China appreciates the firm political will that President Touadera has shown in leading the peace process and the measures he has taken to implement the agreement, including the establishment of the follow-up monitoring mechanisms at the national and prefectural levels. The 26 peace and reconciliation committees established with the help of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) have helped to effectively enhance mutual trust among the signatories to the agreement and to prevent and mitigate conflicts. At the same time, the Central African Republic is still facing challenges on the security, political, humanitarian and other fronts.

Mr. Yao Shaojun (China) (spoke in Chinese): At the outset, I would like to thank Mr. Ndiaye, the Special Representative of the Secretary-General for the Central African Republic; Mr. Matondo, African Union Special Representative; and Mr. Vervaeke, Managing Director for Africa at the European Union External Action Service, for their briefings. On 6 February, the parties to the conflict in the Central African Republic signed the Political Agreement for Peace and Reconciliation in the Central African Republic, which represents an important, indeed historic opportunity for the peace process in the country. Significant progress has been made in the implementation of the agreement during the past four months.

The Council should act in earnest on its primary duty to maintain international peace and security and work assiduously to prevent and address conflicts through dialogue, negotiations and consultations in order to minimize the impact of armed conflict on vulnerable groups, including those with disabilities. The Council should not replicate or replace the work of human rights agencies or social welfare agencies dedicated to those with disabilities. This issue is a sub-item under the agenda for the protection of civilians in armed conflict, and should be addressed in full observance of all Council resolutions and agreements on that agenda. The Governments of countries in situations of armed conflict should play a primary role and take on the primary responsibility in tackling matters related to persons with disabilities.

We support parties to conflicts in providing protection tailored to the special needs of people with disabilities in accordance with international humanitarian law. Efforts should also focus on reducing disabilities as a result of conflict. The Council's unanimous adoption today of resolution 2475 (2019) demonstrates the principled consensus of all parties on this issue. China voted in favour of the resolution. The key to tackling the issue lies in stamping out the root causes of armed conflict.

In the quest for a settlement that responds to the concerns of all sides, China supports the United Nations in its role as the main channel for mediation and Special Envoy Pedersen in encouraging the parties in Syria to follow resolution 2254 (2015) and the principle that the peace process should be Syrian- led and Syrian-owned. We call on all parties in Syria to work to overcome their differences through dialogue and consultation in order to resolve specific issues in the political process.

The population in the Al-Hol camp has exceeded its capacity, and it will be essential to increase humanitarian relief for the camp and find an appropriate solution to the problem of resettling its residents. The international community should also strengthen its dialogue and communication with regard to the issue of the Rukban camp and reach a consensus- based solution that will enable more Syrians to return home as soon as possible. In areas where the security situation is relatively stable, the international community should support the Syrian Government in its efforts for reconstruction and improving its people's livelihoods. Terrorist groups have been trying to expand their areas of influence in recent months by launching frequent attacks that have resulted in civilian casualties and damage to infrastructure and have jeopardized humanitarian relief efforts and undermined the security situation in the region. China supports maintaining uniform criteria and retaliating against terrorist groups' atrocities, in line with the relevant Security Council resolutions and international law. China is equally concerned about the humanitarian issues that people in other regions of Syria and in camps for internally displaced persons are dealing with. We urge that efforts be made to tailor solutions to the situation on the ground.

The Secretariat and MINUSMA have been actively improving the safety and security of peacekeepers. It is our hope that MINUSMA will continue to strengthen its work to ensure that supplies and equipment are in place for mandate implementation and security protection. China is an important contributor of troops to MINUSMA. More than 400 Chinese peacekeepers are currently deployed in the Mission, performing medical support, engineering and security-related tasks, among others. China welcomes the formation of the Joint Force of the Group of Five for the Sahel to independently respond to security threats, such as regional terrorism. We commend the United Nations and the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) for their work in support of the Joint Force. Thirdly, the international community should promote economic and social development in Mali.   17. We call on all parties to commit to resolving disputes by peaceful means, through dialogue and negotiations. The international community should respect the independence, sovereignty and territorial integrity of Mali and help it improve its capacity for autonomous development and governance. The work of the Security Council's sanctions regime on Mali should aim to support the political process and strictly follow its mandate, as given by the Council. Secondly, the international community should help Mali strengthen its security capacity-building by assisting its Government in improving its security and counter-terrorism capacity so that it can gradually assume responsibility for security. As mentioned by colleagues, a few days ago intercommunal conflict occurred in the Mopti region of central Mali, causing many casualties. China is deeply appalled by such developments and extends condolences to the Malian Government and to the families of the victims. We hope that the parties concerned will resolve their differences through dialogue in order to restore stabilty on the ground. At present, the peace process in Mali is at a critical juncture. The Government and the people of Mali have made tireless efforts to promote the implementation of the Agreement on Peace and Reconciliation in Mali.

Central African countries and regional organizations have demonstrated greater willingness and ability to maintain peace and stability and to promote common development. New Governments and parliaments have been formed.

As the primary body for the maintenance of international peace and security, the Security Council should send positive messages, adjust its South Sudanese-related measures in a timely manner, fully support the mediation efforts of the AU, IGAD and countries of the region and encourage the parties in South Sudan to pursue their active engagement in the political process in order to maintain the current positive momentum. Last July, the Security Council adopted resolution 2428 (2018), which imposed some measures, including an arms embargo, on South Sudan. China abstained in the voting on that resolution. China still does not support an arms embargo on South Sudan and therefore abstained in the voting on resolution 2471 (2019), which was just adopted by the Council.

Currently, the overall situation in Somalia remains complex and, looking forward, it faces challenges on multiple fronts. The Security Council, the United Nations and the international community should draw on past experiences and lessons in helping to address hotspot issues in Africa, such as this one, and step up support and assistance. China would like to highlight the following three points. First, we should fully respect and maintain the national ownership of the Federal Government of Somalia in its domestic affairs. Somalia is an important country in the Horn of Africa.

We furthermore commend that the Government is striving to resolve the outstanding issues that exist between the central Government and the Kurdistan Regional Government through dialogue, consultations, the removal of internal customs checkpoints and the resumption of salary payments to the civil servants of the Kurdistan Government. The country is at a crucial moment in consolidating its counter-terrorism results, achieving peace and security and advancing its national reconstruction. I would like to make the following points. First, we should support Iraq in continuing to fight terrorism and strengthening results in that regard. The country has made immense sacrifices in the international fight against terrorism. It is still threatened by terrorist remnants.

China acknowledges UNAMI's effective execution of its mandate and its important role in supporting the Iraqi Government in promoting inclusive political dialogue, national reconciliation and reconstruction, among other things. We appreciate the host country's close cooperation with UNAMI, which has yielded positive results. The Council's extension of UNAMI's mandate for one year is significant.

  42. The priority for its next phase is to advance the comprehensive review ofresolution 1540 (2004) scheduled for 2021 in a balanced and orderly manner. China supports the Committee's continued work in a spirit of cooperation and dialogue and based on mandates from Council resolutions aimed at fully and effectively implementing the resolution. China supports the CTC's continuation of its work, including through joint meetings and visits designed to improve information-sharing and enhance coordination and cooperation with other relevant United Nations agencies. We hope that the CTC will further increase its dialogue with Member States, help them to build their counter-terrorism capacity and cooperate with international, regional and subregional organizations to jointly address such new challenges as the use of the Internet and new technologies to incite, plan, finance and carry out terrorist activities. Thirdly, the 1540 Committee is an important component of the international non-proliferation regime. We hope that in its work, such as listing exemptions and de-listing, it will abide strictly by the relevant Council resolutions and the norms guiding it, uphold the principles of objectivity, impartiality and professionalism, and base its efforts on solid evidence and consensus among the relevant parties so as to safeguard the authority and effectiveness of the sanctions mechanism. Secondly, in accordance with the mandates of Council resolutions, the Counter-Terrorism Committee (CTC) has been working hard to promote the implementation of counter-terrorism resolutions and raise awareness about them, keep track of new threats and trends in terrorism and provide technical assistance to the countries concerned. It has therefore played an important role in international counter-terrorism efforts.

  45. The international community must improve its cooperation and take comprehensive steps to effectively address these issues. We would like to make the following comments on the various Committees' work. First, the 1267 Committee represents an important counter-terrorism sanctions mechanism of the United Nations and its Security Council. It plays a significant role in assessing terrorist threats and strengthening sanctions measures. China supports the 1267 Committee in working under Council mandates, communicating closely with the countries concerned and fostering cooperation with regional and subregional counter-terrorism mechanisms, with a view to making greater contributions to international counter-terrorism efforts.

The Committee established pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da'esh), Al-Qaida and the Taliban and associated individuals, groups, undertakings and entities, the Committee established pursuant to resolution 1373 (2001) concerning counter-terrorism and the Committee established pursuant to resolution 1540 (2004), under the leadership of these two Ambassadors, have been working actively. China commends both of you, and your teams, for your efforts. Terrorism and the proliferation of weapons of mass destruction and their means of delivery pose a serious threat to international peace and security.

The Security Council and the international community should continue to provide constructive support to the two Governments in order to properly address the Abyei issue, support African countries in resolving African problems in African ways and refrain from imposing solutions. In particular, as the implementation of the resolution advances, we must focus on strengthening engagement with various stakeholders in the Sudan and South Sudan through communication and coordination, listening to their legitimate concerns and encouraging them to continue to strengthen dialogue and build mutual trust. China will continue to support UNISFA in fulfilling its mandate, and we stand ready to play a constructive role in achieving peace and stability in the area as soon as possible.

  48. Mr. Yao Shaojun (China) (spoke in Chinese): The situation in Abyei remains generally calm. It has benefited not only from the assistance provided by the European Union and the international community but also, more importantly, from good cooperation between the Sudan and South Sudan on the relevant issues. Whether the Abyei issue can be properly resolved has a bearing on the stability of the two countries concerned and the region as a whole. The continued active implementation by the United Nations Interim Security Force for Abyei (UNISFA) of its mandate will contribute to the maintenance of peace and stability in the region, which is why China voted in favour of the Council's adoption just now of resolution 2469 (2019).

  49. China supports all efforts that are conducive to stabilizing the situation in Libya and promoting a political solution to the situation there. We support the Special Representative of the Secretary-General, Mr. Ghassan Salame' and regional organizations, such as the African Union, in pursuing their good offices to form synergies. China is ready to work with the international community in an active effort to achieve lasting peace and security in Libya. China's position on the International Criminal Court remains unchanged.

China is highly concerned over recent developments in Libya and consistently believes that the Libyan issue must be resolved through political means. We hope that the parties to the conflict in Libya will keep the interests of the country and its people at heart and respond to the calls of the international community by establishing a ceasefire as soon as possible and easing tensions in the country. We hope the parties to the conflict will return to the path of settlement through peaceful dialogue and consultations and actively promote the political settlement process in Libya with a view to the timely restoration of peace, stability and development in Libya. This is a premise and foundation of the realization of justice in Libya.
