“We are concerned about the worsening international drug problem and in that regard we took special note of the outcome of the General Assembly's special session on the world drug problem, held in April in New York. In our view, it is vital that, with the United Nations playing a central coordinating role, we unite our efforts in an integrated and balanced approach based on the principle of States' common and shared responsibility for eradicating global drug production and on improved cooperation in the areas of drug rehabilitation and effective reduction of the demand for drugs.”

“We support strict adherence to the provisions of the Treaty on the Non-Proliferation of Nuclear Weapons and the comprehensive and consistent promotion of all of the goals and principles reflected therein. We stress the importance of preventing the militarization of outer space so as to ensure equal and indivisible security for all and to maintain global stability. “We support the further strengthening of the lead role played by the Security Council in maintaining international peace and security by continuing extensive consultations in search of a package solution for its reform in order to improve the transparency and effectiveness of the Council, guided by the interest of ensuring the unity of the States Members of the United Nations, without setting artificial time lines and expediting options that do not enjoy broad support from Members States. We believe that all relevant disputes should be resolved peacefully through friendly negotiations and agreements among the parties concerned without internationalization or external interference. “On 21 November, the fifth anniversary General Assembly resolution 65/ 124 on cooperation between the United Nations and SCO will be adopted. The principle of openness in SCO is consistently implemented. Procedures are under way for admission of India and Pakistan as full members of SCO in mid-2017. The rapidly changing global situation is marked by ever-increasing geopolitical tension and the growth of terrorism and violent extremism, all ofwhich negatively affect the entire system of international relations. In such conditions, the United Nations remains the leading universal international organization for the maintenance of global security and the main platform for addressing inter-State and international issues. We reaffirm our commitment to strengthening the central coordinating role of the United Nations in international relations.”

“We are focusing on Afghanistan with a multidimensional approach of conflict prevention and resolution, recovery, reintegration and humanitarian assistance, through our official development aid program, KazAID. In cooperation with Japan and the United Nations Development Programme, in August 2016 we launched numerous interventions for gender equality in Afghanistan, including providing policy support and capacity development to its Ministry of Women's Affairs. Kazakhstan pledges its unfailing support to the women and peace and security agenda when it takes its non-permanent seat on the Security Council, and would like to see it kept as a cross-cutting priority item in the Council's deliberations. My country can be counted on to be a strong voice on behalf of women's protection and empowerment.”

“We are presently contributing by deploying our highly qualified military observers with gender competence to the United Nations Mission for the Referendum in Western Sahara and the United Nations Operation in Cote d'Ivoire. Kazakhstan has signed the London Communique, which, among other topics, highlights the role of women in peacekeeping. We also support the new United Nations initiative for the appointment of more women in senior United Nations leadership positions and, at the same time, doubling the number of women in the United Nations peacekeeping operations by 2020. We welcome the close links between peace, security and sustainable development in the 2030 Agenda for Sustainable Development - the nexus that is essential for conflict prevention.”

“We will enhance training on gender equality for the armed and security forces, promote the participation of women soldiers in peacekeeping operations and strictly implement the zero-tolerance policy towards sexual violence. We will ensure that women are present on mediation teams and will appoint gender advisers, or focal points, in the relevant ministries and departments. We will work to achieve the global target of earmarking 15 per cent of our official development assistance for women and peace and security. In 2017, we will set out monitoring frameworks with progress indicators to assess these targets. We recognize the vital role of women in United Nations peacekeeping and conflict resolution.”

“There is a need to increase the availability of gender-disaggregated data and of reports on progress towards implementing and monitoring these commitments, to step up intense capacity-building and to formulate strong new pro-women policies and legislation. We need women to be engaged in mediation and conflict resolution and in post-conflict and recovery phases, with closer coordination by the relevant United Nations entities. Global processes are effective only when they become strongly rooted on the ground. Allow me to elaborate the steps taken by Kazakhstan to support global efforts. In collaboration with the Multi-Country Office of UN-Women in Almaty, regional organizations, the Parliament and civil society, Kazakhstan has formulated its 1325 National Action Plan with a designated budget, to be adopted this December.”

“Notable among these mechanisms are the Security Council's new Informal Expert Group, the Global Acceleration Instrument for Women and Peace and Security and Humanitarian Action, the network of women and peace and security national focal points and the Peacebuilding Commission's gender strategy. At the same time, despite laudable strides made, there is still insufficient participation and leadership by women, both in times of conflict and of peace. As the Secretary-General underscored in his report, the overall share of women is either at the same level or has even regressed in many key areas. It is therefore essential to bridge the gap between intent and implementation and between word and action.”

“The 21st century", proposes a 2045 global strategic initiative plan to eliminate the root causes of war and conflict and create a nuclear-weapon-free world by the United Nations centenary in 2045. Kazakhstan considers the adoption of the Universal Declaration on the Achievement of a Nuclear-Weapon-Free World by the General Assembly last December to be the first step. It also calls for ending political conflicts, reducing poverty and promoting development assistance and human rights. Since security and development are interconnected, President Nazarbayev also called for transferring 1 per cent of the defence budgets of Member States to the special United Nations Sustainable Development Goals Fund.”

“An international conference devoted to the anniversary will be held in Astana from 28 to 29 August, and a commemorative meeting of the General Assembly devoted to the International Day against Nuclear Tests will be held in New York and hosted by the President of the Assembly on 31 August. Kazakhstan currently co-chairs, together with Japan, the Article XIV Conference of the CTBT. As we celebrate the twentieth anniversary of the CTBT this year, we call on all States to fully implement the action plan for facilitating the entry into force of the CTBT in 2015-2017. “The establishment of nuclear-weapon-free zones strengthens global nuclear non-proliferation. Kazakhstan, together with other countries in the Central Asia region, established a nuclear-weapon-free zone in their region. Having seen the great benefits ofa nuclear-weapon-free zone, we support the establishment of a Middle East zone free of nuclear weapons and all other WMDs. My country can claim be the first country ever to close a nuclear-test site. It later also renounced the world's fourth-largest nuclear arsenal. This year, on 29 August, we will celebrate the twenty-fifth anniversary of the closure of the Semipalatinsk nuclear- test site - also the date designated by the General Assembly as the International Day against Nuclear Tests.”

“In the current biennium 2016-2017, Kazakhstan is chairing The Hague Code of Conduct against Ballistic Missile Proliferation and intends to submit a relevant draft resolution at the seventy-first session of the General Assembly. We also need to support multilateral institutions, such as the United Nations Office for Disarmament Affairs, the IAEA, the Organization for the Prohibition of Chemical Weapons and the Comprehensive Nuclear- Test-Ban Treaty Organization, which are charged with verification and upholding compliance and must be supported by regional and subregional mechanisms, civil society and mass media. We all need to improve policy coordination, export control and States' ability to work together to prevent, detect, assess, respond and mitigate possible use of WMDs and the resulting destruction.”

“Multilateral and bilateral support should focus on capacity-building, training and exercises, stronger counter-smuggling programmes and enhanced border controls, as well as WMD forensics. We commend Spain for its active chairmanship of the Security Council Committee established pursuant to resolution 1540 (2004) and for its contribution to the goals of the global non-proliferation movement. The more secure a country feels, especially through positive and negative security assurances, the more likely it will be to abandon weapons. Serious attention should be given to controlling technology transfer of the means of delivery of WMDs. Long-range missiles, cruise missiles and unmanned aerial vehicles are also matters of grave concern.”

“It is clear that the role of the Council should be greatly enhanced to help strengthen, universalize and effectively implement all the key instruments such as the Treaty on the Non-Proliferation of Nuclear Weapons, the Comprehensive Nuclear- Test-Ban Treaty (CTBT), the Convention on Certain Conventional Weapons and the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction, as well as such Council resolutions as 1540 (2004), 1718 (2006), 2270 (2016), 2231 (2015), inter alia, as well as all policies and mechanisms. All United Nations entities need to regularize and institutionalize their work undertaken with regional organizations, as well as specialized agencies such as the International Atomic Energy Agency (IAEA) and INTERPOL.”

“I would therefore like to address some of the key points raised in Malaysia's well- prepared concept note (S/2016/712, annex). Kazakhstan selected nuclear-security and non-proliferation issues as one of the four main pillars of its campaign for an elected seat on the Security Council for the period 2017-2018, and it will remain a priority for us even after our term has expired. “I thank the Deputy Prime Minister and you, Sir, and commend the Malaysian presidency for focusing today's debate on the global fight against the proliferation of all types of weapons of mass destruction (WMDs), which are posing one of the greatest threats to international peace and security and human survival. We also appreciate the tireless efforts of Secretary-General Ban Ki-moon in this area. For well-known historical reasons, I will concentrate on the nuclear sector in my statement, as issues of nuclear disarmament, non-proliferation and nuclear security are the main foreign-policy priorities of Kazakhstan. My country is currently the Chair of Working Group I of the United Nations Disarmament Commission on recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons.”

“The victims of human trafficking and sexual violence should receive full, competent and speedy attention with increased access to health care, psychological support, legal assistance and socioeconomic reintegration. Often the entire community also needs healing. Women with disabilities face heightened vulnerability to sexual violence and exploitation, owing as much to isolation, the lack of support, physical immobility or infirmity. In recognition of the risk faced by women maimed or wounded by anti-personnel landmines, special services will need to be mobilized for them as well. In conclusion, let me reiterate that Kazakhstan shares the conviction of other Member States that the dignity of and respect for women must be upheld in times of conflict.”

“A gender focus must also be intrinsic to human rights, the rule of law, transitional justice and security sector reform units in multidimensional operations. Kazakhstan is presently contributing to the process by fielding its highly qualified military observers with gender competence to the United Nations Mission for the Referendum in Western Sahara and the United Nations Operation in Cote d'Ivoire. We hope to expand that deployment in the future. “Kazakhstan believes that some recommendations of the high-level review of the united nations sanctions (S/2015/432, annex) adopted in June 2015 could serve to improve the impact of sanctions against individuals and entities involved in trafficking for the purposes of sexual Violence. We also fully support the United Nations zero- tolerance policy on all forms of sexual exploitation and abuse and strongly believe that preventing sexual exploitation and abuse by peacekeepers should be an absolute priority. All peacekeeping missions need to have women's protection as fundamental elements to their mandates with greater employment of women military and police officers, with full training prior to deployment.”

“Inspired by the strong commitment of France, the current President of the Council, we have joined the code of conduct for mass atrocities of the Accountability, Coherence and Transparency group and call on all to abide by international principles of the rule of law and human rights. Resolutions 2170 (2014) and 2253 (2015), which make it illegal to donate money to terrorist groups, trade in oil and antiquities and make ransom payments, should be implemented in full and by all Member States. States need to work with sanctions committees and also freeze the assets and finances of organized networks by working in close cooperation with INTERPOL, parliamentary groups, non-governmental organizations and others.”

“This calls for the full implementation of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, and all relevant Security Council resolutions, including 1325 (2000) and subsequent ones. The criminal codes of countries should also be updated and national legislative responses around the world harmonized and made compatible for cross-regional action. Human trafficking should be criminalized in all countries with severe and consistent punishments and an end should be put to all impunity, accompanied by the training of law enforcement and criminal justice officers.”

“Implementing resolution 2282 (2016) on the review of the peacebuilding architecture in Africa will require greater internal coherence among the United Nations and its agencies and country teams on the ground and with regional and subregional structures, as well as international financial institutions and regional banks. It implies closer collaboration between the Security Council and the AU Peace and Security Council, their special representatives and the special political missions and peacekeeping operations of the United Nations. We must take into account the need for a regular flow of funding to AU missions. Peacebuilding must involve conflict prevention and resolution from the very start rather than beginning in the post-conflict phase. The emphasis should be on building peace rather than enforcing security.”

“On 6 May, His Excellency Mr. Mogens Lykketoft, President of the General Assembly, at the initiative of Kazakhstan and Jordan, convened a high- level conversation on religions for peace, with very significant recommendations for the way forward. Above all, we have formulated Kazakhstan Strategy 2050, which is very people- centred and whereby the needs of all sectors of our society are met on the basis of justice and equality, thereby laying the foundations of durable social peace and solidarity. “We believe that the Secretary- General's Plan of Action to Prevent Violent Extremism (A/70/674) must be fully supported by all Member States. Kazakhstan has ratified all global instruments on countering violent extremism. Currently, we are engaged in the joint action plan to implement the Global Strategy in Central Asia, and have hosted two meetings in Almaty on the regional plan, as well as two training workshops of the Committee established pursuant to resolution 1540 (2004). With a view to promoting dialogue, my country convenes triennially the Congress of the Leaders of World and Traditional Religions, bringing together religious and political leaders to promote peace. At the national level, we hold inclusive and democratic interactions among citizens and youth groups in every locality through the Assembly of the People of Kazakhstan.”

“These ideas, values and principles constitute the core of the manifesto "The World. The Twenty-Firstt Century", authored by my President, Nursultan Nazarbayev, which is a new security paradigm on war and peace. He proposes therein to establish under United Nations auspices a global coalition of States for peace, stability, trust and security to end current conflicts, which are fertile environments for radicalism. Last September, my President also suggested establishing a United Nations -led counter-terrorism network with a unified mechanism, comprising various entities, to end all forms of terrorism and bring perpetrators and their supporters to justice. According to our President, the United Nations Global Counter-Terrorism Strategy should be made legally binding.”

“We encourage close interministerial coordination within each Member State's Government, as well as collaboration within the United Nations system, United Nations country teams, together with regional and international organizations. Kazakhstan has been at the forefront in striving to bridge the ever-growing clash of civilizations, religions and cultures. It was because of our efforts and those of our partners that the General Assembly designated 2010 as the International Year for the Rapprochement of Cultures and 2013-2022 as the Decade of Rapprochement of Cultures, together with UNESCO. A declaration by the Presidents of Kazakhstan and Turkey on Islamic rapprochement at the recent OIC Summit in Istanbul is another such example. World leaders will need to be engaged in a drive to identify how to promote peace and heal divisiveness.”

“I thank the Egyptian presidency for its vision in drawing attention to the need to counter the narrative and combat the ideologies that give rise to terrorism. Combating such deeply rooted belief systems and perceptions is a most difficult task, for they have taken a strong hold in many societies. As a long term approach, several measures should be considered, such as exposing false notions, improving public diplomacy and partnering with deradicalized persons. New, revised and inspiring messages have to be put forward to the younger generation, calling for cooperation with parliamentarians, religious leaders, educators, the private sector, civil society and the media. Much work has to be done in families, schools, communities and prisons.”

“At the recent thirteenth Summit ofthe Organization of Islamic Cooperation, held less than a week ago in Istanbul, the leadership of Kazakhstan, together with the host country, initiated the process of Islamic reconciliation as a new paradigm of relations in the Muslim world, with the aim of reaching a peaceful settlement of disputes and strengthening the unity of the Islamic Ummah. We therefore call on the leadership of all countries in the region to take the necessary measures to prevent further escalation of sectarian tensions. “We call on Member States to endorse the measures of the Secretary-General, the Arab League and the International Syria Support Group to find viable solutions. As our input, Kazakhstan hosted in Astana in 2015 two rounds of Syrian consultations, which were attended by the leaders of different opposition groups and representatives of Syrian ethnic and religious minorities. By setting an example in Central Asia, the Government of Kazakhstan fully endorses the long- standing proposal of establishing in the Middle East a zone free of nuclear weapons and other weapons of mass destruction. Establishing such a zone is dictated by its pivotal role in ensuring both regional and global security.”

“We will not have another chance." All of those approaches are quite relevant to the situation in the Middle East. It is clear that tensions in the Middle East also gravitate around the Palestinian issue. We realize that the two-State solution, the recognition of the Palestinians' right to self-determination and the creation of an independent State ofPalestine, peacefully coexisting with Israel within the pre-1967 borders, are the only means of durable peace. We also stand for promoting Palestine's full-fledged membership in the United Nations and encourage Israeli and Palestinian leaders to demonstrate a political commitment to reach a historic peace agreement. Kazakhstan fully supports the Syrian peace process within the Geneva III peace talks and resolution 2254 (2015).”

“To implement it, he proposed the establishment of a global coalition of States for peace, stability, trust and security, under the auspices of the United Nations. The common task of the coalition for the next decade should be to end wars and conflicts, including in the Middle East. The Head of my State underlines that a world without conflicts requires the removal of injustice, which is its root cause. It is obvious that barriers to trade and development have to be lifted, while the principles of international law must be reaffirmed and respected by all countries. Those steps should be completed, President Nazarbayev urges, by the time the United Nations celebrates its centenary. In addition, the President warns that "In the twenty-first, century humankind must take decisive steps towards demilitarization.”
