“Psychological rehabilitation programmes have been successfully conducted for the benefit of the population so that they can be reintegrated into society and national reconciliation achieved, following the destruction of infrastructure and homes in various regions by terrorists who have fled. The Iraqi Government is committed to cooperating with the United Nations so as to implement resolution 2379 (2017). We have therefore worked to criminalize the terrorist organization Da'esh. We cooperate with the United Nations to provide needed assistance to victims and punish those responsible, who must not enjoy impunity.”

“They have created humanitarian corridors for civilians to ensure they are able to leave the most dangerous areas formerly under the control of terrorist groups. Safe camps have also been created for displaced persons where basic services, including food, medical care and financial assistance, are provided. The Government ofIraq has mobilized all ministries and all the means and resources at its disposal in order to deliver humanitarian assistance, medical care and drinking water to our citizens in liberated areas in the Nineveh, Al-Anbar and Salahadin governorates. We have been supporting those people by all means possible.”

“During her visit, the final draft of the executive plan of the joint communique signed between Iraq and the United Nations was put forward with a view to help in defining fields of technical cooperation with Iraqi entities to confront various dimensions of sexual violence in conflict. The visit was conducted successfully from 25 February to 5 March. The Special Representative was accompanied by Lord Ahmad, the Special Representative of the Prime Minister of the United Kingdom on Preventing Sexual Violence in Conflict and the Minister of State for the Commonwealth and the United Nations. Ms. Patten met with the Prime Minister, as well as the Minister of Defence, the Minister of Labour and Social Affairs, the President of the Supreme Judicial Council and religious leaders of all denominations and other stakeholders.”

“The Security Council adopted resolution 2379 (2017) on 21 September 2017, which will help Iraq to collect, preserve and store evidence of crimes committed in Iraq by perpetrators and to submit that evidence to the Iraqi judicial authorities so that they can carry out their judicial duties, including the prosecution of crimes of sexual violence, building judicial capacities, updating Iraqi law and ensuring accountability for perpetrators pertaining to Da'esh. Iraq has therefore taken an important step towards ensuring accountability, prosecuting the perpetrators of such crimes and treating victims fairly. This year, the Prime Minister of Iraq, Mr. Haider Al Abadi, invited the Special Representative of the Secretary-General on Sexual Violence in Conflict, Ms. Pramila Patten, to pay a visit to Iraq.”

“That was followed by two more visits to Iraq by specialists from the Office of the Special Representative of the Secretary-General, the most recent of which took place from 21 July to 2 August 2017. They held formal meetings with the relevant bodies to discuss the joint plan of action expected to be implemented under the terms of the joint communique signed by the two parties. That was followed by yet another important step along the same lines. In cooperation with its international partners, particularly the United Kingdom, Iraq conveyed a message to the Secretary-General on 9 August 2017, requesting international assistance.”

“That represented the beginning of a joint effort of Iraq and the United Nations to address the sexual violence and brutality committed by the terrorist Da'esh organization and to address some of the challenges faced by Iraq in ensuring accountability for such crimes and bringing the perpetrators to justice in line with the relevant Iraqi laws. Pursuant to that agreement, Iraq has received international assistance to document and gather evidence of such crimes and strengthen the legal framework, thereby enabling the judicial authorities to find ways to compensate and support the survivors of rape and children conceived as a result. In accordance with the agreement, Ms. Zainab Hawa Bangura, former Special Representative of the Secretary-General on Sexual Violence in Conflict, and her team first visited Iraq from 25 February to 3 March 2017.”

“Iraq continues to suffer some of the most dreadful terrorist organizations, which have committed heinous crimes against innocent people. These gangs have abducted thousands of citizens, including children and women whom they have enslaved and trafficked. Many have been raped and exposed to some of the worst and most humiliating and inhumane treatment ever. Based on our responsibility to provide protection and accountability and to prosecute the perpetrators of such terrible crimes against the people of Iraq, we have adopted a number of practical measures, the most important of which was the signing of the joint communique between the Iraqi Government, represented by the Minister for Foreign Affairs, and the Special Representative of the Secretary-General on Sexual Violence in Conflict on 23 September 2016.”

“Our national and joint commissions are sparing no effort to determine the fate of the disappeared Kuwaiti persons and others. The Ministry of Defence, in conjunction with the International Committee of the Red Cross in Baghdad, has been conducting field investigations in Shakhat and 'Ayn Tamr in Karbala, Salman Pak in Baghdad, Khamisiyah in Dhi Qar, Salman Road in Al-Muthanna, Al-Razi Street in Diali and other places. It holds regular meetings on a quarterly basis with the participation of UNAMI to inform all stakeholders about recent developments.”

“My delegation thanks the State of sisterly Kuwait for the efforts it has undertaken with the World Bank and the European Union, as well as the United Nations in Iraq, in preparation to host the Conference for the Reconstruction of Iraq, which was held in Kuwait from 12 to 14 February. Iraq places great hope on the outcome of that Conference and its implementation mechanisms. We are grateful to all States that attended. The goals of the Conference pertained to investments and development, based on studies that assess the damage wrought in Iraq with respect to infrastructure and the delivery of basic services. The Government of Iraq reaffirms its commitment to undertaking greater efforts in order to make progress on the matters of the disappeared Kuwaiti citizens and Kuwaiti archives.”

“The Iraqi Council of Representatives has set forth a timetable for elections to be held on 12 May, seeking to ensure that it will be a historic day for a modern Iraq in which Iraqi people participate in the legislative election process. In order to build on the democratic political process, the Iraqi Government intends to ensure the participation of internally displaced persons in the upcoming parliamentary elections by securing protection for all voters and guaranteeing the transparent outcome of the elections so that they will be deemed successful and contribute to entrenching democracy and the peaceful exchange of power.”

“They are now able to return to the liberated cities. The Government has established an integrated programme to achieve stability, deliver necessary services and preserve religious and ethnic diversity in those cities, while securing the State's exclusive right to possess weapons. We call on the international community to contribute to rebuilding the cities that have been destroyed. “Our Government also aspires to rebuild all of our country's cities so as to enable its components to live in harmony together after being liberated from terrorism. In this regard, Iraq appreciates the role of the United Nations agencies working in Iraq, especially the United Nations Development Programme, which, alongside the relevant Iraqi ministries and authorities, delivers effective assistance to all liberated areas, thereby enabling an equal delivery of assistance so as to avoid discrimination. That also helps to foster hope for the residents of the liberated areas, all of whom suffered from the crimes committed by Da'esh. “Our Constitution identifies such groups as integral components because we are racially and religiously a diversified country. All of our constitutionally recognized components make up the distinct Iraqi identity. The groups of the Iraqi components - including Christians, Yazidis, Shabaks, Sabaean, Feylis, Sunnis and Shiites of Arab, Kurdish or Turkmen origin - are indigenous peoples that have built the Iraqi civilization. They are represented in the general elected Government, which consists of all components and cares for all specificities. This Government, since its establishment and under the aegis of Prime Minister Haider Al Abadi, has sought to unite the Iraqi people and to ensure their safety and a decent life on the basis of the rule of law.”

“We have also established a high commission to promote Iraqi women's status that is the national entity involved in international Iraqi commitments to issues concerning the empowerment of women, and in follow up with the relevant national parties. The official authorities work with international organizations, such as the International Committee of the Red Cross and others, to establish small enterprises for women and boost their participation in economic and political life. They issue recommendations to improve the legal and economic status of women in Iraq and to provide assistance to Iraqi women through the social care system which is financed from the general budget. Iraq does not support any UNAMI mandate related to what the report calls "minorities".”

“Iraq was not in a state of conflict. It was a war that Iraq waged against an international terrorist organization whose members come from 120 different States Members of the United Nations, some of which have helped to finance them. We believe that national reconciliation should be comprehensive and not limited to a particular ethnic or religious sector to the detriment of another. Rather, it should encompass every sector of society while respecting the Constitution, legal and judicial system and Iraqi unity. With regard to the empowerment of women, the Iraqi Constitution accords women all rights and ensures their representation in Parliament, where they hold 25 per cent of seats. In accordance with resolution 1325 (2000), our Council of Ministers has created an ad hoc department for the empowerment of Iraqi women.”

“With regard to the report of the independent review, after studying the summary submitted by the United Nations pertaining to the team's recommendations for the Mission's new mandate, the Government of Iraq believes that those recommendations do not distinguish between the Mission's political mandate, which permits it to respond to Iraq's general needs, and internal issues that are governed by the provisions of the Iraqi Constitution and our established laws. For that reason, Iraq does not support the recommendations related to the mandate, specifically conflict prevention, the empowerment of women and minorities, and relations between the central Government and the Kurdistan Government. Those recommendations come under the purview of the Iraqi Government, its constitutional authorities and its internal affairs.”

“The Government has adopted a national strategy for an interfaith dialogue that is founded on the principles of civil harmony and fostering unity among Iraqis which have helped us to achieve a historic victory against Da'esh terrorist factions. In order to respond to the Iraqi people's desire to succeed in the international campaign to bring Da'esh to justice for the crimes it has committed in Iraq, in particular genocide, war crimes and crimes against humanity, Iraq, through negotiations with the United Nations Secretariat and with the help of friendly states, has been able to put together an acceptable mandate that ensures full respect for its sovereignty and jurisdiction in the task of collecting criminal evidence for crimes committed by Da'esh.”

“I wish also to thank the Special Representative of the Secretary-General and Head of the United Nations Assistance Mission for Iraq (UNAMI), Mr. Jan Kubis, for his briefing and for the efforts he has undertaken together with his team. The security forces of all categories were able to establish their full dominance on the international Iraqi- Syrian border, from the Al-Walid border crossing to the Rabia border crossing, and managed to liberate Mosul and Ramadi islands and establish full control over all areas along the border with Syria. The whole of Iraqi territory has thus been freed from the grip of Da'esh terrorist factions. “That is why the Security Council must play its role in ending such unprecedented acts, protecting the Palestinians and ensuring that the occupied territories are returned to the 1967 borders, in line with resolutions 242 (1967) and 338 (1973). “We warn against the danger of mishandling the Palestinian question and allowing some to present that cause as a religious war, which fuels hatred and increases violence. That will not be conducive to the peace to which we all aspire. Iraq has always supported the cause of the Palestinian people and their just struggle to attain their legitimate rights. We are particularly concerned about the dire humanitarian situation of the Palestinians caused by Israel's ongoing flouting of international decisions and its continued acts of aggression, of which women, the elderly and children are the victims. The overall infrastructure is undermined and the holy sites in Al-Quds and Al-Aqsa mosque are also impacted.”

“With regard to the report on UNAMI submitted by the independent external assessment team, the relevant Iraqi authorities have taken note of the report and will study it, especially the recommendations pertaining to UNAMI's mandate and the priorities suggested by the team, at which point we will offer our official opinion about what the Government sees as necessary in the upcoming stage, which will be one of reconstruction, aimed at strengthening and increasing Iraqi society's immunity to terrorist ideology. We hope that this reconstruction will enable us to achieve economic prosperity, the voluntary return of the displaced to their cities and secure basic services. In that regard, I would like to express my delegation's appreciation for the efforts of the independent external assessment team in compiling its report.”

“We greatly appreciate Kazakhstan's efforts to ensure success in the Astana talks, and congratulate its leadership on the steps that it has taken to consolidate peace and help bring together the views of Syrians under the umbrella of the United Nations. Our relationship with our sister State of Kuwait, which has stood by Iraq during difficult times, is a close one, based on firm foundations of constructive cooperation and fraternity. Iraq is working hard to locate the missing Kuwaiti persons and prisoners and Kuwaiti archives. The most recent meeting of the relevant technical subcommittee was held in Kuwait on 8 August. The competent Iraqi authorities continue to take into consideration the legal and human aspects of the issue and to work diligently to locate the remains of Kuwaiti victims.”

“Where Syria is concerned, Iraq welcomes the efforts by Russia, Iran and Turkey and by those who are working to arrive at a comprehensive, intra-Syrian solution acceptable to all Syrian parties. It should be eliminate terrorist gangs and cut off all international and regional support. It must also reduce the recruitment of more terrorists, which only funnels more such fighters to the battlefield. It must be a solution that respects the sovereignty and territorial integrity of the Syrian State and helps rid it of the scourge of terrorism, destruction, displacement and murder, while ultimately achieving stability and security in the region.”

“They have also seen limited opportunities for development and an increase in the number of orphans and widows, and they must be included in any reconstruction projects. We look forward to the international community's effective participation in the donor conference to be held in Kuwait early next year, and we appreciate the genuine efforts that are being made to help Iraq and alleviate the suffering of the displaced. We would also like to renew our call on companies in friendly States to invest in our economy, including the energy, housing, transportation and health-care sectors, as well as in the construction of schools and communications infrastructure. “We call on Member States and international and regional organizations to help the investigative team in its work and offer it all the assistance it will need to strengthen the Iraqi legal and judicial system so as to promote the rule of law and put an end to impunity. There is a growing need for the support that the international community has to offer, including by participating in the reconstruction of the liberated areas and the restoration of ordinary livelihoods for Iraqis as soon as possible. “That will help to strengthen the rule of law, put an end to impunity for terrorists and ensure that they are punished for their terrible crimes in Iraq. This historic resolution is the result of constructive cooperation between Iraq and the Security Council. The decision to criminalize Da'esh is a victory for human justice and the organization's victims. It is also an expression ofa practical rejection of the savagery of Da'esh and an effective condemnation ofits uncivilized behaviour. The prosecution of these criminals, and denying them impunity, will act as send strong messages of deterrence. It will also reassure countries all over the world through the strong warning it sends to those who support Da'esh financially, ideologically or through the media.”

“The next stage will require genuine, serious cooperation if we are to prevent any relapses into terrorism and extremism. We have signed a partnership agreement with the United Nations Development Programme to promote civic and community-based reconciliation in Iraq and to enhance and promote the work of local peace committees to achieve sustainable, social peace in the cities that have been liberated from the terrorist gangs of Da'esh. Iraq also greatly appreciates the Council's unanimous adoption of resolution 2379 (2017), on the collection and preservation of evidence of the crimes committed by Da'esh terrorist gans in Iraq. Efforts in this area should be directed at enhancing Iraq's sovereignty, maintaining its jurisdiction and reinforce the capabilities of its judiciary in investigating serious international crimes.”

“The post-conflict phase poses a great challenge for us that surpasses even that of the war itself. We must therefore strive to re-establish stability, ensure reconstruction and rekindle hope following the liberation of our cities, achieved with enormous costs to human life and property and damage to the environment, which has been seriously degraded over the past three decades. That is in addition to the environmental terrorism perpetrated by the gangs of Da'esh, which have set fire to oil wells, ruined small dams, flooded agricultural land and destroyed artefacts and Iraq's ancient cultural heritage. We are working for community-based reconciliation among the civilian population so that our citizens can feel reassured and the displaced can return home.”

“Iraq looks forward to holding parliamentary and legislative elections in mid-May 2018. Preparations by the political forces that represent all Iraqis have begun. The successful holding of the coming elections on the basis of a peaceful transfer of power will strengthen the political stability of Iraq's democratic and pluralistic political system within a lasting democracy that will help Iraq resist any crises. It will strengthen the country's stability and economic development in its efforts to achieve the Sustainable Development Goals of the 2030 Agenda. The Council of Ministers has decided to ban any political party or entity with a military component from participating in the elections, based on the Iraqi Constitution, which prohibits the military from participating in elections.”
