“We must step up the level of education and increase opportunities of employment in order to meet their needs and allow them to build, instead of destroying, their societies. “We must all work on creating the necessary conditions to achieve comprehensive peace. At the same time, the uniqueness of the Holy City of Jerusalem must be addressed as part of a comprehensive solution to the Palestinian-Israeli conflict, which must also include the establishment of an independent Palestinian State, with East Jerusalem as its capital. That is the only way to achieve peace, stability and security. The pillars oflasting security and peace in the region are not limited to security and political agreements, but they also require combating corruption, enhancing the role of women, supporting young people and meeting their aspirations and addressing the challenges of climate change. Corruption is one of the root causes of political crises and societal divides in countries.”

“We therefore suggest holding constructive dialogues between the countries concerned in order to defuse tensions and overcome differences among all parties so as to avoid further escalation and prevent more war in our region, with negative repercussions for all. The Government of my country reaffirms that the Israeli occupation is the cause of tensions in our region. We can hardly fathom stability and security in the region without reaching a solution that renders justice to the Palestinian people and meets their legitimate aspirations to freedom and to establishing a viable, independent State. “We must recognize that the main reason for racial, ideological and sectarian conflicts has been the presence of political, social and economic problems and the spread of hate speech, which has sparked conflicts that have claimed the lives of millions of innocent people. The region needs stability based on a system of collective security, respect for sovereignty, non-interference in internal affairs and the rejection of violence and extremism. The security of our region is both collective and interconnected. Iraq, with its geopolitical significance, its potential and its cultural diversity, could help build understanding that strengthens security and political stability in the region. We also believe that any clash in our region will jeopardize the security of Iraq.”

The Middle East region is deeply divided, with attempts to destroy its diverse ethnic, racial and cultural fabric, with decades-long conflicts, new conflicts, the emergence of terrorism and new forms of violent extremism that undermine peace, sustainable development and human rights. Countries' safety and their very existence are at risk. Millions of people have been forcibly displaced from their homes, which in turn has destabilized other countries.”

“The Government in Iraq is clearly making an effort to ensure just and transparent trials, while guaranteeing the rights of all. We are making the necessary adjustments to rectify the legal status of children as victims of terrorism. Our delegation reaffirms our full support for all United Nations efforts to provide a safe environment for children. We urge the relevant United Nations Offices to verify the accuracy of the information contained in their reports, to provide evidence and to cooperate with the Iraqi Government. The Iraqi Government will spare no effort to hold accountable those who violate the law. The approach used in the annual report of the Secretary- General to ascertain information, however, is nothing other than an additional burden on a country trying to recover from the fierce attack waged against it.”

“Furthermore, that information dates back to 2016 and 2017, and we do not see the need to mention it in a report covering 2018. We are deeply concerned about the report's description of what transpired in Iraq as issues between parties to the conflict. On many occasions, Iraq has demonstrated that what happened in our country was not a conflict between parties. It was a war waged by the State against a terrorist organization that had little regard for humankind and territorial sovereignty. It perpetrated the most heinous crimes against the Iraqi people, as corroborated in dozens of Security Council resolutions and reports. The Iraqi judiciary exercises its independence in rendering its judgments, and the justice system in Iraq conforms to international norms.”

“We looked into the matter and determined that that information was inaccurate. That begs the question: Do Iraqi security forces, which have waged a fierce war against terrorism, need five children to protect a security checkpoint? At the time, the Council and many United Nations officials had commended the professionalism of every rank of the Iraqi security forces during military operations against terrorists, while prioritizing safeguarding and protecting civilians and civilian infrastructure. Terrorist organizations enjoy both the means and the ability to wage attacks on civilians everywhere, including schools and hospitals, which has been demonstrated by incidents throughout the world. The content of paragraph 76 of the report of the Secretary- General therefore does not correspond with what took place on the ground.”

“Iraq commends the role of United Nations offices in my country. However, we also urge international organizations, independent experts and special rapporteurs to work within their mandates to provide accurate information in their reports and to verify the sources of that information. Unreliable sources continue to be used to compile reports that reflect inaccurate information. We also regret the fact that the Secretary-General's report does not take into account the observations and recommendations submitted by Iraq in note 238 of 10 May. Furthermore, paragraphs that were added were not shared with my country's delegation and their accuracy was not verified. In paragraph 71, the report notes that the Iraqi Federal Police recruited five boys to protect a security checkpoint.”

The law is flexible and allows those courts to take the necessary decisions in line with the needs of juvenile delinquents, including alternative decisions based on their situation. In in conclusion, we stress the importance of full coordination and cooperation between the Government of Iraq and the Investigative Team, full respect for the sovereignty and jurisdiction of Iraq and the use of evidence to complement the investigations conducted by the competent Iraqi authorities into crimes committed by the ISIL/Da'esh terrorist organization. Such evidence must be used as part of independent and fair legal criminal proceedings conducted by competent Iraqi courts.”

“We commend the Team's engagement with a large number of survivors of Violent acts, such as the survivors of the violence perpetrated by the Da'esh terrorist organization/Islamic State in Iraq and the Levant (ISIL), as well as the witnesses of such violence from all segments of Iraqi society, in areas overrun, occupied and controlled by that terrorist organization. We welcome the field visits conducted by Mr. Khan to those areas, as well as his meetings with religious and tribal leaders and Government officials. Juveniles' Law No. 11 was enacted in 1962, based on the best and most modern practices in the care, protection and treatment of minors. The law was updated and adapted to respond to Iraq's societal needs in the current circumstances, in order to build a modern society and remove any gaps and inconsistencies in the law.”

“In addition, the Iraqi Government seeks to strengthen coordination with the Iraqi Kurdistan Regional Government on the use of forensic evidence collected from the scenes of crimes committed by the Da'esh terrorist organization. “Our delegation worked side by side with our brothers in the Kuwaiti delegation to draft the statement, which demonstrates that Iraq is committed to the implementation of resolution 2107 (2013). We attach great importance to the search for missing Kuwaitis and third-country nationals and to the return of their remains to their countries, as well as the recovery of missing Kuwaiti property, including the national archives. In that context, a mass grave has been discovered in the city of Samawah, with human remains having undergone preliminary tests. We have shared the results with the International Committee of the Red Cross and the competent Kuwaiti authorities. We hope those results will be positive.”

“With the goal of overcoming obstacles emanating from the past, we have built bridges and communicated with our brothers in Kuwait to strengthen relations between the two countries. In that context, meetings of the seventh session of the Iraqi-Kuwaiti Joint Committee were held on 12 and 13 May. We reviewed cooperation between the two sides in all areas, in particular with regard to promoting the economic and development spheres. We also agreed to solve many pending issues in the context of bilateral relations between our two countries. Prime Minister Adil Abd Al-Mahdi will visit the sisterly State of Kuwait tomorrow. Iraq welcomes presidential statement S/PRST/2019/1, on prisoners, missing persons and the return of the Kuwaiti property.”

“Coordination involving that request is still under way. We have also adopted a strategy to combat violent extremism leading to terrorism in order to eliminate extremism and hatred, so as to lead to a society that believes in coexistence, moderation and tolerance. We urge all friendly and allied countries to develop new legal systems to prosecute returning foreign terrorist fighters. If a practical solution is not found, the Da'esh terrorist group could re-establish its capabilities, undo the status quo and launch large-scale terrorist attacks throughout the world. “My Government is working to combat their abhorrent ideology through a comprehensive approach encompassing security, ideology, development and legislation aspects. We are working tirelessly to facilitate the prosecution ofDa'esh criminal terrorists and issue legal sentences against them for their crimes of genocide, crimes against humanity and war crimes perpetrated in Iraq. “Seventh, efforts are under way to mitigate the effects of climate change through the use of national and international resources that guarantee food and water security, both of which are priorities for my Government, owing to the impact of climate change on both. My Government is fully aware that much remains to be done in order to meet the aspirations of the Iraqi people. They aspire to achieve political reform, stability, security and putting an end to corruption, which Ms. Hennis-Plasschaert termed "private networks". They also aspire to end illegal earning activities, while providing equitable economic opportunities for all. “The Council of Representatives is also working on the adoption of a law on combating domestic violence, which will provide full legal protection for all victims of domestic violence. The law is in line with the Iraqi Constitution, which prohibits all forms of violence and abuse within the family, as well as in line with international human rights standards. Sixth, cooperation continues with the United Nations, in particular UNICEF and the country task force on monitoring and reporting, in order to develop a joint action plan to safeguard the rights of children who have been affected by terrorist acts. Moreover, we are cooperating with the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict to implement the action plan that was launched in 2018.”

“Fourth, the number of displaced persons from areas once controlled by the Da'esh terrorist gangs has decreased from nearly 5 million to 1.8 million The number of returnees to Nineveh governorate has reached approximately 1.4 million, followed by Al-Anbar governorate with 1.2 million returnees, while approximately 534,000 people have returned to Salahadin governorate. Fifth, at the initiative of the President of the Republic, the Council of Representatives is working on the adoption of a law on Yazidi female survivors, aimed at compensating them materially and morally as well as ensuring their rehabilitation and providing them with a secure and dignified life. “My country's Government hopes to work closely with UNAMI to meet Iraq's needs in the upcoming phase. We encourage the Mission to coordinate closely with other United Nations agencies in Iraq, including the United Nations Development Programme and the United Nations Human Settlements Programme, in order to ensure coordination and achieve progress in humanitarian work, reconstruction and development at the local, Government and national levels. My country's Government had submitted a request to extend the mandate in order to meet the requisite needs of all its citizens, which the United Nations can help Iraq to fulfil, while maintaining the main responsibilities and tasks of the Mission. “Iraq aims to ensure the collection of evidence for crimes perpetrated by Da'esh by working with the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/Islamic State in Iraq and the Levant, created under resolution 2379 (2017), so as to bring justice for the victims and to ensure that perpetrators are brought before Iraqi justice. Indeed, the Iraqi judicial authorities are entirely independent in their rulings and judgments according to the law. They allow for justice to be carried out for all kinds of crimes. On 9 December 2018, Iraq launched its national strategy to combat violence against women. That is an important step to ensure the implementation of women's and girls' rights and to take measures to prevent violence against them.”

“This is intended to deal, within the framework of the law, with the perpetrators of these crimes and with those who are complicit in committing them. In the context of our work with the United Nations to prosecute the perpetrators of such crimes in the context of fighting impunity, on 25 March Iraq submitted to the Office of the Special Representative of the Secretary- General on Sexual Violence in Conflict a list ofpersons accused of human trafficking who have been arrested by Iraqi security forces and surrendered to the Prosecutor's Office so that they can face just punishment.”

“It seeks to help Yazidi female survivors who had been kidnapped by Da'esh on 10 June 2014 and subsequently liberated. The bill aims to provide them with financial and moral compensation and to rehabilitate them in order to ensure that they have a life of dignity and to undertake all the necessary measures to reintegrate them into society and rehabilitate the infrastructure in their regions. The bill would designate 3 August every year as a national day of awareness of the heinous crimes committed by terrorist groups, such as the torture, kidnapping, massacres and displacement of Yazidi women and girls. The law would prohibit forever amnesty for those who are found responsible for crimes against Yazidi women. There will be no statute of limitations for those crimes.”

“After the enormous sacrifices made by our people from all religious and ethnic backgrounds in order to recover their land, which was occupied by Da'esh on 10 June 2014, Iraq decided to take practical measures to return all displaced persons to their areas of origin and to provide them with redress following the suffering endured - especially by Yazidi women and girls, who are a basic component of the Iraqi society - as a result of the Da'esh terrorist group. Allow me to explain some of the measures that my country has taken in this regard. Together with the Yazidi victims, including Nadia Murad, President Barham Salih of Iraq put forward a draft bill for Yazidi female survivors. That draft bill was submitted this month to the Iraqi Parliament, to be debated and adopted.”

My delegation would like to convey its sincere condolences to the people and Government of Sri Lanka and to the families of the victims of the terrorist attacks that killed many innocent victims. “Fourthly, we have created a high-level committee in the secretariat of our Cabinet with the aim of freezing terrorist funds. The committee issues internal decisions, to be implemented locally, on freezing the funds of internationally designated individuals and entities included in the lists contained in decisions adopted by the Security Council's sanctions committees. Lastly, we have developed a media strategy to raise awareness among practitioners of the ways and means that the terrorist group Da'esh uses to transfer money, with the aim of ensuring that those practitioners can avoid becoming involved in such activities.”

“My Government has taken a number of actions and measures to limit the financing of terrorist Da'esh, including, first, breaking the link between financial institutions in Iraq and the international financial institutions, especially those under the control of terrorist Da'esh or present in territories controlled by Da'esh or near its areas of control. Secondly, we have created a blacklist of financial institutions that are managed by the terrorist group Da'esh or involved in its financing, which we share with the 70 countries taking part in the international coalition to combat ISIL and other terrorist groups. Thirdly, we have signed a number of memoranda of understanding with international financial intelligence units in order to exchange information on the practices used by the terrorist group Da'esh in financial transactions.”

“The newly adopted resolution 2462 (2019) represents an important and practical step towards preventing and combating the financing of terrorism. The Government of my country does its utmost to combat terrorism, particularly to prevent its financing. In cooperation with the United Nations Office of Counter-Terrorism, we have launched four important projects, including one on measures to be taken to combat and prevent the financing of terrorism. We have also agreed on appointing a special adviser for those four projects. In addition, we have adopted and developed a national counter-terrorism strategy. A United Nations team visited Baghdad recently to take part in a national workshop, held on 4 February, to facilitate the implementation of those four counter- terrorism projects.”

“The Government of my country reaffirms its condemnation of the terrorist attack against the two mosques in Christchurch, New Zealand, which led to the death of many worshippers. We commend the Government of New Zealand for its wise measures against terrorism in all its forms and whatever its source. Despite the military victory against the Islamic State in Iraq and the Levant (ISIL) terrorist group by all the units of the Iraqi forces, with the support of the international coalition and friendly countries, that victory is not enough to eliminate that group. In order to do that, we must adopt a comprehensive, structured and incremental approach, including by promoting the necessary measures to prevent and combat the financing of terrorism.”

“My country notes that there is potential for further brotherly relations between the two States. We can reinforce peace, security and stability in the region. We are therefore working to develop and to strengthen sustainable development so that we can achieve positive results for the two brotherly peoples and for the region. We hope that we will be an example for the future if we achieve that. In that regard, I wish to reiterate the importance that we attach to finding and repatriating the remains of all Kuwaiti and third-country nationals who went missing, in addition to the repatriation of the Kuwaiti property that was lost. We have recently returned part of such property to Kuwait, including certain Kuwaiti national archives. Iraq is a rich country. It has many material and human resources.”

“We are trying to reconstruct the areas that were damaged so that displaced persons can return to their homes and receive financial compensation and reparations for mental harm. On Iraq's relations with the neighbouring countries, there have been repeated Turkish attacks in Kurdistan, northern Iraq. They represent a blatant violation of Iraq's sovereignty. We vehemently condemn and reject such attacks regardless of the justification. They are a violation of the rules of international law and are contrary to the principles of good-neighbourliness. In that regard, we reiterate our commitment to rejecting any notion that our territory be used to carry out actions that could undermine the security of neighbouring countries. The relations between Iraq and the State of Kuwait have significantly developed.”

“On 10 December 2018, Iraqis celebrated the first anniversary of the victory against the terrorist gangs of Da'esh and the liberation of all Iraqi cities from the control of those terrorist groups. Since then, my country has turned the page on the battlefields so that the era that cost so many lives can end. We are now in the phase of a security challenge. That requires eradicating the breeding grounds for terrorism and rooting out any residual terrorism, but there is also an intellectual battle that must be waged so that we can put an end to extremist thinking. Furthermore, my country's Government is working to ensure the security of our borders and to restore the normalcy that prevailed before Da'esh gangs took control of areas in Iraq.”
