We now close with this formal wrap-up session as a tool to assess the Council's response and relevance to address issues and improve its working methods. No endeavour is accomplished alone. 5. “We take note that regional organizations and forums - such as the African Union, the European Union, the Intergovernmental Authority on Development, the African Union, the Economic Community of West African States and the Group of Five for the Sahel - are crucial to reaching early and long-lasting solutions to conflicts in Africa. Intense deliberations concerning the Middle East made it clear that political will, confidence-building and trust are indispensable to bring all parties to the conflict to the negotiating table to bring about peace. Dialogues with New York-based civil society representatives as our partners proved helpful. The significance of regional preventive diplomacy was prominently brought to the fore at the briefing provided by Special Representative of the Secretary- General Natalia Gherman, Head of the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), and Special Representative of the Secretary-General Mohammed ibn Chambas, Head of the United Nations Office for West Africa and the Sahel (UNOWAS). It was the first time in three years that a Security Council press statement (SC/13179) was issued concerning UNRCCA in support for the Centre, which celebrated its tenth anniversary in December 2017.”

8. “That visit was the first made since 2010, and provided a unique opportunity to meet President Ghani, Chief Executive Abdullah and a total of 120 representatives of the Afghan Government, the business sector, civil society, the United Nations Assistance Mission in Afghanistan and the NATO Resolute Support Mission. The Council was able to demonstrate its support for the country and its commitment to peace and reconciliation. The same day, the Council adopted a milestone presidential statement (S/PRST/2018/1) as a blueprint for regional preventive diplomacy, which aims at achieving a world free of violent conflicts by the United Nations centenary in 2045. The ministerial debate of 19 January, on building regional partnership in Afghanistan and Central Asia as a model to link security and development (see S/PV.8162), was presided over by His Excellency Mr. Mr. Kairat Abdrakhmanov, and included the participation of several visiting Ministers. 12. “Our term began with a solemn flag raising ceremony that we introduced for the first time to pay tribute to newly- elected members and symbolize the trust placed in them by Member States. It is important that we agreed to make that innovation an annual practice at the beginning of every new term of the Council. We have also worked on behalf of all Member States, with a majority of 20 public meetings and only 10 consultations. In addition to three signature events, we have adopted two resolutions and four presidential statements, and issued 12 press statements. During our presidency, Kazakhstan arranged its programme of work to address the ongoing and new emerging threats of the twenty-first century. 25. “They stood courageously for the ideals of peace and were unshaken in what they believed. One cannot build peace unilaterally. It requires two sides to meet each other in the aspiration for peace. Only last week, in this very Chamber, my President held a briefing on confidence-building measures (see S/PV. 8160) and expressed our country's firm belief in trust and confidence as the way to resolve issues of peace and security. We therefore call on the leaders of Palestine and Israel to come to the negotiating table and to promote confidence-building measures that will bring their people together to peace and security. Finally, we reiterate the importance of reducing violence and preventing the emergence of new tensions in the Middle East in order to maintain global stability worldwide. 26. “We support the rights of the Palestinian people to self-determination and the establishment of a free, sovereign and independent State within the international borders of 1967, with East Jerusalem as its capital. It is necessary to begin direct talks to reach agreement on pending issues by giving them the so-called final status through the signing of a basic treaty. We join the call of others to fully support the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which must continue without any financial cutbacks. We endorse the words of Ambassador Nikki Haley that we need leaders with political will, great vision, conviction and a commitment to peace, such as Anwar Sadat and King A1 Hussein of Jordan. To that list I would like to add President Yitzhak Rabin.”

27. “In addition, the coalition must agree to keep all ports open in Yemen in order to facilitate the rapid entry and distribution of humanitarian assistance and commercial imports across the country. We pay special tribute to the Special Envoy of the Secretary-General on Yemen, Mr. Ismail Ould Cheikh Ahmed, for his determined support to work for peace in the country. Kazakhstan's position on the Middle East peace process is very clear and remains unchanged. We support the two-State solution and call for the early resumption of negotiations, especially in the bilateral format and without preconditions. That should be in accordance with the Charter of the United Nations, the relevant Security Council resolutions and other mechanisms and initiatives.”

28. “Kazakhstan calls on all parties to implement their obligations under international humanitarian law, safeguard civilians and civilian structures and focus on structural political issues among the many armed actors on the ground with conflicting agendas. Security sector reform is essential to the political process. The fragile and shaky status quo is not sustainable. It is therefore necessary to amend the Libyan Political Agreement to achieve a stable Government. Turning to Yemen, we know that that conflict has no military solution. It is clear that the deep- seated contradictions in Yemen can be resolved only through a broad-based and inclusive national dialogue.”

29. “We also believe that reducing violence, especially in the liberated territories, will be very important politically. Kazakhstan welcomes the inter-Iraqi agreements to extend the ceasefire regime, which should remain in force until there is agreement on the joint management of the disputed territories. Kazakhstan is in favour of preserving the territorial integrity of Iraq as a State through a constructive dialogue between the Government and Iraqi Kurdistan. We suggest more meetings between the Prime Minister ofIraqi Kurdistan, Mr. Barzani, and his Iraqi counterpart in Baghdad, Mr. Al Abadi, such as that held on 20 January. In Libya, we are told that fighting broke out recently in the Tajoura district of Tripoli.”

30. “In Lebanon, the formation of a new Government and election of a new President are positive outcomes, and should lead to the holding of free and fair parliamentary elections on 6 May. The signing of a decree in that regard reflects the people's unity on the issue. It will be important to help Lebanon consolidate its constitution and democracy, which remain contingent on developments in neighbouring Syria. The Lebanese Armed Forces play a vital role in maintaining security on the border with Syria and throughout Lebanon, and thereby helping to prevent threats from Al-Nusra and the Islamic State in Iraq and the Levant. We support the decision of the Iraqi Government to hold national and provincial council elections on 12 May, which will help its democracy and State-building processes and its consolidation of the Constitution.”

31. “The meeting also adopted a joint statement by the Astana process guarantor States, Iran, Russia and Turkey, which decided to appoint a working group on the release of detainees/ abductees, the handover of bodies and the identification of missing persons, in addition to a joint statement on humanitarian mine action in Syria that included UNESCO's list of cultural heritage sites. Kazakhstan intends to cooperate closely with the Syrian national dialogue congress to be held in Sochi on 29 and 30 January, involving representatives of all segments of Syrian society. The next high-level international meeting on Syria in Astana will be held next month in support of the Geneva process.”

I will focus on some salient developments in the Middle East and North Africa. With regard to Syria, Kazakhstan continues to support the measures taken by United Nations Special Envoy Staffan de Mistura, as well as by the Russian Federation, Turkey, Iran, the United States and the international community, to bring the Government of Syria and the Syrian opposition together. 38. “In this vulnerable situation, the task of protecting civilians and of ensuring compliance with international humanitarian law becomes all the more critical. We therefore call on all the signatories to immediately cease all hostilities, abide by their commitments and demonstrate their genuine political will ahead of the second phase of the High-level Revitalization Forum, which should be seen as a unique opportunity, not to be lost. They must invest and commit to making the Forum succeed. The Security Council must show unity in pressing the Government and the other parties to end all hostilities and act in good faith in the interests of the people of South Sudan. In order to be more effective, the political negotiations should be accompanied by intercommunal reconciliation and confidence-building among local populations.”

39. “We welcome the success ofthe first phase ofthe eagerly awaited IGAD's High-level Revitalization Forum, concluded with the signing on 21 December of the Agreement on the Cessation of Hostilities, Protection of Civilians and Humanitarian Access. However, we are gravely concerned about the reports that the parties are violating the Agreement. The continuing military action has deepened the dire humanitarian and economic crisis, which has already caused severe food insecurity for more than half of the population and forced 4 million South Sudanese to flee their homes. The presidential decree of 9 November ordering free movement for humanitarian actors has not produced tangible improvements in humanitarian access for those in greatest need.”

47. “Any delay or inaction on the part of the Council could lead to an increase in the commission of such acts in the absence of clear plans and mechanisms to end impunity. We welcome the Russian Federation's proposal to establish a new mechanism, giving us a new opportunity to look into the matter. Since we will have to start over with the creation of an investigative mechanism, we must try to get it right from the very beginning, on a basis of consensus. The mechanism should be impartial, depoliticized, professional, representative, and with a clear mandate that will preclude any doubts and ensure the credibility of its work. That does not mean that we think the previous mechanism was unfit for its purpose, but it is obvious that accountability requires a Security Council that is united in its decision-making.”

48. “I shall now make a statement in my national capacity as the representative of Kazakhstan. We are deeply worried about the fact that chemical weapons continue to be used in Syria. It is regrettable that this inhuman and illegal type of weapon is being used with the specific purpose of intimidating ordinary people, since it mostly affects unprotected civilians. Another discouraging fact is the lack of unity and the deepening confrontation among the parties on the chemical dossier, which complicates our ability to address this threat in an appropriate way. It is therefore urgent to start thinking about developing a new investigative tool that can effectively counter all such chemical crimes.”

50. “Kazakhstan is alarmed by the security and humanitarian situations, which have significantly deteriorated, and calls on international partners and donors to provide the pledged humanitarian aid. We believe that the upcoming strategic review of MINUSMA will contribute to enhancing the Mission's capabilities and to improving the security situation. We are pleased to note the strengthened cooperation among MINUSMA, the African Union, the European Union and the Sahel countries in combating terrorism and other cross-border threats, and commend international partners for mobilizing financial support for the Joint Force of the Group of Five for the Sahel. Finally, to address the root causes of conflict in Mali, military operations must go hand in hand with well-integrated and coordinated development efforts, reinforced by sustainable funding.”
