  1. My country is also one of the founders and the major initiator of the Shanghai Corporation Organization's (SCO) regional counter-terrorism structure, which includes six member States. In addition, the United Nations Counter-Terrorism Implementation Task Force - assisted by CICA, the SCO and others - adopted in 2011 ajoint plan of action for the implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia. That plan became the first model document, setting an example for implementing similar United Nations strategies in other regions of the world. To date, Kazakhstan is a member, observer or partner of 15 regional organizations in various regions of the world, and my country is proud to hold observer status in two continental associations, namely, the African Union and the Organization of American States.

To ensure security in the entire Asian region, in 1992 Kazakhstan initiated the Conference on Interaction and Confidence Building Measures in Asia (CICA), a unique security forum pan-continental in nature, to implement confidence-building measures and forge political dialogue and interaction to promote peace and stability in Asia. Today, CICA, which extends from Cairo to Seoul, unifies 26 countries from all the subregions of the continent, including Western, Northern, Central, Southern, Southeastern and Eastern Asia. Kazakhstan, as one of the founding members, hosts the Central Asian Regional Information and Coordination Centre on narcotic drugs, a body that exemplifies the region's cooperation with United Nations Office on Drugs and Crime.

  3. Likewise, the United Nations and regional organizations can work towards more effective implementation of Security Council sanctions and resolutions. To achieve effective collaboration, my delegation proposes expanding organizational dialogue and strengthening representation in the respective capitals. Equally critical are more distinct mandates for coordination and improved arrangements, joint planning, fact-finding and analysis, joint assessment missions, mutual organizational learning and harmonization of administrative borders, among others. But let us be aware of other regions too. Central Asia is an example. Although it is a bridge between the East and West, it also has its geographic disadvantages.

  4. The experience of economic integration in the different parts of the world is of high interest for my country, as the founding member of the newly created Eurasian Economic Union. The benefits of United Nations cooperation with the vast range of regional structures are well known. However, the crux of that cooperation lies in enhancing our mutual understanding of the root causes of local disputes and other security challenges and drawing on the insights of regional structures for their prevention and peaceful settlement. We have to seek ways of improving our early-warning system, effective prevention, peacemaking, peacekeeping, peacebuilding and, most of all, recovery in the post- 2015 developmental phase.

  5. Hybrid and support missions, co-deployment and transitions all require their specific approaches in tandem with ensuring safety and security for all peacekeepers. The engagement of a larger number of African countries - through troop and financial contributions, following the principle of "non-indifference" - is a commendable trend that must be supported. We would like to commend in that regard the activities of African subregional entities, including the Southern African Development Community, the Economic Community of West African States and the Intergovernmental Authority on Development, among others. We believe that such subregional organizations complement the role of the African Union.

Today, as 80 per cent of all Blue Helmets are deployed in Africa, the collaboration among the United Nations, the African Union and the European Union is particularly important, especially between the Security Council and the Peace and Security Council of the African Union. All three are working on building on security cooperation mechanisms established since 2006, while developing more multidimensional and solid relationships than in the past. Kazakhstan encourages this positive progress towards greater common ground among the three entities through capacity-building for the AU in administrative, logistics and financial dimensions, and a greater convergence of political agendas.

We thank the Nigerian presidency for convening this important open debate today, especially in the light of the highly tense political situations and armed conflicts in certain regions of the world. We also commend the Secretary- General for addressing these important debates and for his leadership in fostering dialogue with regional and subregional organizations. The past years have been marred by such alarming transnational and global security challenges as terrorism and radical extremism, the presence of foreign fighters, transnational organized crime, human trafficking, illicit drug trafficking, illegal migration and other serious threats. No country can fight those alone, nor can the United Nations do so by itself. Hence the call for closer cooperation with regional and subregional organizations.

A key example I can cite is that Kazakhstan hosted, in Almaty, two rounds of talks between Iran and the international mediators during the interim phase, in 2013, which helped to carry forward the draft Joint Comprehensive Plan of Action regarding Iran's nuclear programme. We therefore welcome the recently concluded agreement and Joint Comprehensive Plan of Action. Kazakhstan has made a further contribution for peace and stability through non-proliferation. I am pleased to say that my country has reached an agreement with the International Atomic Energy Agency (IAEA) on hosting the IAEA Low Enriched Uranium Bank on its territory, as a guarantee mechanism to meet the fuel supply needs of States members of the Agency.

  10. The final declaration of the Congress calls on world leaders to end the abyss of distrust and restore peace and harmony. My country is willing to share its experience in maintaining harmony among more than 100 different ethnic groups and almost 20 religious confessions in its territory, including the work of the Assembly of the People of Kazakhstan, which was created 20 years ago to promote peace and stability in the country through maintaining inter-ethnic and interreligious accord. As seen in our efforts with the Alliance and the Congress, Kazakhstan is known to be a bridge-builder, bringing about durable rapprochement among various groups and helping to further peace processes.

The Conference on Interaction and Confidence-Building Measures in Asia, established at the initiative of Kazakhstan's President more than two decades ago and uniting 26 States from Asia and the Middle East, represents that kind of dialogue opportunity to bridge political gaps among nations of the region. Kazakhstan supports the efforts of the Secretary-General, the President of the General Assembly and the High Representative for the Alliance of Civilizations in promoting the ideals and values of tolerance, mutual understanding and respect for long- lasting security and stability. Last month, Kazakhstan convened the fifth Congress of Leaders of World and Traditional Religions to promote peace based on spiritual values, with the Secretary-General in attendance.

  12. We believe that regional and international players must create conditions for solving the Syrian crisis, but a peaceful solution to the conflict can be found only by the Syrians themselves. They need to come to a peaceful solution. The aim of global players should be to create conditions for solving the Syrian crisis, without any external pressure or interference. That is the basis of our approach. We have no hidden agenda and our position is clearly neutral, with the sole interest of creating durable, long-term peace in Syria. We are confident that all political peaceful means, including various regional dialogue platforms, should be used to achieve long-awaited peace and non-violence.

  13. The Regional Conference was a follow-up to the summit on the issue held in Washington, DC, in February. We need to find inclusive political solutions through the Security Council, the good offices of the Secretary-General and dialogue that includes system- wide coherence in the United Nations, with civil society as the watchdogs. Likewise, attention should be given towards combating transnational crime and the illegal trafficking of weapons, arms and narcotics, trafficking of human beings and violence against civilian populations. My country also expresses concern for the humanitarian crises in Syria and Yemen, with the increasing flow of refugees and displaced persons. We call for the mobilization of emergency relief efforts, and we see peaceful means as the only way to resolve the conflict in the Middle East.

Most of all, social media 4 a powerful weapon in the hands of terrorist groups to spread religious extremism and separatism and recruit volunteers 4 instead of being indiscriminately exploited, should be utilized to encourage the youth to become agents of peace and harmony. Last month, Astana hosted the Central and South Asia Regional Conference on Countering Violent Extremism to develop new strategies, specific programmes and initiatives to be considered at a similar summit to be held on the margins of the general debate of the forthcoming session of the General Assembly.

We see the two-State solution as the only viable option for a durable peace, and therefore call on Israeli and Palestinian leaders to demonstrate political responsibility and goodwill to reach a historic peace agreement that would meet the legitimate aspirations of their peoples. We need to respond urgently and boldly to combat ongoing attempts to create quasi-State entities opposing and fighting legitimate Governments, in order to avert atrocities in local populations. Kazakhstan co-sponsored resolution 2178 (2014), on foreign terrorist fighters, as we are committed to combatting terrorism through a comprehensive approach that involves all Member States and regional organizations in accordance with the Charter of the United Nations and international law.

I thank New Zealand for convening today's open debate, which draws the attention of the international community to the alarming situation in the Middle East, including in Palestine and its occupied territories. We thank Mr. Mladenov for his briefing. There are several concerns on which my delegation would like to focus. First of all, my delegation is concerned about the Palestinian situation, and calls for urgent action to mitigate the suffering of the local population. The settlement process in the occupied territories aggravates the conflict. Kazakhstan recognizes the legitimate right of the Palestinian people to self-determination, to the creation of an independent State of Palestine peacefully co-existing with Israel within the 1967 borders, and to full-fledged membership in the United Nations.

  17. My country and its neighbours have enacted strict national legislation on exports control and the manufacture, supply and transfer of small arms and light weapons. Our Government has been increasingly successful in uncovering crimes, as a result of which thousands of small arms have been taken out of illegal circulation.   20. The recent proposal to host in Almaty the new United Nations regional hub would promote sustainable development, humanitarian assistance, disaster-risk reduction and building resilience. The hub would oversee the successful implementation of arms embargoes and regional small arms-related instruments, while strictly adhering to United Nations sanctions, arms embargoes and other measures. That cross-national effort demands well-coordinated United Nations system-wide coherence, in close collaboration with international and regional organizations, together with academia, the media and civil society. Furthermore, close collaboration between the work of the Security Council and the Programme of Action on Small Arms and Light Weapons at the international, regional and national levels is of vital importance.

  21. My country stands for conflict prevention, post- conflict recovery, reconstruction and development for war-torn countries in the transformative post-2015 phase. The protection of civilians is also of the utmost significance. Kazakhstan is also committed to the stability of Afghanistan, our neighbouring country, following the withdrawal of the International Security Assistance Force after 14 years. With a View to preventing the smuggling of arms and narcotic drugs, we pioneered the establishment of the Islamic Organization for Food Security within the Organization of Islamic Cooperation (OIC) and established the headquarters of that body in our capital city of Astana.

We are ready to share best practices with countries of the African continent in implementing the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects. It is only through effective vigilance with regard to these small but deadly weapons that we can reduce human insecurity and provide for humanitarian access and the safety of humanitarian personnel. The havoc caused by the misuse of small arms and light weapons destroys the social fabric of communities and creates flows of refugees and internally displaced persons, thereby pushing families into poverty and increasing the risk of disease and shortages of food and water.

We have developed a counter-narrative approach in the Government's numerous activities designed to dissuade young people from using Violence to serve extremist causes and to work for peace instead. Being a multi-ethnic and multi-religious nation, Kazakhstan enjoys peace and stability, since it has always worked to make tolerance and respect its guiding principles. What is perhaps most important in this ideological struggle is addressing the emotional and spiritual needs of young people who feel defeated and angry. In Kazakhstan we are trying to provide educational and peace programmes that give young people the opportunity to interact with genuine religious leaders who treat them with respect, addressing their needs through round tables, dialogues and seminars.

Kazakhstan has launched a key national programme on countering religious extremism and terrorism for the period 2013 to 2017, allocating some $600 million for preventive measures, including among our youth population. Our goal is to defeat the intangible causes that create a fertile environment for the growth of extremism and to foster young people's sound physical, psychological, cultural and spiritual development. We want to utilize mass media to help to transform young people's attitudes in the interests of fostering harmony. My country's youth congress today comprises active movements and organizations that are shaping policy directives on young people.

  27. Such measures must be put into practice at the national level, and in that context I would like to mention some initiatives that have been developed in my country. Kazakhstan has adopted a State programme that we call a Road Map to Employment, which enables young people across the country to obtain free education and vocational training while focusing on intensive job creation and fostering entrepreneurship and microcredit. We have also made provisions for health care, including mental health, social facilities and housing for young people, aimed at ensuring social stability. Such services are part of our new economic policy, Nurly Zhol, or Path for the Future. We believe that investing in people- and youth- centred development is crucially important if we are to win an ideological war.

Kazakhstan regularly convenes the Congress of the Leaders of World and Traditional Religions, at which leaders of Islam, Christianity, Judaism, Buddhism, Hinduism, Taoism and many other faiths seek together ways to promote peace based on spiritual values. Kazakhstan is very much alarmed with the overall situation in the Middle East, including in Palestine and its occupied territories. Well-coordinated international efforts are needed to stop the senseless bloodshed and to find an inclusive political solution. Developments in Palestine, such as the continuing settlement process in the occupied territories, do not allow one to speak of any improvement or mitigation of the situation, which continues to threaten regional and international peace and security. Kazakhstan recognizes the legitimate right of the Palestinian people to self-determination, the creation of an independent State of Palestine peacefully coexisting with Israel within the 1967 borders, and the achievement of full-fledged membership in the United Nations.

  35. We need to widely use wisdom and the experience of religious and spiritual leaders to promote mutual respect and harmony in all regions, including in the Middle East. They support and complement political efforts to prevent hatred, intolerance and inhuman crimes. In addition, sound foundations can only be laid by teaching the values of human dignity and freedom at all levels of education. To avail itself of the potential and authority of spiritual leaders, Kazakhstan every three years convenes the Congress of the Leaders of World and Traditional Religions as a dialogue platform to promote mutual respect, tolerance and non-discrimination. In June 2015, we will host the fifth Congress devoted to the dialogue of religious and political leaders for peace and development. Secretary-General Ban Ki-moon is invited to the forum.

We join other delegations in calling for greater protection measures for minorities, especially for women and girls, bringing perpetrators to justice and ending all impunity with a greater use of the International Criminal Court. Every effort has to be made to return expelled groups to their homelands with the help of military security, mobilize necessary humanitarian assistance and use every means to limit the activities of terrorist groups, such as seizing their assets, inter alia. The existing resolutions of the Security Council must be followed up with stronger political will. Likewise, United Nations peacekeeping operations must now incorporate experts on religious matters in these specific regions so as to foster interfaith dialogue on the ground.

  37. We also express our deep concern about the widespread systematic violation of human rights and the destruction of unique cultural heritage, including sacred shrines, and other abuses. Kazakhstan believes that the determined and concerted efforts of all Member States and other relevant stakeholders, together with the United Nations taking a leading role, are the only way to combat Violent extremism. What is required is a long- term, comprehensive approach involving the entire international community, built on greater regional and global cooperation in accordance with the United Nations Charter and international law. My delegation endorses the proposal of the Secretary-General for setting up an international panel of experts and that of the French presidency for convening a global conference as a follow-up of today's debate.

We offer our special thanks to the French Presidency for convening today's meeting, as we all need to urgently address the issue of victims of attacks and abuses on religious and ethnic minorities in the Middle East. We are alarmed that extremist and terrorist groups are creating quasi-State entities to fight against legitimate Governments, sowing enmity and hatred and perpetrating extrajudicial killings, torture, rape, abductions and forcible displacement. My delegation also condemns sexual slavery, forced conversions, the conscription of children and other forms of discrimination and persecution perpetrated against vulnerable groups, in particular women and children.

If preventing succeeding generations from the scourge of war was the main motivation for creating the United Nations, then Kazakhstan had the moral courage to close down in 1991 its nuclear-weapon test site in Semipalatinsk, the second largest in the world, and renounced its nuclear arsenal, the fourth largest in the world. Along with other countries in our region, the Central Asian nuclear-weapon-free zone was established as a means of regional and global security. My country is presently working with stakeholders on a universal declaration for the achievement of a nuclear- weapon-free world to make our world safer. To conclude, Kazakhstan remains steadfast in its pledge to be part of the multilateral action to uphold the highest principles of the Charter of the United Nations.

The comprehensive and hybrid nature of peacekeeping operations today call for greater global solidarity to meet unprecedented challenges and must be in consultation with the troop-contributing and host countries. Force must be used only as a last resort when all attempts at diplomacy and negotiation have failed and must be so done if authorized by the Council. We also abide by the basic directives of human dignity and fundamental human rights of both men and women. The protection of civilians, especially women and children, is an imperative, with a halt to all forms of gender violence and impunity.

The tasks before us can be effectively achieved if all the principal organs of the United Nations - the General Assembly, the Security Council, the Economic and Social Council, the International Court of Justice and the Secretariat - work in close cooperation with the specialized agencies and regional organizations. The good offices of the Secretary-General and his Special Envoys, as listed in the Charter, should also be availed of to the fullest. The Charter gives the Security Council primary responsibility for the maintenance of international peace and security. In fulfilling this mandate it must adopt judiciously a range of measures, including the establishment of United Nations peacekeeping operations.

We have learned from our experience that all countries, large and small, need protection and should have their voices heard in the Security Council and other United Nations bodies on international policies of peace and security, as well as sustainable development. That is because of the close nexus between the two, acknowledging that without peace there can be no development and vice versa. As for the component of development, global cooperation and partnerships with an outreach to support Africa, the land-locked developing countries, least developed countries and small island developing States (SIDS) in areas ofnuclear, food, energy and water security - and especially climate change mitigation for SIDS - will promote social progress and better standards of life in larger basic freedom for all.

Kazakhstan sees the Charter, the conventions and the legal instruments as a guideline for its work at the United Nations for maintaining peace and security, sustainable development and humanitarian action. We share with others the deep conviction that the fundamental principles of the Charter emphasizing the sovereign equality of States, the rule of law in international relations, non-interference in internal affairs and respect for the sovereignty and territorial integrity of States, together with the peaceful settlement of disputes, are more relevant than ever. Our commitment to multilateral diplomacy, mutual trust, confidence-building and international fairness and justice must therefore be unfailing with an honest, impartial and balanced brokerage. Kazakhstan has endeavoured over 23 years to develop friendly relations with all States.

  44. I thank the Chinese presidency for convening this meeting, which makes us reaffirm our commitment to the Charter of the United Nations. This year, we usher in the seventieth anniversary of the United Nations and the transformational post-2015 phase. We realize the absolute unparalleled importance of the United Nations as the only universal Organization in the world that can address pressing issues of regional and global security and provide concerted momentum for sustainable development. Being a responsible, supportive and highly engaged State Member of the United Nations has been one of the highest priorities of my country's foreign policy.

  45. Key international instruments related to women and peace and security are also reflected in our national legislation relating to gender equality and freedom from gender-based violence. Kazakhstan, which is bidding for a non-permanent seat on the Security Council for the 2017-2018 term, has assigned high priority to its commitment to protecting women and girls, and pledges to be a strong voice on their behalf.

My country, Kazakhstan, accords the utmost importance to the security of women and girls during conflicts and in post-conflict phases, as is evident in its engagement in the United Nations peacekeeping operations in Western Sahara and Cote d'Ivoire. Likewise, civilian protection has been a priority for my country. We have supported Governments in the region and beyond with humanitarian assistance, and we have and contributed significantly to regional peace and security. My country is among the 27 member States of the Organization for Security and Cooperation in Europe to have developed a national action plan on women and peace and security, which focuses on early warning and actions, dialogue, facilitation, mediation support and post-conflict resolution.

We envisage the following steps, among others: the recruitment of more women from civilian, military and police ranks in peacekeeping operations, including through increased engagement on the part oftroop- and police-contributing countries; the further training of Department of Peacekeeping Operations gender teams; regular reviews of the policies that serve to guide and assist field missions aimed at better implementing resolution 1325 (2000) and subsequent resolutions; the broader representation of women from the outset and throughout all stages of the peace process; the conclusion of peace agreements that are be compatible with international standards and instruments with regard to women's rights; support to women, including victims, and the training of women aimed at promoting their participation in political and social life in their countries, including in electoral processes, both as candidates and voters; and special attention to women in conflict zones affected by climate change.

The make-up of peacekeeping operations, with political, military, human rights and humanitarian components and a gender focal point within a single United Nations mission, has recently demonstrated significant results. Given the widespread gender inequality in post-conflict countries, gender units in peacekeeping missions will require additional personnel, more funds and technical assistance to accomplish their tasks. In addition, the gender unit must lobby for a gender-sensitive outlook and public awareness among country leaders at all levels and at all phases of a conflict, and facilitate greater contacts for women with Government officials.

  49. I commend the presidency of Chile for convening this open debate on an issue that needs special attention and requires immediate measures on the part of the international community. I would also like to take this opportunity to congratulate Chile for its very active and successful presidency of the Security Council. We also thank the briefers for sharing their insights on the issue before us, in particular the representative of the NGO Working Group on Women, Peace and Security. The need to uphold the rights of women and girls should be clearly specified in the mandates and operations of United Nations peacekeepers and country teams, host Governments, regional organizations and all other stakeholders, with the rules and responsibilities explicitly demarcated and effectively coordinated, including in cases requiring the use of force.

  50. Our country is now proposing to host the United Nations regional hub in Almaty, with a focus on sustainable development, humanitarian assistance and building resilience. We believe that a strong and stable Central Asian region contributes to global peace. Valuing the importance of inclusive development, Kazakhstan's campaign for a non-permanent seat on the Security Council is focused on human security through reaching nuclear security and food, water and energy security. My country will remain fully supportive of the activities of the Security Council and the international community in seeking solutions for global peace and security in the context of inclusive development.
