  2. Both are political and macroeconomic stabilization plans aimed at establishing, at the same time, social protection, quality health care, education, housing and employment. Kazakhstan has enacted progressive legislation to recognize its 130 ethnic groups and almost 20 religious denominations on its territory. My country is committed to inclusive development at the global level as well. To ensure harmony among all ethnicities on its territory and in the region, my country has taken the lead in regularly convening the Congress of Leaders of World and Traditional Religions. Astana is going to host the fifth Congress in June this year on the theme "Dialogue of religious and political leaders for peace and development". Therefore, United Nations peacekeeping operations in Africa should take on increasingly complex and hybrid operations, as well as specific and comprehensive social reconstruction tasks designed to create legitimate, inclusive and effective States. The work of the Peacebuilding Commission and its Support Office will have to be better equipped, in close cooperation with the European Union, the African Union and subregional structures, to build inclusive governance systems that withstand shocks and vulnerability, with a strong role for women in peace and development. In the context of the post-2015 agenda, Kazakhstan is committed to inclusive, people-centred development as the bedrock for peace and security, through our Kazakhstan 2050 Strategy and the recently launched Nurly Zhol programme.

  4. I thank Chile for convening this debate. We see how acute economic problems and social injustice fuel discontent, terrorism, extremism and radicalism in many parts of the world. Therefore, economic and social progress, with inclusive development, are the most effective ways to diminish risks and enable long-term stability. It is critical to examine how societies are governed based on the rule of law, how resources are distributed and how new risks and vulnerabilities are responded to. Hence, in the preventive, conflict and post-conflict phases in Africa, we should ensure that inclusive economic, political, legislative and judicial institutions are strengthened, made effective and accountable and respond to the needs of all, including the poorest and most vulnerable, especially women and youth.

Kazakhstan has worked hard to build a culture of tolerance and respect through, inter alia, the regular convening of the Congress of Leaders of World and Traditional Religions, where leaders of various beliefs together seek ways to promote peace based on spiritual values. As an example, the participants in the fourth Congress in 2012, in Astana, included the two Chief Rabbis of Israel - Sephardic and Ashkenazi - the Secretary General ofthe Muslim World League, Islamic leaders from the Middle East States, prominent theologians including from Al-Azhar University, in Egypt, Orthodox Christian Patriarchs, Holy See Cardinals and Buddhist, Hindu and Taoist leaders from different parts of the world. The fifth Congress will take place in Astana in June.

My country strongly condemns atrocities against civilian populations and foreign citizens and attacks by the Islamic State in Iraq and the Levant (ISIL), which pose a major threat to the region and its population, including children from our part of the world. We stress that terrorism can be defeated only by a sustained and comprehensive approach, with the active cooperation of all States and international and regional organizations. We strongly believe that all peaceful means are appropriate for preventing tension and resolving conflict. In addition to politicians and diplomats, religious and spiritual leaders should be involved in such processes to soften the hearts of enemies.

  8. All parties must fulfil their commitments responsibly as stipulated by the road map. We commend the internal Palestinian reconciliation process and the consolidation of the efforts of the Government of Palestine to alleviate the situation. Kazakhstan expresses its hope that international actions led by the United Nations will contribute to the resumption of further peace talks. Kazakhstan is very alarmed about the overall situation in the Middle East. Well-coordinated international efforts need to be brought to bear to stop the senseless bloodshed and find an inclusive political solution.

My country reiterates its recognition of the legitimate right of the Palestinian people to self- determination, the creation of an independent State of Palestine within the 1967 borders, peacefully coexisting with Israel, and obtaining full-fledged membership in the United Nations. The two-State solution is the only viable option for a durable peace reached through direct and meaningful negotiations. We therefore call on Israeli and Palestinian leaders to show wisdom, responsibility and political will to reach a historic peace agreement that meets the legitimate aspirations oftheir peoples. The ultimate goal of all efforts should be the restoration and promotion of peace processes in accordance with Security Council resolutions and other relevant mechanisms.

As this is my first statement at the Security Council this year, I would like to offer congratulations to the newly elected members of the Security Council - Angola, Malaysia, New Zealand, Spain and the Bolivarian Republic of Venezuela. My country expresses its serious concern about the ongoing violations in the Palestinian occupied territories and in the whole region of the Middle East. Developments there, such as continuing settlement and construction processes in the occupied territories, do not make it possible to speak about any improvement in the situation of regional and international peace and security.

Jean- Paul Laborde, head of the Counter-Terrorism Committee Executive Directorate, to Astana, which was yet another practical step to improve the cooperation of the United Nations with relevant Kazakhstan law enforcement, financial and special bodies. We engaged in the Joint Plan of Action to implement the global strategy in Central Asia elaborated by several partners - countries of the region, the Counter-Terrorism Implementation Task Force, the European Union and the United Nations Regional Centre for Preventive Diplomacy for Central Asia. At the national level, we adopted in 2013 a State programme for countering religious extremism and terrorism for the period of 2013-2017 and allocated $600 million to its implementation.

Under the auspices of these entities, law enforcement agencies of Member States fight terrorism and transnational crime through joint practical actions, international and regional exercises, the exchange of best practices and data.   15. The potential convergence of criminal and terrorist actors, skills, resources and violent tactics can have devastating consequences in and across regions. Globalization has extended the transnational reach of terrorist and criminal groups. The nature and activities of terrorist organizations, merged with transnational organized crime, are manifested as nuclear proliferation. We are aware of the potential for criminal service providers to play an important role in proliferating nuclear-applicable materials and facilitating terrorism. All these threats and challenges demand long- term coordinated actions by all Member States and other stakeholders through a comprehensive approach and cooperation at the national, regional and global levels.

  16. The result is bolstered capabilities, enhanced organizational infrastructure, improved access to resources and expanded geographical reach. One of the most dangerous and challenging threats is the ideological influence and spiritual rhetoric of terrorists on the young generation through information technology and the Internet, as recent examples indicate that terrorist and transnational criminal groups may evolve, converge, transform or otherwise alter their ideological motivations to recruit new members and justify their acts and crimes. The overwhelming extent and nature of criminal-terrorist relationships, which have a direct impact on the national security of individual countries, as well as global security, are a cause of concern to my country also.

  17. Both terrorism and cross-border crime continue to constitute a serious threat to international peace and stability. The planet is riddled with criminal markets and channels for trafficking in drugs, arms, hazardous materials, including materials with nuclear use, human beings, donor organs and others. The threat undermines economies at all levels, corrupts authorities, fuels conflicts, as well as aggravates drug addiction, sexual exploitation and environmental damages. Unfortunately, this scourge is also capable of undermining the rule of law and good governance, which are so crucial for sustainable development. A phenomenon that is growing at an alarming rate is the close nexus between transnational terrorists and criminals who collaborate and share tactics, benefiting from this interaction.

With the vast potential that lies ahead, Kazakhstan, which now has observer status with the AU, has established its Embassy in Addis Ababa and is trying to better understand and become more involved in African Union activities, including by deploying Kazakhstan peacekeepers in Africa. My country is committed to developing mutual cooperation with the AU and calls for further fostering the political relationship between the United Nations Security Council and the AU Peace and Security Council. Kazakhstan welcomes the AU decision to mark its fiftieth anniversary in May 2013 with a solemn declaration by African leaders pledging "to end all wars in Africa by 2020" and "achieve the goal of a conflict- free Africa". We also appreciate that 2014-2024 has been declared as the Madiba Nelson Mandela Decade of Reconciliation in Africa. Since poverty and deprivation breed conflict, our efforts must also be directed at achieving development that ensures political and socioeconomic stability. Kazakhstan is therefore carrying out several initiatives to promote the economic growth of the continent as part of peacebuilding and recovery processes. Those initiatives include the Astana EXPO-2017 World Specialized Exhibition on Future Energy and the Green Bridge Partnership programme, aimed at transferring new technologies to developing countries.

My delegation proposes that the United Nations assistance to the AU under the Ten-Year Capacity- Building Programme ending in 2015 should continue to cover the following areas: peace and security, capacity- building for mediation, democracy and electoral assistance and support for the AU Peace and Security Council. That can be achieved through exchanges on regional political developments and responses, knowledge-sharing and management, strategic policy development, lessons learned, the training of experts and strengthening non-governmental organizations. Guidance should also encompass the establishment of sanctions committees, the building of institutional memory and the strengthening of the work of the AU Gender Directorate in the areas of peace and security.

  21. A major challenge also lies in jointly designing hybrid operations, with more comprehensive and multidimensional approaches. At the same time, coordination between the United Nations and the AU is important in order to avoid duplication or rivalry. We recognize that cooperation with other emerging peacekeeping operations and institutions is essential to make existing and new peace operations succeed. Considerable efforts have been made to move from ad-hoc cooperation to more permanent and predictable coordination mechanisms, and overall success depends on coherent and integrated relations at all levels.

  22. Mutual support and cooperation also need to respond better to peace and security challenges in Africa by strengthening the AU capacity in peace operations. With the devastation afflicting the lives of civilians today, it is obvious that the issues of accountability and the protection of civilians and children in armed conflict also raise paramount concerns. Ending impunity and promoting justice and reconciliation remain among the core objectives, and the United Nations and the AU need to develop a policy framework on transitional justice, especially on the issue of impunity and its relationship with peace, justice, reconciliation and healing. Modernizing the police force and enhancing security-sector reform draw the attention of both Organizations.

I would like to join previous speakers in offering our profound condolences for those who lost their innocent lives in the tragic terrorist attack in Peshawar, Pakistan, which only makes us more resolute to fight terrorism. 1 thank the presidency of Chad for convening this important debate on cooperation between the United Nations and regional and subregional organizations, in particular on the United Nations-African Union (AU) partnership. Both the United Nations Security Council and the African Union Peace and Security Council have a legitimate interest and genuine desire to build on the various peace and security coordination mechanisms established jointly by the United Nations and the African Union since 2006. Considerable progress has resulted from that deep relationship, including joint consultative mechanisms.

In addition, my country also participates in an Individual Partnership Action Plan with NATO, thus expanding its collaboration with the Euro-Atlantic Partnership Council. At the national level, last year we adopted the State Programme for Countering Religious Extremism and Terrorism in the Republic of Kazakhstan for the 2013-2017 period, allocating $600 million for its implementation. The main goal of that effort is to ensure the safety ofpeople, the State and society at large through improved measures to minimize and eliminate the consequences of that double scourge.   26. We are engaged in the Joint Plan of Action for the Implementation of the United Nations Global Counter- Terrorism Strategy in Central Asia. The Plan was elaborated by several partners: the countries of the region, the task force to implement counter-terrorism arrangements, the European Union and the United Nations Regional Centre for Preventive Diplomacy for Central Asia, based in Ashgabat. Kazakhstan also organized a consultative meeting with regional organizations in June 2012 in Almaty to execute the Strategy in Central Asia. As the 2010 Chair of the Organization for Security and Cooperation in Europe, Kazakhstan hosted a conference on the prevention of terrorism, which adopted the Astana declaration, confirming the commitment of OSCE participating States and partner countries to combating terrorism.

Over the last decade, my country has witnessed increased and complex flows of asylum seekers, refugees, migrants and victims of trafficking, which also pose a considerable risk to the Governments of the region. Kazakhstan is both a transit and destination country and works closely with the relevant United Nations agencies, including the Office of the United Nations High Commissioner for Refugees (UNHCR). We have adopted a law on refugees based on the Convention relating to the Status of Refugees and its 1967 Protocol.   32. The Council should focus on its women and peace and security mandates during at least one of the periodic field visits in the coming years. Commissions ofinquiry related to various war-torn zones and UN-Women must provide regular briefings to the Council. My country, Kazakhstan, is increasingly engaged in peacekeeping - starting in 2003 in Iraq and Nepal and currently in Western Sahara - with further deployments planned to other missions in the future. The protection, special treatment and care of women and girls, together with women's empowerment and gender-sensitive approaches, are always given due attention and encouraged by Kazakh peacekeepers.

The implementation of resolution 1325 (2000) stipulates gender-specific provisions in all mission mandates, placing gender experts in the substantive sections of United Nations peace operations, deploying women protection advisers to monitor and report on sexual violence and providing training accordingly. International commissions of inquiry currently and routinely include gender crime investigators. Women must therefore be engaged at every stage to reassert the rule of law and rebuild society through transitional justice. The Security Council must consider the full range of violations of women's rights during conflict, and peacekeeping mandates should support national prosecution for serious international crimes against women.

  34. Mechanisms and structures must be provided in every peacekeeping operation so that women can serve as equal partners in field missions and in all United Nations mediation support teams. The minimum of 15 per cent set by the Secretary-General's seven-point action plan on gender- responsive peacebuilding is a target that we must strive for. We note that more women are being appointed as heads of missions, including as force commanders, special envoys and chiefs of police contingents. More than 90 per cent of the mandates calling for police components in peacekeeping operations address women's security.

  35. Women often tend to be marginalized and alienated from those processes, and therefore must be involved in shaping their own destinies. That is especially the case when it comes to the provision of basic survival needs, medical care, primary and secondary education and opportunities for economic self-reliance. Therefore, the elimination of gender-based discrimination, violence and impunity remains critical to promote the economic and social empowerment of women. We welcome its becoming a focus in many recently established comprehensive and multidimensional peacekeeping and hybrid operations. At present, at least 3 out of 10 United Nations peace agreements include provisions on women's political participation and protection.

We thank you, Madam President, for convening this meeting on the escalation of conflicts and violations of international law that result in unprecedented massive flows of refugees, stateless persons and internally displaced persons (IDPs), the vast majority of whom are women and children. Their situation is further aggravated by meaningless death, the outbreak ofdiseases, food, water and energy crises, poverty and heightened vulnerability due to the breakdown of entire societies. Hence, in accordance with the landmark resolution 1325 (2000), and resolutions that have followed, the role for women in conflict prevention, resolution and recovery is an important consideration for rehabilitation and recovery processes, ultimately leading to reconstruction and development.

  37. At the same time, many of the countries that have little or no power in the Council see the General Assembly as their only avenue for influencing the United Nations. What is most needed is not just reforms but changed attitudes. The national interests of Member States must be balanced with greater objectivity and global perspectives. We believe that the Council would also benefit through greater dialogue with the United Nations system, regional organizations and specialized security entities, institutions and civil society, which play a key role in maintaining peace and security.

  38. Likewise, we propose that an independent advisory body be created to provide inputs to the work of the sanctions committees. Sixthly, there is a widespread preference and desire that the annual report of the Security Council to the General Assembly be more analytical, reflecting complexities and intricacies in decision-making, rather than being a long summary of the year, thus adding to the process of transparency. Finally, the United Nations Charter specifies that the General Assembly and the Security Council are equal bodies. Therefore, greater dialogue and collaboration between the two will enhance both entities, especially the Council, as it gains new perspectives from the Assembly's membership.

Fourthly, incoming non-permanent members must, during the interim period after their election and before they assume membership, be allowed to attend all meetings of the Council and its subsidiary bodies and the informal consultations of the whole, or at least for a period of six weeks immediately preceding their term of membership, and they should be given full support for their new role. Fifthly, regarding sanctions, there is evidence that they are not always applied rigorously by the Security Council or Member States. This must be done with clear mechanisms for monitoring and evaluation. We ask for consideration of the long-term establishment of the office of the Ombudsperson with an extended mandate and full support for her office.

  40. My country supports the notion that the veto should not be used in cases of genocide, crimes against humanity or serious crimes against international humanitarian law. But to make it practical, we have to bridge fundamental differences in defining our perceptions of the aforementioned concepts of genocide, crimes against humanity and serious crimes against international humanitarian law.   41. First, we call for an increase in the number of the Council's open meetings. The degree of openness will always be the central focus for non-Council members. We also call not just for openness but also for transparency and communication with the broader United Nations membership. Secondly, greater collaboration with troop- contributing countries (TCCs) is needed with regard to decisions pertaining to their troops and to the mandates of the peacekeeping missions in which they are deployed. More regular open debates on peacekeeping operations and improvements in the relationship between TCCs and the Council are the best way to increase coordination and understanding.   42. Madam President, I thank you for having organized this open debate on reform of the Security Council working methods. In the light of the number of crises that the world is facing, it is imperative that enhancing the Council's working methods be done with urgency and relevance, taking the right approaches. Each of the areas included in the working methods - transparency and access, efficiency and implementation, the rule of law, the use of the veto, peacekeeping operations, accountability and the Council's relationship with the General Assembly, as well as with regional arrangements and agencies - are interlinked or overlap with one another. They are also closely intertwined with the revitalization of the General Assembly. My delegation would like to draw attention to some salient points in key areas of the working methods.

All parties to the Middle East conflict must fulfil their commitments, as stipulated by the Road Map. We support Egypt's peaceful initiative and welcome the outcomes of the 12 October Cairo talks on the long- term settlement conditions. Kazakhstan expresses its hope that international actions, including those of the Secretary-General, will contribute to the ceasefire and resumption of further peace talks. My delegation reiterates our recognition of the legitimate right of the Palestinian people to self-determination, the creation of an independent State of Palestine within the 1967 borders in peaceful co-existence with Israel and full- fledged membership in the United Nations.

Kazakhstan expresses its deepest condolences and profound sympathy for the senseless deaths among the civilian population of the Gaza Strip, most of which were of women, children and the elderly. We call for the immediate lifting of the Israeli blockade on Gaza. We are also concerned about the continuing settlement process on Palestinian territory. It is clearly evident that the persistence of the Israeli- Palestinian conflict continues to threaten regional and international peace and security, and its negative implications are not confined to just that region, but are felt well beyond, across the globe. The ultimate goal of the efforts of all parties involved should be the restoration and promotion of the peace processes in all directions.

Kazakhstan strongly condemns the attacks by the so-called Islamic State in Iraq and the Levant (ISIL) and associated armed groups in the Middle East, which pose a major threat to the region and beyond, including our part of the world, and Central Asia in particular. They must be held accountable for their violations and atrocities and brought to justice by the international community. We stress that terrorism can be defeated only by a sustained and comprehensive approach involving the active participation and cooperation of all States and international and regional organizations, to impede, impair, isolate and incapacitate the terrorist threat. My delegation has already expressed to the Council Kazakhstan's concern about the developments in the Gaza Strip.

  47. As this is my first statement in the Council for this month, please accept my congratulations - to Argentina and you personally, Madam - on your assumption of the presidency. I thank you for convening this open debate on the very important topic of the situation in the Middle East. I also thank the Secretary-General for his briefing and for his tireless efforts to promote peace in the Middle East. Along with the entire international community, we are alarmed that terrorist groups are creating quasi- State entities to fight against legitimate Governments and sow enmity and hatred.

  48. My country stands united with the international community in strengthening the work of the United Nations and the Security Council. It supports Member States in constructively transforming conflict into peace, security, development, the protection of human rights and the promotion of the rule of law. One form of such efforts for conflict prevention could be the promotion of tolerance, non-discrimination and understanding among the various ethnic and religious groups and the development of dialogue among cultures and civilizations. We believe that international entities and initiatives such as the United Nations Alliance of Civilizations, the Congress of Leaders of World and Traditional Religions and the International Decade for the Rapprochement of Cultures 2013-2022 should play a role in strengthening conflict prevention and resolution.

  49. Our approaches must also be fundamentally directed at the protection of civilians - women and children, as well as humanitarian workers, who are increasingly becoming targets. At the same time, we must respect the right of Governments to resolve their own internal crises. The international community must address the problems of inadequate financing, insufficient troops, the lack of adequate civilian personnel and capacity- building to handle the multiple and complex mandates of peacekeeping operations. Conflict prevention also implies measures after a ceasefire, when peace and stability are bring brokered as an ongoing process. Kazakhstan pursues a pragmatic and independent foreign policy on the basis of balancing interests and the protection of national interests.

  50. The proposal seeks a more robust political presence of the United Nations in the vast territory of the Eurasian region. Besides United Nations regional organizations, we must also mobilize the African Union, the European Union, the Organization for Security and Cooperation in Europe, the League of Arab States and other regional entities in order to support fragile States in resolving their long-standing problems. Kazakhstan initiated the Conference on Interaction and Confidence-building Measures in Asia (CICA), which is a platform for cooperation and dialogue in Asia that works actively in the region. In order to increase its effectiveness and to further institutionalize it, Kazakhstan proposed transforming CICA into the organization for security and development in Asia.
