Under the leadership of His Royal Majesty King Hamad Bin Issa Al Khalifa, and with the support of His Royal Highness Crown Prince and Prime Minister Salman bin Hamad Al Khalifa, we have enshrined the principle of sustainable development in our national strategies, particularly in Bahrain’s 2030 economic vision. The Kingdom has taken a number of measures to combat the negative impact of climate change, despite the fact that our carbon dioxide emissions rate does not exceed 0.07 per cent of global emissions. In that context, the Kingdom of Bahrain has announced that it is committed to being carbon neutral by 2060, and we have taken a number of short-term measures to that end. By 2035, we intend to reduce our emissions by 30 per cent.

Indeed, the negative impact of climate change and its repercussions, including, inter alia, rises in temperature, forest fires, cyclones, floods, periods of drought and desertification, do not just harm the environment but also jeopardize socioeconomic systems and infrastructure. Climate change also aggravates crises, particularly in areas where measures to fight it are limited. Climate change also leads to the destruction of infrastructure, displacement of entire communities and the worsening of instability and conflicts. As an island State, the Kingdom of Bahrain believes that climate change is a global challenge that requires global solutions.

The Kingdom of Bahrain believes that the main pillar for resolving regional and international conflicts is compliance with the principles of the Charter of the United Nations, as stipulated therein, the most important of which are respect for the sovereignty of States and international law; non-interference in the internal affairs of States; and the reinforcement of the pillars of maintaining international peace and security, sustainable development and human rights. We must also agree on more effective mechanisms to prevent future conflicts and to settle disputes before they escalate to violence.

The continued armed conflict in different parts of the world, as well as the new growing risks, such as climate change and the malicious use of information and communications technologies, the proliferation of nuclear weapons and other weapons of mass destruction and the lack of stability, all establish the essential need for multilateral action and cooperation to put an end to wars and settle conflicts by peaceful means. The Kingdom of Bahrain expresses its deep regret over the armed confrontations taking place in the brotherly Sudan and its serious implications for the safety and security of Sudanese citizens and residents. We call on the Sudanese parties to prioritize wisdom and reason in order to end the armed clashes, cease escalation and stop the bloodshed, while resorting to dialogue to reach a political solution that preserves the security and stability of the Sudan and protects the interests of the brotherly Sudan. The Kingdom of Bahrain reaffirms the centrality of the Palestinian question and the importance of preserving the peace process and regional and international efforts aimed at establishing an independent Palestinian State along the 4 June 1967 borders, with East Jerusalem as its capital, on the basis of the two-State solution and in accordance with the principles of international law and the Arab Peace Initiative. The Kingdom of Bahrain underscores the importance of continuing to provide protection for worshippers at the Al-Aqsa Mosque and the other holy sites of Jerusalem and of preserving the legal and historical status quo there, in accordance with the relevant international resolutions.   24. The continuing rise in sea levels is creating challenges that may threaten the political, economic and security stability of societies and thereby lead to conflicts. Moreover, rising sea levels have the potential to force the collective migration of local communities and could strain resources in countries hosting them, increasing tensions and creating instability. In that context, the United Nations and its Member States have a critical role to play in addressing that global challenge. Rising sea levels require collective and concerted efforts nationally and internationally in order to mitigate their effects and prevent their likely consequences for international peace and security. We should also find sustainable solutions for all.

  29. We hope that that historic agreement will constitute a positive opportunity to enhance both countries’ benefits from natural resources, namely, oil and gas. That would highlight the importance of dialogue and mutual understanding in settling disputes and promoting security, stability and peace for the good and interest of all the peoples of the region, as well as their rights to prosperity and sustainable development.   30. The Kingdom of Bahrain reiterates its belief that achieving a just and comprehensive peace in the Middle East depends primarily on settling the Palestinian- Israeli conflict.   34. In that context, we would like to stress that the innovative working methods adopted by the Council during the pandemic provided various opportunities on which we can build in future. They also contributed to ensuring the continued role played by the Council during remote work. We would also like to stress the importance of the regular briefings held by the Chairs of subsidiary bodies of the Council, including the Chairs of Sanctions Committees, on their activities, as Member States must implement many recommendations issued by such bodies. In conclusion, we look forward to continuing to hold meetings on the working methods of the Council regularly, since they are of importance to all Member States, which aspire to seeing the Council work to the best of its ability and want its working methods adapted to continual changes.

  35. That requires us to attach great importance to developing its working methods. In that context, we value the efforts of the succeeding Chairs of the Informal Working Group, which have contributed to publishing many vitally important notes on the working methods of the Council with a view to promoting its effectiveness and transparency and enhancing the manner in which it addresses important matters, foremost among which is the amended presidential note S/2017/507. We also commend the efforts of the sisterly State of Kuwait during its chairmanship of the Informal Working Group. The coronavirus disease pandemic proved that the international community at large and the Security Council in particular need clear working methods that take into consideration all the special circumstances that might not allow for in-person meetings.

Those are the principles that make up the vision of His Majesty King Hamad bin Isa Al Khalifa and the policies and programmes implemented by the Government, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister. In that regard, the Kingdom of Bahrain underscores the importance of bolstering efforts to bring stability and security to the region. We must strengthen our collective efforts to lay the foundation for peace, stability and security, combating terrorism and terrorism financing and enhancing joint cooperation in the area of development, in order to meet peoples’ aspirations for peace, development and prosperity, while adhering to the principles of tolerance, coexistence and solidarity for the well-being of the peoples of the region. The Kingdom of Bahrain has always cooperated with brotherly and friendly States to strengthen the foundation of peace and stability in the region. Our approach is based on bolstering the values of peace, dialogue and coexistence and mutual respect.

In that regard, Princess Sabeeka bint Ibrahim Al Khalifa’s Global Award for Women’s Empowerment, which was launched by UN-Women with the cooperation of the Supreme Council for Women, represents an international forum for demonstrating the efforts and contributions of Governments, corporations, civil society organizations and experts, as well as relevant achievements, with respect to women and girls’ empowerment worldwide. The forum highlights success stories and innovations, while establishing a new approach that aims to bridge the gender gap for the benefit of women of all ages and in various fields. It ensures that such initiatives are sustained during times of peace and stability, as well as during conflicts, disasters and epidemics.

Through the participation and cooperation of relevant private and public parties and societal sectors and with the support of the Supreme Council for Women, led by Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, spouse of His Majesty the King, the Kingdom of Bahrain has managed to achieve qualitative effects and sustained progress in gender equality and women’s advancement, replicating our successful national experiences and sharing our best practices at the regional and international levels.

We note in that regard that there is a collective responsibility to put an end to impunity and hold accountable the perpetrators of crimes committed in times of conflict, especially those committed against women and children. The Kingdom of Bahrain, under the leadership of His Majesty King Hamad bin Isa Al Khalifa, focuses as a national priority on achieving the highest levels of social security and supporting the participation of women in all fields. Our Government, under His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, continues to make every effort to launch projects and programmes for ensuring the inclusion of women as an active element in comprehensive development.

  47. Therefore, further technical and financial support must be provided to women leaders in order to increase their substantive participation in relevant areas. In that regard, we stress the need for all parties to armed conflict to respect international law, especially those principles related to the rights of women and girls and their protection, including the obligations deriving from the 1949 Geneva Conventions and its 1977 Additional Protocol, as well as the 1977 Convention on the Elimination of All Forms of Discrimination against Women and the 1951 Convention relating to the Status of Refugees and its 1967 Protocol.

  48. The Kingdom of Bahrain remains committed to supporting all efforts aimed at the promotion and advancement of women, especially during these difficult times in our world today. We also support the noble goal of achieving a quantum leap in the level of inclusion of women in peacekeeping operations. Resolution 1325 (2001) highlights the disproportionate impact of armed conflict on women and girls and their vital role in conflict prevention and recovery. Even though women leaders have shown their ability to adapt and have demonstrated flexibility and effectiveness in such circumstances, women remain excluded from decision-making in conflict areas across the world. Their roles are sometimes merely symbolic.

  49. Women’s economic inclusion and their participation in the development process are extremely important in conflict prevention and recovery from crises. They require concerted efforts and partnerships at all levels to promote peace and support women in conflict- affected areas, since women play a significant role in achieving sustainable development and establishing stability and societal peace. The Kingdom of Bahrain is committed to its international obligations on women’s empowerment, including resolution 1325 (2001), which stresses the importance of the equal participation of both genders at all levels, especially in decision-making, as well as women’s participation in conflict prevention, peacebuilding and peacekeeping.
