The effectiveness of sanctions resolutions is measured by their ability to achieve the mandated goals. The adopted resolution contains the key elements to effectively hold Da'esh to account and prosecute the transnational terrorist group. “The adoption of today's resolution supporting the launch of an investigative team to hold the Islamic State in Iraq and the Levant (ISIL) accountable is an important milestone in bringing the terrorist group to justice for all of the atrocities committed in the territory of Iraq and beyond. The collection analysis tools used and the preservation of credible evidence will serve to implement the principle of the inevitability of the prosecution and punishment of members of Da'esh, wherever they may be, for committing atrocious crimes against humanity, war crimes, terrorism and crimes against children, women and civilians. We also hold the perpetrators responsible for the destruction of cultural heritage sites. My delegation has high expectations of the investigative team to be established pursuant to the resolution.”

“I would like to express our sincere gratitude for the determined commitment demonstrated by the Governments of Iraq and the United Kingdom, which resulted in today's unanimous adoption of the landmark resolution 2379 (2017). The resolution also indicates our wholehearted endorsement of international efforts to combat the common evil of terrorism that is confronting the entire international community. The liberation of Mosul, the last stronghold of Da'esh in Iraq, by Iraqi and coalition forces was received in Kazakhstan and its entire region with great satisfaction, as well as with deep sorrow given the high price paid for the victory by the long- suffering Iraqi people.”

“Kazakhstan is highly committed to peacekeeping and will continue to send well-qualified military observers, augmenting its contribution annually. Kazakhstan is currently preparing its peacekeeping unit, building upon the valuable experience gained during Operation Iraqi Freedom, a decade ago. As an emerging troop-contributing country, we are constantly increasing our level of preparedness, as confirmed by the Department of Peacekeeping Operations. Kazakhstan has established its own peacekeeping training centre, KAZCENT, which has already been acknowledged as meeting international norms. We conduct courses on a regional basis and will strive to obtain the status ofa regional centre. In that connection, may I take this opportunity to thank all of our partners for the tremendous support we are receiving.”

“To demonstrate its national commitment to this goal, Kazakhstan has endorsed and signed the Global Compact. The use of modern technologies, reconnaissance assets and forces in peacekeeping missions is necessary to improve the security and safety of United Nations personnel, humanitarian actors and civilians. However, judicial and legal considerations have to be taken into account. Simultaneously, integrating gender- and youth- sensitive analyses, as well as encouraging both groups in the context of the planning, implementing, evaluating and mission drawdown of all operations, will definitely yield successful results. More women need to be deployed in peacekeeping operations, with gender expertise in every mission component.”

“Successful examples include the Multinational Joint Task Force, the African Union Mission in Somalia and the Regional Protection Force, because of their familiarity with the local terrain and militia tactics. Such cooperation should be strengthened on many other fronts, as indicated in the 19 April 2017 United Nations-AU partnership agreement. Collaboration with regional structures also facilitates concerted action against terrorism, organized crime, human trafficking and refugee and migration flows. Reforms also mean holding United Nations staff accountable to the highest standards of integrity and discipline so as to prevent misconduct. In this regard, the zero-tolerance policy on sexual exploitation and abuse must be strictly enforced.”

“Kazakhstan is of the view that the new reforms must ensure that the principles of sovereignty and territorial integrity, as enshrined in the United Nations Charter, are upheld together with that of statehood, which must be preserved. At the same time, States are obliged to fulfil their legal, moral and political responsibility to ensure the protection of civilians. New peacekeeping and peacebuilding approaches require clear and achievable mandates, with qualified staff, equipment and resources for peacebuilding work. Moving away from mere military arrangements, the focus has to be directed towards more coherent programmes and new partnerships to reduce costs and lower the overhead expenditures of peacekeeping operations through intergovernmental support.”

“Kazakhstan fully supports the significant shift from conflict resolution to prevention and sustaining peace, together with structural changes and a new configuration of United Nations entities. These suggested changes are aimed at bringing about better working methods and a better culture and ethos than those prevailing throughout the peacekeeping chain from Headquarters to the field. “As an example, in 2013, Kazakhstan's status as a trusted mediator allowed it to facilitate the talks on the Iranian nuclear programme, which consequently contributed to the resumption of negotiations between the P5+1 and Iran. We are convinced that there is no other option available to us but the collective commitment to international obligations taken in accordance with Security Council resolutions. I believe that all of the foregoing gives Kazakhstan the strong moral right to call upon all Member States - and first and foremost the Democratic People's Republic of Korea - to make every effort to resolve this troublesome situation. Achieving this goal requires, above all, intensified dialogue among all stakeholders in regional and global security, and my country is ready to contribute to that end. My country's non-nuclear status is the most convincing example of how the non-nuclear approach to State development is the only promising one. “As one of the Chairs of the ninth Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and as the Chairman of The Hague Code of Conduct against Ballistic Missile Proliferation, my country makes every effort to promote the nuclear non-proliferation process. Five nuclear tests have been conducted so far, and a sixth could be around the corner, if we do not take real action aimed at defusing tensions. For the people and the Government of Kazakhstan, nuclear disarmament, non-proliferation and nuclear security have been essential priorities in our national policy since independence. From the time we joined the United Nations, in March 1992, my country has worked with steadfast determination to promote disarmament and non-proliferation globally. “To enhance the level of trust between States and generate the political will required, the President of Kazakhstan proposed to convene Council meetings at the level of Heads of State and Government on a regular basis. We believe that this is a timely and highly relevant initiative to achieve a paradigm shift in the Council. As far as the United Nations machinery is concerned, we welcome the recommendations of the United Nations-commissioned reports on peace operations (see S/2015/446) and the peacebuilding architecture (see S/2015/490). The SDGs are a direct and significant contribution to the 2045 Vision. “As a nation committed to dialogue and mediation, we are ready to host talks in Astana to help pave the way for restoring peace in Syria. We also believe that dialogue between political leaders and religious authorities, as the Secretary-General has mentioned, should be intensified with a view to finding lasting political solutions to eradicate the threat of terrorism. We invite all Member States to jointly draft an Astana code of conduct for international counter-terrorism operations as a step towards the creation of a global anti-terrorist coalition or network. The adoption of a comprehensive convention on international terrorism as soon as possible will undoubtedly be a major prevention measure. Dwelling on the principles of the manifesto, the policy address puts forward seven points related to making Kazakhstan's contribution to the work of the Council as meaningful and constructive as possible. In the context of today's agenda, the President's address makes it clear that, without genuine dialogue, preventing conflicts and sustaining peace are unattainable. At the global level, it requires setting a goal of building by 2045, the United Nations centenary, a world free of nuclear weapons.”

“Providing market incentives for cultivating other agricultural products in Afghanistan can lead to a substantial decrease of opium production. We count on the support of the international community in that regard, together with the support of donor countries, to the Central Asian Regional Information and Coordination Centre, in its measures to combat illicit narcotics. Trade, economic and technical cooperation among countries of the region, as well as with regional organizations, is a prerequesite for the economic revival of Afghanistan. We express our appreciation for their efforts to genuinely contribute to the peace process in Afghanistan. We also hope that the Organization of Islamic Cooperation's Islamic Summit Conference, which will be held in Mecca, can make its own contribution. “Since scientific achievements in the nuclear field are accelerating rapidly, I wish to highlight Kazhakstani President Nursultan Nazarbayev's initiative to establish a United Nations register of scientific developments leading to the creation and advancement of weapons of mass destruction, which would track those negative scientific discoveries. Much progress can also be achieved through the creation of online training modules, to be offered on the 1540 Committee website and available in various languages for different categories of Government personnel, such as law- makers, executives, law enforcement officials, border control agents and criminal prosecutors. Fourthly, the 2016 review process has proved the need for identifying and articulating assistance for country-specific needs.”

“Focus should also be placed on related trade controls; illicit trafficking, non-proliferation and disarmament; and international counter-terrorism instruments. We therefore support the idea of developing inter-agency coordination with proper frameworks and mechanisms. Thirdly, it is evident that we will also need to work closely with national points of contact in each county, as well as focus on strengthening a network of such contacts. As funding for travel will be limited, innovative strategies will have to be adapted.”

“Secondly, we must strengthen our close and continuous interaction with both the Security Council Committee established pursuant to resolution 1540 (2004) as well as with wider United Nations membership, through sharing technologies and experiences that are not only positive but also negative, so that we may avoid repetition in other countries or regions. There is an obvious need for greater outreach by the 1540 Committee and its experts to not only support its implementation but also to enhance capacity-building to enable countries to formulate their long-term national action plans for achieving the aims of resolution 1540 (2004) with enhanced domestic legislation, compliance with other related non-proliferation regimes and counter-terrorism instruments.”

“Resolution 2325 (2016), adopted today, is a most significant and historic resolution, co-sponsored by more than 60 United Nations States Members, including my country, and is the most noteworthy follow-up to resolution 1540 (2004). We commend the immense progress achieved, but acknowledge the many strides still to be made. We find that countries vary in their response and ability to adhere to the resolution's expectations. My delegation therefore proposes the following measures. First of all, we must exercise strict control over the implementation of national commitments, since not all States execute evenly the commitments.”

“The introduction of new technologies such as unmanned aerial vehicles, used solely for surveillance purposes, situational awareness and life-saving purposes for both United Nations personnel and local populations, has shown beneficial and lasting results. Kazakhstan is a responsible Member State and one committed to peacekeeping. It is deploying its military personnel to the United Nations Mission for the Referendum in the Western Sahara and United Nations Mission in Cote d'Ivoire. There are plans to augment its contribution in the future by deploying its contingent. My country stands ready to support the United Nations peacekeeping operations in being effective and efficient in fulfilling their tasks.”

“These efforts have to be accompanied by efforts to offer technical and programmatic support to institutions in order to build and consolidate the rule of law and reform the security sector, in addition to the most important component of preventive diplomacy. We are ready to share our valuable experience in that field. It is essential that peace operations have clear mandates and be adequately resourced so as to ensure safety and security. To combat asymmetric threats, it is essential today to strengthen anti-improvised- explosive-device training and to stress the greater provision of anti-mine vehicles. Missions should have the ability to adequately monitor what happens in their environments by deploying intelligence capacities.”

“The test is not in delivering a decisive military response but in supporting and strengthening preventive multi-stakeholder interventions that avert instability, promote good governance and sustain peace. The key to success is thus to address head-on the drivers of terrorism and violent extremism rather than merely manage the symptoms. Therefore, a number of areas for strategic and operational improvements should be addressed so as to navigate more safely and effectively in such hazardous environments. To begin with, it is of key importance to improve understanding of the political and historical context in the planning of missions, before deploying troops. This is all the more necessary in the case of hybrid and multidimensional missions with numerous components that are in demand in critical situations.”

“Today's hybrid peacekeeping operations are all the more vulnerable and therefore urgently require a systematized plan to reduce the higher risk by adapting existing approaches or creating new strategies. The Secretary-General's report on the recommendations of the High-level Independent Panel on Peace Operations (see S/2015/446) noted that United Nations peace operations are not appropriate tools for military counter-terrorism operations, and we agree that the United Nations is not equipped to carry out such operations. At the same time, it is in asymmetric threat environments that the United Nations plays a Vital role in protecting civilians and facilitating preventive political processes.”

“I commend the presidency of Senegal for bringing to light the asymmetrical threats that United Nations peacekeepers face today, deployed as they are in very hostile situations where there is no peace to keep. We strongly condemn the deadly attack yesterday in northern Mali that claimed the lives of Malian civilians and killed one peacekeeper from Togo while injuring seven others. We convey our heartfelt condolences to the Governments of Mali and Togo in connection with this tragic loss oflife. In our assessment, seven of the current United Nations peacekeeping operations face a higher incidence of asymmetric and violent threats that have resulted in a larger number of fatalities.”
