“In 2016, it organized a high- level thematic conversation of the General Assembly on children and youth affected by violent extremism. Several Member States participated. Important conclusions and recommendations were adopted with regard to protecting children and young people from violent extremism. Some States took measures to support efforts in that area, leading to the establishment of many institutions, programmes and initiatives in the fields of education, employment, economic empowerment, training and building the capacity of men and women at the national, regional and international levels, in particular in conflict-affected regions.”

“Therefore, it has spared no effort to put in place policies and measures that can enhance the contribution of young people to peace and development efforts. In 2017, the Qatari Advisory Committee on Youth was established in order to complement the efforts of the State to promote the role of young people in society and to implement the Qatar National Vision 2030. Twenty young men and women from various Government and non-Government entities were elected to the Committee, which seeks to enhance the culture of dialogue and participation among young people, enabling them to express their aspirations. The State of Qatar acknowledges the importance of addressing the root causes of the violent extremism that leads to terrorism.”

“There is no doubt that the 1.8 billion young men and women who make up the largest portion of the population of many countries throughout the world, in particular in conflict- and war-afflicted regions, are capable of facing such challenges and threats. They will make changes in their communities only if they are supported in seeking to achieve their ambitions and hopes and if such changes will enhance their protection and rights. The adoption of resolution 2250 (2015) contributed to an increased recognition of the important role of young people in preventing conflicts and sustaining peace and fighting violent extremism and terrorism. The State of Qatar believes in the positive energy of young people and their ability to make positive changes in various areas, including international peace and security.”

“Based on our position on the need to address the root causes of conflict that trigger sexual violence as a result of poverty and unemployment leading to violent extremism, terrorism and conflict, the State of Qatar pays great attention to supporting States and regions that suffer from poverty and face conflicts. That is done through our foreign development and humanitarian aid programme, which contributes nearly $2 billion annually to address such issues. Furthermore, in September 2017, we concluded a memorandum of understanding with the United Nations Office of Counter-Terrorism and the Silatech Institution in the State of Qatar with a View to boosting youth capacity in Arab and Islamic countries, providing rehabilitation and launching projects to protect youth from violent extremism.”

“The State of Qatar has spared no effort in tackling the tremendous challenge of providing the necessary support for promoting and protecting women's rights, empowering women economically, socially and politically and working towards the achievement of gender equality. That would contribute to the fight against sexual violence in conflict and post-conflict situations, in line with resolution 2106 (2013). We are aware of the existing link between trafficking, sexual violence, terrorism and the transnational organized crime, as stated in Security Council resolution. Consequently, the State of Qatar has taken all the necessary legislative and executive actions to deal with this issue, and we have intensified cooperation and coordination internationally to that end.”

“Today's meeting is an important opportunity to renew our commitment as the international community to addressing crimes of sexual violence and supporting States that face challenges in conflict and post-conflict settings, as well as to follow up on the measures taken by the Security Council since the adoption of resolution 1325 (2000), on women and peace and security, in order to end such heinous crimes. We cannot deal with the issue of women and peace and security without addressing the suffering inflicted on women and their vulnerability in conflict situations, or without meaningful, coordinated efforts to protect women and girls. To achieve that, national and international legislation must be implemented, without discrimination, to ensure the judicial prosecution of criminals who commit crimes related to sexual violence.”

“Its humanitarian consequences are unprecedented and require us to step up our efforts to reach a political solution based on the 2012 Geneva communique' (S/2012/522, annex) and the relevant Security Council resolutions. That will meet the legitimate aspirations of the Syrian people to security and stability and maintain Syria's national unity. That is why we reiterate that the absence of a regulatory body holding perpetrators accountable is a problem. It undermines international peace and security and is a source of concern for the international community. We need audacious, far-reaching and strict measures. Therefore, all of the efforts for global peace and security are undermined as well. Major challenges and emerging crises have arisen, such as those related to cybersecurity. Indeed, the Internet is being used and abused in order to undermine international peace and security. The world has seen major Violations of many organizations in our region. As the Secretary-General noted in his first statement to the General Assembly (A/72/PV.1, cyberwarfare is a reality. We cannot ignore it, and it is growing.”

“We are committed to protecting the right to education in emergency situations and to ratifying the Safe Schools Declaration, adopted at the Oslo conference. In that regard, we welcome the working framework of the Global Coalition to Protect Education from Attack. Our hope is that other initiatives and examples will emerge enabling States to uphold their obligations under those declarations. We are also deeply troubled by the Violations afflicting children in the occupied Palestinian territories and Syria, as was mentioned in the Secretary-General's report. It is important for the international community to categorically and tirelessly seek to arrive at a fair and lasting solution to those conflicts, where children once again pay the highest price.”

“Furthermore, in 2016 the State of Qatar launched an initiative, jointly with the President of the General Assembly at the current session and a large number of Member States, to organize a high-level thematic debate at the General Assembly focused on the protection of children and young people affected by Violent extremism. We reached conclusions and made recommendations, which represent significant progress in that area. “The State of Qatar is convinced of the importance of addressing the root causes of violent extremism and armed conflict. We attach great significance to education in our policies and development projects at the national and international levels, given the positive effects of education on children, especially in safe areas far from violence, terrorism and extremism. We are further convinced that access to education remains a right even in armed conflict, and we have undertaken significant efforts to provide children with education during periods of violence, particularly during armed conflict. That focus is reflected in our Education Above All initiative and others launched in conjunction with other international organizations. As a result, we delivered high-quality education services to millions of children throughout the world in 2016.”

“The Security Council ongoing discussion of this issue, which has persisted for many years, demonstrates the international community's commitment to the protection of children and to strengthening the hope that people have to achieve safe and stable societies and a respect for the obligations stemming from international law on parties to conflict with regard to the protection of the rights of children during armed conflict. That is part of the State of Qatar's efforts to implement its national 2030 vision, which we seek to do at the national, regional and international levels. We are attempting to integrate work on the women and peace and security agenda in all of our development and humanitarian programmes. We are doing that in a number of different regions around the world. Moreover, the international community has time and again hailed those efforts. Women's participation in decision-making within the United Nations is an extremely important element. “We also need a long-term strategy aimed at empowering women and at putting an end to the human rights violations of which women and girls are victims. In that framework, it is important that we facilitate women's access to transitional justice mechanisms, which seek, in particular, to combat crimes that take place in conflicts and in transitional situations. We therefore also attach due importance and interest to the role of women in combating radicalism, which very often leads to terrorism. Women can contribute to creating an atmosphere that is beneficial for fighting such phenomena, in particular so as to protect children. The regular holding of debates on the role of women in the area of peace and security is proof that we are on the right path towards achieving the Sustainable Development Goals by 2030. “If we are to achieve peace for both Palestine and Israel, all the parties must comply with international law while working diligently to create an environment conducive to peace and security through de-escalation efforts and by ensuring respect for religious sites, particularly Al-Haram Al-Sharif, with the aim of achieving stability in the region and helping to de-escalate other crises. Qatar supports the concept of a two-State solution whereby the two countries can live side by side in peaceful coexistence. When we talk about the solution that we want, we mean, of course, the solution that we have all known of for a long time, that is, the two-State solution: a Palestinian State and an Israeli State living side by side in peace, in respect of the right of Palestine to create an independent State within the 1967 borders, with East Jerusalem as its capital, and in strict respect of Security Council resolutions and the Arab Peace Initiative. The State of Qatar has spared no effort to find a fair and lasting solution. We have made significant efforts in political and humanitarian terms to create the necessary and useful conditions that would allow for progress in the peace process. Within that framework, we have supported inter-Palestinian dialogue.”

“Any attempt to undermine the status quo at Al-Haram Al-Sharif must stop. The State of Qatar has explained its grave concerns to Israel with regard to the closure, for the first time since 1967, of Al-Haram Al-Sharif. The international community should also shoulder its responsibilities in the face of all of these violations. They are a provocation for the millions of Muslims around the world and only serve the cause of terrorism and fundamentalism around the world. The escalation in violence must stop. We face an explosive situation. We need to work very seriously to achieve a peaceful solution to the Middle East problem. That would have a positive impact not just for the security of the Palestinians and the Israelis, but also for establishing peace and prosperity in the region as a whole.”

“The international community should work as quickly as possible to put an end to the violence and to restore hope and faith in the peace process to the people in the region. The entire world must work to bring about peace by countering authoritarianism and extremism. While the Security Council continues its efforts to address the complicated issues in the Middle East, we must also reinvigorate the peace process. All the parties should demonstrate restraint and respect for international law in order to create the necessary conditions for a comprehensive, fair and lasting solution. We recently witnessed the closure of Al-Haram Al-Sharif, which was declared a military zone. The faithful faced numerous obstacles, and that impedes peace and stability and prevents a solution to the Palestinian question.”
