  1. We were determined to hold parliamentary elections as scheduled on 12 May. The Iraqi people have learned many lessons from the elections. They hope to form a fully representative Government that focuses on promoting justice and strengthens democracy and good governance, free of nepotism or corruption. Following the official validation of the results by the Federal Supreme Court, the winning political blocs will strive quickly to form a new national Government that will implement reforms in order to use the abundant resources of the country to benefit our people. My Government supports freedom of expression and popular demands made through peaceful and legal demonstrations without fear.

Our goal is to boost the private sector through the adoption of a policy aimed at strengthening the industry sector, in order to create jobs and encourage the export of locally made products in the framework of the Sustainable Development Goals as set out in the 2030 Agenda for Sustainable Development. We are following up on the conclusions of the Kuwait International Conference for Reconstruction of Iraq. Reconstruction is no less important than fighting terrorism. Iraq looks forward to enjoying the support of friendly countries in order to finance the recovery programme launched by the Secretary-General at the Kuwait conference, aimed at addressing crises and the causes for the resurgence of terrorist organizations. My Government is keen to implement the principle of peaceful alternation of political power.

My Government, having rid our territory of the Da'esh terrorist groups with the support of the United States and the other countries of the international coalition, as well as that of friendly and sisterly countries, has announced that it intends to implement a reconstruction plan in areas affected by Da'esh and those that experienced an interruption of economic development and construction throughout Iraq. We are striving to boost economic development and have enacted policies aimed at strengthening food stability and security in order to reduce the poverty rate in the country and provide job opportunities for young people as part of future programmes aimed at achieving development and reforms. These include the 10-year plan and the five-year plan for development 2018-2022, as well as our poverty-reduction strategy.

  4. Landmines and explosive remnants of war have consequences for the Iraqi people, preventing them from accessing basic services. Such devices maim, paralyse and even kill them, and that is Why we will address all challenges that prevent us from meeting our commitments in terms of our technical and medical capacity to help victims and ensure their medical rehabilitation. We need additional financial resources to meet our urgent and growing needs, given our very difficult economic situation. We welcome the efforts of all international partners and donors, and we call on the international community to step up its efforts in this area.

  5. The propagation of takfiri and extremist ideology has been the driving force behind terrorism in Iraq and represents the greatest threat to national security in the post-victory period. We must adapt our anti-terrorist strategy to combat extremism and address the growing decentralization of such groups, which are seeking to expand their territory and increase their numbers. Further international efforts will be needed to help Iraq devise genuine and realistic strategies targeting the expansion of these groups. We must move from military confrontation to a national and global fight at the individual, society and State levels, nationally, regionally and internationally, so as to prevent these groups from extending their influence or regrouping once again.

We wish him every success in his tasks, which he took up in Iraq on 6 August in accordance with resolution 2379 (2017), adopted to support Iraq's national efforts to ensure accountability among the elements of terrorist Da'esh. This would be done by collecting, preserving and storing evidence in Iraq to further promote accountability throughout the world consistent with relevant national laws. We underscore our support for Mr. Khan's efforts and our commitment to providing him with all the facilities necessary to ensure his success. We also look forward to the international community's support for him and his team. Despite the definitive military victories over the Da'esh terrorist gangs, we cannot say that they and other terrorist networks have been defeated.

My Government welcomes the unanimous adoption of resolution 2421 (2018), extending the mandate of UNAMI. We are grateful for the support of all Security Council members in establishing a new mandate that is unique among its kind in the past 11 years. The mandate calls for supporting Iraq so as to meet the needs of all components of the Iraqi people, including women and young people. It calls also for achieving sustainable development and addressing climate change.

On 22 October 2017, our Prime Minister authorized the establishment of a high-level national committee on monitoring and reporting with a view to protecting the rights of children from violations. The committee, which is chaired by the Minister of Labour and Social Affairs, also met with the working group of the Special Representative on 7 March, to which it subsequently submitted recommendations. Work and coordination are currently under way in Baghdad between Iraq, represented by the high-level committee, and the office ofthe United Nations Assistance Mission in Iraq and UNICEF with a view to developing a mutually agreeable action plan. Consequently, we hope that accuracy is considered when including information in this report.

  12. As a result, some families and clans began defending themselves while Iraqi armed forces were not yet present. For example, I would point to the city of Al-Haditha, where people resisted the terrorists and prevented them from entering. On 26 February, Iraq invited the Office of the Special Representative to visit Iraq and to support the efforts being made to treat children who were impacted while combating terrorism. On the basis of that invitation, a working group from the Office visited Iraq from 5 to 8 March, during which it met with the Minister of Labour and Social Affairs, in addition to other meetings with representatives from the Ministries of Foreign Affairs and Justice and the National Security Council.

In accordance with resolution 1612 (2005), our Prime Minister sent a letter to the Special Representative in January in which he expressed Iraq's full readiness to cooperate with the United Nations regional task force on monitoring and reporting to develop a joint action plan to address any violations or abuses related to the legal provisions on recruiting minors, in line with the recommendations of the Prime Minister and with the National Security Council as the focal point for the dialogue with the United Nations. We must clarify to the international community that, while there have been images in newspapers of young men who appear to be under-aged, those have been exceptional cases from areas subject to direct acts of aggression by the terrorist group Da'esh.

  14. In that regard, special courts for minors have been set up under the Ministry of Labour and Social Affairs. Fifthly, the process of liberating cities occupied by terrorist organizations at times required the presence of military forces in some civilian facilities so that mine action and the removal of explosive ordnance left behind by the terrorist group Da'esh could take place, so as to safeguard civilians from risks and threats and allow the displaced to return. Since the publication of last year's report (S/2017/821), Iraq has been continuously cooperating with the Office of the Special Representative of the Secretary-General on Children and Armed Conflict to address the violations against the children ofIraq during our confrontation with terrorists, so as to rehabilitate and integrate them into society.

  15. Secondly, the air force command was not informed of any strikes against civilian targets during the liberation process. Thirdly, with regard to military use of schools and hospitals, units of the Ministry of Defence did not use civilian facilities for military purposes, particularly schools and hospitals. The units do not remain in any given area during military operations; they continue to move in the direction of their targets. Once a city is liberated there is no need to use civilian facilities. Fourthly, with regard to accountability when it comes to children accused of association with the terrorist group Da'esh, we deal with such children in accordance with our 1983 Minors Act Number 76 and the amendments thereto. The law provides for preferential treatment for minors when it comes to investigation and judicial proceedings.

Iraq provided very accurate information from specialized offices - in the Ministries of Justice, Defence, the Interior, and Labour and Social Affairs 4 in response to all of the queries that were made during the consultations. In that regard, we would like to clarify our position on some of the points in the report for the period under review. First, pertaining to the claims of airstrikes against schools, generally speaking airstrikes were carried out by air force jets against military targets of the terrorist group Da'esh. The strikes were carried out using confirmed intelligence reports in cooperation with the coalition air forces joint command, and employing laser- guided missiles inside the city to avoid hitting civilians.

The spread of takfiri ideology in the Middle East has led to the emergence of terrorist groups such as Da'esh, Al-Qaida and other associated groups, which have sown the seeds of sectarianism and division and committed atrocious crimes against all segments of the Iraqi population. They have also pillaged monuments and destroyed cultural heritage in Iraq. We are counting on the international investigation team established pursuant to resolution 2379 (2017) to hold the Da'esh criminals accountable and to ensure justice for the victims. My Government works to strengthen cooperation with international bodies and organizations in order to ensure aid to the Iraqi people, who have confronted the most powerful terrorist group in the world with the help of the Global Coalition against Da'esh.

  21. That fight is of strategic importance for the entire world, especially countries of the region. In addition, Iraq supports a peaceful solution in Yemen. We call for a national dialogue with a view to safeguarding the rights of the Yemeni people and putting an end to the carnage in order to restore security and stability to Yemen. We reaffirm that it is critical to reach a comprehensive political solution to the Libyan crisis and to respect the Libyan Political Agreement, which is the only political framework to resolve the political crisis in Libya, in order to achieve stability and prosperity in Libya.

We urge everyone to act responsibly and make efforts to reach a just solution to the Palestinian issue and to put an end to the Israeli occupation, while ensuring the full withdrawal of the Israeli occupation from all occupied Arab territories. Iraq is committed to the stability and territorial integrity of Syria. That requires a balanced and peaceful inter-Syrian solution that is accepted by the Syrian Government and all the parties concerned. The question of security and stability in Syria is very important and it is inextricably linked with the security and stability of Iraq, as the Da'esh terrorist organization operates in the region between Syria and Iraq. That means that the fight against the Da'esh terrorists is a common goal of all countries that are combating terrorism.

  23. The security and stability of the Middle East depend on finding a just solution that takes into consideration the Palestinian people's legitimate right to freedom. It also hinges on the creation of an independent Palestinian State with June 1967 borders, with East Jerusalem as its capital. Moreover, we must take the necessary measures to mitigate the risk of inflaming religious sentiment, which could transform a political conflict on the ground into an endless religious war. That is what the extremists want, as it would exacerbate violence, terrorism and extremism in the region and throughout the world.

  24. We have also called for the implementation of the comprehensive safeguards agreement of the International Atomic Energy Agency in all of the countries of the region. We have therefore committed to strengthening the international weapon-of-mass-destruction disarmament and non-proliferation regime. We try to be a force of stability both regionally and internationally, far from all tension and instability in the world. The Government of Iraq is committed to respecting its obligations under international treaties and conventions on disarmament and non-proliferation based on the provisions of the permanent Constitution of the Republic of Iraq. The Israeli occupation is the cause of tension in the Middle East.

In addition, we believe that the equitable distribution of international water resources among coastal States around a shared body of water prevents crises because injustice resulting from water quotas undermines sustainable development in countries sharing any body of water, which is a matter of water law and human rights law. The Middle East has always been one of the regions most exposed to political, security, economic and strategic upheavals. We are concerned about the harmful impact of the presence of weapons of mass destruction in the Middle East because they constitute a strategic threat to regional and international peace and security. In every international forum, Iraq has therefore called for the establishment of a nuclear- weapon-free zone in the Middle East.

We believe that, in order to promote peaceful and open societies, secured on a solid foundation and in accordance with Sustainable Development Goal 16 of the 2030 Agenda for Sustainable Development, Members States must respect the principles of the Charter of the United Nations and those governing international law, which prohibit interference in the internal affairs of other States, which promotes ethnic, religious and community divisions, thereby entailing national destabilization and the outbreak of conflicts that only lead to the destruction, ruin and demise of the local communities and the developmental gains that were achieved by them. Those conflicts are also destroying the development progress made by some countries in recent years, despite ongoing wars.

Iraq hopes that UNAMI and all the relevant United Nations agencies in Iraq will play a major role in rebuilding the country following the devastation caused by the war and the subsequent decline in basic services infrastructure, especially to restore stability in liberated areas and ensure the return of internally displaced persons. In conclusion, I would like to clarify that the current criminal trials in Iraq cannot be concluded in minutes, as stated by my colleague the representative of Kazakhstan. Legal and judicial processes require that the investigating judge conduct a full investigation over an extended period before the case is referred to another judge, who will then adjudicate on the matter, according to Iraqi law.

Lastly, I am pleased to highlight Iraq's willingness to extend the mandate of UNAMI for an additional year, according to the letter oins Excellency the Minister for Foreign Affairs of Iraq addressed to Secretary-General Antonio Guterres, on 3 May. That is in accordance with the letter and spirit of resolution 1770 (2007), as well as the political mandate of the Mission, which has the ability to meet Iraq's needs in the post-victory period over Da'esh with a view to extending State authority across the country. Given the challenges faced by Iraq, UNAMI's mandate must remain as is in order to allow it to meet its commitments and provide advice and assistance to the Government and the people of Iraq, in particular on social and economic issues that affect the lives of Iraqi citizens.

  31. With regard to the issue of Kuwaiti missing persons, the competent Iraqi authorities continue to conduct their research and investigation. According to witness testimony, they have begun exploration and excavation processes in Shakhat and Ain Tamr in Karbala, Salman Pak in Baghdad, Khamisiyah in Dhi Qar, Salman Road in Muthanna and Al-Razi Street in Diyala. No remains have been found. The Iraqi Government is in the process of handing over the first recently found batch of Kuwaiti property and archives, following an agreement with UNAMI. The material will be transported to the State of Kuwait by air.

Iraq looks forward to building genuine and strategic partnerships based on the principle of integration with friendly and allied countries to help Iraq create a sound economic investment environment and thousands of j 0b opportunities for young people and improve the living conditions and standards of its citizens. Development in Iraq is linked to the development of the entire region and of all its neighbours. It should be recalled that Iraq as a whole, and due to the war against terrorism, suffered from a decline in sustainable development. There are considerable opportunities for investment in all Iraqi provinces. My country's Government has sought to fulfil the obligations related to outstanding issues between Iraq and the sisterly State of Kuwait.

Iraq has established normal and balanced relations with all neighbouring countries and the with region to safeguard the interests of the Iraqi people on the basis of respect for sovereignty, mutual interests and the quest for common denominators, instead of conflicts that have destroyed the region. Iraq seeks to build a new foreign policy based on positive neutrality, while avoiding siding with one side against another. It is in Iraq's interest to stay away from conflicts in the region. Iraq believes that cooperation, partnership and mutual interests in various areas is the only way to achieve the aspirations of our people for security, stability and development, by enhancing political, security, economic and trade cooperation.

The visit yielded fruitful results, including continued efforts to meet Iraq's 16 priorities set by the Counter-Terrorism Committee and its Executive Directorate in 2015 and the implementation of capacity-building projects to meet five of the 16 priorities. Iraq also issued the Iraqi national report on the implementation of resolution 1325 (2000) on 7 March, on the occasion of International Women's Day, which will be presented to the United Nations. Iraq will be the first country in the Middle East to report on the implementation of the resolution with regard to the role of women in conflict prevention and peacebuilding. Iraqi authorities received Mr. Vladimir Voronkov, Under-Secretary-General of the United Nations Office of Counter-Terrorism, and Ms. Michele Coninsx, Assistant Secretary-General of the Counter-Terrorism Committee Executive Directorate, during their joint visit to Iraq on 7 and 8 March.

We reaffirm our commitment to addressing the suffering of the victims of conflict-related sexual violence, which was made clear through the signing of the 2016 joint communique by the United Nations and Iraq to prevent and address conflict-related sexual violence, and the endorsement of the implementation plan of the joint communique, which outlines specific measures on justice, accountability and services. The signing took place during the latest visit to Iraq by Ms. Pramila Patten, Special Representative of the Secretary-General on Sexual Violence in Conflict, upon an invitation from the Government, between 26 February and 5 March. Iraq looks forward to concrete outcomes from the implementation plan and a timetable for its assessment.

  37. The Security Council's adoption of resolution 2379 (2017) was a victory for justice and fairness for the victims. The implementation of the resolution is currently under way, including procedures to set up the international investigative team. The team will be responsible for collecting evidence of crimes committed by Da'esh terrorist gangs and submitting it to the national judiciary in order to punish criminals. Iraq looks forward to cooperating fully and constructively with the investigative team. Iraq will continue its efforts to provide redress and compensation to all the victims of horrendous crimes of sexual violence. It will involve women in all peacebuilding, reconciliation and reconstruction initiatives.

Thirdly, the recovery and resilience programme launched by Secretary-General Anto'nio Guterres consists of nine elements, three of which are to be implemented in high-priority communities where extremism is more likely to take root. Fourthly, our national youth strategy, which was launched in cooperation with the United Nation Population Fund and is the first of its kind in the country, aims at preparing a generation that is productive and well educated, enjoys good mental, social and psychological health, maintains its national identity, plays a pivotal role in local communities and is immune to radical terrorist ideologies. The Da'esh terrorist organization has shown extraordinary cruelty towards its victims, including men, women and children.

  39. It will seek to support development and stability in all provinces and to create an attractive climate for investment in line with the approach taken by the previous Government. Iraq will also seek to implement the following strategies. First, we will work to implement the strategic reconstruction plan, which will be a platform for launching projects in accordance with certain criteria and priorities that take into consideration the requirements for achieving the 2030 Sustainable Development Goals, as well as Iraq's vision for 2030. Secondly, we will carry out the 2018-2022 National Strategy to Alleviate Poverty in Iraq with a view to significantly reducing overall poverty and creating more jobs and opportunities for young people.

After the announcement of the election results, the Independent High Electoral Commission allowed complaints and appeals to be submitted by political entities and parties that had any observations or doubts about the results of the elections. The Commission will examine and audit those appeals in accordance with the rules and legal standards provided for by law in order for the Commission to then announce the final results and submit the names of the winners to the Federal Court for formal approval and adoption. The Council of Ministers and the Council of Representatives also focused on that matter so as to reassure all stakeholders. During the next phase, Iraq will focus on revitalizing its economy and restoring normal social conditions.

A large number of young people also participated in the elections as both voters and candidates, and, in doing so, sought to choose who would represent them and meet their expectations in the Parliament. The Government of Iraq, based on its legal and constitutional duties, was able to provide a secure electoral environment, which enabled the various Iraqi segments of society to cast their votes in a safe and satisfactory manner. The Government also ensured all the conditions necessary to allow displaced persons to cast their votes, and thereby contribute to consolidating the democratic process in the country.

On 12 May, Iraqis went to the voting polls to elect the members of the Council of Representatives. Those elections were particularly important because they came on the heels of the defeat of Da'esh terrorist gangs in Iraq, which means that the 2018 Iraqi elections were another chapter of the war against terrorism in Iraq. The large and unprecedented participation by female candidates in the elections for the Iraqi Council of Representatives was a positive sign and showed that Iraqi women have begun to prove themselves on the political scene.

  45. We have provided all the necessary information to the air and ground forces so as to carefully target various objectives without putting civilians in harm's way. Our security forces have also worked professionally to restore the various civilian organizations that had been used by Da'esh and sites that were used to train terrorists and stockpile weapons. We therefore worked to liberate civilians who had been used by Da'esh as human shields. We have liberated territories, and today we are working to rehabilitate the various sites and regions. Our victory at the military level was followed by another victory at the civilian level. Through legislative elections, we have enshrined the principle of peaceful succession to power by holding parliamentary elections on 12 May, which strengthened the unity of Iraq.

We have also set up a common coordination centre so as to coordinate our work related to managing crises linked to recent military and civilian activities in order to provide protection to civilians and guarantee the delivery of humanitarian assistance to those who are in need. The Iraqi armed forces are working under our Commander-in-Chief, who has given explicit orders to protect civilians in the various regions in which we have had to confront terrorists. We have worked to protect infrastructure, which has cost us some time in terms of military operations. We did not want to move forward too quickly so that we would not put the infrastructure in jeopardy and also to protect civilian lives.

The Iraqi Government has also established a high-level monitoring and reporting interministerial commission responsible for protecting the rights of children within the framework of human rights violations during armed conflict, the establishment of which was approved by the Prime Minister on 23 November 2017. Currently, the Minister ofLabour and Social Affairs is responsible for monitoring human rights violations concerning children who have been deprived of their most basic rights owing to armed conflict. We have also established a central commission to compensate victims affected by military operations and terrorist attacks under Law No. 57/2015 to mitigate the suffering of citizens caused by military activities.

Through its national legislation and international commitments, the Iraqi Government is working to hold accountable the terrorist organization Da'esh, which has committed numerous crimes, including murder, kidnapping and human trafficking, all of which must not go unpunished. We are therefore coordinating our efforts with those of the international community to that end, not only at the national, but also at the international, level. We have established specialized courts responsible for investigating crimes committed by terrorists, in particular crimes of genocide and crimes committed by Da'esh against minorities in Mosul. We have also conducted investigations into crimes perpetrated against prison inmates in Badoush prison.

Moreover, in a letter from High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini, on 20 June 2017, the European Union condemned the crimes committed by Da'esh in Iraq and qualified them as war crimes, crimes against humanity and crimes of genocide. Iraq gladly welcomed the training provided to its security forces, who are in daily contact with civilians. That training is provided by United Nations specialized experts, in line with the memorundum addressed to the office of the Special Representative of the Secretary-General for Children and Armed Conflict on 16 May 2017.

Accordingly, Iraq signed a joint communique on 23 September 2016 with the Special Representative of the Secretary-General on Sexual Violence in Conflict, which entered into force at the beginning of this year, thereby enabling us to provide assistance to victims of sexual violence linked to terrorist activities. We have also worked to strengthen the capacities of the various Iraqi institutions that provide support and assistance to victims. The Prime Minister of Iraq also signed a work plan with the Special Representative of the Secretary- General for Children and Armed Conflict, which is aimed at rehabilitating children abused by Da'esh.
