“We also stress the need to make every possible effort to ensure the freedom of civilians and guarantee them rapid and unimpeded access to the humanitarian and emergency aid they need. That requires facilitating the work of medical and humanitarian workers and providing them with security and protection. Unfortunately, hundreds of those workers continue to suffer unjustifiable violence. There are other categories of civilians targeted by violence in conflict situations who must also be protected. According to UNESCO, 20 journalists were killed in conflict-affected countries in 2021. “They can cause displacement, refugee crises and negative economic effects, as well as worsening threats to food security, which is already at risk thanks to the effects of climate change and the supply-chain disruptions resulting from the global pandemic. The most effective way to spare civilians from the scourge of violence and suffering, including the resulting humanitarian needs, is by preventing conflicts from occurring in the first place and resolving them through peaceful and diplomatic means. In the absence of such solutions, it is essential that all parties to conflict abide by the principles and provisions of international humanitarian law and international human rights law and refrain from targeting civilians and civilian facilities and infrastructure.”

“Recognizing the important role played by non-State actors in strengthening flexibility and addressing food insecurity worldwide, the Qatar Fund for Development and the Bill and Melinda Gates Foundation announced recently a strategic partnership, called “Nanmo”, or “growing together” in Arabic. Nanmo invests in technologies and agricultural tools capable of adapting to climate change in order to find resilient food markets that help to provide nutrition, income and economic opportunities to small-scale productive farmers and their communities in African countries. Up to $200 million have been pledged for targeted projects.”

“In February, Doha hosted the Strategic Commodities and Food Safety Forum in cooperation with the Islamic Organization for Food Security. At the international level and within the framework of the State of Qatar’s commitment to cooperation and collective action to face common challenges, His Highness the Amir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani, has launched an initiative to establish the Global Dryland Alliance, a mechanism aimed at filling gaps in research, strategies and policies to enable dryland countries to achieve food security and to share knowledge and best practices to help develop countries’ abilities to prevent food crises and to exchange assistance. The Alliance was established in Doha in 2017, and the General Assembly has granted the Alliance observer status.”

“And we are currently working on the rehabilitation of the Kabul airport, which will contribute to facilitating the entry of food commodities. The State of Qatar has recognized the importance of ensuring food security and has given it the priority it deserves, both at the national and international levels, through deliberate and continued measures by the Government, including significant investment in food research, agriculture policies, irrigation infrastructure and market updates, as well as the rehabilitation of roads, ports and strategic storage reserves. “That is done through cooperation with the United Nations, as we believe the Organization plays a central role in addressing crises, including food insecurity. We also believe that those efforts will contribute to reducing risk of instability, lack of security and peace. In November 2021, the Qatar Fund for Development signed an agreement with the World Food Programme to provide $90 million in financial contributions for food security assistance to more than 7 million people in need of food in the brotherly country of Yemen. In Afghanistan, the State of Qatar has contributed since August 2021 to the provision of urgent humanitarian aid, including food, through an air bridge from Qatar to Kabul transporting hundreds of tons of humanitarian aid.”

“The effects of conflict are not limited to conflict areas, but they extend beyond them, especially in the light of trade globalization. Developing countries are always vulnerable in emergency situations, and that often leads to lower levels of food security. Currently, 69 developing countries are affected by food insecurity, as well as other factors, including the energy crisis and difficult financial conditions. Most of those countries are in the Arab region, where most of the population suffers from some form of food insecurity. The State of Qatar is committed to meeting its humanitarian responsibility in response to famine and food insecurity. Hence, we have directed much of our international humanitarian assistance towards addressing hunger and lack of food.”

“The issue of refugees must also be resolved and Palestinians must be granted their inalienable rights, including the right to self- determination and to create an independent State within the 1967 borders, with East Jerusalem as its capital, in the framework of a two-State solution. The success of all efforts to reach that solution will depend on the implementation of international law, the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative. That will require both the Palestinians and the Israelis to return to the negotiating table. In conclusion, despite the deplorable recent events and escalation, there is still room to make progress towards a solution and overcome the crisis in the Middle East.”

“We helped funding hundreds of housing units that were destroyed during last year’s escalation. Moreover, we note that the State of Qatar has recently signed an agreement to provide vital resources to the United Nations Relief and Works Agency for Palestine Refugees in the Near East to the amount of $18 million for the period 2021-2022. We reiterate the importance of the role played by the Agency and supporting it to provide basic services. We reiterate our firm position in support of efforts aimed at resolving the Palestinian question and achieving lasting peace in the Middle East. “We reiterate the guardianship role of the sisterly Hashemite Kingdom of Jordan and King Abdullah II to protect the Muslim and Christian holy sites in Jerusalem. We also reiterate the importance of supporting Jerusalem and its inhabitants, highlighting the role played by the Al-Quds Committee, chaired by His Majesty King Mohammed VI of the brotherly Kingdom of Morocco. “The State of Qatar expresses its strong condemnation of those practices, which are a provocation of the religious sentiments of millions of Muslims, especially during the holy month of Ramadan. Such events are also a result of impunity and lack of accountability, as the international community does not hold Israel accountable when it comes to upholding the rights of the Palestinian people and implementing international law and the relevant United Nations resolutions. Fighting climate change and addressing its effects will be of the major issues on the agenda of the fifth United Nations Conference on the Least Developed Countries, which will be hosted by the State of Qatar from 23 to 27 January 2022. We have also seen the exacerbation of conflict in other regions of the world due to the spread of small arms and light weapons. “This is one of the purposes of the United Nations Charter. We agree that the maintenance of international peace and security through preventive diplomacy is at the heart of the work of all the principal organs of the United Nations, each according to its mandate. Accordingly, it is encouraging to note the increased interest in this necessary coordination, which is embodied in several instances, such as the Peacebuilding Commission. Qatar attaches high priority in its foreign policy to the principle of consolidating international peace and security by encouraging the peaceful settlement of international disputes, and has adopted this approach as an integral part of the country’s permanent constitution. On this basis, preventive diplomacy and mediation in settling disputes have become hallmarks of Qatari diplomacy.”

“The absence of peace and security as a consequence of marginalization and inequality results in greater exclusion, and this, in turn, fuels a dangerous and vicious cycle. We condemn policies and measures that result in marginalization and inequality at all levels; such policies and measures help no one. Quite the contrary, the State of Qatar calls for upholding human rights for all and the promotion of rule of law nationally, regionally and internationally. “We have supported the initiatives of the United Nations to that end and embraced multilateral and bilateral partnerships. We have provided international support in areas that have an impact on social cohesion, which is achieved through education for all, sport for peace and other programmes in areas of importance. Furthermore, we have been proactively contributing to and participating in United Nations negotiations and in all relevant activities related to international peace and security, including, inter alia, on human security and sustaining peace. The marginalization of certain social groups undeniably results in heightened tensions, specifically if there are other destabilizing factors in play.”

“We are heartened by the fact that the Security Council is paying greater attention to the various factors that affect international peace and security, as attested by its many recent open debates on thematic issues related to the root causes of conflicts The timely efforts to address the root causes of conflicts can help to address the plight of individuals and to alleviate suffering. It also saves many resources needed to address the deteriorated humanitarian and economic situation as a result of conflicts. The State of Qatar has made peacemaking and peacebuilding through the peaceful settlement of disputes one of its foreign policy priorities. We also welcome the participation of the Secretary-General in this meeting and thank the briefers for their statements. The State of Qatar has always reaffirmed, in various international forums, including the Security Council, its view that preventing conflicts, putting an end to them after they erupt and ensuring sustainable peace in post-conflict contexts requires first and foremost that the root causes of conflict be addressed. “Consequently, the State of Qatar facilitated talks between the United Nations officials and the Kabul authorities leading to assurances to facilitate humanitarian aid and not to impede the work of humanitarian stakeholders. We are also working to continue opening educational institutions for girls there. In recent weeks, we have hosted thousands of refugees and given special attention to women and children. The State of Qatar is also coordinating effectively with international partners, including the Group of Friends of Women in Afghanistan here in New York, in order to listen to the voice of Afghan women and protect their rights. We are currently participating in organizing a high-level event, in cooperation with the United Kingdom and Canada, on international cooperation to support women and girls in Afghanistan.”

“We have stressed time and again the need for comprehensiveness and respect for the human rights of all, especially women, girls, children and minorities, as well as the need to ensure the vital role of Afghan women in the development of Afghanistan. The State of Qatar is effectively coordinating with international partners in that regard. We underline the importance of women in Islamic sharia and have provided good examples of that happening in many Islamic countries, including the State of Qatar, in which women practice their rights in a full and constructive manner. Women and girls are the most affected by the deterioration of humanitarian situations. That is why solidarity with Afghan women and lending them support is especially important.”

“Next year, the State of Qatar will host the High- Level Global Conference on Youth-Inclusive Peace Processes, in cooperation with Finland, Colombia, the Secretary-General’s Envoy on Youth and the Education Above All Foundation. The Conference will focus on the participation of young women in peace operations leading to wider participation by women in peacemaking. As part of its effective role as a mediator to ensure dialogue for peace in Afghanistan, the State of Qatar included women in Afghan peace talks. As an international partner to Afghanistan, we sought to preserve the gains made by the Afghan people over the past decades, especially with regard to the gains achieved for women.”
