The two Councils signed such strategic cooperation documents as the Joint United Nations- African Union Framework for Enhanced Partnership in Peace and Security and the Africa Union-United Nations Framework for the Implementation of Agenda 2063 and the 2030 Agenda for Sustainable Development. Secretary-General Guterres and AU Commission Chairperson Faki Mahamat held the successful third AU-United Nations annual conference. The pattern for bilateral cooperation is taking shape and has multiple layers in several areas at high levels. Thanks to the support of the United Nations and the AU, peace and security in Africa today have improved, although the continent continues to face a series of new situations and challenges. Now is the time to advance cooperation between the United Nations and the AU.

  4. Mr. Yao Shaojun (China) (spoke in Chinese): China would like to thank you, Madam President, for presiding over today's meeting. We also thank Special Representative Tetteh and Ambassador Mohammed for their briefings. Last week, the Security Council held the thirteenth annual consultation with the African Union Peace and Security Council, which produced effective results and sent a positive sign for further cooperation between the two Councils. This consultation epitomizes the deepening cooperation between the United Nations and the African Union (AU). In recent years, there have been frequent interactions between the United Nations and the AU, and their relations have undergone considerable improvement. Cooperation is particularly productive in the areas of conflict prevention and resolution, peacekeeping and peacebuilding.

The mission has an important role in maintaining the stability of the Abyei Area. China welcomes the efforts of Ethiopia, as one of the troop-contributing countries, notes the Secretary- General's recommendation and supports the extension of UNISFA's mandate. On the issue of UNISFA's reconfiguration, the Security Council should listen carefully to the views of the Governments of the Sudan and South Sudan, the African Union and troop-contributing countries. The Secretariat should strengthen communication and coordination with relevantparties, give the peacekeeping force a greater role and promote the proper settlement of the Abyei issue.

  7. We must continue to promote cooperation between the Governments of the Sudan and South Sudan and seek a political settlement to the issue of Abyei. The Security Council should continue to fully respect the leadership role of the Sudan and South Sudan on the Abyei issue, listen carefully to the views of both sides, continue to support regional and subregional organizations, such as the African Union and the Intergovernmental Authority on Development, and carry out good offices in support of African countries providing African solutions to African problems. The Governments of the Sudan and South Sudan should continue to cooperate on the establishment of administrative, judicial and public security institutions in the Abyei Area as soon as possible so as to ease intercommunal tensions.

  8. Mr. Yao Shaojun (China) (spoke in Chinese): China thanks Under-Secretary-General Lacroix and Special Envoy Onanga-Anyanga. At present, the situation in the Abyei Area remains generally stable. The political situation in the Sudan and South Sudan has witnessed positive progress. The two sides have strengthened their interaction and cooperation on Abyei and have been actively cooperating with the United Nations Interim Security Force for Abyei (UNISFA) in the performance of its mandate. China welcomes such developments. The Secretary-General notes in his report (S/2019/817) that the Abyei Area still faces many challenges and that the security situation remains fragile. The proper resolution of the issue of Abyei is of vital importance to the stability of the Sudan, South Sudan and the entire region.

The international community must provide effective humanitarian and economic assistance, help to resolve issues such as the return and resettlement of displaced people and assist the Sudanese Government in achieving self-reliance in its economic development as soon as possible. The Sudanese Government must be supported in bearing the primary responsibility for security in Darfur. The international community can actively assist it by bolstering its capacity in security and governance and by supporting UNAMID's scheduled withdrawal, in accordance with the relevant Council resolutions, and the appropriate and smooth transfer of responsibility for Darfur's security to the Sudanese security forces. China has consistently supported the peace process in Darfur.

  11. The African Union-United Nations Hybrid Operation in Darfur (UNAMID) has been performing its duties actively and effectively. The African Union and other regional and international partners have fully cooperated, thereby contributing to the continued improvement of the situation in Darfur. The international community must further increase its efforts in Darfur, consolidate the results achieved so far and facilitate the reconstruction process. The peace process must be relaunched without delay. The relevant parties in Darfur must seize this window of opportunity in the political process in the Sudan, relaunch the peace process as soon as possible and use dialogue, consultations and other political means to resolve disputes and differences, while refraining from military action, with a view to achieving lasting peace in Darfur.

At present, the situation in Darfur is generally stable, and the improvement on the humanitarian front continues. Thanks to the good offices of President Kiir of South Sudan, the transitional Government of the Sudan and the Sudan Revolutionary Front, along with other groups, launched formal negotiations on 14 October with a view to reaching a final peace agreement by 14 December. China welcomes those efforts and commends South Sudan for its active role and the Sudan for its efforts to relaunch the peace process. The current progress is the hard-won result of the efforts of all parties.

Addressing illegal migration requires that we address both its symptoms and root causes by adopting a holistic approach and focusing on resolving the underlying issues, including extreme poverty, social turmoil and armed conflicts.

Accordingly, China voted in favour ofthe Security Council's adoption today of resolution 2491 (2019). We hope that Member States will implement it and the previous relevant resolutions carefully and comprehensively, with a view to enabling a full and appropriate solution to the issue. As the resolution requests, the Secretary-General will submit a progress report to the Council in April 2020.

We hope the Mission will continue to strengthen communication and coordination with troop-contributing countries, promote the security and protection of peacekeepers and enhance their ability to cope with complex situations. China has always strongly supported the peace process in South Sudan. Recently, in order to support South Sudan's efforts to implement the agreement, the Chinese Government decided to provide material assistance to the South Sudanese Government. The first batch, which is 1,500 tons of food, has arrived in South Sudan, and other in-kind assistance, such as tents, blankets and medicine, are in the pipeline. China is willing to work with the international community by continuing to play a constructive role in achieving peace, stability and development in South Sudan.

The international community should now focus on helping the country address the food shortages and improve its capacity to prevent the spread of Ebola, while increasing its investment in agriculture, energy, infrastructure, education, health care and other fields with a view to helping the country achieve national reconstruction and economic development.   18. Finally, it should urge the opposition parties that have not yet subscribed to the peace agreement to join the peace process soon. Thirdly, humanitarian and economic assistance should be enhanced. As mentioned in the Secretary- General's report (S/2019/741), the current state of affairs in the protection of civilian sites is untenable. Those sites are not a durable solution to the problem of displacement. The international community should increase its assistance in the settlement of displaced persons and facilitate their early return to their homes. The number of people in South Sudan facing severe food shortages - 6.96 million - is the highest ever recorded. The country is also facing the risk of Ebola spreading from other countries.

  19. The international community should provide financial and material support to South Sudan for the implementation of the agreement and the formation of a unified army. Secondly, we should continue to support countries of the region and regional organizations in their good offices. It has been shown that greater knowledge of the situation on the ground can help them in their good offices. The international community should enhance coordination with the African Union, IGAD and other subregional organizations, as well as countries such as the Sudan. It should also support their mediation efforts and help the South Sudanese Government and the opposition to consolidate mutual trust, maintain dialogue and reach consensus as soon as possible on issues such as the number of states and border demarcations.

  20. We hope the international community will bolster its support for the peace process in the country, consolidate the existing positive momentum and provide assistance, as needed, by the country. First, we must support the parties in South Sudan in accelerating the implementation of the agreement. Its effective implementation is the only way to resolve the conflict in South Sudan. We are less than two months away from the end of the pre-transition period - 12 November. China hopes that the parties to the conflict in South Sudan will seize this opportunity to unite as one in accelerating the implementation of the agreement and restoring peace and stability at an early date so that the people of South Sudan can enjoy the peace dividends as soon as possible.

Thanks to the facilitation of the Intergovernmental Authority on Development (IGAD), the Sudan and other countries, South Sudan President Kiir and opposition leader Machar met in Juba on 9 and 11 September, and the two sides reached important consensus on advancing the peace process and the forming of a new transitional Government on 12 November, as scheduled. That demonstrates the political will and determination of both sides to achieve peace and invigorate the implementation of the agreement. China appreciates and welcomes that development. At the same time, there are still obstacles to the achievement of peace and stability in South Sudan. Certain opposition parties have yet to join the agreement, the humanitarian situation is grim and there are serious food shortages.

  25. Recently, Russian President Putin met with Turkish President Erdogan, and they agreed to take joint measures to promote the normalization of the situation in Idlib. In mid-September, Russia, Turkey and Iran will hold a summit. China applauds such diplomatic efforts and looks forward to seeing their positive outcomes. Thirdly, based on the situation on the ground, we should take tailored measures to address the humanitarian issues in various regions as well as in camps for internally displaced persons throughout the country. China supports efforts to protect innocent civilians and provide them with decent living conditions.   26. All parties in Syria should continue to resolve their differences through dialogue and consultations and increase mutual trust through measures such as the exchange of detainees. Secondly, rampant terrorism poses a major threat to the Syrian political process. Combating terrorism is an important aspect of resolving the Syrian issue. Idlib is part of Syria. A proper solution to the issue of Idlib is closely linked to the territorial integrity of Syria, as well as the country's future. The international community should work in accordance with the relevant Security Council resolutions and international law, uphold unified standards and combat terrorist organizations in order to prevent the resurgence of terrorist forces.

  27. First, based on the principle of a Syrian-led and Syrian-owned process and resolution 2254 (2015), we should continue to promote a political settlement to the Syrian issue. The priority now is to establish a representative constitutional committee accepted by all parties. That is the most realistic way forward to launch a political process in Syria. For some time, Special Envoy Pedersen has been in close contact with all parties with regard to the establishment of the constitutional committee through his tireless efforts. At present, only a few outstanding issues remain. Hope is within sight. The international community should stand firmly behind the Special Envoy and support the continued role of the Astana process. Security Council members should remain united and speak with one voice.

  30. The Government of National Accord's Presidency Council already announced its conditional acceptance of the humanitarian truce during the holiday. The Libyan National Army also announced a halt of military operations during the same period. China welcomes these developments. We hope that all relevant parties will effectively implement the relevant commitments and continue to respond positively to the Special Representative's three-part proposal and meet each other halfway so as to create conditions for the resumption of political talks. The eight-year-long conflict in Libya has affected the country itselfand its neighbours, causing great suffering to the Libyan people and threatening international peace and security.

I wish also to thank Assistant Secretary-General Keita for her briefing. We very strongly condemn today's car bombing in Benghazi, Libya. We mourn the loss of three security officers of the United Nations Support Mission in Libya (UNSMIL) and we offer our condolences to their families and to the Mission. We wish the wounded and injured an early recovery. China commends UNSMIL for its work in very challenging conditions. Nearly two weeks ago, Special Representative of the Secretary-General Salame made a three-part action proposal to end Libyan conflict, which includes the appeal to the parties to call a humanitarian truce during Eid Al-Adha (see S/PV.8588).

  32. We have taken practical steps to support the Sahel region in its counter-terrorism operations and in the capacity-building of the G-5 Sahel Joint Force.   34. Thirdly, attention should be given to resolving deep-rooted problems in the region. We should actively promote the economic and social development of countries in West Africa and the Sahel, focusing on improving such sectors as agriculture, health care, education, economy, trade, interconnectivity and infrastructure, help countries of the region to implement the 2030 Agenda for Sustainable Development to eradicate poverty, and provide them with strong support for their economic development, better livelihoods and job creation. Secondly, we should fully leverage the role of regional organizations and institutions, given that challenges such as terrorism are transnational in nature and especially given that the situation in Libya is having a spillover effect on West Africa and the Sahel. The coordinating role of relevant regional and subregional organizations must therefore be fully utilized. Regional and subregional organizations such as the African Union (AU), the Economic Community ofWest African States (ECOWAS) and the Lake Chad Basin Commission have unique advantages in facilitating dialogue, mediation and good offices and in promoting political solutions to regional problems. United Nations agencies should strengthen their collaboration with the AU, ECOWAS and other entities in order to help achieve peace and stability in the region.

The Multinational Joint Task Force of the Lake Chad Basin Commission and the Joint Force of the Group of Five for the Sahel (G-5 Sahel) have played an important role in combating terrorism at the regional level. Their approach has set a good example of how African countries can independently respond to regional challenges and maintain regional peace and security. The international community should continue to support African countries in their efforts and help them to strengthen their counter-terrorism capabilities. China supports the United Nations in providing the necessary financial support for the G-5 Sahel Joint Force. Based on the specific requests of States, we should help them to establish mechanisms to prevent and address intercommunal conflicts and promote harmonious coexistence among communities.

In the light of the current situation, China wishes to touch on three points. First, we must vigorously support countries of the region in building their capacity and institutions.

China is deeply concerned about the humanitarian situation in Yemen.   41. China supports the adoption of resolution 2481 (2019), which renewed the mandate of UNMHA for six months. Since the deployment of the Mission, violent incidents have decreased in Al-Hudaydah and the Mission's operations have been effective on the whole. Given the complexity of the environment in Al-Hudaydah, the Mission has to overcome security, administrative and logistical difficulties. The Yemeni parties should strengthen cooperation with the United Nations to provide assistance and facilitate the deployment of the Mission and its mandate implementation. China supports UNMHA in continuing to oversee the ceasefire and advance the redeployment of forces and mine action operations, and commends the work of the Mission and the dedication of its staff.

Just recently, the Yemeni parties participated in the first face-to-face meeting of the Redeployment Coordination Committee (RCC) since February and agreed on a mechanism and new measures to reinforce the ceasefire and de-escalation in Al-Hudaydah. Under the good offices of the United Nations, the Yemeni parties should continue to conduct dialogue and consultations with a view to resolving such outstanding issues as local security forces, relevant port revenues and prisoner exchanges. The Special Envoy of the Secretary-General, the United Nations Mission to Support the Hodeidah Agreement (UNMHA) and the RCC should strengthen dialogue and collaboration with a view to forging synergies to promote the resolution of the aforementioned issues. The Council should continue to maintain unity and provide support for the political process in Yemen.

  43. Mr. Yao Shaojun (China) (spoke in Chinese): I would like to thank Special Envoy Griffiths, Under- Secretary-General Lowcock and Executive Director Beasley for their briefings. China supports the efforts of Special Envoy Griffiths to advance the political process in Yemen and commends the United Nations and the World Food Programme (WFP) for their unremitting efforts to improve the humanitarian situation in that country. The Stockholm Agreement - an important step towards the political settlement of the Yemeni issue - should be implemented in earnest. With the efforts of the international community and the Yemeni parties, the ceasefire is largely holding in Al-Hudaydah and the redeployment is making headway.

Al-Khafaji to join the Investigative Team and look forward to the Team's early completion of the recruitment of other Iraqi nationals to help strengthen the capacity of the Iraqi Government to hold terrorist organizations accountable. Terrorism is the common enemy of humankind. Its impact transcends national borders. As such, it is hard for any country to deal with it alone. Faced with this challenge, the international community should be committed to applying a unified standard and adopting a zero-tolerance and non-discriminatory approach to resolutely fighting terrorism. As a victim of terrorism and an important member of the international counter- terrorism front, China stands ready to continue to work with the international community for new progress in international counter-terrorism cooperation.

We welcome the work of the Investigative Team in developing an investigative strategy, setting up core working groups, conducting field investigations and collecting and analysing relevant evidence. We support the Investigative Team in setting priorities for its work in the light of the actual situation on the ground and acknowledge the efforts and progress made by the Team. It is our hope that the Team will continue its close communication with the Iraqi Government and the relevant parties and cooperate with the United Nations Assistance Mission for Iraq and other stakeholders to play an active role in holding terrorists accountable and curbing the return and spread of terrorist forces and their activities.

At the same time, we should not lose sight of the fact that the fight against terrorism is far from over, with the lingering threat of remnant terrorist forces, or that it is still necessary to deal with large numbers of foreign terrorist fighters and their families remaining in Iraq. Support from all parties is urgently needed. China appreciates the tireless efforts and the tremendous sacrifices made by the people and the Government of Iraq in the fight against terrorism and supports Iraq in bringing terrorists to justice in accordance with the relevant domestic law. China has taken note of the second report (see S/2019/407) of the Special Adviser and Head of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/Islamic State in Iraq and the Levant (UNITAD).

  49. The Central African Republic will hold presidential and legislative elections at the end of 2020 and the beginning of 2021, which will be a crucial step for the country in moving towards peace. The United Nations should enhance its communication and coordination with the Government of the Central African Republic, assist it with its preparations for the elections and continue to create conditions conducive to a resolution of the issues in the Central African Republic as soon as possible.

  50. China supports Special Representative Ndiaye and MINUSCA in actively performing their duties. We expect MINUSCA to continue to help the Government of the Central African Republic enhance its governance capacity, promote security-sector reform and implement the disarmament, demobilization, reintegration and repatriation programme. Long-term stability in the Central African Republic cannot be achieved without the continuing support of the United Nations, the African Union, countries of the region and international partners. All parties should provide assistance tailored to the needs and situation on the ground and on a basis of respect for the ownership of the Government of the Central African Republic.
