Transparency and openness are extremely important and necessary for objective discussions with sober assessments of exact recent or ongoing developments. We certainly need such a thorough approach, especially in the investigation of incidents related to the use of chemical weapons in Syria. The reports of the Fact-finding Mission in the Syrian Arab Republic do not yet provide us with the necessary clarity and objectivity, generating further disagreement among Council members. The position of Kazakhstan on this issue remains firm and consistent. We do not tolerate the use of any kind of weapon of mass destruction, including chemical weapons.

  4. Having heard today's update on the current situation surrounding the investigation into this well-known incident, my delegation would also like to share its observations on the topic. First, we appreciate the diligent work of the United Kingdom on the case and the fact that it shared its information with us. However, reviewing such a serious matter requires additional time, in particular to study the findings of the British investigation. Secondly, it is difficult to arrive at an objective assessment, especially with regard to the conclusions based on the United Kingdom letter of5 September. We would appreciate receiving more concrete data before drawing any conclusions. Thirdly, while actions should always be taken, decisions should not be made in haste.

  5. It will be vital to ensure that the authorities in Tripoli and Tobruk continue their engagement in order to resolve their differences through an inclusive dialogue and political means. Lastly, the international efforts to advance political reconciliation in Libya should be consolidated under the umbrella of United Nations leadership. In that regard, Kazakhstan commends the Special Representative's efforts and encourages him to continue his engagement with a wide range of actors with a view to broadening their support and commitment to the political process. We in the Security Council should remain united and support his efforts to achieve a sustainable solution on the ground.

  6. There is an urgent need to implement measures to improve the socioeconomic conditions that can have a positive impact on the political process and stability in the country. My delegation fully supports the Secretary- General's observation in his latest report (S/2018/780) that while elections must be held in order to renew the mandates of Libyan institutions and establish a new executive authority, it is equally important that the proper conditions be in place. Establishing a secure atmosphere conducive to the successful holding of elections and enacting appropriate electoral legislation will ensure that the right conditions are created. We call on all Libyan parties and stakeholders to maintain a strong commitment to the common goal of seeking a political settlement to the crisis.

  7. Such actions not only threaten the lives of hundreds of civilians, they also undermine the progress that has been made so far in implementing the United Nations action plan. The latest escalation of the situation once again proved how vital it is to immediately focus on the country's largely unaddressed structural political issues and on the multiplicity of armed actors on the ground with conflicting agendas, the most alarming of which is Libya's conversion into a centre for the activities of the Islamic State in Iraq and the Levant, as the Special Representative said today. Every effort must therefore be made to build and strengthen State structures, the armed forces and the security sector, which in turn can enhance political stability.

We thank Special Representative Salame and Ambassador Skoog for their comprehensive updates on the situation in Libya and on the activities of the Committee established pursuant to resolution 1970 (2011) concerning Libya. Despite some positive steps undertaken by the Libyans, the United Nations Support Mission in Libya (UNSMIL) and the international community, the violence and confrontations between the rival armed groups continue to grow. We are very concerned about the recent escalation in violence in and around Tripoli, which has resulted in many casualties among civilians, including children. In that regard, we would like to commend the successful mediation efforts of Special Representative Salame and UNSMIL in facilitating a ceasefire agreement between the armed groups.

Lastly, we believe that stronger engagement and respectful cooperation by regional organizations, particularly the Organization of American States, in resolving the situation would be a crucial step towards the normalization of the political situation in Nicaragua.

We positively commend the launch of the national dialogue in Nicaragua, with the mediation of the Catholic Church, which is called upon to develop an algorithm for resolving existing problems in the interest of ensuring the sustainable development of the country. Kazakhstan is a firm proponent of the preventive diplomacy principle, but is against external influence in the internal affairs of independent countries under that pretext. Kazakhstan is strongly committed to the principles of sovereignty, territorial integrity and non-interference in the internal affairs of other States. The situation in Nicaragua does not constitute a threat to international peace and security, and therefore should not fall under the mandate of the Security Council.

We firmly believe that the Government and the people of Nicaragua will be able to overcome the current situation and find a solution to the problems for the sake of peace and security, with due respect for fundamental rights and freedoms. Such a solution should be peaceful and democratic and found within the framework of the Constitution, in particular by promoting dialogue between the country's political actors. We also believe that all stakeholders should refrain from violent or provocative actions. We note with satisfaction that the level of tension in Nicaragua has decreased and the situation is gradually normalizing.

We also call on all parties to promptly take the necessary steps to implement the remaining provisions of the Conakry Agreement, including the adoption of a stability pact and constitutional review. Political stability can be achieved only through the continuing implementation of political reforms aimed at strengthening governing bodies, and in order to develop guiding principles for those reforms the country needs an open and inclusive nationwide dialogue. We greatly appreciate the good offices of the United Nations Integrated Peacebuilding Office in Guinea- Bissau (UNIOGBIS) and the mediation efforts of the Economic Community of West African States, whose collectiveeffortshaveledtothosepositivedevelopments. I thank Ms. Tavares Pinto for highlighting the role of civil-society organizations and women's groups in facilitating a dialogue between the main political actors. I also warmly welcome the presence of Prime Minister Gomes at this meeting. We endorse the Secretary-General's semi-annual report (S/2018/771) and would like to follow up with some observations. We welcome the encouraging steps taken by all parties to end the protracted political stalemate in Guinea-Bissau, including the approval of the Government programme and the adoption of a budget.

Religious delegations from 74 countries have already confirmed their participation in the forum, and we are ready to join hands with everyone else, any organization or stakeholder, to step up our collective efforts in mediation and reconciliation. During its presidency of the Security Council in January, Kazakhstan, based on its own experience and record, focused on preventive diplomacy, conflict prevention and mediation as important tools to deal with the complex issues on our agenda. We consistently stressed the importance of political will and trust- building in achieving peace and stability in the world. My delegation can only agree with the words and vision of the Archbishop of Canterbury when he spoke so clearly about the role of religious organizations in mediation and pre-emptive reconciliation. For that reason, Kazakhstan, for the last 15 years since 2003, has hosted a congress of religious leaders of world and traditional religions, with wide participation by representatives of different faiths. This year in particular, on 10 and 11 October, we will hold the next forum in Astana under the theme "Religious leaders for a safe world", devoted to the very subject we are discussing today, as the Archbishop referred to.

As very eloquently stated earlier today by the Secretary-General and our briefers, mediation and peace processes should seek to increase the meaningful participation of women, especially at decision-making levels, as well as religious groups and youth, as they could bring fresh ideas and push for peace and effective dialogue. Kazakhstan has always been in favour of peaceful dispute-settlement processes. We are of the View that the main tool for resolving all disputes between States should be peaceful dialogue and constructive negotiations, on the basis of equal responsibility for peace and security, mutual respect and non-interference in domestic affairs. With that in mind, Kazakhstan has been hosting peace talks on Syria and the Iran nuclear deal, acting as an honest broker and unbiased bridge-builder.

In that regard, it is of the utmost importance to promote close collaboration and partnership between the United Nations and regional organizations in order to seek timely and successful resolutions of conflicts. Given the limitations of the United Nations, cooperation with regional organizations should be further strengthened. We are convinced that the regional approach in which challenges are addressed in a more focused and coordinated manner is a very useful tool for enhancing the capabilities of the United Nations and regional organizations in mediation and dispute settlement. We must also work on enhancing the national and local mediation capacities of the various stakeholders.

  23. Regional organizations are particularly important actors in mediation, as indicated in Chapter VIII of the Charter of the United Nations. Kazakhstan founded the Conference on Interaction and Confidence-Building Measures in Asia as an intergovernmental forum to promote peace, security and stability in Asia, and, through that, in other continents. Other regional and subregional organizations, such as the Organization for Security and Cooperation in Europe, the Organization of Islamic Cooperation, the African Union, ECOWAS, the Intergovernmental Authority on Development and the Shanghai Cooperation Organization, have accumulated significant mediation experience.

UNRCCA's activities certainly contribute to the goal of stability by implementing measures to prevent destabilization in Central Asia, which can be caused by various factors, including the situation in Afghanistan. Likewise, Kazakhstan has witnessed the successful mediation efforts ofthe United Nations Office for West Africa and Sahel (UNOWAS), led by Special Representative of the Secretary-General Chambas, in the Gambia, during the critical moment of transition in January 2017. Together with regional leaders and subregional organizations, namely the Economic Community of West African States (ECOWAS), the United Nations was able to ensure the peaceful and orderly transfer of power to President Adama Barrow. We commend the efforts of UNOWAS and all other partners that supported the mediation efforts.

As the highest United Nations organ entrusted with the primary responsibility of maintaining international peace and security, the Security Council has a vital role in promoting the peaceful settlement of disputes, including and especially by means of mediation. A regional United Nations presence is an effective tool for mediating disputes at the disposal of the Security Council. Given the complexity and long-lasting effects of the humanitarian crises in Rakhine state, we appeal to all Member States, international organizations and other actors to continue providing their support and assistance to Bangladesh and Myanmar to overcome the crisis. We should work patiently and diligently with both sides, as well as other stakeholders, to achieve a tangible result.The Security Council should not only continue to be seized of the situation of the Rohingyas, but also see that it is resolved satisfactorily. It is obvious that only when the Rohingya refugees enjoy security, see tangible progress in the aforementioned areas and witness justice being served with respect to those who have suffered outrageous acts ofviolence will they start returning to the region. Although, we completely understand that intercommunal trust cannot be restored overnight, and that it will be a long-running and challenging process, United Nations agencies could be of help if provided the access and conditions necessary for work. Such negotiations, if they are to be successful, demand the active participation of all stakeholders. The delegation of Kazakhstan therefore urges the Government of Myanmar to address all the related issues in depth and make every effort to eliminate the root causes, with the help of the international community.

We are confident that the positive engagement of the Myanmar authorities with the Special Envoy will further strengthen the cooperation of the Government of Myanmar with the United Nations . At the same time, there can be no durable and lasting solution for the Rohingya issue without addressing the root causes of the crisis. Key among them are those related to the citizenship and restoration of the rights and freedom of the Rohingyas, poverty alleviation and development. We are still observing severe restrictions on their freedom of movement, as well as restricted access to education, health care and sources of livelihoods for those whom remain in Rakhine state, even today as we speak.

  30. Kazakhstan welcomes the memorandum of understanding signed between the Government of Myanmar and UNHCR and UNDP in June 2018. We hope that United Nations funds and programmes will henceforth have unfettered and safe access to all the areas of Rakhine in order to render emergency assistance. This is the much-awaited access needed to alleviate the present human suffering. The recently established independent commission of inquiry could be considered one of the key steps towards reconciliation and transitional justice. At the same time, my delegation believes that including a reputable representative of the Muslim community in the commission would have greatly increased its credibility and helped to build bridges. What is most striking is that 60 per cent of the Rohingya refugees are children who were forced to leave their homes and, as the Security Council members saw for themselves in April in Cox's Bazaar, have had to stay in refugee camps in extremely difficult conditions. Kazakhstan commends the efforts of the United Nations and all humanitarian partners for helping the Rohingya refugees by providing food, shelter, health care and water, among other means of support. We note some positive measures taken by the Government of Myanmar. We are particularly encouraged by the recent ministerial meeting in Naypyidaw between Myanmar and Bangladesh. The agreement on the speedy repatriation of displaced refugees from Cox's Bazar back to Rakhine and the establishment of a hotline at the ministerial level bode well for some constructive outcomes.

Annan and express our sincere hope that the Government of Myanmar will implement all 88 of the Commission's recommendations to bring lasting peace, security and prosperity to Myanmar, including in Rakhine state. Exactly a year ago, the international community witnessed one of the largest humanitarian and human rights catastrophes, with displacement amounting to the more than 700,000 Rohingya refugees who have fled into Bangladesh since the 25 August 2017 attack against Myanmar security forces, which sparked the current crisis. The report (A/HRC/39/64) of the Independent International Fact-Finding Mission on Myanmar gives a full accounting of the status quo.

  35. We consider the return of internally displaced persons to their homes and the return of Syrian refugees in neighbouring and European countries to their homeland as very pressing issues. We hope that the new constitutional committee for Syria, which is being established under United Nations auspices, will play an important role in that regard. Supporting and maintaining the new momentum and creating new conditions for peace should be our priority, instead of saber rattling or undertaking military interventions, which could derail everything that has been achieved so far. Peace, not war, should be our dictum. Lastly, Kazakhstan believes that Syria's State institutions should be preserved and helped to grow along democratic lines, with proper rule of law.

  36. We pay tribute to the United Nations system and its humanitarian partners for their work in the dangerous humanitarian operations in Syria, which are unprecedented in their magnitude and scale. The political negotiation process is difficult but, as is said, diplomacy is the art of the possible. We must not lose hope that a political agreement between the parties to the conflict, as well as between the main players, will soon be achieved. We welcome the outcomes of the international meeting in Sochi, held in the framework of the Astana talks, where all parties to the negotiations agreed to the basic postulates of peace, in particular creating the conditions to set up a constitutional committee in Geneva.

  37. We thank Director of Operations and Advocacy of the Office for the Coordination of Humanitarian Affairs, Mr. John Ging, for his briefing on the very critical humanitarian situation in Syria. We have carefully studied the most recent report of the Secretary-General on the implementation of the relevant Security Council resolutions (S/2018/777). We are closely following developments on the ground and are aware of the dire humanitarian situation. Only by ensuring the safe, sustained and unimpeded access for the United Nations to people in need throughout the country, across conflict lines and in areas that have recently changed control will we be able to prevent further deterioration of the humanitarian crisis.

  38. It is very important to eliminate in good time the potential procedural, technical and logistic difficulties, which can jeopardize the results of both the political and electoral processes. We commend MONUSCO for providing considerable assistance in preparation for the elections. It is also important for the Congolese authorities to take all the necessary measures to ensure security during the elections, with the support of MONUSCO. The Democratic Republic of the Congo is entering a decisive phase that will determine its future. In that regard, we welcome the recent announcement by President Joseph Kabila not to run for re-election, which is an important step towards a peaceful transition of power. To address present-day challenges, Kazakhstan reiterates the steps it proposed at the High-Level Conference of Heads of Counter Terrorism Agencies of Member States, held in New York in June: first, the adoption of the code of conduct to achieve a world free of terrorism, initiated by Kazakhstan, as a multilateral political commitment of the States Members of the United Nations to engage in a collective fight against terrorism through concerted efforts; second, placing under rigorous control, and eventually halting, drug trafficking, the illegal trade in natural resources and cultural artefacts and the use of new technologies and payment modalities, which are the main sources of financing terrorism; thirdly, sharing experiences and best practices among Members States to prevent all forms of terrorism, including countering the financing of terrorism and identifying terrorist threats in cyberspace, together with protecting critical infrastructure; fourthly, enhancing the sharing of biometric information on terrorists among regional and international databases in order to obtain timely information about groups and individuals with destructive intentions; fifthly, establishing an exchange of best practices on forensics and the suppression of terrorist ideas on the Internet 4 it is equally critical to counteract activities in cyberspace - sixth, taking proactive measures to counter self-radicalization and prevent the recruitment of citizens by extremist organizations; and, seventh, ensuring sustainable economic development to complement security efforts in order to provide a meaningful alternative for young people in particular.

The third phase of the regional Joint Plan of Action for implementing the Global Counter-Terrorsim Strategy in Central Asia was successfully launched by the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), the Office of Counter- Terrorism and CTED in May in Ashgabat. Kazakhstan was the first country to provide financial support for its activities. We thank other donor countries - first and foremost the Russian Federation - for their financial contributions. One of the first events in the framework of the Joint Plan was a regional workshop - on the theme "Addressing conditions conducive to the spread of violent extremism and terrorism" - organized by the UNRCCA and the Office of Counter-Terrorism in Astana in May.

Furthermore, in the light of ISIL's weakened position, the authority of Al-Qaida and its regional branches is gradually growing, thereby creating another dangerous front in the fight against terrorism. In that context, Kazakhstan calls making every effort to consolidate international, regional and national counter-terrorism systems. Considerable attention should be paid to preventing the spread of terrorism and extremism, especially among young people, as apriority. At the regional level, Kazakhstan actively carries out the Joint Plan of Action for the implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia, by addressing all four of its pillars.

Driven out of Iraq, they see Afghanistan as a springboard for the creation of a world Islamic caliphate - an expansion of the so-called Wilayat Khorasan, comprised of foreign terrorist fighters, former members of the Taliban, the East Turkestan Islamic Movement and others. Therefore, international terrorist organizations will attempt to infiltrate and incite terrorist activity in Central Asia. That process is facilitated by the dissemination of terrorist ideology to radicalize vulnerable segments of society in Central Asian countries, thereby leading to the spread of various unconventional religious movements in Islam the adherents of which are a recruiting base for replenishing the ranks of terrorists.

Alarmingly, members of militants' families, especially women and children, are being used for the ill-intentioned ends of terrorists to spread radical ideology and facilitate, or even carry out, lethal terrorist acts. As we heard today, Central Asia constitutes a potential target of terrorist activities. As noted in the report of the Secretary-General (S/2018/770), the greatest threat to the region comes from the largest terrorist groups in the north of Afghanistan, owing to the inflow of militants from Syria and Iraq with the aim of transferring terrorist activities to the region and beyond.

The weakening of the Islamic State in Iraq and the Levant (ISIL) has resulted in urging its supporters throughout the world into what can be described as autonomous jihad in their places of residence by using any means at their disposal during major social, political, sporting, religious and cultural events. We see an increase in the number of suicide attackers who use improvised explosive devices, vehicles and drones laden with explosives. Such tactics now widely prevail, thereby causing serious damage, exacerbated by the return and relocation of foreign terrorist fighters. The latter have acquired practical skills in conducting mine and explosive warfare and military operations in highly concentrated urban areas.

  49. I thank the United Kingdom presidency for convening this briefing. We welcome Foreign Secretary Jeremy Hunt, whom we are honoured to see presiding over today's meeting. I also thank Under-Secretary-General Vladimir Voronkov, Head of the Office of Counter-Terrorism; Assistant Secretary-General Michele Coninsx, Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED); and Ms. Joana Cook, Senior Research Fellow at the International Centre for the Study of Radicalisation and Political Violence, for their insightful remarks. My delegation would like to make the following observations and recommendations. We see a definite changing trend in the tactics related to terrorist acts in the world today, which can be described as low-cost, localized terrorism.
