah, Deir ez-Zor and Raqqa governorates. All those trips came to a complete standstill after the Israeli aggression against the civil airport facility. Nevertheless, certain Western delegations continue to obfuscate this Israeli aggression and its repercussions on humanitarian action. They do not even allow the Security Council to condemn such an action as an egregious violation of international law and international humanitarian law, including the legal obligation to protect civilian facilities.

The Israeli attack on Damascus International Airport launched on 10 June caused extensive damage to the runways, technical fixtures and the terminal, forcing the airport’s activities to come to a complete halt. This is a matter that entails grave political, humanitarian, military, and economic repercussions that will be suffered by all Syrians and the countries of the region, including those that depend on Damascus airport to deliver United Nations humanitarian aid through operations that also have been completely halted. In a statement on 13 June, the United Nations resident coordinator in Syria stressed that United Nations humanitarian trips by air have facilitated the movement of 2,143 humanitarian workers and life-saving supplies.

The Syrian Government is enhancing its efforts aimed at restoring security and stability and is taking all measures necessary to overcome the repercussions of the crisis through national reconciliation and settlements at the local level, as well as by repairing infrastructure and affected service facilities with a view to improving the livelihoods of Syrians and to facilitate the voluntary, safe and dignified return of refugees. However, acts of terrorism, aggression and destruction continue against my country in the form of acts of aggression by the Turkish regime, direct aggression by Israeli occupation forces or attacks by various terrorist organizations.

  24. Its aim is to achieve a divisive, colonial goal while establishing a certain area that helps implement terrorist plots against the Syrian people. The Government of the Syrian Arab Republic condemns such statements and projects, which undermine the unity and sovereignty of the Syrian territories. We urge the international community not to bargain with the Erdoğan regime over the lands of others and not to support or fund such projects, which are based on genocide, changing the demographic status and harming the rights of the Syrian people. My country facilitated the passage of a fourth United Nations convoy from Aleppo to north-west Syria this week, including 14 humanitarian aid trucks, and we look forward to enhancing cross-line aid delivery and removing the obstacles imposed by the Turkish regime and its tools of terrorist organizations. Syria reiterates its position regarding the so-called cross-border aid mechanism in view of the mechanism’s continuous violation of Syria’s sovereignty, unity and territorial integrity and of its serious flaws, which some are trying to cover up. Before I conclude, I would like to stress that with regard to what the Turkish regime has stated about creating a safe zone in the north of my country, such an attempt is an anti-Syria project.

That Israeli aggression coincided with a terrorist attack launched by terrorist groups in north-western Syria against units of the Syrian Arab Army, which led to the martyrdom of 10 soldiers and the wounding of others. That confirms once again the continuous coordination between the Israeli occupying authorities and their terrorist tools. The Government of my country has informed the Secretary-General and the members of the Security Council of those attacks and demanded that they assume their responsibilities and put an end to the repeated Israeli attacks, which pose a serious threat to regional and international peace and security.

Meanwhile, they continue to insist on attaching politicized conditions to humanitarian and development work, hindering the implementation of resilience and early-recovery projects and the rehabilitation of damaged infrastructure that would allow for the dignified, voluntary and safe return of refugees and displaced persons. Those aggressive policies against my country were accompanied by direct military aggression carried out by the Israeli occupation forces on Syrian territory, the latest of which was the firing of missiles at some parts of the central region on the evening of Friday, 13 May. That aggression resulted in the martyrdom of five people, including one civilian. Seven civilians, including a girl, were also injured, heavy material losses were suffered and several fires broke out in the forests of the Masyaf countryside.

The fact that the organizers of the Conference excluded the Syrian Government from its work and barred Russia’s participation, in addition to its lacking United Nations sponsorship, has reduced the Conference to a gathering of Western countries known for their politicization of humanitarian issues and deviation from the internationally approved guiding principles for humanitarian action. Those Conferences are nothing but a smokescreen created by their organizers to cover up their practices against my country, at a time when they are imposing collective punishment and a stifling, inhumane siege on the Syrian people that prevents them from meeting their basic living needs.

It is a grave breach of the relevant Security Council resolutions and an attempt to impose an illegitimate situation and a discriminatory approach on Syrian citizens, based on offering support to those who are loyal to and influenced by the United States Administration while punishing those who reside in areas under the control of the Syrian State. Furthermore, this month we witnessed the holding of another so-called Brussels Conference, identical to the others, on supporting the future of Syria and the region.

A case in point is the Turkish and United States armed forces’ continuing illegal foreign military presence on the Syrian territories and their sponsorship of terrorist organizations and separatist militias and looting of our national wealth, including oil, gas and agricultural crops, not to mention the economic terrorism that results from the imposition of unilateral coercive measures on the Syrian people. The recent decision of the United States Administration to grant a licence for economic activities in specific areas in north-eastern and north-western Syria controlled by separatist militias and terrorist organizations demonstrates its direct support for such illegal entities and constitutes a flagrant violation of the sovereignty, independence and unity of the land and people of the Syrian Arab Republic.

  31. The Government of the Syrian Arab Republic calls for an objective and balanced consideration of the steps it has taken. It urges various countries to abandon their mistaken policies and take a positive and constructive political approach by engaging responsibly with the Syrian Government, free from any political considerations that are not consistent with the interests, security and well-being of the Syrian people. The Syrian Government’s efforts to achieve economic and social stability and to improve its people’s living conditions have come up against the persistently hostile practices of some Western countries and their allies and their continuing violations of the principles of international law and the provisions of the Charter of the United Nations.

They have released large numbers of detainees and cancelled all warrants for prosecutions, searches, arrests and summons or judgments in absentia issued against any Syrian citizen inside or outside the country, with immediate effect, and without the need to refer to any judicial, legal or security authority. I would like to recall that since 2011, the President of the Republic has issued 20 general amnesty decrees benefiting tens of thousands of Syrian citizens inside and outside the country. The terrorism court has released 28,864 detainees. Additionally, more than 272,000 Syrian citizens have been involved in the processes of settlement and national reconciliation in Syria’s various governorates, enabling them to return to their normal lives.

That legally, socially and politically exceptional decree comes under the framework of measures that the Syrian State has been taking for years to improve the humanitarian situation in Syria, consolidate national reconciliation, deepen the values of tolerance, provide appropriate conditions for the return of displaced persons and refugees to their homeland, reintegrate all Syrian citizens into their local communities and restore security and stability in the Syrian Arab Republic. Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): I would like to begin by mentioning an exceptional and extremely important development, which is the President of the Syrian Arab Republic’s granting of a general amnesty, pursuant to Syria’s legislative decree no. 7 of 30 April, for terrorist crimes committed by Syrians prior to the date of its issuance, except for crimes that led to a person’s death, as laid down in Syria’s anti-terrorism law and penal code. We want to emphasize that the decree does not include foreign terrorists and that their countries of origin remain responsible for repatriating them and their families from Syria.

My delegation expresses its deep concern over the delay and procrastination of the Fact-Finding Mission in completing its reports on incidents that Syria requested be investigated regarding the use of chemical weapons by terrorist groups. My delegation therefore rejects the attempts by certain countries that seek to discredit Syria’s seriousness in fulfilling its obligations, and considers the repeated accusations by certain States against Syria to be baseless. As for the Fact-Finding Mission (FFM), Syria has spared no effort in providing the FFM with all the necessary cooperation and facilitation for it to discharge its mandate. However, the FFM did not comply with the agreed terms of reference or the provisions of the Convention. Rather, it deviated from the professionalism and independence required under its mandate. The FFM limited itself to conducting virtual investigations and receiving samples from others that it did not collect directly without verifying the chain of custody.

Syria is keen to hold a high-level meeting between the Minister for Foreign Affairs and Expatriates and the Director-General of the OPCW as soon as possible in order to address all issues related to the work of the OPCW teams according to a specific and comprehensive agenda that allows for tangible progress to be achieved. Syria once again welcomes the visit of the Declaration Assessment Team in the context of holding the twenty- fifth round of consultations. It expresses its readiness to receive the team, except for one member whose participation my country previously objected due to his lack of objectivity and professionalism. It is well known that the OPCW has hundreds of experts who are capable of carrying out this task — unless the aim is to create a problem or false impressions about Syrian cooperation.

Recently, my delegation conveyed information about the possession of toxic chemicals and missiles by the Al-Nusra Front/Hayat Tahrir Al-Sham, which were modified and armed with those toxic chemicals in Idlib governorate in coordination with the Turkish regime forces in preparation for fabricating a chemical incident. The possession and use of chemical weapons and toxic chemical substances by those terrorist groups is extremely dangerous. My delegation therefore stresses the need to seriously address that important information and considers that the full and accurate implementation of the provisions of the CWC by all States parties is crucial to preventing terrorist groups from possessing such weapons.

Syria provided detailed information, including the names, types and quantities of chemical agents, types of munitions, production and storage facilities, and then destroyed its stocks and production facilities through joint efforts and in record time. That was confirmed by the relevant reports of the OPCW. The Syrian Arab Republic has consistently provided both the Committee established pursuant to resolution 1540 (2004) and the OPCW Technical Secretariat with information about terrorists of the Islamic State in Iraq and the Sham (Da’esh), the Al-Nusra Front and other affiliated entities seeking to possess chemical weapons and toxic chemicals and their attempts to use those against Syrians, including by staging fabricated chemical attacks to implicate the Syrian Arab Army.

Accountability is not achieved by manipulating provisions of conventions, violating the provisions of the Charter of the United Nations, establishing illegitimate mechanisms that carry out their work in violation of internationally applicable legal standards or following wrong and unprofessional working methods. The Syrian Arab Republic has fully cooperated with the OPCW and has fulfilled its obligations under the CWC. Syria joined the Convention voluntarily and in good faith and showed readiness to implement it immediately, even before its entry into force.

  42. This month of April also reminds us of two acts of military aggression against the sovereignty and territorial integrity of Syria. The first was carried out by the United States of America on 7 April 2017, targeting the Al-Shayrat airbase, and the second was perpetrated by the United States of America, the United Kingdom and France, targeting the Scientific Studies and Research Centre and other sites on 14 April 2018. Those unprovoked and unjustified attacks require that the perpetrators be held accountable. Those that raise the issue of holding chemical weapons users accountable must also demand the accountability of States that provide support to terrorist groups and facilitate their acquisition and use of toxic chemicals and weapons.

The Convention and its executive body have made significant achievements, most important in assisting the Syrian Government in 2013 to get rid of its chemical-weapon stockpiles, for which the Organization for the Prohibition of Chemical Weapons (OPCW) won the Nobel Peace Prize. However, implementing the Convention has faced serious challenges given the United States of America’s reluctance to comply with its obligations to destroy its chemical-weapon stockpiles within the set deadlines, in addition to the manipulation of its provisions and politicization of its objectives in recent years by the Governments of some Western countries that used it as a tool to target and blackmail Governments of countries that refuse to submit to their dictates.

Their crimes have claimed the lives of thousands of innocent civilians, including women and children, and have destroyed infrastructure, public and private property, health and educational facilities and a number of places of worship. The Syrian Arab Republic holds the United States Administration and its allies involved in those attacks fully responsible for the crimes committed by the military forces that have joined the ranks of that illegitimate coalition.   47. It will also help to create the conditions conducive to the voluntary, dignified and safe return of internally displaced persons and refugees. The plight that Syria has endured over the past 10 years as a result of various Western countries’ destructive and criminal policies demands that those countries be held accountable for their crimes. In that regard, I would like to refer to a letter dated 18 April from Syria’s Minister for Foreign Affairs and Expatriates addressed to the Secretary-General and the President of the Security Council. It concerns the war crimes and crimes against humanity committed by the forces of the so-called international United States-led coalition on Syrian territories in the city of Raqqa and the Baghuz area around Deir ez-Zor.

It will also end those forces’ sponsorship of separatist militias and terrorist groups and help to eliminate the terrorist outposts of Da’esh and Jabhat Al-Nusra and their affiliate entities and groups. Ending the illegitimate foreign presence will put an end to the terrible conditions in the Al-Hol and Rukban camps and enable foreign terrorists and their families to be repatriated to their countries of origin. It will also put an end to all forms of displacement, demographic change and the looting of Syria’s national wealth. Restoring Syrians’ national economic resources to them will eventually strengthen security and stability in Syria and throughout the region and improve the humanitarian situation and living conditions.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): On 17 April, Syria commemorated the seventy- sixth anniversary of the withdrawal of the last French soldier from its lands, thanks to the great sacrifices made by the Syrian people. Today, Syrians are once again demonstrating their determination to continue their struggle to ensure that any occupation of Syrian territories is stamped out, however long it takes. That applies to the current illegitimate presence of United States and Turkish forces in the north-east and north- west of my country, as well as the Israeli occupation of the Syrian Golan. Ending that illegitimate foreign presence will assure Syria’s sovereignty, independence, unity and territorial integrity.

We reaffirm our unwavering adherence to our right to restore the entire Syrian Golan, occupied since June 1967, by all available means guaranteed by international law, as an unbreakable eternal right. Syria underscores that all decisions and measures taken by Israel, the occupying Power, to change the natural and demographic features of the Golan, or to impose its laws, authorities and Administration on it, are null and void and have no legal effect under international law and the relevant United Nations resolutions, in particular resolution 497 (1981).
