“China supports the continued renewal of UNISFA's mandate and has taken note of the recommendations contained in the Secretary-General's report (S/2019/305). With regard to the mission's reconfiguration or adjustment, the Security Council should listen carefully to the views of both Governments, the AU and the troop- contributing countries. The Secretariat should strengthen coordination and communication with the relevant parties in order to enable the peacekeeping force to better play its role in facilitating a proper settlement of the issue. A proper settlement of the issue is important to ensuring the stability of both countries and the region as a whole. The Security Council should continue to monitor the situation and support African countries solving African problems in African ways. The work for the next phase should focus on two specific aspects. We support the Special Envoy in his very important new role. At present, the situation in the Abyei Area is generally stable. Over the past six months, the Governments of the Sudan and South Sudan have strengthened their interaction on the Abyei issue and have actively cooperated with the United Nations Interim Security Force for Abyei (UNISFA) in the discharge of its mandate. Intergovernmental working mechanisms such as the Joint Political and Security Mechanism and the Joint Border Commission continue to function normally.”

“Recently, thanks to the efforts ofvarious concerned parties, some Syrian refugees in Lebanon and Jordan have returned to Syria and some of the internally displaced persons in the Rukban camp have also left the camp of their own accord. China welcomes those developments and supports efforts to find a long-term solution to the Rukban issue. Secondly, we should further increase financial and in-kind assistance to the Syrian people and adjust and improve humanitarian relief operations in response to changes in the humanitarian needs on the ground. The population of the Al-Hol camp has surged in recent months and more than 90 per cent of its residents are women and children. The humanitarian response should be strengthened in the light of the camp's demographics and efforts should be focused on long-term solutions.”

In accordance with presidential note S/2017/507, of 30 August 2017, for the first time, the report has adopted the practice ofcovering a calendar year, from 1 January to 31 December, including all Council activities in the maintenance of international peace and security, managing agenda items, Council resolutions and meetings, presidential statements and other results. In summarizing the activities of the Council over the course of the past year, we have sought to be as objective as possible and have made the utmost effort to describe the background information for all Council actions in order to improve the transparency of the Council's work.”

“In July, at the opening session of the eighth Ministerial Meeting of the China-Arab States Cooperation Forum, President Xi Jinping announced that China would provide another Â¥600 million to Syria, Jordan, Lebanon and other countries for humanitarian assistance and reconstruction on the ground. China will continue to do its utmost to assist Syria and its neighbours that have been affected by the refugee issue.”

“The Security Council must remain united on the Syrian humanitarian issue and provide conditions for a political settlement. Ambassador Xie Xiaoyan, Special Envoy of the Chinese Government on the Syrian issue, visited Syria and countries of the region in late July. He held a further exchange of views with the parties concerned and played a constructive and active role in the political settlement of the Syrian issue. China takes the humanitarian situation in Syria seriously and has been contributing to alleviating the suffering of the Syrian people. In May, China hosted a workshop on the development and rebuilding of Syria.”

“We must bolster the progress made in counter-terrorism and prevent the resurgence of terrorist organizations. The international community must consistently enhance its cooperation and resolutey combat all terrorist organizations on the Security Council's list so as to maintain regional stability and security. We must step up efforts to promote a political settlement of the Syrian issue in order to fundamentally address the humanitarian situation in Syria. The international community must come together to support both the United Nations as the primary mediator and the efforts of Special Envoy De Mistura to advance the political process based on the principle of a Syrian- led and Syrian-owned process and resolution 2254 (2015).”

“At the same time, humanitarian assistance in Syria must be fully consistent with the principles of neutrality, impartiality and non-politicization, while based on respecting the sovereignty, independence, unity and territorial integrity of Syria. We have also taken note of the reported ongoing returns of some Syrian refugees and displaced persons. People can be hopeful and long-term peace and stability in Syria can be fully guaranteed only when steady progress has been made in rebuilding the country. The international community must actively support Syrian reconstruction, including stepping up efforts to clear landmines, improvised explosive devices and other explosive remnants of war, in order to pave the way for the return of refugees and displaced persons. Terrorist organizations continue to threaten the security of Syrian people.”
