Finally, we voice our support for calls by the United Nations on all parties to safeguard civilian lives and prevent deaths and injuries, as seen in the Dar'a area. The Syrian Government must ensure that it improves the level of humanitarian access in several areas that recently came under localized agreements. We also note with satisfaction the fact that there is a reduction in the number of people in besieged and hard-to-reach areas, as well as a marked decrease in the besieged locations. 4. “Kazakhstan highly appreciates the activities of the humanitarian personnel of the United Nations, the Office for the Coordination of Humanitarian Affairs, the World Health Organization (WHO), the Syrian Arab Red Crescent Society and other international humanitarian organizations on the ground. We encourage more cross-border deliveries from Iraq, Jordan and Turkey, in line with all relevant resolutions on the matter. We learned that in May 440 trucks - 19 consignments - delivered life-saving assistance to more than 1 million people through cross- border deliveries. Those operations complement the aid provided by international and Syrian non- governmental organizations that make services from neighbouring countries available to millions more.”

We suggested to our partners to consider continuing the programme in a tripartite format - to be comprised of Kazakhstan, Afghanistan and the corresponding sponsor. In addition, next September in Astana, we are planning to organize an international conference entitled "Expanding Opportunities for Women in Afghanistan". 11. “Fifthly, Kazakhstan attaches great importance to the empowerment of women and the development of education, as it does to strengthening the role of women and easing the plight of children in Afghanistan in order to ensure the country's stable and progressive development. In that regard, an official ceremony dedicated to the completion of Kazakhstan's assistance project in Afghanistan, through the mediation of the United Nations Development Programme, was held in April in Astana. The project was aimed at strengthening the economic independence of Afghan women and training Afghan citizens in Kazakhstan. Increased terrorist activity in the north of Afghanistan, near its borders with Central Asian States, is of particular concern. In that regard, the effective implementation of the third phase of the United Nations Global Counter-Terrorism Strategy in Central Asia is important. We stress the need to continue providing diversified assistance to Afghanistan during the transformation period. My country has therefore provided $4 million to the Afghan National Army to train Afghan military specialists. We welcome the decisions set out in the communique of the Extraordinary Session ofthe IGAD Council ofMinisters on the situation in South Sudan, adopted today, and hope that the parties will be able to reconcile their differences and make significant progress on bridging proposals on governance and security issues. We all support a bigger role for regional organizations in the work of the Security Council. Kazakhstan condemns the rocket firings from Gaza towards Israel on 29 May, which further erode prospects for peace. We have followed with the utmost concern reports of the overnight missile launches from Gaza targeting Israeli positions, including the site where a mortar shell from Gaza hit a kindergarten in southern Israel, near the border with the Strip. We want to make it clear that such attacks can cause lasting damage to the peace process in several different ways. 35. “We were deeply shocked by the fate of 42-year-old housewife Amina Hassan, a Turkish woman who had two minutes to defend herself against charges of supporting the Islamic State. We have learned that the entire trial lasted just 10 minutes, before the judge sentenced her to death by hanging. Approximately 14 death sentences were handed out in a span of two hours to those accused of supporting the Islamic State in Iraq and the Sham, together with the sentencing of workers, wives and bystanders. At the same time, we support measures to achieve the most critical goals in Iraq, which are, preserving unity, re-establishing stability and fostering peaceful coexistence among all segments of the population, including minorities. That commonly accepted approach should be based on equal rights andjustice for all citizens.”

Kazakhstan is in favour of preserving the territorial integrity of Iraq as a State. The world community should remain committed to supporting the Government and the people of Iraq in that endeavour. 38. “Kazakhstan strongly condemns the attack by two suicide bombers that took place in Baghdad on 15 May, which killed at least 35 people and injured 90 others in an attack on a square where daytime labourers gather to look for work. We consider that attack hideous and cowardly, showing little respect for human life or the holy month of Ramadan. Kazakhstan congratulates the leadership and the people of Iraq for the successful parliamentary elections held on 12 May. Following the military defeat of Dae'sh, the elections represent further progress in building a stronger Iraqi democracy. It is just as critical for United Nations agencies, regional organizations and the international community to stand ready to assist the population, support international mediation efforts and facilitate the negotiation process among all parties and their leaders, with a particular focus on revitalizing the Normandy format. All parties must therefore meet their obligations to provide free access to humanitarian assistance in the conflict zone. Of equal importance is the economic recovery of the south-east of Ukraine.”

42. “We call for the immediate implementation by all sides of the framework decision on disengagement of the Trilateral Contact Group and welcome the results of its latest meeting, held in Minsk on 16 May. We also urge the parties involved to provide full, safe and unhindered access to the Special Monitoring Mission monitors in the conflict zone, which is an essential requirement as a confidence-building measure. Almost eight years have passed since the beginning of the conflict in Libya, and the situation in the country is still far from being stable. 50. “De Mistura that since Idlib is six times larger than eastern Ghouta, and therefore has six times more civilian residents, it is in an extremely vulnerable position. We cannot afford a war in Idlib and we therefore call on the main stakeholders with an influence on the conflicting parties to hold negotiations at the national and local levels and in the wider region in order to mitigate the potential tensions. We are impressed by the courageous stance of and the sacrifices made by the United Nations, the Red Crescent, the International Committee ofthe Red Cross and the Norwegian Refugee Council, which are serving under the most challenging circumstances. To conclude, we also hope that the Brussels Conference, held on 24 and 25 April, will help to generate conditions conducive to the peaceful resolution of the Syrian crisis.”
