“We established a comprehensive centre in the Kingdom to provide protection and support for foreign workers in the country by providing them with advisory and legal directives. We have continued to cooperate with our partners to combat terrorism and prevent its funding by freezing the assets of persons and terrorist entities included on our national lists and those of the Security Council. We have taken the measures necessary to prevent terrorists and their supporters from having access to the international financial system. We are also committed, through the Financial Action Task Force, to combat money laundering and financing terrorism. “Twenty years ago, we acceded to the United Nations Convention against Transnational Organized Crime and its two Protocols, specifically on the smuggling of migrants Protocol and on preventing, suppressing and punishing trafficking in persons, especially women and children, along with other relevant regional and international conventions. The Kingdom of Bahrain is proud of its pioneering achievements in the Middle East and has been classified by a report issued by the United States Department of State for the sixth year in a row as one of the leading States in combating the trafficking in persons. That was a culmination of the efforts made by the national committee to combat the trafficking in persons in the context of constructive cooperation among legislative, executive and judicial authorities, while also promoting the rule of law.”

“We also commend the efforts of the two previous Chairs of the Informal Working Group, namely, the State of Kuwait and Saint Vincent and the Grenadines, leading to the adoption of 13 additional presidential notes that contributed to the development of the Council’s working methods. “The Kingdom of Bahrain, which is eager to implement all measures to ensure the protection of children and to promote their rights, acceded to the Convention on the Rights of the Child in 1991 and ratified it without any reservations on 13 February 1992. The Kingdom of Bahrain has also acceded to the Optional Protocols to the Convention on the Rights of the Child on the involvement of children in armed conflict and on the sale and exploitation of children. Accordingly, we stress the importance of including all States Members of the United Nations in efforts to promote the protection of children and spare them the scourge of conflict worldwide in addition to supporting the rehabilitation and reintegration of affected children.”

“In that regard, we stress the need for all parties to conflict to respect international law and international humanitarian law. They must respect and implement relevant international treaties on children’s rights, including the Convention on the Rights of the Child. All parties to conflict must ensure access to humanitarian assistance for children, their families and their caregivers, and they must provide children with health care, education and protection. We must also investigate any violation of the rights of the child, and we must prevent such violations and hold their perpetrators accountable.”

“Gamba de Potgieter and the progress achieved in implementing the programme of the time bound activities that was adopted in January 2020. Over the past year and until this very day, children have been subjected to gross violations in areas of conflict. The number of children who were subjected to such verified violations actually increased in comparison to 2021, as the Secretary-General stated in his report. The increasing number of conflicts, armed groups and hostile acts reaching new areas have directly led to increased gross violations against children, such as killing, maiming, abduction and recruitment, in addition to other heinous crimes against children, as well as increased attacks against schools, hospitals and infrastructure.”

“Mr. Alrowaiei (Bahrain) (spoke in Arabic): At the outset, I would like to thank the delegation of the United Arab Emirates for its presidency of the Security Council over the past month. I would also like to congratulate the delegation of the friendly United Kingdom for presiding over the work of the Council for the month of July. We wish the delegation every success. We would also like to thank Mrs. Virginia Gamba de Potgieter, Special Representative of the Secretary-General for Children and Armed Conflict, and Mr. Omar Abdi, Deputy Executive Director for Programmes of UNICEF, for their valuable briefings. In his report on children and armed conflict (S/2023/363), the Secretary-General welcomed the cooperation between the Coalition to Support Legitimacy in Yemen with Mrs.”

“We want to expand the circle and speed up work to address issues that will help to promote and achieve peace. The Kingdom of Bahrain looks forward to the outcome of the unstinting efforts undertaken by the sisterly United Arab Emirates in preparing for the twenty-eighth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28). We also look forward to the results of COP28, which will no doubt limit the negative consequences of climate change. In conclusion, we reaffirm the importance of addressing environmental risks before they trigger negative results. This is done through ambitious measures that effectively contribute to preventing the impact of climate change on conflicts and human rights. Our aim is to maintain peace, stability and prosperity for all peoples of the world.”

“We have also joined four global initiatives related to climate change, namely, the United Arab Emirates Net-Zero by 2050 Strategic Initiative, the Global Ocean Alliance 30x30 Initiative, the Global Methane Pledge and the Greening Government Initiative. The Kingdom of Bahrain is aware of the urgent need to adopt practical measures to address climate change, which is a global transborder problem, with a view to limiting its impact, stopping and resolving conflicts and supporting peacebuilding efforts. We also believe in adopting a collective, preventive and comprehensive approach to tackling emerging security challenges stemming from climate change. In countries affected by conflict, we support, in particular, adopting and expanding accelerated integrated solutions to address weaknesses, resolve disputes and achieve sustained peace.”
