We are encouraged by his summary today of his meetings and the outcomes of the Astana process, and we note his hopes for progress and his readiness to increase his own efforts and those of several of the principal stakeholders to revive the political process. We can all see that de-confliction and the precautionary measures to safeguard protected sites under humanitarian law are working.   2. On the other hand, they also agreed that Geneva should remain the main international platform from which to seek and implement a political settlement of the Syrian crisis. It will also be important to continue to support the aims of the Astana talks and further Geneva negotiations, while ultimately merging those important platforms with the aim of achieving positive results. We thank the Special Envoy for his consultations with various Foreign Ministers at the recent summit of the League of Arab States, as well as with Ms. Federica Mogherini, the European Union's High Representative for Foreign Affairs and Security Policy. His high-level meetings in Moscow, Tehran, Riyadh and Ankara, as well as his consultations with several European ministers and senior representatives of the United States, are also commendable.

  3. We thank the Special Envoy for Syria, Mr. De Mistura, for his update, and we were glad to hear some encouraging notes of optimism in his briefing. Despite the numerous problems on the humanitarian and political fronts in Syria, Kazakhstan believes that it is imperative to continue to promote a settlement of the crisis while implementing resolution 2254 (2015). We are glad that at their meetings held on 14 and 15 May in Astana, the representatives of Syria's Government and opposition, along with those of the guarantor States, unanimously confirmed the importance of continuing the process. Among other issues, they addressed the importance of increasing efforts to ensure compliance with the various agreements reached during the previous eight rounds of the Astana talks.

  4. In particular, the financial situation is acute. There is a need for a coordinated approach on the part of national and international actors in order to establish effective cooperation and confidence-building measures between the Federal Government and the member states. In conclusion, I would like to draw the attention of members to my visit to the Horn of Africa last week in my capacity as Chair of the Committee pursuant to resolutions 751 (1992) and 1907 (2009), concerning Somalia and Eritrea. A report will be presented in the near future. In the meantime, having observed it at first hand, we acknowledge the work of the United Nations country team and the European Union in promoting local peace initiatives, peacebuilding and national reconciliation.

  5. However, the predictable and sustainable funding of the Mission remains a challenge for its adequate operationalization. We welcome the efforts of the Federal Government and the regional Governments to continue the work on the integration of the regional armed forces into the Somali National Army and the police as an integral part of the national security architecture. It is vital that international partners continue to provide coordinated support for building the capacity of the SNA in more coherent manner. We also commend the Federal Government of Somalia for finalizing the transition plan. Realistic time frames and conditions are necessary to comply with the outlined priority tasks and benchmarks. In implementing that comprehensive agenda, the Federal Government faces a number of serious problems.

  6. At the same time, it is important to follow up with steps to formalize agreements on the division of powers, the management of resources and the sharing of revenues. We welcome the efforts of the National Independent Electoral Commission to conduct nation-wide consultations aimed at identifying the optimal electoral model. To build on that, the electoral legal framework needs to be adopted so as to organize the 2020-2021 universal elections. We remain concerned about the continuing attacks by Al-Shabaab on the Somali National Army (SNA) and the African Union Mission in Somalia (AMISOM) and the causing of civilian casualties, which is exacerbated by inter-clan violence. The AMISOM. troops who provide secuity on the front line play a critical role in the restoration of State authority.

I would like to thank Mr. Michael Keating, Special Representative of the Secretary-General, and Mr. Francisco Madeira, Special Representative of the Chairperson of the African Union Commission for Somalia. A little more than a year has passed since the election of President Mohamed Abdullahi Mohamed Farmajo in Somalia. The new Government was able to develop an effective plan of action, including financial sector reform, job creation, a social cohesion policy, conflict resolution and security sector reform. We commend and support the efforts and the political will of the Federal Government of Somalia and of the federal member states for strengthening ties and for promoting State-building and peacebuilding by initiating dialogue on defining a federal model.

We call upon the leaders of Israel and Palestine and other parties to take concrete steps to preserve the possibility of peaceful coexistence and the two-State solution, to strengthen the prospects for peace by remaining calm and exercising the maximum restraint in order to avoid actions that can erode and derail peaceful efforts and further escalate tensions between the Palestinians and Israelis. It should be based, as we always say at the Council, on the inalienable rights of Palestinians to statehood and Israel's to security. In the very near future, we must begin negotiations on each existing problem, aimed at reaching agreement on pending issues and giving them a final status. We believe that only a political solution and confidence-building measures in different dimensions can help the parties to resolve the contradictions.

  10. We note that the parties must find a solution for the difficult humanitarian situation of Gaza. That requires economic confidence-building measures and strong support from the international community. With regard to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Kazakhstan reiterates the need to support that important mechanism. In that regard, Kazakhstan endorses the concern expressed earlier by the Special Coordinator over the funding of UNRWA this year. A significant reduction in its regular budget has already increased the anxiety level of the 5.3 million Palestine refugees, who have already suffered the longest-protracted refugee crisis.

Any unilateral action to change the status of the city runs counter to the letter and spirit of international law and Security Council and General Assembly resolutions, and fuel violence and instability in the region. The status of Jerusalem will have to be determined in the framework of negotiations to come in the context of internationally agreed parameters in order to reach a just and lasting solution - namely two States, living side by side in peace and security. Kazakhstan considers it important to continue efforts to consolidate the Palestinian ranks on the Palestine Liberation Organization political platform as a necessary condition to practically realize the legitimate aspirations of the Palestinian people for the creation of their own independent State.

  12. We reiterate that Israeli security forces must calibrate the use of force. We recall the common duty of United Nations States Members to protect civilians, especially minors. We join the position of the Organization of Islamic Cooperation concerning the Palestinian-Israeli conflict. We endorse the outcomes of the Dhaka declaration adopted at the forty-fifth session of the Council of Foreign Ministers of the Organization of Islamic Cooperation in Bangladesh on 6 May. Specifically, we reiterate that Jerusalem is the common homeland of different ethnicities and religions. All parties must avoid taking actions that might further escalate the situation, while both Palestine and Israel must respect each other's right to existence. International law is unambiguous about the status of Jerusalem.

  13. While tensions on the ground are high, Kazakhstan calls on all actors to show responsibility to prevent further tension and to avoid the instigation of violence. We believe it could be a dangerous development in the situation in the Middle East region as a whole. In that regard, Kazakhstan calls on both sides of the conflict to exercise restraint. The Republic of Kazakhstan calls on the international community to take exhaustive measures to immediately end the Violence. After several weeks of violence and in the face of the growing number of Palestinian victims in the Gaza Strip still today, Kazakhstan condemns the indiscriminate use of live ammunition against civilians and urges the Israeli authorities to exercise restraint. Investigations should be conducted on all of those cases.

  14. My delegation is grateful to the Kuwaiti Permanent Mission for initiating this emergency briefing on the unfolding situation in Gaza. We also express our appreciation to Special Coordinator Mladenov for his comprehensive and objective update. We were alarmed by the situation in that part of the Middle East. We are extremely concerned about the increase in the death toll caused by Violence on the border between the Gaza Strip and Israel. My delegation expresses deep grief following the tragic loss of Palestinian civilians during protests. We consider that to be an irredeemable loss of life. Kazakhstan fully supports the right of the Palestinian people to self- expression and peaceful demonstrations.

Investments in the building of strong Palestinian institutions, inter alia, promoting reforms in the security sector and the military, law-enforcement and judicial and correctional systems, together with new legislation, will ensure the rule of law and good governance. The immediate start of direct negotiations, and, as a result, the speedy implementation of agreements at an early date, will allow us to solve the problem of the confidence deficit and enable us to move to a more open dialogue between the two sides.   17. With regard to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, Kazakhstan reiterates the need to support that important mechanism. My country underscores the importance of achieving intra-Palestinian unity. The rift between the Palestinian Authority and Hamas should be resolved in order to present a unified Palestinian voice in negotiations with Israel and the international community. We welcome and support Israel's decision to provide the Palestinians with some economic concessions on the seashore, as was mentioned today by Special Envoy Mladenov, so as to ease the conditions of daily life in the Gaza territory.

  18. We reiterate that Israeli security forces must protect civilians and calibrate the use of force, employing lethal force only as a last resort. At the same time, we emphasize the right of Israel to security. We also reiterate our call on Palestinians to avoid friction at the Gaza fence. We praise our colleagues at the Office for the Coordination of Humanitarian Affairs for the largest shipment of United Nations medical aid to Gaza since the beginning of the year. That assistance has provided hospitals in Gaza with essential life-saving drugs and other supplies to meet the urgent medical needs of populations in crisis. It will also help respond to the needs of 100,000 children and mothers in Gaza.

We support the rights of the Palestinian people to self- determination and the creation of a free, sovereign and independent State within the internationally recognized borders of 1967, with East Jerusalem as its capital. Jerusalem is the shared homeland of different ethnicities and religions. Palestine and Israel must respect each other's right to exist and avoid taking actions that might further escalate the situation. We look forward to the implementation of the provisions of resolution 2334 (2016), and we would like to note that the increased construction of new Israeli settlements is causing hardships for the Palestinians, who are incurring huge economic losses. Turning to Gaza, we are alarmed that this is the fourth consecutive week that we are witnessing Palestinian casualties there.

  20. Everyone should refrain from committing acts that lead to an escalation of regional tension and insecurity. It is not acceptable to launch rocket attacks against civilian targets in the territory of Saudi Arabia, which is an act that Kazakhstan strongly condemns. Kazakhstan's position on the Middle East peace process is very clear and remains unchanged. Nevertheless, I would like to repeat it. We support the two-State solution and call for the early resumption of negotiations, especially in the bilateral format and without preconditions, which should be in accordance with the Charter of the United Nations, relevant Security Council resolutions, and other mechanisms and initiatives, such as the Quartet road map for peace, the Arab Peace Initiative and the Madrid terms of reference, including the principle of land for peace.

  21. We welcome the outcomes of the international conference hosted in Paris by President Emmanuel Macron to support Lebanon's economic stability. It is commendable that, at that conference, there were pledges of $10.2 billion for Lebanon. Turning to Yemen, we know that the conflict there has no military solution. It is clear that the deep- seated contradictions in Yemen can be resolved only through a broad-based national and inclusive dialogue. All parties must commit themselves to establishing a new regime for the cessation of hostilities, which will provide an opportunity to revive the economy, resolve the humanitarian crisis and restore basic public services. It is only when there is a political settlement that the humanitarian situation can also be mitigated.

  22. We thank Special Coordinator Mladenov for his detailed and objective update on the situation in the Middle East. We agree that the situation in the region remains complicated. In Lebanon, the formation of a new Government and the election of a new President are positive outcomes, which will lead, hopefully, to the holding of free and fair parliamentary elections on 6 May. The signing of the decree to that end is a manifestation of the people's unity. We need to help the country consolidate its constitutional and democratic processes, which remain contingent on developments in neighbouring Syria. The Lebanese Armed Forces play a vital role in maintaining security on the border with Syria and throughout Lebanon, thus averting threats from the Islamic State in Iraq and the Levant and the Jabhat Al-Nusrah.

Indeed, it has a cross-pillar bridging and convening role, as well as the ability to bring together diverse actors, including Member States, host Governments, the United Nations system, international financial institutions and regional and subregional organizations, as well as civil society and academia. Kazakhstan is of the firm view that it is a time to actively engage in the reform of peacebuilding and sustaining peace systems in order to bring more efficiency and better coordination to our efforts to build a safer world. None of the three approaches is new to the United Nations system; however, in our View, a combination of them could create a universal model to address conflicts and sustain peace that can be replicated in different parts of the world suffering from local conflicts. We need to create a new United Nations paradigm for addressing and preventing conflicts. The importance of the three-fold strategy was recognized by the Security Council when it adopted presidential statement S/PRST/2018/l on 18 January. It is our aim to introduce this strategy to the wider United Nations membership. In that regard, we call on the Peacebuilding Commission and the Peacebuilding Support Office to use their venues to explore the efficiency of this strategy.

That is a simple, pragmatic and workable formula based on our national experience, as well as the experience we have gained in the Council through interactions with different interlocutors during several Security Council visits to various countries and regions, including the regions of Lake Chad and the Sahel, Haiti and Colombia, and Afghanistan in January during our presidency. In addition, it is complementary to the efforts undertaken by the Secretary-General in his reforms of the peace and security architecture, the development system and management.   27. That is not a political declaration, but rather the working methods of my country. We have existing mechanisms that demonstrate how we have carried out those principles in real life. An outstanding example of that has been the initiative of my President to create the United Nations Regional Centre for Preventive Diplomacy for Central Asia, which has been successfully functioning in our region for the past 10 years, as well as the foundation of the Conference on Interaction and Confidence-building Measures in Asia, which today is comprised of 26 countries from far beyond Central Asia, over a wide geographic space from Cairo to Beijing, engaging the nations in measures to ensure peace and stability in Asia through dialogue and trust-building.

Kazakhstan believes that early warning, preventive diplomacy, mediation and peacekeeping are interdependent and complimentary components of a comprehensive, integrated strategy in which peacebuilding and sustaining peace should be an integral element running through the entire cycle. Investments in sustaining peace should begin early to avoid conflict. Without it, such stability can be uncertain, fragile and vulnerable to new shocks. We could not but agree with the Secretary-General's observation that instead of responding to crises, we need to invest far more in prevention. Prevention works, saves lives and is cost- effective. Since gaining its independence, 27 years ago, Kazakhstan has been at the forefront of preventive diplomacy, conflict prevention and confidence-building measures, which are the core principles of our foreign policy.

Those visionary measures are aimed at implementing our Kazakhstan 2050 national strategy, by which we strive to be ranked among the top 30 developed countries of the world, and wherein youth will be our richest national resource. We are focusing on prevention measures in Afghanistan as part of our efforts to advance a revamped regional approach. Since 2010, we have been implementing a $50 million scholarship programme with a view to educating 1,000 Afghan students in Kazakhstan's educational institutions. Of course, we could do more, and we need to do more. Today's briefers made a very passionate and convincing case for all of us to act swiftly and meaningfully to empower youth.

  32. As a nation of 130 ethnic groups and 16 major religions, Kazakhstan enjoys peace and stability since our thrust has been to make tolerance and respect our guiding principles. Youth vulnerability and their strengths will be the focus of the sixth triennial Congress of Leaders of World and Traditional Religions, to be held in Astana in October. Last month, the President of Kazakhstan addressed the nation with his message ofthe Five Social Initiatives. They include a significant increase in educational grants and teachers' salaries, a reduction of tax to 1 per cent for low-paid workers, new opportunities to purchase housing and the construction of student hostels.

Kazakhstan's Bolashak Scholarship - meaning Future Generation Scholarship - was launched in 1993 and gives more than 4,000 Kazakh young men and women an opportunity annually to study in leading foreign higher education institutions. It has been recognized among the best academic mobility programmes in the world. Those who finished the scholarship programme today occupy ministerial and other influential positions in society. We also dissuade youth from using violence that serves extremist causes by implementing comprehensive development programmes. In particular, we have successfully completed the national programme on countering religious extremism and terrorism for the period 2013-2017, having allocated approximately $600 million for preventive measures for the entire youth population.

  34. We also support our youth by creating an atmosphere conducive to inclusion and social cohesion, including through establishing and strengthening partnerships with relevant youth organizations. As far back as 2002, we created the Youth Congress, which is made up of active youth movements and organizations that shape youth policy directives. Kazakhstan also strongly focuses on prevention by eradicating poverty, creating employment and educating youth - women in particular - as well as by supporting their dynamic ideas and aspirations. That is perhaps the kind of support that young men and women need the most. Our country has adopted a comprehensive set of policies to provide free education, vocational training, intensive job creation and entrepreneurship.

We believe that the international community needs to work together in order to develop a comprehensive global framework related to youth with a whole-of-pillar approach, which above all will ensure the security- development nexus and promote the vision of a more effective, transparent and accountable United Nations, at Headquarters and on the ground, delivering as One United Nations. We therefore call for coordinated and comprehensive efforts at the grassroots, national, regional and global levels. I wish to share the experience of my country. Kazakhstan has made considerable progress across all five main components of resolution 2250 (2015), with a focus on participation, partnership and prevention measures. First of all, we are constantly increasing inclusive representation for youth at all levels of decision-making.

It is particularly important to engage youth in constructive activities to assist processes of democratization, elections, building State institutions, enforcing the rule of law, fighting corruption, and disarmament, demobilization and reintegration. Of equal importance are sustainable and predictable investments in youth-centred development. We therefore support the recommendation of the progress study to allocate $1.8 billion by 2025 for the tenth anniversary of resolution 2250 (2015).

  37. As a vulnerable sector of society, they require mechanisms that are able to protect them from violent conflict and to prevent their radicalization. Beyond that, young people are positive agents ofchange, building sustainable peace in their societies. We believe that they should play an important role in fulfilling the new agenda for peace, the 2030 Agenda for Sustainable Development and other global processes. To utilize the tremendous potential of youth in creating and maintaining peaceful environments, they must be provided the opportunities to be involved in decision-making at all levels, in mechanisms for the prevention, management and resolution of conflict and in peace negotiations.

It is the responsibility of Member States to implement resolution 2250 (2015) and to set up mechanisms that would ensure the inclusion and meaningful participation of youth in meeting today's challenges. We therefore endorse the findings and recommendations of the progress study, which outlines a three-fold strategy to shift to a new paradigm of youth, peace and security. We also support the initiative of Peru and Sweden to adopt a new draft resolution on youth, peace and security that will contribute to the implementation of resolution 2250 (2015) across the world, as well as broadening youth participation in the work of the United Nations. Youth do not play one, single role in conflict situations.

Resolution 2250 (2015) is the first effort of its kind and the only global policy instrument to go beyond the traditional approaches defined by the involvement of youth in peace and security as a securitization measure and to recognize and promote the potential of youth inclusion in issues of peace and security. The resolution serves as a critical step forward. However, in itself it cannot ensure that youth are continuously and meaningfully engaged in issues of peace and security. While there are many youth-led initiatives operating around the world to bring about sustainable peace, there is a lack of support from the national authorities.

We welcome the constructive and wise decision of the Colombian Government to restart peace talks in Quito with the Ejercito de Liberacion Nacional (ELN), which were frozen in January after a spate of ELN attacks. Kazakhstan hopes that the fifth cycle of talks, which were resumed on 15 March, will contribute to achieving a new bilateral ceasefire, which could pave the way for a permanent peace agreement with the ELN. Kazakhstan reiterates its firm commitment to the Colombian peace process and calls on all interested parties to do their best to foster reconciliation. From now on, the success of the peace process will entirely depend on the commitment ofall parties to the concept of the peace deal, and will come to fruition only ifthey are united in their will to eliminate conflict and effectively live in peace.

It will therefore be crucial to strengthen the nexus linking security and development, enhance efforts to achieve the socioeconomic reintegration of former FARC-EP rebels, ensure employment and adequate living standards and promote health care and educational and productive projects for those victims most affected by the conflict, including women, children and ethnic and indigenous communities. We urge the Government of Colombia to maintain its focus on providing concrete avenues to reintegration for former combatants in rural communities and on preventing increases in insecurity by expanding the State presence and State services. At the same time, the Fuerza Alternativa Revolucionaria del Comun should also live up to its obligations and contribute to the peace process.

  44. Moreover, given the fact that land ownership was the root cause of the more than half-of-a-century armed conflict, we believe that the legalization of land titles is key to peacebuilding. Colombia still has a complicated journey ahead in order to achieve long-lasting peace. We need to address the alarming trends that, inter alia, have resulted in the killings of social and community leaders and human rights defenders, triggered in part by a power vacuum in the territories that were abandoned by the ex- combatants, which is of particular concern and might call the effective implementation of the peace process into question.

That mechanism, together with the Commission on Truth, Coexistence and Non-Repetition and the Special Unit for the Search for Persons, is the core of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace. Its role is essential to the successful continuation of the peace process. We look forward to the other peace-related pending legislation being approved soon, guaranteeing the peace accord's full implementation and securing its irreversibility for the benefit of all Colombians. Kazakhstan joins others in particularly commending the signing of the landmark decree that will formalize the land ownership of 2.5 million Colombian farmers. That was provided in the peace deal and the implementation of that promise opens the door to improving the quality of life of Colombian peasants.

  46. According to the Secretary-General's latest report (S/2018/279), these were the most inclusive elections in decades. In view of the upcoming presidential elections in Colombia, we believe that the new President and Government will continue to show the same political will and commitment to implementing the ongoing peace process and putting the victims of the armed conflict at the centre of the Colombian political agenda. Kazakhstan highly appreciates the efforts of the Colombian Government and former rebels of the Fuerzas Armadas Revolucionarias de Colombia- Ejercito del Pueblo (FARC-EP) in the overall peaceful conduct of the elections. We also note the launch of Colombia's transitional justice tribunal - the Special Jurisdiction for Peace.

  47. My delegation commends the leadership of Colombia for its firm dedication and strong commitment to the peace process, irrespective ofthe huge challenges it faces. We also commend the United Nations role in accompanying the peace process, including the visits of the Secretary-General in January, the Department of Political Affairs partners' field visit in February and the President of the General Assembly's trip in March to Colombia. It has been three months since the Colombian peace process entered its second year. During these three months, we have observed remarkable positive developments in the ongoing peace process. In that context, I would like to underline the first parliamentary elections held in Colombia last March after a historic peace deal was achieved in 2016.

  49. Today is a sad day for the Security Council family. The sudden and untimely death of Mr. Bernard Tanoh-Boutchoue last evening has left us all stunned and speechless. On behalf of Kazakhstan, I offer our sincerest condolences to the Government, the nation and the people of Cote d'Ivoire for having lost one of their outstanding diplomats, whose life we honour today in the Council. Bernard was one of us, and his loss is irreplaceable for he exemplified all that is finest in diplomacy, dignity and the best of humanity and compassion. With a distinguished life dedicated to the service of his country, he reflected an immense depth of political acumen and wisdom that touched us deeply.

  50. We call on parties concerned to exercise restraint and refrain from hasty actions, without providing full and irrefutable evidence of the involvement or culpability of one side or the other. The Organization for the Prohibition of Chemical Weapons now has a even more complicated but very crucial task - to render all possible assistance to resolve the tense relations between the States members of the Convention. The organization must realize its important role as an objective and impartial mediator. It is the best and most qualified advocate for the non-proliferation agenda. Patient dialogue and constructive cooperation from all sides are the main factors for achieving best results. As the main body for ensuring international peace and security, the Council should not allow divergent positions on the threat of weapons of mass destruction.
