In recent months, the political process in Somalia has continued to make progress. Consensus has been reached on the 2020/2021 elections. The preparations for the elections are advancing steadily. The Somali transition plan is gradually updated. Meanwhile, the security situation in Somalia remains grave. Incidents of violence and terrorist activities occur from time to time. Terrorist groups still have strong destructive capabilities. The international community, including the sanctions committee, should continue to support Somalia’s efforts to pursue peace, stability and development. It is our consistent position that sanctions are a means, not an end.”

“China encourages the Colombian Government to overcome the difficulties, continue to implement development programmes with a territorial focus, and ramp up its efforts to promote balanced, inclusive and sustainable development, especially by helping those who have no land or insufficient land to gain access to it. China supports the efforts of the Colombian Government to strengthen infrastructure development in the territories most affected by the conflict, including transport, irrigation and electricity, and to provide essential public services, including education, health care and housing, in order to narrow urban-rural disparities and those between territories. Capacity-building is needed to ensure lasting peace.”

“China is of the view that, in order to fully, effectively and sustainably implement the peace agreement, the focus should be on the proper balance and synergy between the two interdependent and inseparable pillars, namely, development and security. Security without the support of development is like a river without a spring. Conversely, development without the safeguard of security is like a castle in the air. The development perspective should be stressed to promote peace through development. Rural reform, development programmes and poverty relief and eradication feature prominently in the Colombian peace agreement. They also represent a conclusive approach to tackling the root causes of the conflict.”

“Many civilians become refugees when their home countries are dragged into conflict through the use of force unauthorized by the Security Council. Such violations of the Charter of the United Nations should not happen again. Thirdly, we must uphold the principles of objectivity and neutrality. In dealing with refugee matters, the international community and UNHCR must stay objective and neutral and avoid the use of double standards and politicization. That is key to the credibility of the international refugee-protection mechanism. That mechanism should not be used as a shield for terrorists and criminals or as a tool for interference in the internal affairs of other countries. China has been working actively with the international community to address the global challenge of refugees by adopting a people-centred approach.”

“The refugee issue is a global challenge that requires a global response. We need to enhance cooperation among and strengthen the role of multilateral institutions such as the United Nations and UNHCR. We need to work in compliance with the relevant international law and implement the commitments made under the global compact on refugees. Developing countries host 85 per cent of global refugees, and their burden must be shared and alleviated. We call on the international community, especially those actors with the capacity and responsibility to do so, to scale up support and assistance to host countries and communities. “I thank the United Nations High Commissioner for Refugees, Mr. Filippo Grandi, for his informative briefing. China appreciates the tireless efforts made by the Office of the United Nations High Commissioner for Refugees (UNHCR) in helping refugees in various locations. Today UNHCR issued its annual report, Global Trends: Forced Displacement in 2019. According to what we heard from Mr. Grandi, the situation of refugees globally remains worrisome. A complex range of crises have led to a constant increase in refugee flows. Humanitarian needs are also on the rise but are not being adequately met owing to social and economic difficulties, including the coronavirus disease pandemic. Against that backdrop, I should like to highlight the following points. First, the issue of refugees should be tackled in a multilateral framework.”

“We urge all parties to remain in close contact under the coordination of Mr. Griffiths, and encourage countries of the region to continue to play a positive role. For China, our message is clear and consistent: a political settlement is necessary. Our Embassy in Yemen has been actively engaged with the Government of Yemen and other parties in the country. The humanitarian situation in Yemen is alarming, and compounded by the COVID-19 pandemic, floods, power shortages and other challenges. The fundamental interests of the Yemeni people are at stake. We urge all parties to demonstrate unity, jointly fight the pandemic and improve the livelihoods of the Yemeni people. Last week, China donated 10,000 N95 face masks to Yemen’s Ministry of Health as well as other humanitarian assistance, such as rice.”

“The Council already issued a press statement in this regard (see SC/14094), calling for expeditious implementation of the Riyadh agreement. We reiterate the importance of the Riyadh agreement, which serves the interests of all parties. Confrontation and escalation are the last thing the Yemeni people need, especially at this difficult moment. A political settlement is the only way forward to end the conflict in Yemen. Years of conflict have proved there will be no winners in this war. China supports the Special Envoy’s efforts to secure a nationwide ceasefire, enhance confidence- building measures in humanitarian and economic areas and restart an inclusive political process. It is imperative that all parties to the conflict strengthen their political will and engage in broad dialogue and consultations.”

“I thank Special Envoy Griffiths and Acting Assistant Secretary-General Rajasingham for their briefings. China commends their efforts to promote a national ceasefire and improve the humanitarian situation in Yemen. These efforts are particularly significant in the face of the coronavirus disease (COVID-19) pandemic. China has been following the situation in Yemen closely. We support the ceasefire appeal made by the Secretary-General and his Special Envoy. We welcome the extended unilateral ceasefire made by Saudi Arabia on behalf of the coalition. All parties should make further efforts in the same vein so as, together, to reach and sustain a complete ceasefire. China shares the concern of the Secretary-General and his Special Envoy about the instability in southern Yemen.”

“We call on international partners, including the relevant United Nations bodies and agencies, to provide more assistance to Iraq so as to enhance its preparedness and response to COVID-19.S/2020/397 China values its strategic partnership and friendly cooperation with Iraq. We stand with Iraq in this public health crisis. Last month, a team of Chinese medical experts just finished its mission in Iraq in combating COVID-19. The experts spent 50 days in Iraq, visited nine provinces, conducted 27 training courses for more than 1,000 medical staff and helped to launch a testing laboratory. Measures to mitigate the socioeconomic impact of the pandemic should be in parallel with the efforts on sustainable development, which is key to sustaining peace and stability.”

“We should also support Iraq in bringing terrorists to justice in accordance with the relevant domestic laws and with full respect for its sovereignty and jurisdiction. China recognizes the important work done by the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant, in accordance with its mandate, and encourages it to closely engage with the Iraqi Government. Thirdly, we should support Iraq’s efforts to address the coronavirus disease (COVID-19) pandemic and foster economic and social development. The threat of the pandemic compounds the economic and security difficulties in Iraq.”
