“That divisive tactic has especially been directed towards trans people, who are often among the least protected and the most vulnerable in our community. Theoretical support for LGBT+ rights is of course hugely welcome, but we must judge a Government by their actions as well as their words. An LGBT person here in the UK might have been badly affected by the Government’s decision to end funding for anti-bullying work in schools last November. They might be worried that the Government are intent on rolling back some of the progress already made, by tearing up their 2018 LGBT action plan and disbanding the advisory panel because, in the words of the current Secretary of State responsible for equalities, it was created by a “previous Administration”.”
“On the one hand we have the historic and welcome decision by the Methodists to allow same-sex marriage, but on the other we have an increasingly hostile atmosphere for LGBT people on our streets. It demonstrates that while we celebrate the progress made, we cannot take it for granted or give up on the fight for global LGBT rights across the world. Here in the UK, the cross-party agreement on LGBT rights, which has been such a welcome feature of our politics since 2010, appears to be under some strain. That strain may not be reflected in today’s debate, but it is demonstrated by the Government’s increasing appetite for fomenting divisive culture wars that seek to pit one group in society against another. That emboldens bullies and problematises vulnerable minorities. It generates fear and resentments, which can only do harm.”

“I beg to move, That this House has considered Pride Month. It is a pleasure to open this cross-party Backbench Business Committee debate as Pride Month 2021 comes to its conclusion. All too sadly, once more coronavirus restrictions have meant that it has been more online than on the streets, and less visible and impactful because of that. Coronavirus has hit the LGBT community especially hard, because it has caused huge disruption in those sectors that often provide employment, as well as closing completely many of the safe social spaces on which the community relies. Pride Month is a time when the LGBT community can celebrate our diversity, commemorate those who fought to end our oppression, and support those who continue to fight against the ongoing discrimination and bigotry that are sadly still prevalent in our society.”

“We have not come this far to preside over the putting on to the statute book of something that is ineffectual and that allows this abuse and torture to continue. I hope that the Minister will take that back with him. Many of us look forward to some progress on GRA reform. Again, the Minister was rather coy about what that would be or when it would happen. I was hoping that he would be able to give us a bit more information. If he would like to write to me with more information, that would be fantastic. We need a commitment to getting sex and relationship education done properly in schools so that there is proper respect for all children as they are growing up and all children are equipped to deal with life as happy and healthy adults, which is equally important.”
“The debate that we had on conversion therapy in March was very disappointing in the way in which it was answered by the Minister for Equalities. Everyone in all parts of the House felt that way and communicated it to the Government after the debate in an unprecedented letter from the LGBT+ organisations in eight of the parties represented in this House. I am a little more reassured by what the Minister has said today. However, we must have, as soon as possible, a Bill that bans conversion therapy without loopholes and without religious exemptions, because religious exemptions or loopholes about trans children merely create the capacity for a coach and horses to be driven through the ban.”
“Those circumstances, by the way, have an echo in the way that trans people are now being treated in our national newspapers and in the toxic so-called debate that is happening on social media, which is precisely where we should not be having any debates. We should have debates in a calm atmosphere surrounded by respect rather than in the sewer that often is social media. People should understand, as I think they do in all parts of this House, how toxic that particular so-called debate is at the moment. We have to calm it down and ensure that people work together in respect so that we can go forward together. “We all of us agree that that has often been very far from the case, and that we have had to fight as LGBT people for our community to create the circumstances, political and otherwise, where we could make progress towards that end. I think we would all agree that we have made significant progress towards that end in the last 20 to 25 years, from quite difficult beginnings when I first came into this House. Remember that I am only the second woman ever to come out as a Member of this House, and the pioneering one who came out, Maureen Colquhoun, was deselected and lost her seat as a result of being outed by the gossip columnist Nigel Dempster in the Daily Mail in the most cruel and disgusting circumstances.”

The Minister is somehow asking us to believe that the now departed Secretary of State somehow knew about it, but clearly if he did he would not have behaved in the way he did right in front of it, so I think that she is stretching credibility. When I was a Minister, we were not allowed to use our own inboxes or our own private emails for Government business. We were told very, very bluntly at the beginning of our ministerial career that this would not be allowed. Why on earth is it different now?”

“Dominic Cummings has described the Prime Minister’s plans to get Tory donors to pay for the lavish refurbishment of the Downing Street flat as “unethical, foolish and…illegal”. Either the Prime Minister’s former chief adviser is a liar and a fantasist, or the Prime Minister is not being entirely straightforward with the House or the country. Which is it?”
“Why was Lex Greensill allowed to roam so freely across Whitehall, pushing his financial chicanery? And why on earth was the Government’s senior procurement official, responsible for £40 billion of public contracts, allowed by the Cabinet Office to work part time for Greensill while he was still in the civil service? The stench is growing. Only the disinfectant of a fully transparent and independent inquiry will deal with it, and that is what the motion before us would create. If Tory Members vote the motion down, as they have the power to do, they should know that they will be voting to try to brush this scandal under the carpet and treating British taxpayers with contempt.”
“We urgently need an inquiry that has the power to call for witnesses and papers, take evidence in public and publish its findings. There are many questions we need answers to. Why was David Cameron allowed by serving Cabinet Ministers to lobby so ferociously in his own personal financial interest? Why was Greensill given such untrammelled access to senior civil servants at the height of the pandemic? How did the Chancellor push the team to be more accommodating to Greensill Capital? Why was Greensill—an unregulated shadow bank with a toxic business model—allowed access to the coronavirus large business interruption loan scheme? Was that pushed by Ministers, senior bank officials or civil servants? If so, at whose request? Did Greensill then exceed its lending authority and put even more taxpayers’ money at risk?”
“We have seen £2 billion of pandemic procurement contracts given without competition to companies that have donated money directly to the Tory party; VIP procurement lines specifically designed for Tory mates and, if you are the Health Secretary, your local pub landlord; a clutch of senior Government appointments awarded directly without competition to relatives of serving Tory Ministers; and now the announcement of an inquiry laughably described as independent into the Greensill scandal, led by a man who is the son of a former Tory Cabinet Minister and sits on the board of the Department for Business, Energy and Industrial Strategy, which is responsible for the British Business Bank—it was the British Business Bank that gave Greensill Capital access to hundreds of millions of pounds of taxpayers’ money. This is just not good enough.”
“After 11 years in power, this Tory Government have ended up like all Tory Governments end up—mired in sleaze. What is different about the scandal confronting us today is the sheer scale of the larceny being practised on the public purse by the donors, friends and beneficiaries of the Tory party. The Greensill scandal, which is egregious and shocking, is only the tip of a very large iceberg.”

Did Greensill exceed its authority and lend more than it was authorised to lend—£400 million to the Gupta group alone, all of which has now been lost?”

“Rape convictions are down to just 2% of cases reported, and while domestic violence has soared in lockdown, convictions have fallen off a cliff. The Government would do better to run the existing court system efficiently and effectively before they come to the House with the new laws contained in the Bill.”
“Apparently demonstrators are henceforth to be seen but not heard, like children in a particularly reactionary Victorian novel; yet the whole point of demonstrations is precisely to draw attention to injustice and give voice to issues that have been ignored. Democracy can be loud and messy sometimes—that is the point of it—so the Bill must be amended to preserve the freedom of assembly and the right to protest. The real issue that the Bill should address is the mess that the Government have made of the justice and courts system. There is currently a backlog of 56,000 cases in the Crown courts, which means four years to wait for a trial. Justice delayed is surely justice denied. Since 2015, the percentage of recorded crime that reaches the court has halved.”
“Clause 46 further criminalises assaults on statues by increasing the maximum penalty for such vandalism to a scarcely believable 10 years in jail. The Government’s obsession with using the law to stoke a culture war by giving more protection to inanimate statues than to living people is an abuse. Clauses 54 to 60 are a premeditated attack on the right to assemble and protest, which is the cornerstone of our democracy. While Ministers purport to be the defenders of our rights and freedoms, the Bill diminishes both. It extends already wide powers to police demonstrations much further, by creating new offences and new criteria that can be used to close down protest. The Bill seeks to place draconian limits on the method, location and even the noise that demonstrators will in future be allowed to make if they are to remain lawful.”
“Thank you, Madam Deputy Speaker. This is a huge portmanteau Bill. It contains proposals that I would sum up as the good, the bad and the ugly. The good includes measures that give particular protection to emergency service workers from assault, the problem-solving courts pilot, and long overdue reform of the criminal records disclosure regime. The bad is the Government’s appalling assault on the right to protest and free assembly, which is causing concern and alarm across the House, including from the former Conservative Prime Minister, the right hon. Member for Maidenhead (Mrs May), who expressed her misgivings about this in no uncertain terms yesterday. The ugly is the complete absence from the Bill of any coherent attempt to protect the freedom of women and girls to live their lives free of harassment and violence.”
“We now live in a country where domestic violence has soared but prosecutions have plummeted, where rape has effectively been decriminalised because prosecutions are at their lowest ever level and where stalking a woman gets a shorter sentence than fly-tipping. This is the record of the Home Secretary and her Government. Is she proud of it?”
“Being told by faith leaders or your family that you are sinful, evil, and disordered for being yourself creates self-loathing and trauma that only the strongest can survive. Being told to pray harder to change and to question your innermost feelings and thoughts, and being taught to hate yourself—none of that should be legal. Conversion therapy certainly causes untold damage and trauma for those who encounter it. Many survivors need specialist help because of the damage that that unethical and degrading process has caused. The Government must end the delay and bring the ban forward now. I welcome the petition, and I look forward to what I hope will be the Minister’s positive response and a timetable for legislation.”
“If that approach sounds almost medieval, that is because it is, yet every day, people in our country have their lives and mental wellbeing put at serious risk by being subjected to attempts, by people who have power over them, to change their sexual orientation. The extent of the prevalence of conversion therapy in the UK is shocking, as we heard in the excellent opening contribution by the hon. Member for Carshalton and Wallington (Elliot Colburn). There is very strong evidence of the harm that conversion therapy inflicts: more than half of those who have gone through it report mental health issues, including breakdown, eating disorders, substance abuse, suicidal thoughts and suicide attempts. Evidence also shows that it is being inflicted mainly, but not only, on vulnerable LGBT+ teenagers. That is horrific, but it is not surprising.”
“I was proud to be a Minister in the last Labour Government, which did so much to ensure that LGBT+ people were finally afforded equal rights in law. There is a difference, however, between ending bigotry and prejudice in law, and making the right to equal treatment and respect a reality for every LGBT+ person in our country. The petition aims to move us further towards that point. That would seem like an obvious, non-contentious step when considering the mistaken beliefs that underly the existence of the degrading and dehumanising practice of conversion therapy: that sexual orientation can be changed; that LGBT+ people are a threat to society, evil or disordered; that LGBT+ people are ill, sick or can be cured; and that LGBT+ people can be persuaded or forced to become heterosexual by undergoing treatment or counselling.”
“The Opposition know that the only way forward is to create a more socially and environmentally sustainable economy —a fairer country. We also know that, despite the gloss and the PR, the Chancellor has not grasped this fact, so he cannot and will not be able to build a society and a future fit for all.”
“The Chancellor has announced no fiscal rules against which we can judge his performance. He has created a tax day later this month, so that he does not have to spoil his big day in the sun announcing all the giveaways. We cannot even take him at his word on his past announcements. Take kickstart—the Chancellor wore a fetching branded sweatshirt at the press launch in September, but we have since learnt that the scheme has created just three jobs a day to replace the 293 jobs lost daily. The Government have also announced major transport infrastructure plans for the north 60 times so far, without one single spade touching the ground or one single job being created. We know that this Government want to return us to the same insecure economy and unequal country that has been thrown into such sharp relief by the virus.”
“The Chancellor has presided over a horrific double whammy: the largest fall in GDP in the G7 and the highest per capita death toll in the world—123,000 dead and rising. This is not a record to be proud of, but the Chancellor thinks it is appropriate to issue self-congratulatory, glossy propaganda films, patting himself on the back for his success. Using this sombre moment to burnish his own brand and declare his leadership ambitions to his own Back Benchers just shows how out of touch with reality he really is, and it leaves a bad taste in the mouth. It is almost as bad as having a Prime Minister who thinks it is appropriate to set up a charity and ask rich donors to pay the costs of a lavish refurbishment of his Downing Street flat. For him, it seems, charity really does begin at home. This is not a Budget as we know it.”
“Since the Chancellor’s first Budget last year, this country has suffered a brutal pandemic and a severe economic crisis. He now presides over an economy that is 10% smaller than it was last year—the largest fall in 300 years—with a deficit that has ballooned close to 100% of GDP, the largest ever amassed in peace time, and the biggest squeeze on wages since the Napoleonic wars. Tens of thousands of businesses are teetering on the brink, not knowing whether they can even survive till the end of the current lockdown. Investment is plummeting, and unemployment is predicted to rise to nearly 7% this year and not recover its pre-pandemic level until 2024. One quarter of people in this country now live in poverty, as does one in three children. Food bank use is soaring, and destitution has doubled.”
