It is nearly a year and four months since the illegal blockade was imposed on my country, the State of Qatar, in a contrived crisis that seeks to control its will and invalidate its political decisions on fabricated and farcical grounds. That contrived crisis only undermines the Cooperation Council for the Arab States of the Gulf (GCC). For more than three decades, that regional entity has been able to maintain its unity. In the light of the crises in the region that require collective action, we must preserve the GCC. The countries imposing the blockade have not been successful.

The crisis in Syria is having serious repercussions and demands an urgent political settlement based on the Geneva communique (S/2012/522, annex) and the relevant Security Council resolutions, including resolution 2254 (2015), with the full participation of the Syrian people, in order to meet their legitimate aspirations while maintaining Syria's national unity, sovereignty and independence. Until a political transition and national reconciliation are achieved, there must be accountability for crimes under international law and international humanitarian law. We underscore the importance of supporting the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011.

  3. The unjust blockade of Gaza has entered its eleventh year. The people of Gaza are enduring an agony of suffering from the humanitarian crisis. Based on instructions from His Highness Sheikh Tamim bin Hamad Al-Thani, Emir of the State of Qatar, we have provided them with $150 million in humanitarian assistance. We have also provided the Gaza Strip with fuel for generating electricity. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) recently celebrated the opening of the new scholastic year, and the State of Qatar has contributed $50 million to the UNRWA educational programme, helping its schools to open on schedule. Those efforts are part of our positive role to foster the stability that peace requires.

That requires meaningful negotiations between the Palestinian and Israeli parties to reach agreement on issues pertaining to a final settlement, based on agreed-on terms of reference, including the Arab Peace Initiative, for the establishment of a viable Palestinian State along the 1967 borders, with East Jerusalem as its capital; ending the Israeli occupation of Arab territories, including the Syrian Golan and the Lebanese occupied territory; immediately ceasing all settlement activities; on the return of refugees; acknowledging the inalienable rights of the Palestinian people, and not changing the status of Al-Quds Al-Sharif and other Islamic and Christian holy sites, especially the Al-Aqsa Mosque. That would ensure that both parties could live side by side in peace and security.

We also thank Mr. Hagai El-Ad for his participation in the meeting this morning. The unresolved conflicts in the Middle East continue to ensure that the situation there remains critical and unstable. We therefore reiterate our appreciation for the mediation efforts headed by His Highness the Amir of our sister State of Kuwait aimed at resolving the crisis in the Gulf and thereby enhancing the security and stability of the region and peace and security internationally. We also believe that it is important to support and sustain peace, and we therefore contributed to the preparations for the General Assembly's high-level meeting in April on peacebuilding and sustaining peace (see A/72/PV.83).   10. Our mediation efforts have often led to the successful settlement of disputes or to avoiding further escalation, and the Council has recognized and supported them. Integrity and inclusiveness are among the factors that help mediation to succeed. We have no special purpose in mediating except to ensure successful dialogue and reconciliation in the settlement of a dispute. We must also take into account the ways in which conflicts differ and recognize the specific traits of each case. It is the parties to a conflict who have the primary responsibility for resolving it. They must recognize the joint interest they all have in achieving reconciliation and settling their disputes. The State of Qatar is interested in mediation because it lies at the heart of the maintenance of peace and security and the peaceful resolution of conflict.

We commend the Secretary-General for prioritizing preventive diplomacy and mediation and for his efforts to enhance the performance of the United Nations in that regard, including his initiative to establish the High-level Advisory Board on Mediation. We also underscore the important role of civil society and the private sector in this area. In many instances the success of mediation strategies relies on identifying and engaging the right stakeholders. Moreover, it is important to engage women and young people in peacebuilding and mediation efforts to help to ensure their efficiency and sustainability. The State of Qatar has unique mediation experience, especially in the Arab and Islamic world.

  12. The report of the Working Group on Peacekeeping Operations has focused on the fact that peacekeeping mandates must work to help achieve political solutions to crises. At the same time, it is encouraging that there are developments in mediation's arrangements and tools at various levels that are essential in order to stay abreast ofthe changing nature oftoday's conflicts and threats to international peace and security. We are also encouraged by the increasing number of mediation actors. There have been progress and practical achievements on the mediation agenda at the United Nations, especially since the establishment in the Secretariat of the Standby Team of Senior Mediation Advisers in support of mediation efforts worldwide.

  13. Mediation is not a substitute for other tools for preventing conflicts but rather a complement to them as part of a comprehensive strategy for preventing, resolving and managing disputes. Beyond that, we also have to address the root causes of disputes, while recognizing how peace, security, development and human rights are all linked. In recent years the international community has become more aware of those facts and of the importance of prioritizing preventive diplomacy and the peaceful settlement of disputes, including through mediation. Every two years, for example, the General Assembly adopts a resolution on mediation submitted by Turkey and Finland and sponsored by a large group of countries, including the State of Qatar.

  17. Collective efforts must be made to combat terrorism and extremism, while taking measures to eliminate terrorist groups, uproot them and ensure that they do not re-emerge in different forms. That calls for not only military and security action, but also for a holistic developmental approach that addresses the ideology and narratives of those groups and their means of recruiting young people. That is the approach that the State of Qatar is pursuing in our international initiatives for education and youth employment. Through its foreign policy, the State of Qatar seeks to maintain international peace and security and resolve conflicts and disputes by peaceful means and dialogue, while maintaining constructive collective work and good neighbourliness. We therefore continue to call for dialogue to resolve the Gulf crisis, and we appreciate the efforts of friendly and fraternal countries, led by His Highness the Amir of Kuwait, to resolve it. This crisis, which is alien to the values of our peoples and undermines their historical cohesion, represents a threat to the security and stability of this Vital region which is so important to the world and has costly ramifications for international peace and security. This contrived crisis has highlighted new challenges to international peace and security, such as the hacking crime against the State of Qatar and the consequent lies upon which the contrived crisis was built. It has demonstrated the seriousness of the cyberspace threat to the security and sovereignty of States. The maintenance of international peace and security requires respect for international law and a commitment to the Charter, respect for human rights and a commitment to refraining from the use of any policies that would exacerbate instability and undermine international peace and security. In this respect, the contrived crisis imposed on Qatar as well as the unjust blockade and unilateral, illegal and unjust measures against it represent the epitome of irresponsible policies that contravene international law and the provisions of the Charter, run counter to good-neighbourliness and undermine relations among countries and fraternal peoples, and do not safeguard important regional organizations such as the Gulf Cooperation Council.

  21. A holistic vision is required in order to address these conflicts and crises, their causes and the elements that could lead to their resolution. We reiterated many times that addressing these crises, both new and old, requires that we tackle their root causes, meet the economic and development needs of the peoples of the region, promote the rule of law and good governance and respect human rights, as well as kindle hope for the peoples of the region for a better future, especially young people, so as to shield them against extremism and violence.   24. Lastly,journalists play an important role in bringing attention to conflict situations and in mobilizing action in situations where atrocity crimes are committed. Independent reporting can put pressure on political actors to find solutions to conflicts and can contribute to promoting accountability. According to Reporters without Borders, more than 1,000 professional journalists were killed in the past 15 years, an average of two deaths per week, while more than 24 have already been killed in 2018. Member States should create and maintain a safe and enabling environment forjournalists reporting in conflict situations. Far too many civilians are killed, in both direct and indiscriminate attacks, in today's complex and protracted conflicts. The international community should make every effort to assist civilians caught up in conflicts.

Approximately one incident of violence against health-care facilities or personnel has taken place every single week since the adoption of resolution 2286 (2016), with regard to the protection of medical and humanitarian personnel and facilities. Fourthly, the protection of civilians should be sensitive to gender considerations. Security Council resolutions on women and peace and security note that armed conflict and emergencies have a differential impact on women, girls, men and boys. Women's needs must be considered and addressed. The Group urges the United Nations and other relevant actors to ensure that affected populations, including women, are involved in the development of protection-of-civilians strategies and activities.

Let us not forget that deliberate or indiscriminate attacks against medical facilities and civilian infrastructure, such as schools, as well as on the civilian population, including humanitarian workers, may amount to war crimes. There has been a pattern in recent years of attacks on schools, students, teachers and other education personnel by State security forces or non-State armed groups. The United Nations was able to verify 753 attacks on schools and hospitals in 2016. From May 2016 to date, the ICRC has recorded more than 1,200 incidents of violence against health-care facilities or personnel in just 16 countries.

  27. National accountability efforts should be encouraged and supported, including through the strengthening ofjudicial cooperation among States. International investigative and judicial mechanisms, including fact-finding missions, commissions ofinquiry, international courts and hybrid tribunals, including the International Criminal Court in circumstances that are properly within its jurisdiction, provide complementary avenues to enable accountability when and where national options prove insufficient. Thirdly, we are witnessing widespread attacks directed against civilian infrastructure, such as health-care facilities and schools.

  28. Many civilian deaths, as well as suffering and displacement, could be avoided if all parties to conflicts respected international humanitarian law and human rights law. Secondly, it is of the utmost importance that States put in place appropriate legislative and institutional arrangements to comprehensively address violations of international humanitarian law and violations and abuses of human rights and hold those who commit such violations and abuses accountable. Accountability for serious violations of the law of armed conflict and human rights violations and abuses not only helps provide justice for victims, but also deters future violations and abuses. States have the primary responsibility to investigate and prosecute crimes committed within their jurisdiction.

  29. The results are tremendous human suffering and a high risk of mass atrocity crimes. Although all States have a responsibility to protect their populations from genocide, war crimes, crimes against humanity and ethnic cleansing, more than 65 million people are currently displaced as a result of conflict, atrocities and persecution worldwide. The commission of systematic, flagrant and widespread violations of applicable international humanitarian law and human rights law in situations of armed conflict may constitute a threat to international peace and security. It is within that context that the Group of Friends would like to stress the following points. First, full and effective compliance with international law is fundamental to the protection of civilians.

That cannot happen when countries institute policies based on threatening to undermine and violate other States' integrity and on fabricating non-existent crises in order to promote their illegal aims. International law and the United Nations Charter must be upheld, especially in regions that are mired in conflicts and crises, as is the case in the Middle East.   33. Maintaining international peace and security is a collective responsibility, which is why no efforts should be sparedto findjust solutions to our common challenges. The State of Qatar has always acted in accordance with its obligations within the partnership we have with the international community to fulfil the purposes and principles of the Charter. We have undertaken a number of measures within the framework of the international community to strengthen dialogue and mutual understanding, promote tolerance and cooperation, fight extremism and terrorism and work to bring an end to impunity.   34. We should also respect the right of people to self-determination, and we must prevent conflicts, resolve them peacefully and act in conformity with Article 8 of the Charter. Today, as the Council is discussing respect for international law, we can see that the Palestinians, unarmed as they are, have gone undefended for several days while under attack in the Gaza Strip as they peacefully and legitimately protest. That is a serious violation of international law, and the State of Qatar denounces it in the strongest possible terms. Given the serious nature of the violations committed by the Israeli occupying forces, we call on the Security Council and the international community to shoulder their responsibility by protecting Palestinian civilians on the basis of the relevant international instruments.

Now more than ever, given the magnitude of the danger emanating from those threats to international peace and security, we need to strengthen the mechanisms created by the international community in the area of collective security in order to end the various conflicts and resolve international crises. Any attempt to change the status quo illegally has to be stopped. We must avoid any undermining of international peace and security, uphold Article 1 of the Charter of the United Nations and dissuade any party trying to violate international law. We have to make sure that the sovereignty and security of States are respected and that the use of force in international relations is prohibited.

  36. Thanks to international law, humankind has made strides forward, but every time it is breached or ignored, the credibility of international institutions is called into question. That in turn affects our ability to cope with international challenges and crises and jeopardizes international efforts to maintain international peace and security. We are also seeing serious contradictions in the world today. While the reality in many areas is very promising, at the same time we are very worried about the conflicts that are increasing and worsening day by day, with the international community unable to resolve them. We should therefore work to enable our international institutions to implement their mandates and thereby ensure respect for international law.

Experience has shown that the international community cannot counter threats to international peace and security without cooperating and working collectively in strict adherence to international law, something that we have seen in the context of our common fight against terrorism, for example, which has shown us very clearly that respect for international law adds value to such efforts. International law and the relevant institutions concerned with its implementation reflect the profound will of States, which is the basis on which the United Nations was created, as well as of other bodies, particularly the various tribunals and legal entities that have made respect for international law possible.

I would also like to thank you for convening this open debate on a topic of major importance for the international community. We also welcome Mr. Andrzej Duda, President of the Republic of Poland, who presided over the discussion this morning. Threats to international peace and security are greater today than ever. Some refuse to fulfil their obligations under international law. That serious challenge is compounded by weak levels of cooperation in containing those global threats and peacefully resolving conflicts and crises. Impunity also helps to aggravate such crises and constitutes a serious violation of international law, international human rights law and international humanitarian law.

The serious implications of this fabricated crisis against the State of Qatar in the Middle East and its direct impact on efforts of the Security Council in the area of maintaining international peace and security require immediate lifting of the blockade, ending the arbitrary unilateral actions against the State of Qatar and initiating dialogue as a means to resolve disputes in accordance with the Charter of the United Nations. In the light of the highly tense international environment and challenges as a result of continued conflicts, terrorism and the slow pace in resolving conflicts, and at a time when the challenges in the Middle East must be faced with cooperation by all, the continued fabricated crisis against the State of Qatar is negatively affecting security and stability of the region.

We reiterate our call upon the international community to uphold its responsibilities to end the aggression by the regime, stop the use of internationally banned weapons and bring the perpetrators of these crimes to international justice. We emphasize once again our support for all the efforts aimed at a political resolution of the conflict based on the Geneva communique (S/2012/522, annex) and the relevant Security Council resolutions, in a manner that fulfils the aspirations of the Syrian people who yearn for security and stability and the unity of Syria at the national and regional levels. The chemical attack against civilians in Douma, in eastern Ghouta, at the beginning of this month, revealed the risks of the ongoing Syrian crisis with respect to regional and international security, the magnitude of the suffering endured by the Syrian people and the inability of the international community to end the suffering, cease war crimes and crimes against humanity that are being perpetrated in Syria. The State of Qatar reiterates its condemnation in the strongest terms of this disgraceful act. It supports military operations of the United States, the United Kingdom and France against military targets used by the regime to launch attacks against innocent civilians.

This would also facilitate an end to the Israeli occupation of all occupied Arab territories, including the Syrian Golan, and the immediate and complete cessation of settlement activities, lift the blockade on Gaza Strip, and allow for the return of refugees and the restoration of the inalienable rights of the Palestinian people. In response to the United Nations appeals to fill the gap in funding of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) for its humanitarian projects and based on the United Nations resolutions that have affirmed that the international community has an obligation to support UNRWA, the State of Qatar contributed $50 million at the Extraordinary Ministerial Conference in support of UNRWA that was held last March in Rome.

Based on our conviction that settling the Palestinian question and achieving peace will serve both the Palestinians and the Israelis and will bring about gains for the region and the world, the State of Qatar continues to support all efforts to resume meaningful negotiations between the two parties in order to achieve peace within clear parameters and timetable. This would enable the two parties to live side by side in peace and security based on the two-State solution, establish a Palestinian State within the 1967 borders, with East Jerusalem as its capital, and respect the legal status of Jerusalem in accordance with the relevant Security Council resolutions and the Arab Peace Initiative.

  47. The implementation of international resolutions and the initiatives that seek to achieve that objective therefore provides a strong basis for the success of the international efforts. The Israeli military escalation on the occasion of Earth Day, which led to the death and injury of many Palestinian civilians, undermined peace efforts and was a blatant violation of international norms. The State of Qatar reiterates its condemnation of such violations and calls on the international community and the Security Council to shoulder their responsibility to protect civilians.

Ms. Al-Thani (Qatar) (spoke in Arabic): I would like to commend your efforts, Mr. President, during Peru's presidency of the Security Council this month, and we thank you for holding today's important debate. We also thank the Special Coordinator for the Middle East Peace Process for his briefing this morning. There is agreement in the Council and in the world that achieving peace in the Middle East will help to overcome all the challenges facing the region, in particular the elimination of terrorism. Clearly, the world will then reap the fruits of peace, security and stability in the region. To achieve and promote peace in the Middle East, the current policies and violations of international law must be abandoned, since they undermine the efforts aimed at establishing a comprehensive peace in this vital region of the world.

The State of Qatar works with youth civil society organizations, including Silatech, a social organization, established in the State of Qatar in 2008, that supports activities aimed at providing job opportunities and enabling young people to participate in socioeconomic development. On 18 September 2017, a memorandum of understanding was signed between the State of Qatar, the United Nations Office of Counter-Terrorism and Silatech to build the capacity of young people in the Arab and Islamic region in the area of employment and to launch projects that protect them from violent extremism.
