  3. Ces limitations de l'espace démocratique vont à l'encontre des aspirations d'une large part de la population turque à rejoindre l'Union européenne. Cet attachement, nous y restons sensibles. Nous n'ignorons pas ce désir d'Europe, mais les développements récents vont encore dans le sens contraire à ce qui est nécessaire pour reprendre des négociations d'adhésion.   4. Or, la situation de la démocratie en Turquie est plus que préoccupante. Quand l'indépendance de la justice est bafouée, quand le principal opposant au gouvernement en place et maire d'Istanbul est mis en prison, nous nous posons légitimement des questions sur l'espace laissé à la démocratie, et je n'ai là évoqué que l'exemple le plus emblématique. Nous devons aussi considérer tous les autres élus locaux qui ont été écartés par le pouvoir. Au-delà des responsables politiques, c'est aussi la société civile qui est restreinte dans son action. Et puis il y a la situation des journalistes. L'indépendance et la liberté de la presse sont indispensables à toute société démocratique. Or, les journalistes ne peuvent pas librement exercer leur métier en Turquie et, surtout, ils sont nombreux à être arrêtés – situation alarmante.

I will not hesitate to convey to my Turkish interlocutors that continuing backsliding in the areas of the rule of law, fundamental rights and judicial independence constitutes a serious obstacle to deepening our cooperation. The rule of law is non-negotiable. It is a core principle that underpins any credible partnership with the European Union. I will also continue to support Turkish civil society, which plays a crucial role in promoting democratic values, fostering dialogue and building bridges between our peoples. And finally, progress on the Cyprus issue remains essential. A fair, comprehensive and viable settlement in line with the relevant UN Security Council resolution is key for advancing EU-Türkiye relations.

  7. Of course, challenges remain and must be addressed jointly, in line with the statement and its commitments to prevent irregular crossings and to resume returns of Syrians from the Greek islands. Türkiye continues efforts to host Syrian refugees, and the EU supports these efforts without substantial support. Given Türkiye's strategic position and influence, constructive engagement with Ankara is essential to address shared challenges together and foster regional stability. Türkiye plays a crucial role as a regional actor in the Eastern Mediterranean, in ensuring security in the Black Sea and in enhancing connectivity and energy transit. At the same time, I am committed to closely monitoring domestic developments in Türkiye.

  8. Türkiye's non-alignment with EU sanctions has posed challenges, though recent engagements have led to progress in preventing the circumvention of EU measures. And also concerns persist, for example, over suspected false transit of exports. Türkiye continues to engage constructively on this key issue. The EU continues to pursue its priorities and to boost investments in the areas of mutual interest, notably by supporting investment in strategic sectors such as climate, the green transition, renewable energy and energy efficiency, job creation and urban development. The 2016 EU-Türkiye statement on migration continues to yield results: irregular arrivals from Türkiye to the EU have fallen by 33 % so far in this year, compared with the same period last year.

  9. This approach reflects and reinforces the joint communication of November 2023 on the state of play of EU-Türkiye political, economic and trade relations. Since then, several key developments advance this agenda. High-level dialogues on various sectoral issues, including on trade and economy, have driven this agenda forward. I can confirm the constructive exchange in the high-level economic dialogue in which I participated. Our economic and trade relationship is stronger than ever. The numbers speak for themselves: trade between us hit a record high of EUR 206 billion in 2024. The European Union is Türkiye's largest trade and investment partner. Our intention is to strengthen this further.

  10. And does it continued failure to implement the legally binding ruling of the European Court of Human Rights, including those on Mr Demirtaş and Mr Kavala? It is our shared interest to see Türkiye firmly anchored in the values we uphold as a Union. We will therefore continue to consistently and constructively raise our concerns regarding the rule of law and the protection of fundamental rights with our Turkish Partners. Honourable Members, the EU has a strategic interest in fostering a cooperative, mutually beneficial partnership with Türkiye and in promoting its stability and prosperity, and Türkiye is also our strategic trade partner. In April 2024, the European Council endorsed a phased, proportionate and reversible approach to engaging with Türkiye, setting the stage for deeper cooperation in areas of mutual interest.

The overly broad use of the anti-terror legislation, targeting of political parties and the curtailment of media freedom are major setbacks and contravene Türkiye's international obligations, particularly those guaranteeing freedom of expression and association. Moreover, the detention of Istanbul's democratically elected mayor, Mr Ekrem İmamoğlu, together with the arrests and charges brought against elected officials, political activists, civil society and business representatives, journalists and others raises serious questions about Türkiye's commitment to its own democratic traditions, and I have already spoken about these concerns in this House before. Türkiye's withdrawal from the Istanbul Convention remains a major disappointment.

  12. These positive steps must be mentioned and deepened through Türkiye's constructive engagement with the EU and all Member States. Regrettably, the de-escalation on the foreign policy front and good cooperation on sectoral issues has not been matched by progress on domestic reforms. Since the start of this year, we have observed, again, worrying developments in Türkiye on the rule of law and human rights, alongside the continued failure to address the Commission's long-standing recommendations. These issues remain a serious concern for the EU as they lie at the heart of our relationship.

Despite Türkiye's repeated declarations that EU accession remains its strategic objective, this declared intention has not been accompanied by tangible progress, notably when it comes to fundamental freedoms and the rule of law. The negative trends that led to a standstill in the accession negotiations in 2018 unfortunately persist. Since 2023, however, we have witnessed a welcome de-escalation in the Eastern Mediterranean, the resumption of bilateral talks between Greece and Türkiye, and the revival of the informal UN-facilitated discussions on the Cyprus issue, held in a constructive atmosphere, with both sides demonstrating a clear commitment to advancing the talks. We have seen a continued positive cooperation on migration, management and trade issues.

Y Turquía nos obliga a nosotros a considerarla una vez más como un posible socio —y solo como un posible socio— al abandonar las reformas democráticas y cerrarse a sí misma el proceso de adhesión. Turquía puede ser importante desde el punto de vista de la seguridad. Hay que entenderlo y es bueno hacer algunas precisiones: Turquía es miembro de la OTAN desde 1952. Porque en la prensa turca —el 90 % de ella, prensa progubernamental— se extiende una propaganda nacionalista que viene a decir «nuestro poder militar nos abrirá las puertas para ser Estado miembro de la Unión Europea», lo que fomenta una equivocación en la opinión pública que nos parece que es necesario disolver. Saben que no va a pasar. No hay atajos para ser Estado miembro de la Unión Europea. Ser miembro de la Unión Europea va de democracia madura y de valores, mientras que ser socio puede ser muchas otras cosas. La adhesión es un proceso normativo —no negociable— y el partenariado es transaccional y depende de la confianza mutua y de la capacidad para tener intereses compartidos.   23. Turėtume teikti ypatingą pagalbą ir paramą savo ūkininkams, nes vanduo yra esminis žemės ūkio išteklius, reikalingas aukštos kokybės maisto ir pašarų gamybai.   25. Less than 40 % of EU’s surface waters are in healthy condition and nearly 25 % of the groundwater bodies are not meeting the good chemical status. To tackle the challenge, the EU needs to change the paradigm on saving, reusing and recycling water. The Commission should come up with a plan to ensure that communal water management in the Member States will be improved by creating closed-loop water cycles. This includes addressing the issue of leaking pipes, directing fresh potable water to primary consumption, as in drinking water, food and personal hygiene, while water used for other purposes should be fully reused and circulated. Therefore, the plan should include targets and obligations for industries, households and municipalities to further improve their water reuse efficiency by threefold by 2050.

  27. These are not some buzzwords. They are tools which we must deploy across Europe. They are practical solutions to support our communities and farmers to transition towards our shared resilience. And alongside quantity, we must also address quality. We cannot talk about water resilience while turning a blind eye to pollution. Today, the ecological status of our waters remains far from acceptable. Chemical pollution threatens biodiversity, food safety and our public health. We need stronger enforcement and we need to stop pollution at its source. And we must update our standards to reflect reality. That is, PFAS are everywhere. That is why I call on you to support amendments for a more ambitious phase-out of PFAS. And to that end, I reach out that all these critical goods need targeted funding.

Floods devastate communities, droughts dry up livelihoods, demand for water continues to increase. These are not abstract threats – they are lived realities. To address some comments made, yes, dams are needed when they are environmentally sound and properly managed, but our fight against floods and droughts is more efficient when combined with nature-based solutions in order to store water, to protect against floods and enhance climate mitigation. Friends, we must even go further. Storing water is not enough. We must be using it smarter. We cannot just extract more and more water. And the answer is efficiency, reuse and innovation, modern irrigation, water recycling, soil regeneration, less water-intensive crops.

Finally, just on funding, I cannot prejudge the next multiannual financial framework, of course, to have a dedicated fund as was brought up in the beginning, but also let me be clear that there is a big funding gap for which we need to mobilise funds – public and private funding. And here I just want to add that the Commission proposal has – on the mid-term review of the MFF – water resilience is a new priority, and this means more position to direct cohesion money also for water infrastructure and digitalisation.   30. On climate adaptation – Pär Holmgren and César Luena brought that up – yes, water resilience and climate adaption are closely linked and climate change is accelerating water stress. And yes, nature-based solutions are particularly well suited when it comes to achieving resilience. Jutta Paulus and others brought up efficiency, and I think that improving water efficiency and promoting circularity in water use across sectors will be an important part and pillar of the strategy. But also – and that was raised also by many and for example, Mr Liese – implementation, because we have a lot of good legislation when it comes to water, and we need to focus on implementation on that.

  31. I only have two minutes, so I will not have the possibility to answer all the inputs, we'll try to pick a few of them. On agriculture, of course, we need to work more with farmers to help them also address water scarcity and droughts, but also to seek their support to protect better water quality and work against pollution. Many of you have brought up forever chemicals and PFAS, and I just want to underline that of course I share your concerns. A lot of things are going on, and one thing is that we need to clean up the PFAS that we have in our water now. And we will, of course, continue to work closely with the European Chemical Agency to identify those PFA substances that are particularly harmful for human health, and also in trying to seek a ban in consumer goods. Στην Ελλάδα, η Ήπειρος και η Ανατολική Μακεδονία-Θράκη είναι φτωχότερες από πολλές περιοχές της Βουλγαρίας ή της Πολωνίας, παρότι η Ελλάδα είναι μέλος της Ευρωπαϊκής Ένωσης για δεκαετίες. Τα κονδύλια χάνονται σε γραφειοκρατία, αναθέσεις και συμφέροντα. Η ανεργία στους νέους ξεπερνά το 25% και το brain drain συνεχίζεται αδιαλείπτως. Όσον αφορά την υγεία, στα νησιά και στην επαρχία οι άνθρωποι δεν έχουν πρόσβαση ούτε σε γιατρό. Αν δεν έχεις να πληρώσεις ιδιωτικά, απλώς μένεις άρρωστος. Αυτή δεν είναι Ευρώπη της συνοχής, είναι Ευρώπη των δύο ταχυτήτων. Η Ευρώπη πρέπει να επενδύει στην εξάλειψη των ανισοτήτων των φτωχών και ευάλωτων στρωμάτων της Ευρώπης και όχι στο να αυγατίζουν τα λεφτά των φίλων της των ισχυρών.

Nous sommes dépendants à 100 % de la Chine, et je préfère réellement que l’extraction minière se fasse en Europe plutôt qu’en Afrique, dans des conditions environnementales et sociales compliquées.

  43. Je rappelle ici aux parlementaires que les marchés publics représentent 14 % du PIB européen. La modification de ces critères peut donc clairement créer la demande nécessaire pour remplir les carnets de commandes de nos aciéries, et cela, c’est une question de volonté politique. Je compte évidemment sur le Parlement européen pour soutenir la Commission dans cette démarche. Je veux également rassurer du côté de la gauche et de The Left: il n’y a pas d’accord commercial prévu dans le domaine de l’acier, notamment en ce qui concerne les quotas. Nous avons en tout cas autour de cette dimension des enjeux importants, qui concernent notre capacité de production non seulement de l’acier, mais aussi d’autres types de métaux nécessitant des déchets métalliques, et donc de la ferraille, pour pouvoir être produits dans des conditions de compétitivité normales en Europe. Pour ce qui est de l’acier à bas carbone, je compte sur le Parlement européen pour se pencher sur la révision des marchés publics que nous lancerons dans les prochaines semaines. Εννέα μήνες τώρα χάθηκαν εκατοντάδες θέσεις εργασίας, εξειδικευμένο προσωπικό. Διαλύθηκε αυτό το ανεκτίμητης αξίας εργοστάσιο, και μια ολόκληρη περιοχή, η Λάρυμνα, βυθίστηκε στην ανεργία και την εγκατάλειψη.

This preparedness strategy is a systematic, coordinated and proactive approach to make sure every European citizen is ready for any crisis. The European Parliament definitely has a role to play and can engage our citizens and create awareness without provoking anxiety, but, on the contrary, promoting inclusivity.
