“Sixth, the national plan to implement resolution 1325 (2000) faces a number of challenges. The initial implementation period for the plan coincided with the terrorist gangs of Da'esh taking certain regions in Iraq. Although the ministerial and institutional teams took training courses in the areas of monitoring and assessment of women and peace and security, the national team still needs greater capacity and support so that it can be more effective. Seventh, we call on Member States to strengthen their cooperation on intelligence for counter-terrorism and organized crime. We also need to build the capacity of the Iraqi armed forces in all categories, including the army, police, counter-terrorism apparatus, the popular mobilization forces and the Peshmerga.”

“Third, we call on friendly and brotherly countries to keep the commitments they undertook during the conference on Iraq's reconstruction that took place last year in Kuwait. We encourage the international community to support Iraq and its Government in rebuilding infrastructure throughout every Iraqi town and city. That is essential for achieving economic prosperity. Fourth, we call on Member States to help rehabilitate archaeological areas destroyed by Da'esh terrorists. We call, as well, for support in placing the Babylon site on UNESCO's list of World Heritage Sites. Fifth, capacity-building is also important to guarantee a criminal justice system that is viable. We call for the principles of sound governance to be respected in combating corruption, which is one of the main obstacles to good-governance in Iraq.”

“That requires a safe and healthy environment. In that regard, my Government believes in the role to be played by the international community in support of our efforts. We endeavour to cooperate with the international community in the following areas. First, strengthening the education sector whereas in the 19705 we had an exceptional education system. We want to undertake real efforts to develop a clear vision of the reality of education in Iraq, so as to allow us to put forward options in this area and develop that sector. Second, we want to achieve development that guarantees access to psychosocial and psychological services. The wars that have been waged against Da'esh have left deep psychological scars on women and girls, in particular those who have been displaced or were victims ofviolence, as well as people with special needs.”

“They include measures for capacity-building and work opportunities for young people, countering the financing of terrorism, and the fight against violent extremism. We are also working to contain the threat posed by weapons of mass destruction (WMDs) by responding to four of the 16 priorities outlined by the CTC in 2015, which Iraq adopted. We have also appointed a representative to develop a national counter-terrorism strategy. Last week we received a visit by a CTC representative and carried out a workshop on WMDs. I have just brought to the Council's attention a number of our achievements and told it about the path followed by the new Government in the recent period. The Iraqi Government is working to address the challenges posed by reconstruction so that we can ensure sustainable development for future generations.”

“Iraq's competent bodies are working to complete the second report on the national plan to implement resolution 1325 (2000). We were among the first States in the Middle East and North Africa to have promulgated a national plan of action to implement that resolution. The plan is focused on increasing the representation of women in political, social and economic spheres and protecting them against gender- based Violence. Similarly, we are working to integrate resolution 1325 (2000) into all of our national strategies and development plans. In addition, the Iraqi Government has begun to implement joint projects with the United Nations Office on Counter-Terrorism and the Counter-Terrorism Committee (CTC) Executive Directorate.”

“A high anti-corruption council has also been established to implement a strategy in that area. On Iraq's cooperation with United Nations agencies, we have worked recently with the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict, as well as with United Nations Children's Fund in order to implement the provisions of the joint statement in accordance with the executive plan launched during the visit to Iraq by Ms. Pramila Patten in 2018. Furthermore, in cooperation with the United Nations Population Fund, Iraq opened its first shelter for women victims of sexual violence. A United Nations team on implementing the pertinent laws also visited Iraq to work with our Supreme Judicial Council to help align Iraqi laws with United Nations provisions.”

“The different political blocs are now working to overcome every obstacle so that they can reach agreement on the completion of the Government through national partnership that puts Iraq's highest interests first, make progress, ensure stability and guarantee social peace, which will also contribute to the stability of the entire region. On the economic level, the Parliament adopted a national budget for 2019 within the time line stipulated by the Constitution. The federal Government plans to pay salaries to all officials in the Kurdistan region in 2019, including the Peshmerga. Furthermore, Iraq has set up a development plan for the period 2018-2022, so as to achieve a rate of growth of 7 per cent and reduce rates of poverty and unemployment, all in line with the 2030 Agenda for Sustainable Development.”

“They will be carried out in accordance with the law and we will take into consideration the right of the accused to defend and appeal at all stages of the proceedings. Secondly, resolution 2379 (2017) also underlines that Member States on whose territory Da'esh has committed acts that may amount to war crimes, genocide and crimes against humanity may ask the Investigative Team to collect evidence of such acts, but only with the approval of the Security Council. The Secretary-General may also establish separate terms of reference with regard to the work of the Team in that State. Thirdly, the resolution reaffirms that the Investigative Team will ensure that Iraqi experts benefit from its expertise and will make every possible effort to share knowledge with and assist the Government of Iraq.”

“The competent Iraqi authorities should be the primary intended recipients of that evidence, as specified in the terms of reference, and any other use of that evidence shall be determined in agreement with the Government of Iraq, on a case-by-case basis. In that regard, when it comes to the death penalty, my Government believes that it is premature to talk about that matter, especially as the Security Council decided to review the mandate of the Special Adviser and the Team after a period of two years. We reaffirm that Iraq will exercise its sovereign right, pursuant to article 6 of the International Covenant on Civil and Political Rights. “The working mechanism of the Investigative Team, pursuant to the resolution and the terms of reference, is based on full respect for Iraq's judicial jurisdiction, and the resolution has set out a number of approaches to achieve its objectives. First, the Team shall collect, preserve and store evidence of crimes committed by Da'esh in Iraq in order to submit them to national Iraqi courts. It shall ensure the broadest possible use of that evidence and enable investigations by the competent Iraqi authorities on crimes perpetrated by Da'esh. “We are working to close the files pending between the two States, including the Kuwaiti National Archive, and submitted a package of television archives to Kuwait on 12 November. My country is committed to making every effort to progress on the file of Kuwaiti prisoners and missing persons. We are striving to honour in full our commitments under resolution 2107 (2013), including by determining the facts surrounding the remaining Kuwaiti prisoners and missing persons and third-country nationals. Most recently, the Ministry ofDefence called on all Iraqi citizens to provide information on the remains of Iraqi or Kuwaiti citizens who went missing in the 1991 war, in addition to Kuwaiti property. We have also run advertisements urging them to provide such information.”

“In return, we hope that those States will act in accordance with international law and the Charter of the United Nations while respecting our sovereignty. We hope that future reports of the Secretary-General will include elements on the impact of unilateral measures and violations by certain States that would lead to political and security instability in Iraq. We would like to stress once again the good fraternal relations we enjoy with the State of Kuwait. My Government is working to improve this relationship at the political and economic levels. “In connection with enhancing bilateral relations with neighbouring States, Iraq looks forward to reaching an equitable joint formula for water-sharing quotas with those States, as a result of the great pressure exerted on the Tigris and Euphrates basin by climate change, competition and inequitable use of joint water resources. A large percentage of Iraqi land is under the threat of desertification due to climate change and water scarcity, which would clearly have a negative impact on the fertility of the land. Iraq underscores once again that we will not accept the use of our territories by groups, whether they reside in those territories or are merely passing through, to launch attacks against neighbouring countries.”

“My Government believes that certain countries, including Iraq, that have suffered from terrorism and serious crimes committed by criminal groups and terrorist gangs turn to capital punishment as one element of achieving justice for the victims and their families, in accordance with article 6.2 of the International Covenant on Civil and Political Rights. It is a sovereign right of those States to do so. Capital punishment in Iraq is related to terrorist crimes. We apply fair and thorough trial procedures, taking into consideration the right of the accused to defend themselves and appeal. In that regard, we note that Iraq's penal code does not include provisions that cover international crimes, such as war crimes, crimes against humanity and genocide. We are working hard to finalize draft legislation on those particular crimes.”

“The national action plan will enhance the role and responsibilities of Iraqi women in support of post-Da'esh peacebuilding. We are working to include women in the new Iraqi Government at all levels and to the greatest extent possible. My country faces many difficulties and challenges, primary among which is the lack of medical and technical capacity to clear landmines and unexploded ordnance, which remain among the principal hindrances to the return of internally displaced families to the liberated areas. In this regard, we stress once again the urgent need to support the work of the United Nations Mine Action Service. We urge donor States to continue to support Iraq in mine-clearance.”

“The new Government will continue to apply the same approach to humanitarian solutions for the return of the families of Da'esh terrorist gangs. We are giving priority to their psychological and mental rehabilitation and their reintegration into their communities, once we are sure that they have been rehabilitated. In this regard, competent authorities in Iraq are considering a plan of action to prevent the recruitment of children that has been submitted by the United Nations country team. We are fully aware that we must not overlook the important role of Iraqi women and their efforts to restore stability and achieving community reconciliation in the liberated areas. A conference was held in Baghdad to launch the Iraqi national action plan on resolution 1325 (2000), on women and peace and security.”

“Since 2003, successive Governments have worked to uphold and protect those principles, which we have done by adhering to our Constitution and applicable laws created to guarantee protection and decent living standards for all. In this context, we find it odd that the Secretary- General includes strange references to racial discrimination in his report (S/2018/975). Racial discrimination does not exist in Iraq. These references, particularly in the light of the delicate circumstances in which my country finds itself, constitute a serious precedent that could undermine social peace. All Iraqis enjoy their civil and political rights, which are guaranteed by the Constitution and national legislation. There is no discrimination against any social group. Discriminatory discourse does not exist in Iraq.”

“Those projects meet 4 of the 16 priorities that were identified by the Counter-Terrorism Committee and adopted by the Government of Iraq in 2015. The awarding of the Nobel Peace Prize to Nadia Murad, an Iraqi citizen, is an acknowledgement by the world of the tragedy of Yazidis and all victims of terrorism and takfiri discourse in Iraq. The award honoured her courage and perseverance to defend the usurped rights, as well as the steadfastness of Iraqis in countering terrorism and extremism. Iraq derives strength from its cultural, religious and ethnic diversity, as well its rich history. We need all strata of society to rebuild and achieve stability in the post-Da'esh period so that we can maintain the unity and stability of the country.”

“Therefore, we will attach special importance to the ongoing capacity-building of our armed forces in all its categories, including the army, the police, the counter-terrorism apparatus, Peshmerga and the popular mobilization forces. We insist on prohibiting any military or armed formations outside State control. “We renew our call to Member States that have not yet recognized the State of Palestine with East Jerusalem as its capital to do so as soon as possible in order to invest in peace. Such a practical step would be in line with the long-standing international consensus and the declared commitment of the international community in that regard. We would like to express our grave concern about recent developments regarding the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). We reaffirm the need to ensure the Agency's mandate. We appreciate the positions taken by the international community in support of UNRWA's work and thank the countries that have provided financial support to compensate for its deficit. We also appreciate the efforts of countries that host refugees, especially Lebanon and Jordan.”

“We call on the international community and the members of the Security Council to guarantee real protection for Palestinian civilians and to implement the relevant international resolutions, in particular resolutions 605 (1987) and 904 (1994), which stipulate that the Fourth Geneva Convention is to be applied to the occupied Palestinian territory and that international protection is to be provided to the unarmed Palestinian people. We call on all States parties to the Fourth Geneva Convention to shoulder their responsibilities in honouring and implementing the Convention in the occupied State of Palestine, including East Jerusalem, by putting an end to Israeli violations of international humanitarian law and international human rights law.”

“We support the peace plan that President Mahmoud Abbas presented in the Security Council on 20 February (see S/PV.8183), wherein he called on international actors to establish a multilateral international mechanism under the umbrella of the United Nations to sponsor the peace process, and to convene an international conference to relaunch a credible and time-bound peace process. We welcome the General Assembly resolution on the protection of the Palestinian civilian population (resolution ES-10/20) and the latest report (A/ES-10/794) of the Secretary-General on the subject, which includes enforceable options to protect Palestinian civilians. We urge all States and international organizations to participate in the protection of Palestinian civilians and the establishment of a practical and effective mechanism to implement the resolution.”

Iraq aligns itself with the statements made on behalf of the Organization of Islamic Cooperation and the Movement of Non-Aligned Countries. Iraq supports efforts to achieve peace and stability in the Middle East. “Iraq has been seeking to resolve all pending issues with neighbouring countries and is eager to establish balanced diplomatic relations with the international community. We hope that Iraq will be a key factor in achieving economic prosperity in the region, given its various natural resources and strategic location. Since 2003, successive Iraqi Governments have respected the principle of good-neighbourly relations and non-interference in the internal affairs of other countries, while seeking to resolve disputes peacefully and establish relations of mutual respect. My Government wants to fulfil its commitments under resolution 2107 (2013). It is trying hard to investigate the fate of prisoners and those who disappeared and are citizens of the sisterly State of Kuwait and of other third-country nationals.”

“I would also like to mention that work is being done between the Iraqi side, represented by the High Commission to investigate reports of violations of children's rights in armed conflict, the Special Representative of the Secretary-General for Children and Armed Conflict, UNAMI and UNICEF in order to establish a joint action plan to address any violations regarding child recruitment. The Government of Iraq has gone a long way in preparing its national report on the implementation of the national plan pursuant to resolution 1325 (2000). We are about to start working on the second national plan. We hope that UNAMI will provide us with the necessary support and advice in completing the first national report and in ironing out any difficulties that may prevent the implementation of the first plan.”

“Some Iraqi women and children continue to suffer the impact of the negative effects of terrorism, especially those who live in regions that were previously under the control of Da'esh terrorist gangs. Their suffering persists as a result of the security challenges. My Government is working hard to reintegrate persecuted women and children into society and to repatriate children who fought with Da'esh to their countries so that they are not subjected to extremism and trafficking. My country hopes that the United Nations will support it in implementing thejoint communique signed between the two parties in 2016, aimed at preventing and addressing conflict-related sexual violence. This would provide a platform for collective work among religious and tribal leaders and civil society.”

“The Government has issued clear instructions to the security forces on the protection of civilian demonstrators, so that legitimate demonstrations are not exploited for political purposes and create discord in Iraq. The Prime Minister, Haider Al Abadi, has established a crisis unit on security and services aimed at implementing the development measures adopted by the Government in response to the demands of those who demonstrated on 14 July. These include the allocation of financial resources and job creation in the provinces of Iraq. The people of Iraq need sustainable stability. This can be done only through the efforts of all actors to find solutions to the problems and challenges facing the country.”
