In that regard, we reaffirm that a comprehensive, just and final peace in the region will be achieved only by resolving the Palestinian question, enabling the brotherly Palestinian people to recover their legitimate rights, like other peoples of the world, by building their independent State within the borders of4 June 1967, with East Jerusalem as its capital. The importance of the role of the international community in implementing these resolutions on peace and stability in the Middle East, as well as in preparing the necessary conditions to provide greater chances for a successful political settlement is more evident today than ever before. We are grateful that Member States have this opportunity to participate in this discussion on the Middle East at a time when we are witnessing extremely important developments. We would also like to express our deepest appreciation to your delegation, Sir, for its presidency of the Council this month, and congratulate the delegation of the brotherly State of Kuwait on its successful Council presidency in June. We also stress that enhancing the Council's approach to conflict prevention is important, including through negotiation, enquiry, mediation, conciliation, arbitration and other peaceful means set out in Chapter VI of the Charter. Increased coordination, cooperation and interaction among the main organs of the United Nations, in particular the Security Council, the General Assembly, the Economic and Social Council and the Secretariat, as well as with other relevant bodies, including main committees, is extremely important. We welcome the fact that your delegation, Mr. President, will hold a public meeting on this topic next week. We stress the importance of coordination among the Council and regional and subregional organizations, pursuant to Chapter VIII of the Charter, in order to maintain international peace and security. Those organizations are crucial in achieving stability in the regions where conflicts are taking place due to many factors, including their geographical and political proximity, as well as cultural links.

The note also states that the chairs of the Council's subsidiary organs, including those of Sanctions Committees, should provide all non-member States with informal periodic briefings on their activities, as appropriate, and indicate the time and venue of these meetings in good time since Member States are the ones to implement the recommendations of the committees and to coordinate the implementation of the content of binding Security Council resolutions. The committees should therefore have a high-profile presence in the Security Council's meetings.

We stress the importance of regularly holding open debates on the working methods of the Council, as continued discussion of this issue is of interest to all Member States that seek to see the Council working in the best possible way. The working methods should be commensurate with the continued changes and the progress made should be reviewed in order to identify the shortcomings and hear a variety of ideas on addressing them. In that regard, we commend the efforts of the Informal Working Group on Documentation and Other Procedural Questions to increase the transparency in its work. We emphasize the content of the note by the President contained in document S/2016/619, which covers the work of the chairs of the subsidiary organs.

It also gives an opportunity to identify the gaps and provide additional practical proposals that can enhance the efficiency of the working methods of the Council, which will enable the Council to assume its responsibility for maintaining international peace and security in an efficient and effective manner.   11. However, we must remain cautious and continue our efforts to overcome Da'esh and similar terrorist groups once and for all and stop any financial flows to them. The transfer of funds to terrorist groups outside of the official financial system constitutes one of the greatest challenges we are facing. Indeed, Da'esh, the terrorist group Hizbullah and Al-Qaida, along with other terrorist groups, rely on the receipt and transfer of funds through illegitimate channels. In conclusion, in order to achieve international peace and security we must be united and devise innovative mechanisms to overcome long-standing and emerging challenges. The Kingdom of Bahrain will continue to cooperate with the international community to settle conflicts by peaceful means in order to achieve peace, stability and security in the region and in the world.

Once again, we reiterate our firm position in condemning terrorism in all its forms and manifestations, wherever a terrorist act is committed, regardless of the identity of the perpetrators or their motives. We stress the importance of combating together extremist ideologies and terrorist groups and of drying up their sources of funding. We note that the eleventh meeting of the Counter Da'esh Finance Group was held on 16 and 17 April in the Kingdom of Bahrain. At that meeting we discussed the tireless efforts of the international community to combat the Da'esh terrorist group. Those efforts made possible the defeat of that terrorist group in a number of countries. In addition, its ability to carry out and finance attacks has diminished.

We are committed to achieving security and peace in the sisterly Republic of Yemen and to meeting the aspirations of the brotherly Yemeni people to security and development, in keeping with the Gulf Cooperation Council Initiative and its implementation mechanism, the outcome of the National Dialogue Conference and the resolutions of the Security Council, especially resolution 2216 (2015). All forms of interference in the internal affairs of Yemen that threaten its unity and territorial integrity along with its neighbours in the region must end. One of the most serious challenges we are facing in our region is the grave threats posed and excessive damage caused by terrorism. This destructive scourge leads to the loss of lives and the destruction of the infrastructure and the security and stability of States.

As a member ofthe Terrorist Financing Targeting Centre, headed by the United States and the Kingdom of Saudi Arabia, we discussed the guidelines on tracking the sources of terrorism financing and the role of the Centre's Executive Committee and its decision-making mechanism for designating individuals and entities funding terrorist actions. During the general meeting of the FATF and the meetings of the working group in Paris in June 2018, the mutual evaluation report of Bahrain was adopted, whose aim is to implement measures to combat terrorism financing worldwide. In conclusion, the Kingdom of Bahrain would like to highlight its adoption of a comprehensive approach to combating terrorism and terrorism financing. We will strengthen our national and collective participation to combat terrorism financing.

  19. One of the most prominent activities conducted by the Kingdom of Bahrain, in cooperation with the Central Bank, was the eighth Gulf European workshop on counter-terrorism financing. Another workshop on charitable contributions and combating terrorism financing as well as violent extremism was held in cooperation with the Central Bank, the Gulf Cooperation Council and the United States of America. The Kingdom of Bahrain also participated in the tenth meeting of the Counter ISIS Finance Group, held in Poland in September 2018.

The Manama Meeting issued recommendations in line with international law and the United Nations Global Counter-Terrorism Strategy, notably with regard to investigating and tracking terrorism financing by groups and individuals, as well as fully implementing financial sanctions with the positive involvement of the private sector in the efforts pertaining to terrorism financing. The Kingdom of Bahrain fully participates in the international framework to combat the financing of terrorism through many means, including by joining the international network of regional organizations similar to the FATF. We also participate effectively in all the meetings held by the global coalition to defeat Da'esh and combat terrorism financing in order to dry up its sources of funding by implementing a joint action plan among the countries of the coalition.

  21. The Kingdom of Bahrain continues to play a role in countering terrorism. In 2014 and 2015 we hosted the Manama Meeting on Combating the Financing of Terrorism, with the participation of representatives from the United Nations, the International Monetary Fund, the European Commission and the Financial Action Task Force (FATF), as well as the Middle East and North Africa Financial Action Task Force, whose headquarters is in Bahrain.   22. We are willing to exchange that expertise with friendly countries and continue our cooperation with all States and international organizations to end that scourge. We believe it is important to strengthen international efforts to combat terrorism financing. We must also dry up the sources of terrorism because halting terrorism financing is an important aspect in the overall fight against terrorism. Therefore, we need deterrent mechanisms to eliminate all sources of funding for terrorist groups. Our frameworks at the national level to combat terrorism funding in Bahrain include several laws, mainly Law No.4 of2001, on prohibiting and countering money laundering, and Law No. 25 and Law No. 54. In addition, Law No. 7 of 2017 deals with ratifying the Arab Convention on Combating Money Laundering and Terrorist Financing.

Despite the best efforts ofthe international community to put in place strategies to track and eradicate the sources of financing for terrorism - and despite national, regional and international legislation to hold those who fund terrorism accountable - supporters of terrorism continue to find new means of funding terrorist acts and avoiding censorship. Therefore, financing terrorism remains one of the obstacles to saving the world from this scourge. The Islamic Republic of Iran continues to support and finance terrorism in the region. The Kingdom of Bahrain has had successful and long experiences in combating terrorism financing and putting an end to suspicious financial transactions.

When we talk about combating extremism and terrorism we always hear that we need to address the root causes that allow terrorists to spread their extremist ideology and pursue their destructive acts. Terrorism is spreading mainly because it continues to receive funds and support from individuals, entities and countries.

  25. They are a main and effective element in bringing about peace and stability. In conclusion, the Kingdom of Bahrain emphasizes that respecting the sovereignty of countries and the principle of non-interference in their internal affairs are among the most important factors for achieving and sustaining security and peace. Mediation efforts in any dispute will be successful only if all parties, in particular external parties, respect the principles of good neighbourliness and non-interference in the internal affairs of other States, while honouring international treaties and principles.

Hence, the international community must provide them with every possible form of support and assistance so that they can carry out their work to achieve reconciliation and establish security and stability. I would also like to commend the initiative of the Secretary-General to establish the High-level Advisory Board on Mediation in order to provide counselling on mediation initiatives, in addition to dialogue and negotiations. We consider that initiative to be a unique and important one.   27. Therefore, the best way to deal with the crises is by enhancing good offices and mediation efforts in any dispute. At the United Nations level, the Special Envoys of the Secretary-General shoulder considerable responsibilities as they endeavour with determination to manage crises and mobilize the necessary political will to urge all parties to a conflict to take a seat at the negotiating table. In that regard, I would like to highlight the role played by special political missions in numerous countries. They address many situations in flexible and different ways, and do what they can to support the political process and work with partners to ensure sustainable peace. Many such missions are working under difficult security circumstances.

  30. We are fully committed to participating in the Arab coalition to support the legitimate Government in Yemen. The port of Al-Hudaydah must also be liberated so as to end weapons trafficking benefiting militias, including missiles threatening the Kingdom of Saudi Arabia and other countries of the region. Countries that are struggling to restore their stability and sovereignty and fighting against attempts to transform them into crisis zones are investing all their material and human resources in the quest for development and reconstruction, which entails an even greater responsibility on the part of the international community to end the actions of rogue States that, through their actions, have prolonged the suffering of world's youth and prevented them from achieving their aspirations.

We see that demonstrated by the crisis in the brotherly country of Yemen, where thugs and militias supported and led by Iran carried out a coup d'etat against the legitimate Government and violated its sovereignty and territorial integrity in a blatant violation of international law, while impeding any attempt to achieve a peaceful solution based on international initiatives, in particular the Initiative of the Gulf Cooperation Council, international dialogue and Security Council resolution 2216 (205). In that regard, we underscore the need to respect fully the unity, sovereignty and stability of Yemen and to reject any form of interference in its internal affairs. We underscore that final status issues can be achieved only through negotiation between the Palestinians and Israelis and will never be resolved by unilateral decisions that run contrary to international resolutions and hinder the settlement of the crisis and achieving peace. One of the main causes of the crises in the Middle East and North Africa is the intervention of certain countries, led by Iran, in the internal affairs of States by destabilizing them through their support of terrorist groups like Hizbullah. Cooperating with terrorists is a flagrant violation of international law.

Stability and security in the Middle East and the entire world require a common political will and serious, concerted action from all parties, based on respect for the norms governing relations among States, in order to confront as one the greatest challenge facing us - terrorism - and stop all those who sponsor, finance and support it, be they individuals, States or other entities. Terrorism is not limited only to terrorist groups that we can combat and eradicate. It is a tool that is sometimes used by certain States to generate crises in targeted countries in the service of their own interests and agendas, thereby turning them into essential accomplices in terrorism and a destabilizing element that adversely affects international peace and security.

When His Majesty King Hamad bin Isa Al Khalifa of Bahrain spoke at the Summit of the League of Arab States, he emphasized that the international community must play a greater role in ensuring respect for the resolutions on this subject and their implementation, and in creating an environment that is conducive to resolving the crises and conflicts in the Arab region. The international community must also play a greater role in imposing and implementing its resolutions and creating a positive environment that provides more opportunities in order to achieve political solutions to Arab and regional crises, end foreign interference and provide the necessary protection to affected peoples so as to facilitate the development of practical solutions that will allow those States to maintain their sovereignty, independence and security.

  38. The Kingdom of Bahrain condemns the fact that Iran-backed coup militias in Yemen continue to launch ballistic missiles against Saudi Arabia, a brotherly country. We stand by Saudi Arabia and completely support its measures to defend its territories and safeguard its security and stability. The suffering of the Syrian people continues to worsen day after day, despite all efforts to find a comprehensive, consensus-based political solution. The international community must take speedy action to find a solution that is acceptable to the Syrian people, based on the Geneva communique (S/2012/522, annex) and resolution 2254 (2015).

The Kingdom of Bahrain is committed to playing its full role in the Arab coalition to support legitimacy in Yemen and allow the legitimate Yemeni Government, led by President Abd Rabbuh Mansour Hadi, to perform all its duties, namely establishing security and confront the coup militias that threaten security and stability, sow sectarian strife and spread terrorism. We emphasize that East Jerusalem is part and parcel of the territories occupied in 1967 and that it is among those issues related to the final status. The Kingdom ofBahrain reiterates its firm position in support of the legitimate rights of the Palestinian people. It underscores that a just, comprehensive and lasting peace in the region will be achieved only through a two-State solution, Israel's full withdrawal from all Arab territories that were occupied on 4 June 1967, the return of all Palestinian refugees to the lands from which they were expelled, and the creation of an independent and sovereign Palestinian State, with East Jerusalem as its capital.

It is an opportunity to hear the various views on the most complex and sensitive issues with regard to the Middle East.   43. Societies have become more open to each other and it has become easier to make new acquaintances and exchange ideas, concepts and experiences. Social media sites have become a bridge for dialogue on various topics and a tool allowing youths to participate freely in their countries and make their voices heard by officials in their own countries. It is therefore most necessary to preserve cyberspace as a tool for the positive development ot'societies, and not to use it for destructive ideas. In conclusion, the Kingdom of Bahrain will continue to pursue this approach in encouraging national and global initiatives in order to allow young people to play their due role in achieving sustainable peace and security. We shall also continue to work with the international community to share our best practices in this field.

The progress study on youth, peace and security, contained in the letter from the Secretary-General, refers to the fact that youth-led peace and security work is noticeably innovative and resourceful in using art, sport and media. I note that the Kingdom of Bahrain recently hosted the first Arab Conference on Sport, on the role of sport in achieving the Sustainable Development Goals in the Arab world. The Conference was organized by the Ministry of Youth and Sports Affairs, in cooperation with the United Nations Development Programme in the Kingdom and the International Council for Health, Physical Education and Sport, with emphasis on the role of sports as a gateway to peace. In this context, we would also like to mention that the increased use of social media by young people is positive.

  45. This is the first award of its kind in the region, aiming to incentivize sectors around the world to focus on youth and prioritize them in national programmes of action. The Kingdom of Bahrain has also launched pioneering initiatives for youth around the world as a means of providing the necessary environments in which to share ideas and shed light on their creative initiatives. The Ministry for Youth and Sports Affairs also launched the global Nasser Bin Hamad Youth Creativity Award, in which young people from over 112 countries around the world participated. The award focuses on the creative achievements of young people in scientific and technological fields and promotes their participation in competitions.

The Forum shed light on the concept of world peace, debated that concept from different perspectives and provided an opportunity to learn about the expertise and efforts of participating States and international organizations in the field of peacebuilding. It also promoted the culture of tolerance and moderation in society drew up a future blueprint to promote peace and fight terrorism. The Kingdom of Bahrain realized the importance for Government organizations, private and public institutions, international organizations and individuals to participate in empowering youth. In cooperation with the United Nations Development Programme and the Economic and Social Council, it organized the King Hamad Award to empower young people to achieve the Sustainable Development Goals.

We therefore recognize the importance of the role that youth can play in the implementation of the Sustainable Development Goals so that we can live in a world in which justice, tolerance and peace prevail. We note that national initiatives focusing on youth allow institutions to eliminate stereotypes that have long linked young people to violence and extremism. At the national level, the Kingdom of Bahrain operationalized its national youth strategy in 2003, and last year the Ministry of Youth and Sports Affairs organized a Youth Forum on Peacebuilding to promote the potential of Bahrain's youth as peacemakers in the face ofviolence and terrorism.

The Kingdom of Bahrain confirms the need to address the root causes of the exploitation and recruitment of youth to serve terrorist and extremist groups by empowering young people in all fields and involving them in the development process in their countries so as to use their potential in the service of their countries' construction and development. The Kingdom ofBahrain believes in the importance of investing in youth. Our world has technological and scientific assets that would allow youngpeople to become active and productive in their countries, particularly as this group accounts for 2 billion people - equivalent to one third of the world's population.

  50. The Kingdom of Bahrain is eager to participate in relevant international forums, voice its opinion and follow up on results. Bahraini women have participated in many local initiatives and international forums seeking to activate the role of women in achieving sustainable peace. In the context of follow up and implementation of the Kingdom's international commitments pursuant to the conventions and treaties adhered to, many national committees have been established, most importantly the Committee to Follow Up on Implementing the Security Council Resolutions, the High Coordination Committee for Human Rights, the National Committee for Combatting Human Trafficking and the High Committee for the International Humanitarian Law.
