“It recently adopted many initiatives to eliminate carbon, in particular through increasing mangroves by a factor of four, planting more trees in general and investing directly in carbon-capture techniques. Bahrain supports the Middle East initiative announced by the sisterly Kingdom of Saudi Arabia in October. We support initiatives adopted by the Middle East Green Initiative Summit. His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, announced at the climate change conference in Glasgow in November that our country is committed to reaching carbon neutrality by 2060.”

“We also implement the United Nations Global Counter-Terrorism Strategy, adopted by the General Assembly in 2006 (resolution 60/288), and the recommendations of the Financial Action Task Force on money laundering and terrorist financing. As a small island developing State, the Kingdom of Bahrain pays close attention to climate change. We believe that climate change is an international challenge that requires international collective solutions. Although Bahrain’s emissions do not exceed 0.07 per cent of global emissions, it has adopted a number of measures to counter the negative effects of climate change. Our country is affected by temperature and sea-level rise. According to our economic vision for 2030, my country has adopted integrated plans to increase the use of renewable energy.”

“That is why the Kingdom of Bahrain believes that no effort to achieve peace will be successful if States continue to fuel conflicts as a way of imposing their hegemony over other States. It is therefore crucial to implement the provisions of the Charter of the United Nations and the relevant resolutions of the Organization. “Tolerance is a civilized behaviour that is embodied in peaceful coexistence among the different religions and cultures through the consolidation of constitutional principles and national legislation, which must condemn all forms of violence, hatred, extremism and discrimination against any group because it is different. Article 33 of the Charter of the United Nations states that "any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice".”

“That is part of the reform approach launched by His Majesty King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain. We have seen many achievements by Bahraini women, including the election of Ms. Fawzia Zainal as the First Speaker of Parliament. In 2017, Her Royal Highness the King's wife launched the Princess Sabeeka bint Ibrahim Al Khalifa International Award for Women Empowerment. Her Royal Highness chairs the Supreme Council for Women in Bahrain. This is the first award of its kind in the world. It recognizes institutional and individual efforts to promote women's advancement and contribution to development. In 2014, the Kingdom of Bahrain established a gender parity committee to ensure that women are given equal opportunities in the labour market.”

“We also welcome its important recommendations, including concerning the adoption of national action plans on women and peace and security, coupled with the necessary resources, the monitoring of their implementation, their localization and the appointment of women as mediators and negotiators in all formal peace processes. “This month, together with the United States and Poland, we hosted a meeting of the Warsaw process and its working groups on maritime and aviation security with the aim of limiting the worst threats to stability and security in the Arab Gulf region and around the world. That meeting took place following attacks on maritime routes in the Arab Gulf and the region by States and terrorist groups, including attacks on commercial vessels and oil facilities in the sisterly Kingdom of Saudi Arabia, which posed a serious threat to the regional and world economies. That meeting was also part of a wider international cooperation to protect maritime and air navigation by identifying effective means to address the increasing threat levels and ensure the security of the regional countries and the stability of global economy.”

“With regard to the sisterly Syrian Arab Republic, the Kingdom of Bahrain stresses the need to safeguard the independence of Syria, while rejecting the occupation of any part of Syria by any foreign force. We underscore the need to reach a political solution, in line with the first Geneva communique (S/2012/522, annex) and the relevant United Nations resolutions. “A just, comprehensive and lasting peace in the region cannot be achieved without resolving the Palestinian question and without granting the fraternal Palestinian people their legitimate right, in line with that of other peoples, to establish an independent State within the borders of4 June 1967, with East Jerusalem as its capital. “In that regard, Iwish to recallthe eleventh meeting of the Counter Da'esh Finance Group Meeting, which was held in Bahrain from 16 to 17 April. The international efforts that have been undertaken to assiduously counter Da'esh were under discussion during the event. The potential of Da'esh to perpetrate attacks has been significantly downgraded in many countries, as well as diminishing its capacity to finance and wage attacks. Such progress requires us to persevere in our efforts to ensure that we defeat Da'esh and similar terrorist groups, completely eradicate them and end their channels of financing. The transfer of funds to those terrorist groups outside of the global monetary system represents one of the greatest challenges we face, as Da'esh, Hizbullah and Al-Qaida illegally use such funds.”

“That is key to achieving peace and security for States and peoples alike. We must also reject all those who attempt to destabilize this strategic region, which is already riddled with various threats, foremost of which is terrorism. One of the most significant challenges facing our region is the disastrous consequences and damages resulting from terrorism. “The challenges that the region has been encountering are complicated, deep-rooted and liable to change the region for many decades to come. It is therefore incumbent upon us, as the international community, to undertake all the necessary efforts to guarantee stability in the region, and that all countries should be committed to the principles of good neighbourliness, mutual respect and the non-intervention in the internal affairs of others. In doing so, we will avoid long-term destabilization in that part of the world. The Kingdom of Bahrain is convinced that the achievement of lasting security, peace and development in the region is a shared responsibility and that it is necessary for us to agree on shared mechanisms that ensure collective security in the Middle East, in cooperation with allied States.”

“We must address this issue in order to avoid losing an entire generation to warfare, particularly with regard to children living in those countries most affected by war and conflict. We should focus on developing national, regional and international action plans aimed at preventing these violations before they take place, in line with resolution 2427 (2018). In the event that such violations do occur, it is vital that we ensure the rehabilitation of children and their reintegration into society.”

“The coalition to support legitimacy in Yemen also attaches special importance to promoting the protection of children, as evidenced by the signing of a memorandum of understanding between the coalition and the United Nations that provides the legislative framework for establishing a plan of action to strengthen the protection of children in Yemen, in cooperation with the Special Representative of the Secretary-General for Children and Armed Conflict. In that context, we condemn the violations committed against children and their recruitment by Iran-backed Houthi militias. The violence that children witness in areas of armed conflict and unrest 4 often involving losing family members and loved ones - has permanent psychological effects.”

“Children are the first victims of crime in times of conflict. They are recruited, exploited, kidnapped and trafficked; they suffer sexual violence and are killed and maimed. They also suffer the indirect effects of war. They are robbed of their fundamental rights, depriving them of a decent life in peace and security, without education, food or health care. Based on the conviction that it is essential to protect children, in 1992 the Kingdom of Bahrain acceded to the Convention on the Rights of the Child and its Optional Protocols on the Involvement of Children in Armed Conflict and on the Sale of Children, Child Prostitution and Child Pornography.”

This year, we are commemorating the twentieth anniversary of the adoption of resolution 1261 (1999) 4 a resolution that we voted in favour of during our membership of the Council and that places the issue of children and armed conflict at the heart of the Council's agenda. Conflicts persist in a number of regions around the world, with appalling crimes being committed by militias and terrorist groups.”
