That is why we attach importance to partnerships with the private sector at the national level in a number of areas, such as projects that contribute to limiting carbon emissions and mitigating the climate crisis. At the international level, the State of Qatar has promoted a number of relief campaigns, including the Al-Fakhoura campaign for the Gaza Strip. We also encourage partnership between civil society and the private sector in order to provide financial contributions. At the same time, nonetheless, we realize that corporate institutions can provide more than just money. For example, the private sector can provide significant technical and logistic expertise in modern technologies, digital technology, communications, data analysis and artificial intelligence.

In that regard, we should not underestimate the transformative potential of the private sector, which constitutes a key stakeholder in terms of humanitarian, emergency and development assistance, as well as its role in helping communities affected by socioeconomic and ecological disasters. The private sector is part of the broader community and can be affected as well, but it can have an impact on communities by promoting inclusiveness and flexibility. Through its emergency and development efforts, the State of Qatar recognizes the added value that can be provided by the private sector in various fields, the most important of which is the humanitarian arena.

Over the past two years, the State of Qatar has made great efforts to improve the humanitarian situation in Afghanistan by establishing airlifts to transport tens of thousands of Afghans and foreign nationals via Doha. We have also hosted Afghans and provided education opportunities to Afghan girls and contributed to the reconstruction of the Kabul airport to facilitate humanitarian aid. Given the various global challenges, the United Nations and Member States shoulder the bulk of responsibility for exploring and benefiting from all the means available to make up for the shortfall in the humanitarian response.

As a responsible and active member of the international community, the State of Qatar is at the forefront of countries committed to providing humanitarian aid to those affected by catastrophes and humanitarian crises. We also provide development assistance to establish peace, stability and sustainable development, especially in developing countries, least-developed countries and countries affected by crises and those emerging from them. This week, my country was among the first countries that sent hundreds of tons of emergency humanitarian relief to our brothers and sisters affected by floods in Libya and those affected by the earthquake in Morocco, in addition to the relief aid provided by the State of Qatar this year to our brothers in the Sudan and our brothers in Syria and Türkiye in the aftermath of the devastating earthquakes.

I take this opportunity to commend the constructive initiatives taken by their corporations in the context of partnership with the private sector as good examples of partnership to improve humanitarian and economic situations throughout the world. The unprecedented diverse and escalating challenges that we are currently facing, whether owing to armed conflicts, natural disasters, climate change, earthquakes, floods or coronavirus disease (COVID-19) pandemic, have all led to catastrophic humanitarian crises worldwide. We listened earlier to some of the aspects of the humanitarian needs to which we, as the international community, must respond.

  7. It was the first time that it was held in the Middle East and the Arab region. It was the first World Cup free of carbon emissions and the most eco-friendly championship. The protection of the environment was part and parcel of the development of the infrastructure for that championship. In conclusion, the State of Qatar supports the important place accorded to climate change and its impact on peace and security as reflected on the Council’s agenda. We also support its incorporation into the mandate of several peacekeeping and special political missions.

  8. That is part of a comprehensive approach of the State of Qatar in support of international efforts to strengthen peace and security, development and human rights. The State of Qatar has a long history of supporting international efforts to address climate change and adapt to it. One of the important milestones for the State of Qatar was hosting the eighteenth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change. We look forward to participating in the twenty-eighth session of the Conference of the Parties (COP28) and hope that it will take ambitious measures in support of climate action. We express our sincere appreciation to the sisterly United Arab Emirates for hosting that session. We look forward to participating effectively in COP28. Last year, my country hosted the FIFA World Cup.

The national environment and climate change strategy of the State of Qatar, which was launched in 2021, reflects our ongoing commitment to protecting and strengthening the environment and achieving a more sustainable future. The Doha Programme of Action for the Least Developed Countries has shown that those countries are particularly vulnerable to the adverse effects of climate change. It is very important to promote their capacities and resilience and finance adaptation measures. During the fifth United Nations Conference on the Least Developed Countries, which was hosted by Doha in March, His Highness Sheikh Tamim bin Hamad Al Thani announced a financial contribution of $60 million to support the implementation of activities under the Doha Programme of Action.

Qatar’s National Vision 2030, along with our first and second national development strategies, has established projects, objectives and initiatives aimed at protecting the environment and achieving sustainable development. The State of Qatar recently made significant progress in reducing emissions due to the energy and water sector. The opening by His Highness Sheikh Tamim bin Hamad Al Thani, Prince of the State of Qatar, of the Al Kharsaah solar power plant is a prominent example of our interest in investing in projects aimed at reducing carbon emissions and protecting the environment. We also adopted the national plan for climate change 2030, which is geared towards strengthening our efforts to address climate change and includes measures to reduce emissions and limit effects of climate change.

My country’s delegation aligns itself with the statements made on behalf of the Group of Arab States and the Group of Friends on Climate and Security. Based on the principles and objectives of the State of Qatar’s foreign policy, which rely on preventive diplomacy and mediation in conflict resolution, as well as our considerable experience in resolving a number of regional and international conflicts, we see a need to invest in addressing the root causes of conflict, with a focus on peacebuilding, mediation and dialogue, along with ensuring the effective participation of the women, young people and vulnerable sectors affected by conflict and humanitarian crises.   14. Therefore, the impacts of development policies on the implementation of the Silencing the Guns initiative in Africa are of paramount importance. Development policies that address the root causes of conflict and promote socioeconomic development can significantly contribute to achieving peace, security and sustainable development on the continent. That is the focus of the State of Qatar in its bilateral and international partnerships, as it prioritizes those partnerships towards the achievement of inclusive economic growth and the reduction of poverty and inequality, while increasing access to education and health care and building the resilience and capacity of States and communities to peacefully resolve conflicts and prevent the spread of terrorism and violence. The Silencing the Guns initiative is undoubtedly an African initiative.

The Group also stresses its full conviction that the Security Council, by adopting presidential statement S/PRST/2023/1, is sending a clear message to the Israeli Government that the international community will not be silent in the face of Israel’s repeated violations and that it will strongly address these violations and hold the perpetrators accountable. Israel must end its deportation and house-arrest policy. Ninth, the communiqué rejects any decision that breaches the legal status of the city of Al-Quds Al-Sharif, including by opening offices or diplomatic missions in the city in violation of Security Council resolutions. Such decisions constitute an aggression against the Palestinian people, a violation of their rights, and a provocation of the sentiments of the Arab nation, Muslims and Christians alike. It is a breach of international law and relevant United Nations resolutions.

Seventh, the communiqué condemns and rejects the Israeli policy designed to systematically distort and change the identity and culture of the Arabs and Muslims in Al-Quds through the closure of Palestinian national cultural institutions, rob the Palestinians of their heritage, replace Palestinian school curricula in the city of Al-Quds with distorted curricula and impose financial and administrative sanctions on Palestinian educational institutions that fail to comply with that malicious policy, which will lead to their closure. Eighth, the communiqué condemns Israel’s arbitrary-detention and administrative-detention policies as well as intentional denial of medical treatment for prisoners, leading to their death. Prisoners are not permitted to get support for seeking released.

Sixth, the communiqué calls upon the international community to assume its legal, moral and humanitarian responsibilities to immediately put an end to Israeli settlement activity in the city of Al-Quds and to abolish Israeli racist laws that empower the occupation authorities to withdraw the identity cards of thousands of Jerusalemites and seize their property through the so-called absentee property law. Those racist measures seek to steal more Palestinian land and property in the Old City and its vicinity and wipe out traces of Arab culture in the occupied city of Al-Quds.

It affirms the sovereignty of the State of Palestine over the city of Al-Quds and its holy sites and supports the Hashemite custodianship of the Islamic and Christian holy sites in Al-Quds and its role in protecting the Arab, Islamic and Christian identity and preserving the historical and legal status quo of Al-Quds and its holy sites. It stresses the rejection of the Israeli systematic and illegal measures to undermine churches and weaken the Christian presence in the holy city, and warns that such grave violations of the legal and historical status quo of the holy sites of the city of Al-Quds constitute serious violations of the relevant international conventions and commitments and will have serious consequences for international peace and security. Fourth, the communiqué also stresses the protection of Islamic and Christian holy sites in the city of Al-Quds and putting an end to the Israeli attempts to alter the historical and legal status quo of the city of Al-Quds and the holy Al-Aqsa Mosque/Al-Haram Al-Sharif, changing its name and dividing it temporally and spatially, as well as undermining the freedom of worship by Muslims there in addition to undermining its foundations and falsifying its history by Israel excavating under it. Third, the communiqué affirms that all systematic and illegal Israeli policies and plans that seek to legitimize the annexation of East Jerusalem are null and void and that they distort its Arab identity, change its demographic composition, undermine population growth, harm its people and isolate it from its Palestinian surroundings, including intensifying the policy of house demolitions and the forced displacement of citizens from the neighbourhoods and towns of the occupied city of Al-Quds, including the residents of Silwan, Sheikh Jarrah and other neighbourhoods and areas of the city, as part of the systematic Israeli campaign for ethnic cleansing and strengthening apartheid. Those are all flagrant violations of the relevant international resolutions, including Security Council resolutions.

Second, the communiqué calls on the international community to take practical action to provide international protection for the Palestinian people and to address the ongoing Israeli aggression, including the Israeli colonial settlement activities, the apartheid regime and its discriminatory measures. It also calls on the Security Council to assume its responsibilities to ensure the effective implementation of its resolutions related to the question of Palestine, and to work to stop the illegal Israeli policies and practices against the Palestinian people. It also calls for the removal of illegal settlements with the annexation and expansion wall. Just and comprehensive peace, security and stability in the Middle East will not be achieved until the Palestinian people obtain their legitimate and inalienable rights, foremost of which are the right of return, compensation, self-determination, independence, an end to the illegal Israeli occupation and the establishment of an independent and fully sovereign State of Palestine on the Palestinian territory occupied in 1967, with Jerusalem as its capital. The communiqué calls on the countries of the world to stand in solidarity with the Palestinian people in their struggle, support their just cause, recognize the State of Palestine and grant it its right to full membership in the United Nations.

The Arab Group highlights in particular the situation in Jerusalem, the capital of the future Palestinian State in implementation of the two-State solution, which threatens to trigger dire consequences as a result of Israel’s ongoing deliberate implementation of policies and measures that are inconsistent with international legitimacy. The Group stresses the centrality of the final communiqué of the Al-Quds Conference on Resilience and Development, convened by the Arab Summit in Algeria on 12 February. The communiqué includes in its political part, among other things, the following main points. First, the just Palestinian question will remain central for the Arab nation and those who adhere to international law and human rights across the world.

  33. We thank the Council members for speaking in one voice on a very dangerous issue that deserves the Council’s full attention and that the Council remain seized of it. The Arab Group expresses its grave concern over the extremist acts by the new Israeli Government in flagrant violation of all its obligations under international humanitarian law, international human rights law and Security Council resolutions. Such violations have fuelled tensions in the occupied Palestinian territory and threaten regional and international peace and security. In that regard, the Arab Group stresses the pivotal role that the Security Council must play in addressing such violations and in holding the perpetrators accountable by implementing the rules of accountability and transparency applied to all except Israel.

The Arab Group welcomes today’s adoption by the Security Council of presidential statement S/PRST/2023/1, prepared by the sisterly United Arab Emirates, and believes that it is an important and timely step.

Having said that, any attempt to reform the Security Council will fail if it focuses on one factor only while overlooking other factors, as all five reform factors are interlinked, pursuant to General Assembly decision 62/557, and the reform will not succeed if the principle of equality among all Member States is not taken into account in the Security Council’s decisions. We look forward to achieving positive results in the upcoming intergovernmental negotiation round, which will be co-facilitated by Kuwait and Slovakia. In conclusion, effective multilateral efforts are the only way to achieve the success that is long-awaited by present and future generations, for the benefit of humankind.

  36. We managed, notwithstanding the difficulties on that track, with the support of Member States, to achieve progress by reducing areas of divergence and promoting areas of convergence. There is no doubt, however, that the delayed Security Council reform, which is long overdue, requires a new way of thinking to accelerate the achievement of the goal to which we aspire and to reach consensus on the package of proposals that strikes the desired balance in the new Security Council.

  37. There is an urgent need to uphold the values of justice, the rule of law, equality, human rights, sustainable development, environmental conservation and international cooperation. We are greatly encouraged by an effective role for the Security Council. Thus, the Council reform is more urgent than ever before. A successful and holistic United Nations reform fundamentally depends on Security Council reform as one of the main pillars of the international Organization. The intergovernmental negotiation process on Security Council reform, which I was honoured to co-facilitate over the past two years, is one of the most significant United Nations intergovernmental negotiation processes.

We believe that the new vision of future global cooperation developed by those main and reference documents is strengthened by the Secretary-General’s report, Our Common Agenda (A/75/982), which advocates effective multilateralism to better address the more urgent challenges facing humanity. Regarding the United Nations collective security reform in particular, we would like to make the following points. The New Agenda for Peace calls for investing in preventive efforts and peacebuilding at the domestic, regional and international levels. It is important to invest smartly and preventively to address the root causes of conflicts now more than ever before. That means we need an effective, well-staffed Peacebuilding Commission that enjoys adequate, sustainable and predictable funding.

  39. Multilateralism is therefore not an option; rather, it is necessary for building a more equitable, resilient and sustainable world, with the United Nations playing a central and leading role. In that regard, Member States agreed to support the Secretary-General’s ongoing reform efforts, instilling a new spirit in the discussions on Security Council reform, moving forward with the revitalization of the General Assembly and reforming and strengthening the Economic and Social Council. The State of Qatar affirms that the 2030 Agenda for Sustainable Development is the most inclusive vision and strategy so far to eliminate abject poverty, limit inequality and protect our planet.

In conclusion, the State of Qatar is preparing to host the FIFA World Cup next month, which will take place in the Middle East for the first time. Israel is continuing its illegal settlement policy and other repressive policies against the Palestinians through its annexation of their land and appropriation and demolition of their property, as well as its use of excessive force and arbitrary arrests, against a backdrop of repeated cycles of violence and escalation that requires us to make further efforts towards achieving sustainable peace. The Gaza Strip is suffering in particular from the painful humanitarian effects of the military escalation and the blockade that has been imposed on the Strip for more than 15 years.   43. The State of Qatar has strongly condemned those attacks, both as a flagrant violation of international law and as provocative to the feelings of Muslims around the world. In that regard, the international community must shoulder its moral and legal responsibilities to protect the brotherly Palestinian people and their holy sites. The State of Qatar welcomes the announcement by the Government of Australia to cancel its recognition of West Jerusalem as the capital of Israel. The best way to achieve that end is through negotiations between the two sides, and consequently the international community should do its utmost to facilitate the peace process and resolve all final-status issues. The issue of Jerusalem is one of the most important final-status issues. We affirm that any attempts to undermine the existing historical and legal status of the Islamic and Christian holy sites in occupied East Jerusalem or to Judaize them, as well as any attempts to divide the blessed Al-Aqsa Mosque temporally and spatially and to limit the freedom of Muslim prayer in it, are null and void under international law and the relevant United Nations resolutions. We are concerned about the latest such attempt, this month, in which hundreds of settlers stormed the Al-Aqsa Mosque.

The international community agrees that the best solution for achieving a permanent, just and comprehensive settlement of the Palestinian question is the two-State solution, according to which an independent and lasting State of Palestine is established based on the 1967 borders, with East Jerusalem as its capital, in accordance with the relevant Security Council resolutions and the Arab Peace Initiative. That requires an end to Israel’s occupation of the occupied Arab territories, including the Syrian Golan and the occupied Lebanese territories, and the immediate and complete cessation of settlement activities, as well as ensuring the return of refugees and the restoration of the inalienable rights of the Palestinian people.

We are also providing urgent humanitarian assistance to Afghanistan, including via an air bridge from Doha to Kabul, as well as working to rehabilitate Kabul airport in order to facilitate the delivery of basic food supplies. In that regard, we recall the importance of implementing General Assembly resolution 74/275, submitted by the State of Qatar, which urges the parties to armed conflict to protect civilians, including students and education workers, and to protect educational institutions. The State of Qatar is anxious to alleviate the impact of humanitarian crises on civilians affected by armed conflict, and we therefore continue to play a leading role in providing development and relief assistance and supporting the efforts of the United Nations in that regard. The State of Qatar is among the top 10 contributors to the Office for the Coordination of Humanitarian Affairs. We have provided support for humanitarian efforts in many Arab countries and contributed more than $18 million to the Central Emergency Response Fund.

  50. They were working, wearing gear clearly marked “press”, when they were attacked. That is a heinous crime, a flagrant violation of international humanitarian law and a blatant infringement of freedom of the press, freedom of expression and of all people’s right to obtain information. We reiterate the Security Council members’ call for an immediate, thorough, transparent, fair and impartial investigation and for accountability for the perpetrators. The right to education, which continues to suffer from unacceptable violations in conflict situations, including when educational institutions are the target of attacks, must be ensured.
