The Israeli occupation authorities are continuing their provocative practices and violations of the basic rights of the people of the occupied Syrian Golan, in flagrant violation of various resolutions of international legitimacy, in particular resolutions 242 (1967), 338 (1967) and 497 (1981). In doing so, they are disregarding their international legal obligations as the occupying Power, as well as the rules of international law and the Fourth Geneva Convention of 1949. The Syrian Arab Republic calls on the Security Council to urgently shoulder its responsibilities in order to bring an end to the Israeli occupation and its aggressive practices and hold the Israeli occupation authorities accountable for its crimes so that they do not go unpunished.

In that context, my country reiterates its call to the Under-Secretary-General for Political and Peacebuilding Affairs and the Special Coordinator for the Middle East Peace Process to carry out their duties in line with their mandates in that regard and in accordance with the legal position of the United Nations on the Israeli occupation of the occupied Syrian Golan and Israel’s illegal aggression and practices. The silence regarding the repeated attacks by Israel, the occupying Power, on our people in the occupied Syrian Golan has emboldened the occupation authorities to continue their violations of international law and the Charter under the protection of successive United States Administrations, which have helped them to expand their occupation of Syrian territories and aggressions against them. Such acts jeopardize peace and security in the Middle East and undermine the credibility of the United Nations and the effectiveness of its competent bodies.

The continuing systematic Israeli attacks on Syria’s sovereignty are a serious and grave threat to the security and stability of Syria and the region and require the immediate condemnation and urgent intervention of the Secretariat and the Security Council so as to protect the Syria-Israel Disengagement Agreement of 1974. The Minister for Foreign Affairs and Expatriates of the Syrian Arab Republic recently sent a letter to the Secretary-General in which he informed him of a series of repeated Israeli attacks on Syrian territories, the most recent of which occurred on 14 April around the city of Damascus. He warned that such attacks pose a threat to the security and stability of Syria and the region and stressed Syria’s right to respond by appropriate means under international law and the Charter of the United Nations.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): The Government of the Syrian Arab Republic is deeply concerned about the extremely dangerous incidents and developments on Palestinian territory, particularly in the Arab city of Jerusalem. We also condemn in the strongest terms the actions of the racist Israeli occupation forces and extremist Israeli settlers, such as the criminal and barbaric attacks on the defenders and worshippers in the Al-Aqsa Mosque/ Al-Haram Al-Sharif, which claimed the lives of several martyrs among innocent civilians and resulted in dozens of injuries and hundreds of arrests. The practices of the Israeli occupation authorities and settler groups are illegal and immoral.

In conclusion, peace, security and stability will be restored in the Syrian Arab Republic only if these Western countries abandon their hostile policies against my country, if they stop sponsoring terrorism, if they take back the foreign terrorist fighters and their families who are nationals of these countries, if they end their occupation and illegal foreign presence on Syrian territories, if they lift the stifling and immoral economic blockade imposed against us, and if they support the efforts of the Syrian Government to achieve development and reconstruction.

  9. The amnesty decrees issued by the President of the Republic have allowed thousands of Syrians, both within and outside Syria, to return to their normal lives. My delegation welcomes the convening of the seventh session of the Constitutional Committee. We commend the positive and constructive engagement of the Syrian delegation and its commitment to fulfilling the aspirations of the Syrian people. We reject any foreign interference in the work of the Committee and any attempt to obstruct its work. We also reject the imposition of predetermined outcomes or artificial timelines.

From the point of view of those countries, justice is a selective concept to be achieved by inadequate politicized mechanisms imposed through pressure to serve their own interests and agendas or by manipulating the fundamentals of international law and resorting to distorted interpretations and other immoral concepts. To those countries we say that shedding the blood of the Syrian people, destroying their achievements and stealing their resources are crimes for which they must be held accountable. Those crimes will not go unpunished. My delegation has had to give a comprehensive overview of what Syria had been subjected to over the past 11 years. At the same time, we are committed to making every effort to improve the humanitarian situation and to provide basic health and education services for improving the living conditions of Syrians.

They are pushing for a solution in accordance with their own perspective — one that does not respect the will of the Syrian people and their national choices and that would perpetuate the Syrian crisis and obstruct the achievement of a genuine solution. These countries are interfering in what is within the exclusive purview of the Syrian people. They are imposing military and political frameworks that are inconsistent with the historical, societal and cultural values of the Syrian people, as well as the challenges they are facing. And when they speak of accountability and impunity, they do not in any way mean accountability for their own crimes, their own aggression, their own violations and their own support for terrorism.

They obstruct the efforts of the Syrian Government to create the conditions necessary for the safe, dignified and voluntary return of these displaced persons and refugees to their homes, which would put an end to their suffering and to the deals and blackmail of the Turkish regime. Today, these countries are obstructing all local, regional or international efforts to rebuild what their dirty war has destroyed and to launch early recovery projects that would allow Syrians to be more resilient and to stay in their country rather than migrate or seek refuge, and that would encourage those who have left to come back. Those countries are calling for a political solution in Syria, but this is hypocrisy and political bidding.

Over the past 11 years, they have shed tears over the suffering of the Syrian people, but they deny that this suffering is a result of their failed policies, aggressive actions, inflammatory statements and hypocrisy. The humanitarian suffering of the Syrian people started when those countries undermined the security and stability enjoyed by Syrian citizens; when they used criminal and terrorist operatives to wreak havoc and spread fear and terror to destroy our infrastructure and development gains; and when they imposed unilateral coercive measures while they repeatedly threatened to impose more. These aggressive practices are the reason for the waves of displaced persons and refugees.

  15. Do their statements contain any expression of concern over such practices that violate the Charter of the United Nations and relevant Security Council resolutions? Of course not. “Stop the violence” is another phrase that makes regular appearances in these countries’ statements. Not only do they incite violence every day through pressure, intimidation and manipulation of societal values, but they also fuel violence with their hostile practices by recycling terrorist operatives and foreign thugs whom they bring in from all over the world. Now these countries refuse to bring them and their families back to their countries of origin to prosecute them.

  16. “Expressing concern” is a phrase often used by these countries in their statements. What we really should be concerned about are the practices of United States occupation forces, their support for secessionist militias in the north-east of Syria, and their collaboration with those who would violate Syrian sovereignty and steal national resources. We should be concerned about the practices of the Turkish occupation forces, their support for terrorist groups in the north-west of Syria and their audacious interference in the internal affairs of Syria. The grave concern we must all be expressing should be over the continued and repeated hostile Israeli practices against Syrian sovereignty, the casualties and damage they leave in their wake, and the direct threat they pose to the security and stability of the region.

It has been targeted by the forces of evil, hatred, destructive obscurantism, and by forces of ignorance, underdevelopment, treason and disloyalty, in order to obstruct the Syrian renaissance, destroy its development gains, shed the blood of its people who have defended Syria’s dignity, sovereignty and unity, and undermine its regional and international role. Yes, the Syrian people did start a revolution, not 11 but 100 years ago, when they rebelled against the Ottoman occupier, then against the French colonist, until they gained their full independence through their bravery and heroism. After that, they launched a revolution against injustice and obscurantist ideas, ushering in a phase of comprehensive transformation leading to decades of stability and laying the foundation for development and modernization in Syria.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): This month, multiple countries hostile to Syria have rushed to issue statements commemorating what they falsely called the eleventh anniversary of the Syrian revolution. In reality, however, it is the eleventh anniversary of the aggression by the United States, Britain, France and their allies against Syria, through their terrorist proxies, secessionist organizations and economic sanctions, coupled with an immense propaganda campaign that spreads lies, disinformation and fabrications. Syria, against which they waged this war, is the epitome of history and civilization, coexistence and tolerance, resistance and heroism, as well as progress and development.

  20. Syria reaffirms that it is cooperating with the OPCW, despite its suspicion due to the erroneous methodology and imbalanced approach of the OPCW Technical Secretariat. We hope that the OPCW will be able to rectify its working approach and focus on the technical nature of its work, because it is one of the pillars of the non-proliferation regime and an important framework for multilateralism. The role of the OPCW should not be to illegally deny Member States of their rights. Rather, it should focus on the destruction of the chemical arsenals of Member States. The United States remains the only State that has not destroyed its chemical weapons to date. Moreover, the OPCW should not call into question the commitments of its States parties.

  21. The Fact-Finding Mission until now postpones publishing its reports on the five incidents, on which the Syrian Government had requested an inquiry in 2017. That is despite our repeated requests, while the Mission hastily investigated and issued misleading reports on alleged incidents promoted by terrorist organizations to tarnish the image of the Syrian Government. What neutrality, independence and professionalism are they therefore talking about? The Syrian Arab Republic once again expresses its total condemnation and rejection of the use of chemical weapons by anyone, anywhere, anytime and under any circumstances. Syria would like to recall that we voluntarily acceded to the Chemical Weapons Convention and destroyed our chemical stockpiles in record time. By doing so, Syria fulfilled all its obligations under the Convention.

  22. We all clearly heard evidence of that in the statement made by the United States delegation during the previous meeting of the Security Council on the matter (see S/PV.8977). There are many examples of United States interference in the work of the Fact- Finding Mission. Washington has already sent a team of its experts to The Hague to meet with the Fact-Finding Mission and pressure it to remove some sections of its reports and highlight others. I would also like to recall that the Fact-Finding Mission received guidance from senior OPCW officials to delete the reports of two inspectors on the alleged incident in Douma. The reports acknowledged that the attack in that incident was a staged spectacle. They were to be replaced by non-scientific and illogical reports. That was not only the case.

That includes methods for gathering and preserving evidence and samples, while depending on open sources and information provided by terrorist organizations, such as the White Helmets terrorist organization. Moreover, during its inquiries, the Mission applies double standards and neglects to notify the Syrian Government. The Fact-Finding Mission insists on pursuing that erroneous approach. That is why its reports are false and significantly tarnish the professionalism and credibility of the OPCW, The report on the alleged incident in Douma is a clear example of that. We are rightly concerned by the manipulation in the Fact-Finding Mission’s reports. Certain Western States interfere in its work and exert political pressure on it. The United States knows the conclusions of the Mission’s reports in advance, before the reports are published.

Syria stresses its reservations regarding the exercise of its sovereign right to refuse access to a member of the team, which should not be used as a pretext to undermine the Declaration Assessment Team’s work or to tarnish Syria’s cooperation with the Team in recent years. It is not acceptable and logical for the work of the Team to be disrupted due to a single member. The reports of the Fact-Finding Mission in Syria, including the two most recent ones on the two alleged incidents in Marea and Kafr Zeita (S/2022/85, annex and S/2022/116, annex, respectively), do not change our firm position about the gross defects and serious irregularities that overwhelm the working methods of the Fact-Finding Mission, especially their inconsistency with the rules contained in the Convention and their lack of commitment to the reference criteria.

  25. Regarding the allegations that have been repeated by certain States on Syria’s initial declaration, I would like to reiterate my country’s position. We reject any attempt to call that declaration into question. We reaffirm the fact that the work of the Declaration Assessment Team should help Syria and that it is not an investigative team. I also note in this regard the facilities provided by the Syrian National Committee during the twenty- fourth round of consultations between the Declaration Assessment Team and the Syrian Committee, which resulted in resolving a number of pertinent pending issues. In terms of holding the twenty-fifth round of consultations, the Syrian National Committee welcomed a visit from the Declaration Assessment Team to Syria 10 months ago. The Director General did not announce that last summer.

We also continue to prepare for the holding of a high-level meeting between the Minister for Foreign Affairs and Expatriates and the Director General of the OPCW, including an agenda for that meeting, in order to make tangible progress on a number of issues related to wrong practices undertaken by the technical teams of the OPCW. In this regard, I would also like to note the letters from the Chair of the Syrian National Committee to the Director General of the OPCW. In those letters, he reiterated that the Technical Secretariat should work professionally and avoid using incomplete or imprecise information in the OPCW reports and briefings. That information is being twisted by some adversary States to make false accusations against Syria.

  27. My delegation listened carefully to the briefing by the High Representative for Disarmament Affairs. Regrettably, she continues to make incomplete presentations that provide a one-sided version of recent developments, including the fact that she ignored the cooperation of Syrian authorities with the technical teams of the Organization for the Prohibition of Chemical Weapons (OPCW) and the facilities granted to them. She also failed to mention important information provided by us. Syria has maintained its cooperation with the OPCW. We have presented our ninety-eighth report on activities regarding the destruction of chemical weapons and chemical weapons production facilities on Syrian territories.

In that connection, I note that my delegation has always provided information to the Committee established pursuant to resolution 1540 (2004) and to the Secretariat on the possession and use of chemical material by terrorist organizations, as well as on fabricated chemical incidents in Syria, including information on the terrorist Al-Nusra Front, which possesses toxic chemical material and rockets that have been modified with these toxic chemical agents in Idlib governorate. The aim is to fabricate a chemical incident while accusing the Syrian Arab Army and its allies of perpetrating it. That is based on directives from foreign intelligence agencies. Numerous terrorists from the Al-Nusra Front have been burned and suffocated recently when they had to carry containers which include toxic chemical agents in Idlib governorate.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): Two days ago, the Security Council reaffirmed its commitment to resolution 1540 (2004), which seeks to prevent non-State groups from possessing weapons of mass destruction and their means of production and delivery, including chemical weapons (see S/PV.8977). My country fully supports that commitment to putting an end to the possession and use of chemical weapons and other weapons of mass destruction by terrorist organizations, and hopes that the resolution will be implemented more effectively.

Mr. Sabbagh (Syrian Arab Republic) (spoke in Arabic): To be honest, I did not ask for the floor to respond to the lies and allegations put forward by the representative of the Turkish regime but to draw the attention of Council members to his fake expressions of concern about the presence of terrorist organizations on Syrian territory. The leader of the terrorist organization Da’esh, Abu Ibrahim Al-Hashimi Al-Qurashi, was killed by United States forces. The place where he was killed was only a few metres from where the Turkish occupying forces are located in Idlib, in north-western Syria. Al-Qurashi always stayed close to the location of the Turkish forces.

  32. In addition, that requires closing all illegitimate camps on Syrian territories, deporting foreign terrorists and their families from Syria and sending them back to their countries of origin. It also requires ending dangerous schemes to recycle terrorists, the immediate, unconditional lifting of the economic embargo imposed by the United States and Europe on Syria, and supporting the efforts of the Syrian State to achieve sustainable development in order to improve the humanitarian situation and provide basic services.

Syria emphasizes that the work of the Constitutional Committee is the exclusive purview of the Syrians and that no foreign party has the right to interfere in it, obstruct it, impose timelines or preconceive its outcome. We look forward to the seventh round of the Constitutional Committee on 21 March. In conclusion, Syria stresses the need to realistically improve the humanitarian situation in Syria and restore security and stability by changing the political approach and undertaking rational talks based principally on meeting the interests of the Syrian people and ending the foreign occupation of Syrian territories by Turkey, the United States and Israel, while ceasing their continuous hostilities against Syrian sovereignty and their sponsorship of terrorist organizations and separatist militias.

  34. That has enabled a great number of Syrians to return to their normal livelihoods. It was also noted that general amnesty decrees were issued by the President of the Republic, and thousands of Syrians benefited from them. Those are extremely important measures that should be highlighted instead of being ignored. The Syrian Arab Republic reiterates its commitment to a political solution that is based on a Syrian national dialogue and is Syrian-owned and Syrian-led, while being fully committed to Syrian sovereignty, independence, unity and territorial integrity. We also reiterate the importance of implementing the provisions that organize the work of the Constitutional Committee, without exceeding them under any pretext.

It is now clear that the Turkish Government, which sponsors and is the chief protector of the Al-Nusra Front and other terrorist entities controlling Idlib and its neighbourhoods, is hindering the implementation of the cross-border mechanism in order to maintain its interests and those of its affiliates derived from the cross-border mechanism. With regard to the political situation, Special Envoy Pedersen met with Syria’s Minister for Foreign Affairs and Expatriates and the co-Chair of the Constitutional Committee for talks in Damascus last week. The Special Envoy took note of the important achievements that are being made with regard to reconciliation and compromises that happened and continue to happen in various areas of Syria, including Dar’a, Deir-ez-Zor, Hasakah and liberated areas in Raqqa governorate.

Unfortunately, we have not witnessed any notable progress in the implementation of the early-recovery projects, owing to a lack of political will on the part of certain Western countries with regard to implementing the substance of resolution 2585 (2021), which the Council adopted unanimously. Nor have we seen any desired improvement in cross-line activities. While 16 convoys, including 1,261 trucks, were sent across the border in December 2021 and January of this year alone, in the past eight months the United Nations has been able to send only two convoys, with 28 trucks, across the lines in the north-western areas of the country. That is owing to the fact that the Turkish regime and its terrorist organizations, with their hostile agendas, have been creating obstacles to access and distribution for that humanitarian assistance.

  37. It is worth noting that some Western countries that have deliberately worked to damage the Syrian economy have been complaining about fluctuations in the exchange rate of our national currency. In the entire eight months since the Security Council adopted resolution 2585 (2021), Syria has cooperated diligently in facilitating the United Nations in its implementation of assistance, especially with regard to promoting humanitarian cross-line access and early-recovery projects. We have waited for too long, and our patience is exceeded only by our frustration. We are at the end of February, and the mandate of the resolution will end in only four months.

In the past few years they have been ramped up to inhumane and unprecedented levels, exacerbating the suffering of the Syrian people and the decline of Syria’s sustainable development indicators since 2011, when we had achieved substantial progress, with economic growth at 9 per cent. The consequences of the illegitimate measures imposed on Syria have also affected the work of the United Nations organizations and other international organizations operating in Syria. While the cost of the food basket provided by the World Food Programme to those in need has increased fivefold, its nutritional value has fallen by more than 50 per cent. Exchange rates, inflation and purchasing power have also worsened.

Fourthly, with regard to health care, medical services and the Syrian pharmaceuticals industry — all of which were on the cutting edge before the war and had become self-sufficient in terms of most medicines, in addition to exporting our products to dozens of countries — thanks to the embargo, today that important sector is experiencing acute shortages, which have been exacerbated by the coronavirus disease pandemic and have deprived the Syrians of their right to access critical health care and medicines. Fifthly, the unilateral coercive measures illegitimately imposed on the Syrian people by the United States and the European Union have affected various sectors, including banking, energy, and communications, as well as land, air and maritime transportation.

This drop in electricity generation is due partly to the fact that the United States occupying forces and their agents have been looting oil and gas from our pipelines and partly to the crimes committed by terrorist organizations and the illegitimate international coalition’s acts of aggression, which have significantly damaged our power plants and our transmission and distribution networks, resulting in the decommissioning of 50 per cent of our electricity system and thereby depriving Syrians of heating during this harsh winter.

  41. Today we have to import 1.5 million tons of wheat annually to provide Syrians with bread. That is because the United States forces illegally present in north-eastern Syria and the separatist militias that it backs have taken control of Syrian wheat production there and are looting it. Secondly, the dire shortage of water for agricultural irrigation is due to the fact that the Turkish regime is violating our bilateral agreements regulating the use of water from the Euphrates, in addition to using water as a weapon against civilians and depriving more than a million Syrian citizens of access to drinking water. Thirdly, before the crisis, Syria consistently produced 9,500 megawatts of electricity, whereas its current production is now less than 2,600 megawatts.

At a time when the Syrian Government is making every effort to improve the humanitarian situation, meet basic needs and provide services, rebuild what terrorism has destroyed, return Syria to a path of sustainable development and at the same time guarantee the safe, voluntary and dignified return of Syrian refugees to their homes and normal lives, our efforts have met with major obstacles that limit our ability to achieve our desired goals. In that regard, I would like to highlight some of those obstacles. First, until recently, Syria was self-sufficient in much agricultural production but has now found itself forced to import huge amounts of the same products. For instance, our annual wheat production before the war was estimated at 2.5 million tons.

The Syrian Government, in cooperation with the International Committee of the Red Cross, managed to repatriate many foreign terrorist fighters and their families to their countries of origin, by coordinating and cooperating with the Governments of those countries, including Russia, China, Albania, Kazakhstan, Uzbekistan, the Sudan, Egypt and South Africa and others. Syria invites other relevant countries to adopt the same approach and work with the Syrian Government to repatriate their terrorist fighters. In conclusion, the implementation of Security Council resolutions cannot be selective; there can be no double standards.

We reiterate our request that the countries concerned repatriate their citizen foreign terrorist fighters and their families to their countries of origin or residence, while also guaranteeing that they will be held accountable and their children will be rehabilitated. The Syrian Arab Republic condemns the attempts by certain Western countries to deny their responsibility with regard to their citizens who are foreign terrorist fighters and refuse to repatriate them by cancelling their passports or citizenship, meaning that they are unable to return to their countries. We also categorically reject the involvement of certain countries in suspicious deals with Kassad separatist militia, whereby they detain foreign terrorist fighters and their families for selfish private gain and for recognition purposes.

  48. The United States must therefore be held accountable for its crimes. In accordance with United Nations reports, approximately 70,000 people, most of whom are women and children, are detained in Al-Hol, Al-Areesh Al-Roj and other camps under the control of Kassad separatist militia, supported by the occupying United States forces. Those camps are facing a very difficult humanitarian situation, with high rates of crime, trends of extremist ideologies and the recruitment of child soldiers by Kassad militia, who are being removed from their families from the age of 12. The events that took place in Al-Hasakah city bolster our rightful demand for the closure of those camps and detention centres, which have become hubs ripe for the spread of violent and extremist ideologies.

In addition, between 21 and 22 June 2021, United States forces transferred more than 60 terrorists from a detention centre at a vocational high school to their illegitimate base in the city of Al-Shaddadah, in southern Al-Hasakah governorate. Therefore, the recent events related to Da’esh’s timing and invasion of the vocational high school detention centre in Al-Hasakah clearly proves that the intention is to recycle Da’esh terrorist elements and to find excuses to justify the continued illegitimate presence of United States forces on Syrian territory, so that they can continue to interfere in our national affairs, kill more innocent civilians and steal our national resources, as well as to support the separatist militia that is trying to remove Arab citizens from the region.

It also targeted the Syrian Arab Armed Forces that were fighting Da’esh terrorist organization, whereby it enabled the fighters of that organization to occupy new locations such as Sarda Mountain in Deir ez-Zor in 2016. In parallel, the United States occupying forces regularly transferred Da’esh terrorists from detention centres to their illegitimate military sites in Syria, with a view to recycling and reusing them in order to execute their plans. Between 7 and 13 April 2021, nearly 100 terrorists were trained and transferred by those forces to the Al-Omar oil field, which is under illegal United States control.
