“The State of Qatar has played an active role in solving several conflicts through our mediation. We have continued our efforts to ensure respect and promotion for human rights. The State of Qatar has actively supported legal mechanisms with a view to achieving transitional justice, preventing mass atrocities and realizing sustainable peace in order to ensure the maintenance of international peace and security. “The challenge of maintaining peace requires addressing the root causes of crises and conflicts while including all segments of society, in particular women and young people, in policymaking and decision-making processes. We stress the importance of providing young people with employment opportunities as part of transitional justice. Marginalizing them and ignoring their issues and their future will push them towards radicalization and help extremist organizations take advantage of that marginalization and non-participation in planning for their future. The State of Qatar has supported all international efforts aimed at achieving peace, stability, conflict prevention and conflict resolution in a peaceful manner. We have launched several initiatives in that regard.”

“In that regard, achieving transitional justice requires ending and documenting human rights violations, holding those responsible accountable, ensuring justice and reparation for the victims and launching rehabilitation and reintegration programmes. We must also ensure non-repetition of those violations, institutional reform and reconciliation among all segments of societies in order to promote recovery and guarantee a successful transformation process that builds inclusive societies based on the rule of law. Therefore, achieving transitional justice will deter perpetrators from repeating flagrant violations of human rights and will speed up the political transition and national reconciliation towards sustainable peace.”

“With regard to Syria, the crisis continues, accompanied by exacerbated humanitarian suffering and serious violations of international humanitarian law and international human rights law. It is high time that the brotherly Syrian people were able to see their legitimate demands for peace, security, a dignified life, unity, sovereignty and independence answered. Only a political solution, in line with the Geneva communiqué (S/2012/522, annex) and resolution 2254 (2015), will lead to achieving those goals. “Refugees must be allowed to return and all practices that jeopardize the realization of the two-State solution must be stopped. An independent and viable Palestinian State must be established within the 1967 borders, with East Jerusalem as its capital, living side by side with Israel in peace and security. “One pertinent example is the Palestinian question, given that, in relation to it, there is no commitment to the Charter, international law or international resolutions. We reject the Israeli occupation and illegal settlements in the occupied territories, as well as Israeli practices of oppression of the brotherly Palestinian people, which is in non-conformity with the Charter and international law. In order to resolve the Palestinian question, the Israeli occupation of Palestinian and Arab territories, including the occupied Syrian Golan and Lebanese territories, must be stopped. “For the sake of unifying efforts and demonstrating the linkage between the two resolutions on the ground, on the twentieth anniversary of the adoption of resolution 1325 (2000), the fifth anniversary of the adoption of resolution 2250 (2015) and the twenty-fifth anniversary of the adoption the Beijing Declaration and Platform for Action, the State of Qatar will host the second International Symposium on Youth Participation in Peace Processes. The Symposium will focus on the participation of young women in peace processes, both in panel discussions and by ensuring gender parity in the course of the preparation for all the Symposium's phases. We are currently working with the Secretary- General's Envoy on Youth with a view to making an effective contribution to the implementation of the two resolutions on the ground.”

“In that regard, the illegal unilateral actions and unjust blockade imposed on the State of Qatar for more than two years now by the siege States, as well as the cybercrimes committed against the Qatari news agency to justify the blackmail and extortion campaign against the State of Qatar, contravene United Nations efforts in the area of preventive diplomacy and peaceful resolution of crises. “The serious situation and the plethora of crises in the Middle East underscore the need to respect international law, international humanitarian law and international human rights laws, on which there can be no compromise or delay. “The legal validity of the State of Qatar's approach to the Gulf crisis was reflected in the ruling issued by the International Court of Justice in July 2018, which demonstrated the determination of the State of Qatar to resort to the mechanisms provided by the international law to resolve disputes. The two-year-long blockade and the unjust campaign against the State of Qatar have only served to enhance Qatar's positive international standing and its valuable contributions to international cooperation and the maintenance of international peace and security. We will continue that approach, which has been acknowledged by the United Nations and the entire world. In that regard, we wish to renew our support and appreciation for the sincere mediation by His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah of sisterly Kuwait.”

“The nearly two-year-long unjust blockade imposed on the State of Qatar constitutes a flagrant violation of the Charter of the United Nations and the principles of friendly relations among States, which obliges States to refrain from escalating and fuelling conflicts and to resolve disputes by peaceful means. We believe that the fabrication of that crisis - whose objectives are well-known - amid the tensions in our region not only harms the State of Qatar and the vital Arabian Gulf region but also creates a dangerous precedent in international law by legitimizing illegal international measures, violating human rights and undermining the efforts of the Council to maintain international peace and security.”

We will continue to work with the United Nations and our international partners to achieve a political solution based on legal and international terms of reference. The State of Qatar is gravely concerned about the military escalation in western Libya in advance of the Libyan national conference, which threatens to undermine the United Nations-sponsored political solution.”

“The State of Qatar also rejects any attempt to undermine the status of Al-Quds, especially the Al-Aqsa Mosque, which is enduring the ongoing attempts of the Israeli occupying forces to storm it, which is a clear violation of international legitimacy and conventions. The State of Qatar is working with the United Nations and the parties concerned to calm the situation and provide an environment conducive to peace while alleviating the humanitarian situation of the Palestinians, especially in the Gaza Strip, which is under a fierce blockade. In that regard, His Highness Sheikh Tamim bin Hamad Al-Thani, Emir of the State of Qatar, has allocated $150 million in emergency aid to address the dire Palestinian humanitarian situation. Qatari aid has secured enough fuel to generate electricity over the last period.”

“To that end, it is necessary to establish an independent Palestinian State within the 1967 borders, with East Jerusalem as its capital, in line with the relevant Security Council resolutions, the Arab Peace Initiative, and to put an end to the Israeli occupation of the occupied Arab territories, including the Syrian Golan and the occupied Lebanese territories. The State of Qatar reaffirms its principled and firm position that the Golan is an occupied Arab land and that Israel's imposition of its laws, jurisdiction and administration on the Golan is null and void with no legal effect.”

I thank Ms. Rosemary DiCarlo for her briefing this morning, as well as Ms. Nada Majdalani and Mr. Gidon Bromberg for theirs. The Middle East is facing many threats to international peace and security. However, the Palestinian question remains its biggest challenge.
