“Kazakhstan, as the 2010 Chair of the Organization for Security and Cooperation in Europe (OSCE), hosted the organization's first conference on the prevention of terrorism. The Astana Commemorative Declaration was adopted at that conference, confirming the commitment of participating OSCE States and partner countries to combatting terrorism. Those activities continue even today within the framework of Kazakhstan-European Union cooperation. We listened very carefully to the statement of the Observer for the European Union. In addition, my country also cooperates on counterterrorism matters with the North Atlantic Treaty Organization within the framework of the individual partnership action plan, thus expanding collaboration with the Euro-Atlantic Partnership Council.”

“We have hosted two meetings in Almaty on this regional plan, as well as two training workshops of the Committee established pursuant to resolution 1540 (2004) and the South and Central Asia Regional Conference on Countering Violent Extremism in Astana. We believe that all of these symbolize our sincere contribution to the united fight against the scourge of terrorism. To order to ensure peace and security in the entire Asian region, here at United Nations Headquarters in 1992 Kazakhstan initiated the Conference on Interaction and Confidence-building Measures in Asia, a forum for collaboration on how to counter new terrorist threats and challenges. It has become a unique pan-continental security forum.”

“We also call on all Member States to work together on the Secretary-General's Plan of Action to Prevent Violent Extremism. We congratulate the organizers who are present for the very successful meeting held recently in Geneva. Kazakhstan has also acceded to anumber of regional and global instruments on countering violent extremism, and the illicit trafficking of arms, ammunition and explosives. Currently, we are engaged in the Joint Plan of Action for the Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia. “The document features a critical take on the issues of war and peace. The President has proposed to establish, under the auspices of the United Nations, a global coalition of States for peace, stability, trust and security. Its common task for the next decade is "to end wars and conflicts in Afghanistan, Iraq, Yemen, Libya, and Syria, in eastern Ukraine, and the Palestinian-Israeli confrontation". In September, my President also suggested establishing, under the auspices of the United Nations, a unified global network comprised of various entities to counter terrorism in order to defeat this scourge and bring perpetrators - and their supporters - to justice (see A/70/PV.13).”

“The ever- increasing violence there has led to an escalation in the number of civilian victims, mainly women and children, as has resulted in the forced migration of people to Europe at an unprecedented rate. That uncontrollable exodus, together with the destruction of cities, sites and historic monuments is of great concern to all of us in the United Nations community. “No two conflict situations are the same, as each one is tied to multiple different domestic and international actors with varied agendas. Hence, the peacebuilding architecture requires multisectoral and interdisciplinary strategies aimed at national and local ownership, capacity-building, inclusive institution-building, mutual accountability and risk management, as well as at building resilience. That involves the intersection of security and development, with distinct pillars, including reforms in public safety, the rule oflaw, good governance, justice, human rights, reconciliation and ending impunity. “Therefore, the Security Council must work closely with the Peacebuilding Commission to ensure the proper financing and use ofthe resources of the Peacebuilding Fund and field support offices. Thirdly, it is critical that the United Nations system achieve greater internal coherence among its agencies and country teams on the ground, as well as with host countries and regional structures and organizations. “My delegation supports the recommendations contained in the report (see S/2015/490) of the Advisory Group of Experts on the Review of the Peacebuilding Architecture aimed at the full realization of the peacebuilding architecture's functions, resources and modes of engagement, as well as its links with the United Nations system. First, peacebuilding needs to be associated primarily with the post-conflict phase, but it must also be integrated from the very start in all United Nations efforts involving conflict-prevention and -resolution mechanisms. Secondly, the original design and interventions should be more comprehensive and long-term so as to suit contemporary and future environments, as well as be able to adapt to the changing nature of conflicts.”

“While sanctions play a role in preventing conflicts and preserving peace, they should only be imposed by the Security Council with proper assessment of their impact and should not be imposed unilaterally. The national interests of Member States must be balanced with greater objectivity and global perspectives. According to the Charter, the General Assembly and the Security Council are paramount bodies of equal standing. That original intent needs to be restored by the Security Council, while allowing greater importance for the General Assembly and learning from the collective wisdom of Member States. We therefore encourage closer collaboration among the Presidents of the Security Council, the General Assembly and the Economic and Social Council, so as to create a new global development strategy for peace.”

“The protection of civilians has always been a priority for my country, which has supported Governments in our region and beyond with assistance aimed at conflict prevention and resolution and humanitarian assistance, thus making a significant contribution to regional peace and security. My delegation is currently active in the gender entity of the Organization for Security and Cooperation in Europe, and encourages countries to implement resolution 1325 (2000) in particular. “The principles of sovereignty, the settlement of disputes by peaceful means, refraining from the threat or use of force against the territorial integrity or political independence of any State and non-interference in the domestic affairs of other States, as enshrined in the Charter, are all fundamental and should be respected by all States Members of the United Nations. “1 would like to thank the Spanish presidency for convening today's open debate on reforming the working methods of the Security Council, for which my delegation would like to make the following proposals. First, an analysis ofcurrent conflicts and geopolitical tensions demands that we not only conduct a review but institute an immediate, appropriate, strategic and transparent implementation of the necessary reforms. Second, the Security Council should accord the Assembly greater importance and be ready to learn from its Member States' collective wisdom. That can be achieved through closer cooperation on the part of the Council with the Presidents of the Assembly and the Economic and Social Council.”

“Another initiative would involve the earmarking of 1 per cent of the military or defence budgets of Member States for the purposes of achieving the Sustainable Development Goals, including the very theme that we are discussing this morning. Our national Kazakhstan 2050 Strategy, announced in December 2012, provides for the full participation of women in every aspect of national life. In our national legislation, key instruments support women and peace and security with the aim of maintaining gender equality and ensuring freedom from gender-based violence. Kazakhstan believes it is vitally important for the Security Council to remain committed to making the protection of women and girls a high priority. My country pledges to be a strong voice on their behalf.”

“Resolution 1325 (2000) can serve as a compass for Member States in peacetime, too. My country sees a close nexus between peace and development. As the President of Kazakhstan, Mr. Nursultan Nazarbayev, emphasized in his address in the general debate at the General Assembly at its seventieth session (see A/70/PV.13): "Humankind needs to move from a focus on routine conflict prevention and post-conflict rehabilitation to a new development strategy that would make such conflicts senseless." (A/70/PV13) He proposed that the United Nations formulate a global development strategy 2045 as a vision for the United Nations centenary. He also proposed that the global focus on international law and on joint counter- terrorism activities be strengthened to ensure better protection for civilians, including women and girls.”

“In that regard, Kazakh peacekeepers receive intensive training on the issue of women and peace and security. My country currently chairs the Organization for Security and Cooperation in Europe (OSCE) Gender Unit and is in the process of developing a national action plan based on resolution 1325 (2000). As Chair of the Conference on Interaction and Confidence-building Measures in Asia and of the OSCE, and as former Chair ofthe Organization ofIslamic Cooperation from 2011 to 2012 and of the Collective Security Treaty Organization from 2010 to 2012, we supported Governments in the region and beyond in the areas of conflict prevention and resolution, disarmament, demobilization and reintegration, recovery processes, and humanitarian assistance, in which women were fully engaged as equal partners, not victims.”

“Secondly, all comprehensive, multidimensional and hybrid peacekeeping operations should have a strong women and peace and security mandate, with gender specialists to provide capacity-building in the military, police and civilian sectors, as well as in units that focus on the rule of law, transitional justice and human rights. Peacekeeping operations must strive for gender mainstreaming, just as at Headquarters. My delegation fully endorses the Secretary-General's zero-tolerance policy, which must be strictly enforced without any impunity. Member States should support that initiative with expertise and funding, so that the impact of resolution 1325 (2000) can be durable and wide-reaching, especially in fragile and insecure societies.”

“First, the women and peace and security agenda requires still closer coordination among the appropriate Special Representatives of the Secretary-General who deal with violence and the United Nations system and agencies, notably the Department of Political Affairs, the Department of Peacekeeping Operations and its operations on the ground, and the Office for the Coordination of Humanitarian Affairs, with UN-Women serving as the lead agency. Member States and troop- contributing countries should provide predeployment gender-sensitivity training, and regional organizations, civil society and other stakeholders should also be integral to the collective effort.”

“I thank the presidency of Spain and previous speakers for focusing attention on ways to strengthen the landmark resolution 1325 (2000), following its 15-year review and as we work towards the 2030 Agenda for Sustainable Development. “My country was instrumental in fostering human rights protection while chairing and serving as the coordinating country of the Organization of Islamic Cooperation (OIC), the Organization for Security and Cooperation in Europe and other regional entities. Those initiatives resulted in a number of successful events under our leadership, such as the establishment of the OIC Independent Permanent Human Rights Commission and the convening of the first CICA High- level Seminar on Sustainable Democratic Development. Finally, given the far-reaching implications and effects of enhanced regional-global partnerships, Kazakhstan remains committed to achieving greater coherence, complementary synergy and dynamism between the United Nations and regional organizations.”

“We also signed a cooperation agreement with the Parliamentary Assembly of the Council of Europe. Kazakhstan is committed to the implementation of the transformative post-2015 development agenda and has proposed, therefore, that the new United Nations regional hub, which my Government offers, should promote sustainable development, humanitarian assistance, disaster-risk reduction and building resilience. That is particularly crucial in the light of the withdrawal of the International Security Assistance Force from Afghanistan and the growing disturbances witnessed within the region. Kazakhstan has also been a pioneer in creating the Islamic Organization for Food Security, with its headquarters now established in Astana, our capital.”
