“This is a political decision by Labour that sees it value a fisherman in England more than 14 times more than a colleague in Peterhead, Lerwick, Stornoway or Ayrshire. Labour is not the first UK Government to demonstrate that it does not understand, value or care about the Scottish fishing industry; sadly, I doubt that it will be the last. The Labour Government should, as a matter of urgency, reform the allocations to deliver a fair and equitable outcome for Scotland’s fishermen. This episode demonstrates yet again that, for Westminster, fishing will always be an afterthought at best. The only way that we can secure the long- term future of this vital Scottish industry is through the full powers of an independent country.”
“The approach of the Labour Government, sadly echoed by members on the Labour front bench in this Parliament, has been to deflect, buck pass and blame those who had the temerity to call for funding to be devolved. Time and again, Ms Eagle said the Barnett formula had to be applied, and if we did not like it, we should find the money from devolved budgets. This is desperate stuff. There is no legal or constitutional requirement that sector-specific funding be allocated according to Barnett. Whether it was the previous UK Government short-changing the Scottish Government of expected Barnett consequentials when it rolled out the levelling up fund to communities around the UK, or Theresa May’s deal with the Democratic Unionist Party for £1 billion to Northern Ireland, there is a whole catalogue of examples to the contrary.”
“Sold out by the Prime Minister through the EU re- set, told that we would have this fund to help support the industry for the future, only now to find that Scotland’s share is close to derisory.” Faced with such a staggering injustice and betrayal of his constituents perpetrated by his own Government, Western Isles Labour MP Torcuil Crichton said: “There is a question of fairness in the geographical distribution of the fund, and the Minister should consider that; I hope the funding will be reviewed in due course”.— [Official Report, House of Commons, 23 October 2025; Vol 773, c 1112.] Stirring stuff indeed there from Mr Crichton. One wonders what Torcuil Crichton the journalist would have made of such a meek response had it come from his predecessor, or any Scottish National Party or, indeed, Tory MP.”
“we’ve been handed a dismal fraction of the support we need to modernise and sustain our industry.” Elspeth Macdonald, chief executive of the Scottish Fishermen’s Federation, said: “This has gone from being a consolation prize to now being a booby prize. It’s hard to feel that this” UK “government cares one jot about the Scottish fishing industry.”
“However, to the horror of Scotland’s coastal communities and the acquiescence of Labour parliamentarians, only one of whom is here in the chamber today, minister of state Angela Eagle MP confirmed that Scotland would receive a paltry allocation of less than 8 per cent, despite the fact that Scottish vessels account for 70 per cent of total UK landings, 63 per cent of the total value of fish landed and 40 per cent of the fishermen. Shetland alone lands more fish than England, Wales and Northern Ireland combined. The reaction from fishermen has been fierce. Sheila Keith, executive officer of the Shetland Fishermen’s Association, said: “This allocation is not just inadequate—it’s a betrayal of Scotland’s fishing communities ...”
“To soften the blow of conceding fishing access to European trawlers for a further 12 years under its EU reset deal, Labour announced a £360 million fishing and coastal growth fund to “modernise Britain’s fishing fleet, deliver new training and skills to back the next generation of fishers and promote the seafood sector to export our high-quality produce across the world.” Labour committed to working with the industry “to target investment where it matters most.” A casual observer might have thought that a fishing fund would have been targeted where the most significant fishing takes place and at the local communities that are involved in that activity. That was certainly the case under the previous European maritime and fisheries fund, under which Scotland received approximately 46 per cent of the UK’s total funding.”
“I congratulate my colleague Alasdair Allan on securing this debate and standing up for his constituents. Six months ago, Scotland’s fishing industry found itself being sold out, yet again, by a UK Government, this time under Labour.”
“It is worth looking back and seeing that, between 1999 and 2007, an average of 5,448 affordable homes were delivered by Scottish Labour per annum compared to this Government’s record between 2007 and 2025, when an average per annum of 7,734 homes were delivered. That is an average of 40 per cent more per head than in the period when Labour was last in government. Indeed, in the last four years of the Labour-led Government in Scotland, only six new council houses were built compared to the past four years under this Government, when 8,572 new council homes were built.”
“Labour has slashed London’s affordable housing target from 35 per cent to 20 per cent of new completions, with fewer than 4,000 new homes of all tenures built between January and June despite a target of 88,000 a year. In Wales, the number of new home consents in quarter 2 of this year is the lowest on record at only 28 per cent of the 10-year quarterly average. Does the cabinet secretary agree with Professor Janice Morphet of University College London who said: “This could have long-term implications for the provision of affordable housing in London and could have a ripple effect around the country”? Is the cabinet secretary concerned that Labour’s rowing back on its affordable housing ambitions could impact Scotland’s funding? Màiri McAllan: Robust targets for the provision of affordable housing are essential.”
“To ask the Scottish Government how many affordable homes it anticipates will be built in North Ayrshire between 2025 and 2032 as part of its affordable housing supply programme. (S6O- 05315) The Cabinet Secretary for Housing (Màiri McAllan): North Ayrshire Council’s current strategic housing investment plan—SHIP—sets out a target to deliver 1,643 new affordable homes over the period from 2025 to 2030, supported through the Scottish Government’s affordable housing supply programme. Following recent additions to its programme, the council has enhanced this target to 1,666 homes. The SHIP covers the period from 2025 to 2030, and the council has not published an updated estimate extending delivery projections to 2032. Kenneth Gibson: I thank the cabinet secretary for that helpful answer.”
“Progress is demonstrated by the steel cutting for the first vessel, which took place in September this year, two months ahead of the original schedule. Further construction milestones will take place soon, as the build programme gathers pace. As I have indicated, the Largs to Cumbrae service will benefit from the cascade and redeployment of existing younger vessels for the route, which, again, is an improvement on top of the investment for the slipway and shoreside facilities that Kenneth Gibson mentions.”
“There is no justification for the reduction in service to Cumbrae, which has been excellent for many years, and people wish it to continue that way. I commend the cabinet secretary and CMAL for the £13.5 million, which is the total level of investment, going into Cumbrae for the new slipway and associated works. Will the cabinet secretary give an update on phase 1 of the small vessel ferry replacement programme and how Cumbrae, in my constituency, will benefit from the cascading of vessels? Fiona Hyslop: The small vessel ferry replacement programme is progressing well. The seven new vessels in phase 1 will help to improve connectivity and the resilience of island communities with their electric operation, which will help to reduce carbon emissions.”

Today, we congratulate Scotland’s national team and Steve Clarke and his staff; we salute the tartan army; we celebrate the clubs and volunteers who keep the game alive; we honour a history that stretches from Stirling castle to south America; and we wish our team every success as preparations begin for the 2026 world cup. And if Shankland scores the winner in the final—well, even as a Hibs fan, I promise that I will cheer.”
“The same is true of Tullibody St Serf’s community club, also in my constituency—and I am sure that it will be true of clubs in many members’ constituencies. There are volunteers standing on touchlines in horizontal rain, washing kits, running minibuses and coaching young people who dream of becoming the next Andy Robertson or Caroline Weir—and let us hope that Scotland can succeed in hosting the FIFA women’s world cup in the future. Without those individuals volunteering and carrying out so much of the work, there would be no national team, no Hampden roar and no world cup dream. That is why this qualification matters so deeply: it lifts spirits, inspires young people and energises communities. In Clackmannanshire and Dunblane, and across Scotland, people have taken real pride from our national team reaching the finals.”

However, our footballing spirit lives not only in history books or national anthems, but in grass- roots clubs, which are the lifeblood of our communities. Some of those kids are not even particularly interested in football, but they really value the time that they have, with some instruction, to be able to kick a ball around with their friends in some of the most deprived parts of my constituency. “I welcome the uplift of £123 million—or 13.9 per cent—in NHS Ayrshire and Arran’s funding for this year, and the additional non- recurring funding for escalated health boards to improve financial sustainability, which includes £43.7 million for NHS Ayrshire and Arran this year. How will Scottish ministers ensure that those additional funds are being used effectively, and will the cabinet secretary advise how escalated boards will be supported in the coming financial year? Our arts organisations do superb work to promote Scotland culturally, and the cabinet secretary will be aware of the standing ovations that the Royal Scottish National Orchestra achieved on tour in Salzburg—but how much do all those organisations do, even when performing at home, to take St Andrew to the world and to bring him home? “There has been £2.5 billion in export sales and £1.89 billion in capital investment, supported by international trade missions and ministerial visits. Scotland is building many relationships to promote Scotland’s renewables potential, which includes offshore wind deployment and the supply of hydrogen to new industries across Europe, supporting the green energy transition and our climate goals. The beauty of Scotland is of course an important factor in attracting international tourism. I feel that the sector should be commended for the strides that it has made in supporting high-quality tourism in recent years. Modest though it may be, we have contributed £1 million towards humanitarian assistance in 10 countries.”
“There are pockets of activity in some local councils, but there is no wholesale and unified approach encouraged by the Convention of Scottish Local Authorities, for instance. Some schools teach about St Andrew and the fact that his is our national day, but too many still do not. This Scottish Parliament should do more, too. Each year that I have been here I have encouraged that, but I have never managed to get to the point where activities here, let alone a celebration, are the norm. The international strategy report, which was published two weeks ago, outlined Scotland’s considerable international trading footprint, including the fact that Scotland has had 135 inward investment projects secured. As we reflect on CHAP’s 25 years of service, we also reflect on the thousands of lives that have been shaped by its work. CHAP reminds us that communities are built not only through public services but through grass-roots organisations that understand the complexities and pressures of everyday life in their communities. “While emergency or short- term funding can provide temporary relief for CHAP and similar organisations, long-term security is essential for organisations that deliver core services. A more stable funding landscape— one that supported core operating costs as well as project-based activity—would allow organisations such as CHAP to plan confidently, retain staff and continue to deliver the high-quality services on which constituents rely. Initiative-itis, whereby funds are provided only for shiny new pilot projects, should never come at the expense of funding proven, impactful work that organisations know and trust will definitely help their clients. That is a practical suggestion that is grounded in evidence and common purpose. CHAP’s success demonstrates the enormous value of early intervention support.”
“It is important to recognise the role that emergency Scottish Government funding has played in enabling CHAP to sustain its operations during particularly challenging periods, and I thank the Cabinet Secretary for Housing personally for her intervention in that regard. That support has allowed essential services to continue uninterrupted and ensured that front-line advisers could remain available to the people who depend so much on them. That recognition of CHAP’s value has made a meaningful difference to so many. However, CHAP’s experience highlights a broader truth that is a shared experience for many organisations across Scotland’s third sector. Over the past year, CHAP received 2,422 referrals, which represents a 37 per cent increase in comparison with the previous 12 months.”
“Securing and maintaining that accreditation is no small undertaking; it requires audits, staff training and consistent demonstration of excellent case management, record keeping and client care. The outcomes that CHAP achieves speak volumes. Pro rata projections from the organisation indicate that, if every local authority had an accredited debt recovery service, more than £493 million would accrue to local economies across Scotland. Between August 2021 and July 2025, CHAP alone secured £10.4 million of financial gains for 1,230 clients; that includes £85,980 of individual debt written off last year alone. For many, those figures represent far more than improved finances, with 75 per cent of clients reporting reduced stress levels over the past year.”
“Its homelessness awareness sessions, which began in the mid-2000s, were developed in response to feedback from young people who felt ill prepared for the financial realities of independent life. Over time, those sessions evolved into a comprehensive programme of financial literacy workshops covering budgeting, household bills, borrowing, savings and consumer rights. Those workshops, which are delivered with a clear focus on prevention, equip young people with the knowledge and confidence to navigate adult life. Alongside its educational work, CHAP has invested heavily in improving the professional standards of its advice services. Since 2009, the organisation has held type III accreditation under the Scottish national standards for information and advice providers—the highest level available.”
“Its ability to continue providing vital services in the face of financial uncertainty is a remarkable achievement that reflects not only good governance but a deep dedication to the communities that it serves, ensuring that no one is turned away because they cannot afford help. CHAP achieved charitable status in 2000, which formalised its position in the advice sector. With that change came a period of expansion. While housing advocacy remained its core function, CHAP soon recognised the need to broaden its remit. Debt advice, welfare rights support, mediation services and, later, financial education initiatives all emerged from the same underlying purpose: to help people to regain control of their lives at moments when everything feels uncertain. One of CHAP’s most recognisable contributions today is its work in schools and colleges.”
