  3. Men of religion and knowledge must respond to that mentality. It attacks not only individuals but ethnic and religious minorities as well. Such people are being displaced and their cultural heritage is the being looted and destroyed. All of this is completely incompatible with the precepts of any religion. As mentioned in the concept note (S/2015/176, annex), the international community must assume its responsibility to ensure that the Middle East remains welcoming and open to all - a centre that protects minorities, both ethnic and religious, and allows them to flourish because of their variety and their cultures. This is why we are providing humanitarian assistance to groups that have been preyed upon by discrimination and displacement.

  4. We have woven a social fabric that is open and welcoming to all, no matter what religion or doctrine they may belong to. The mosque, the synagogue and the church sit close together in our capital Manama, within less than one square kilometre. One can see Christians and Jews in Parliament and as representatives abroad. Our leader, His Majesty King Hamad bin Issa Al Khalifa, reiterated the need to build a new human civilization, which will serve as the basis of our fraternity and bind all of us together under the flag of human values to be protected from extremism and terrorism. Bahrain firmly believes in the need to fight extremist thinking, which not only degrades human nature but also damages the precepts of the Islamic religion, as we can see from the actions of Daesh and others.

The Forum reiterated the fact that humanity is something that all persons share, no matter what their race, ethnic group, linguistic or other origin may be Dialogue is the very basis that brings people together in all their diversity to achieve peace, security, justice, development, equality, liberty and democracy. The use of hate speech is incompatible with humanity and civilization. Unfamiliarity with those who are different from us leads to hatred, which in turn leads to exclusion, discrimination, terrorism, confrontation instead of dialogue, violence instead of peace, and hatred instead of solidarity and friendship. Bahrain is an oasis of multiculturalism and multiracialism in the region that was the cradle of civilization.

Among the recommendations put forth was a reference to the importance of follow up on evaluating the financing of terrorism and its sources, considering their means of implementation, and following up on all relevant activities, for example the financing of terrorist groups through the Internet and social media, the use of electronic payments or virtual currency by individuals or terrorist groups, the use of religious or academic institutions to finance terrorism or illegal financing through natural resources, the illicit trafficking of narcotics and even financing through charities. Many experts participated in those meetings, in addition to representatives of numerous regional and international organizations, including the United Nations, the International Monetary Fund, the European Union High Representative for Foreign Affairs and Security Policy and the Financial Action Task Force, as well as various bodies working in the Middle East. In the framework of international efforts to combat terrorism, on 9 November the Kingdom of Bahrain hosted a meeting in Manama on combating the financing of terrorism within the context of efforts to eradicate financing in all its forms and manifestations. It was part of an effort to implement the Kingdom's policy in the framework of the International Conference for Peace and Security in Iraq, held in Paris in September. In the statement delivered on behalf of my country during the general debate of the current session of the General Assembly (see A/69/PV.17), the Minister for Foreign Affairs of the Kingdom of Bahrain, His Excellency Shaikh Khalid Bin Ahmed Al-Khalifa, stressed three main areas for action. The problem of the Middle East, including the Palestinian question, remains a matter of great importance to the Arab countries and to the international community as a whole. A comprehensive settlement of the Middle East issue, and in particular the Palestinian question, calls for concerted international efforts to guarantee the inalienable rights of the Palestinian people and to ensure justice and right.

If the peace process is now at a stalemate, one of the most serious and principal causes of the paralysis is Israel's insistence on pursuing its policy of colonial annexation, to the frustration of the Palestinian side as expressed in the activities of the Committee on the Inalienable Rights of the Palestinian People. Israel's refusal to implement United Nations resolutions, the Madrid terms of reference, the road map, and other resolutions of international legitimacy is a flagrant violation of the rules of international law, which will inevitably lead to further confrontation, tension and strife throughout the region. The Supreme Council of the Gulf Cooperation Council, at its thirty-second session in December last year, took up developments surrounding the question of Palestine.

Allow me also to welcome Azerbaijan, Guatemala, Morocco, Pakistan and Togo to membership in the Security Council. Some weeks ago, we celebrated the International Day of Solidarity with the Palestinian People. On that occasion, as on previous ones, it was clear that the question of Palestine lies at the core of the crisis in the Middle East and that the Israeli settlement policy is the major obstacle to peace.

However, the fine diplomacy and flexibility demonstrated has been greeted by nothing but more settlement and displacement activities, without regard for all the international resolutions prohibiting such activities. I remind the Council of what we have already heard in previous meeting - the Palestinian Authority is capable of managing State affairs, as has been acknowledged by the World Bank, the International Monetary Fund, and the Special Coordinator for the Middle East Peace Process. The Palestinian Authority has proved its ability to establish sound institutions and provide security for a viable State. We pay tribute to President Mahmoud Abbas and Prime Minister Salam Fayyad for this achievement, whereby the Palestinian Authority has attained the goal it set itself two years ago.

  43. 8) It no longer makes sense to continue to address the Palestinian question in a routine manner. The international community must take a bolder step forward, not only in order to fulfil the legitimate aspirations of the Palestinian people but, more importantly, to see justice done after so many decades of occupation and unilateral attempts to achieve a peaceful settlement of the Palestinian question. The whole world, and the Quartet in particular, has seen the Palestinian Authority make repeated concessions in its efforts to attain its inalienable and legitimate rights, chief among them the establishment of an independent and viable Palestinian State, even as the international situation evolves within this Organization.

In every position it has taken on the Middle East, the Kingdom of Bahrain has supported all efforts aimed at achieving a peaceful settlement of the Middle East question on the basis of a two-State solution in which Israel and Palestine live side by side in peace and security, with Palestine guaranteed as a viable, independent State within the 1967 borders. We continue to play an active role on the Arab Peace Initiative Committee, believing it to be the best framework within which to achieve a peaceful settlement.

At the outset, I would like to offer my sincere condolences to the King, Government and people of our sister Kingdom of Saudi Arabia and to the Arab and Muslim nations on the passing of His Royal Highness, Deputy Prime Minister and Minister of Defence and Aviation Crown Prince Sultan Bin Abdulaziz Al-Saud. I also offer my deep sympathies to sisterly Turkey and its people in the wake of the devastating earthquake there, which has claimed many lives and inflicted great material damage.
