  1. The lack of stability has grave consequences for the entire international community. The recent Iranian attacks on Saudi Arabia, for which Iran got the Houthis to claim responsibility, did not only cause unrest in the region, but also affected the world economy. The price of oil jumped after the attacks on the oil facilities. Consumers worldwide bore the literal cost of the harm to the global supply of crude oil. The non-State terror organizations of the region act in ways that are dangerous to the world economy and their effects are felt far beyond the region. The economy is not the only way in which those organizations affect the international community. When citizens are persecuted in their own homes and are terrorized by those organizations, they do not stay home. They seek to flee as far as they can and they become refugees.

When one of these organizations represents a single party to a conflict, its willingness to do whatever it takes can be dangerous; but when many parties act that way in a region that is already volatile, the consequences can be and have been horrific. These are the actors that are now playing a substantial role in shaping the reality of the Middle East. Many of these organizations have set up camp on Israel's borders. Up north in Lebanon, there is Hizbullah; in Syria, there are Iranian militias and Hizbullah; in Gaza, there is Hamas and Palestinian Islamic Jihad; and in the Sinai peninsula, there is ISIS. Israel will continue to do everything in its power to defeat those organizations and keep our Civilians safe. However, it is not the safety and well-being of only one country or even one region that are on the line.

  3. These terrorist organizations do not all share the same ideology and they differ in their perverted interpretation of religious text. However, they all share one main goal - to rid the region of nation States and inaugurate a single religious leadership to preside over the world. These organizations undermine the sovereignty of States, disregard the rights of citizens and cause instability. They do not believe in the rights of women, the rights of the lesbian, gay, bisexual and transgender community, or the freedom of religion. These organizations have been using brutal force against civilian populations to pursue their agendas. They have been murdering and raping. They have been looting towns and using children as soldiers and human shields.

The militias' stronghold on the Iraqi-Syrian border, an area that serves as a crucial part of the Iranian land-bridge through the Middle East, poses a threat to the security of the citizens of Iraq and to the stability of the Government. In northern Syria, ISIS has recently been strengthened by Erdogan's attack on the Kurds and continues to pose a threat to peace and stability in the region. Hizbullah continues to strengthen its hold in western Syria and arm itself in Lebanon. Ansar Allah Houthis continue to be a source ofviolence, both in Yemen and in the rest of the region, as we recently witnessed in Saudi Arabia. In Gaza, Hamas and Palestinian Islamic Jihad continue to target innocent civilians on both sides ofthe border and defy the efforts made by parties in the region to bring the Violence to an end.

  5. However, in other cases those countries wish to further their dangerous ambitions without appearing responsible for doing so. That is why Turkey supports Hamas and recklessly strengthens ISIS. That is why Iran has formed militias. The Iranian regime, whose nuclear ambitions represent the biggest threat to world peace, uses organizations as proxies to further its dangerous plans. Those organizations are doing Iran's dirty work and granting it a form of plausible deniability. These organizations have multiplied and spread like a dangerous virus. They are now present in Syria, Iraq, Lebanon, Yemen, Gaza, the Sinai peninsula, Libya and other locations. For example, the Al-Hashd Al-Shaabi Shia militias have long stopped focusing on fighting ISIS and have since, under Iranian influence, been challenging the stability of Iraq.

  6. Unfortunately, Erdogan's support for non-State terror organizations does not stand alone. For years, the region has experienced the growing influence of such organizations, and they now play a substantial role in shaping the reality of the Middle East. These terror organizations have been able to grow and act in an increasingly bold manner because they have been backed by countries. It is no secret that some in the region wish to pursue policies and develop capabilities that put the international community at risk. In some cases, countries blatantly defy the international community and pursue their weapons capabilities, as we have seen with Iran's continued development of its nuclear and ballistic missile programmes.

  7. He has turned Turkey into a safe haven for Hamas terrorists and a financial centre for funnelling money to subsidize terror attacks. Erdogan's Turkey shows no moral or human restraint towards the Kurdish people. Erdogan has turned Turkey into a regional hub for terrorism. As Erdogan expands his terror campaign in Syria, the Security Council focuses on Israel. It is a disgrace to the Council's mandate that it continues to target Israel instead of the atrocities that are being committed by Erdogan. As we sit here today, recycling old arguments against Israel over and over again instead of focusing on the devastation caused by Erdogan will not save the lives of the Kurdish people. Israel warns against the ethnic cleansing of the Kurds and calls on the international community to take action and provide aid to the Kurdish people.

  8. He has now sent his troops to massacre Kurdish people in Syria as well. He is responsible for the deaths of many innocent people and for the displacement of tens of thousands. The violence that he has caused in Syria has also led to the strengthening of the Islamic State in Iraq and the Sham (ISIS). While he was busy murdering those who had helped keep the world safe from the threats of ISIS, he allowed ISIS members to break out of prison and subject the world to future attacks. That, too, should come as no surprise, as Erdogan has a long history of supporting terror. Erdogan has granted Hamas, a terror organization, political and financial support. He has allowed Hamas to continue to build its leadership and infrastructure on Turkish soil.

  9. Every three months, we meet here to discuss the situation in the Middle East. As I am sure will happen today as well, the members of this organ will choose to talk about Israel, despite the horrific events that are taking place in the region. Since our last meeting on this item (see S/PV.8583), Erdogan has invaded northern Syria and caused instability in the region. As shocking as Erdogan's recent aggression is, it should come as no surprise. For years now, Erdogan has been destabilizing the region through violence and by supporting terror organizations. Erdogan is dragging Turkey down a dangerous new Ottoman imperialist path. He threatens journalists, persecutes religious minorities and promotes anti-Semitism. It was not enough for Erdogan to persecute the Kurdish citizens of his own country.

  11. It is only half an hour between Ramallah and Jerusalem. We can come to them, or they can come to us. Or will the Palestinian leadership continue down its own unilateral path to avoid making the bitter concessions necessary to bilateral negotiations? The Arab States, the United Nations and other members of the international community ask themselves what they can do to break the stalemate and promote peace. The answer is simple: stop enabling Palestinian rejectionism, pull the Palestinians back from their maximalist demands and urge the leadership to come to the negotiating table without preconditions. Today, like every day for the past 71 years, Israel remains willing to discuss the political process.

This position is consistent not only with the resolutions of the Security Council but also with our right to self-defence and self-determination, which form the very basis of the United Nations Charter. That is our firm position. We understand that Jordan and others have their own stances; these differences create an opportunity for dialogue. In his final speech before the Knesset, Israel's former Prime Minister, Yitzhak Rabin, said: "The security border of the State of Israel will be located in the Jordan Valley in the broadest meaning of that term." Prime Minister Netanyahu repeated this exact phrase last week. Defensible borders are not just required for Israel's security but are a necessary condition for regional stability. We would never accept a situation in which Iran also conducts its terrorist strategy from the outskirts of Ramallah and in the Judean hills overlooking our Ben Gurion airport, Tel Aviv and Israeli civilian and financial centres. Their beliefthat Israel should compromise on its claims would sacrifice our security and potentially our existence on the altar of political expediency after a misreading of the regional situation.

  14. Furthermore, as we discussed here in the Council a few weeks ago, Iran has been converting rockets in Hizbullah's arsenal into precision-guided missiles. We cannot and will not allow it. The Quds Force again oversaw this operation, which established facilities across Lebanon, including in Beirut. Israel will continue to act against these threats. Israel will continue to do whatever is necessary to protect its civilians and national security interests. Any country that would allow attacks against Israel from its territory should and will bear the consequences. We are looking forward to hearing Jordan's position. Nonetheless, Israel has its own position, one that guarantees defensible borders for our country. Israel cannot have defensible borders without control of the Jordan Valley.

  15. On 24 August, the Israel Defense Forces prevented a large-scale terror attack in which the Quds Force had plotted to send explosive drones into Israel for one purpose: to kill Israelis. They did not intend to launch those drones from Iranian territory but rather from Syria, just outside Damascus. We know that Iran does not operate just in Syria. It also operates in Lebanon, through its proxy Hizbullah, an internationally designated terrorist organization. On 1 September, Hizbullah fired several anti-tank missiles from southern Lebanon, targeting and hitting an Israeli military outpost and vehicle in northern Israel. This flagrant violation of Israel's sovereignty marks yet another stage in Hizbullah's ongoing efforts to attack Israel.

Faced with a regime that has genocidal ambitions and the largest stockpile of ballistic missiles in the region and spends billions of dollars a year supporting terrorist organizations on our border, Israel must take every threat seriously and act accordingly. We must be able to defend ourselves. Israel is a small country with narrow borders, yet in negotiation with Egyptian President Anwar Sadat, we returned the vast Sinai peninsula in exchange for peace. We did this because this came with a guarantee of security. This means defensible borders, something that every nation in this Chamber and around the world is entitled to. Currently our borders are threatened by the same strategy of aggression and terror that Iran applies to the region.

While Foreign Minister Zarif smiles and pretends to extend his hand in friendship, it is the Quds Force commander, Qasem Soleimani, who executes Iran's real destabilization strategy, sowing chaos and destruction at the instruction of Supreme Leader Ayatollah Khamenei. If we were to consider only these most recent examples, it is clear that Iran is building its own case for why it is deserving of international sanction and condemnation. We have 40 years' worth of examples. I recount this recent behaviour to demonstrate that Iran poses the greatest danger to regional stability and security. Iran must be stopped - not with smiles and handshakes, but with economic, political, diplomatic and any other pressure, as necessary. I call on the members of the Council to act against the Iranian violations and exert greater pressure on Iran.

  18. Iran is trying to hide behind the Houthi militia, which it is funding and arming. But make no mistake that such as attack has Iran's fingerprints all over it. Last month Iran attacked international shipping vessels in the Strait of Hormuz and shot down a United States drone in international airspace. After we discovered its secret nuclear warehouse in Turquzabad, which we exposed to the world last year, the regime covered up the site, trying to hide its violations. That was not the first time that Israel has caught the Iranians lying regarding their nuclear programme. Last week the International Atomic Energy Agency reported that it had found traces of uranium at the site, proving beyond a shadow of a doubt Iran's violations.

For years, Israel has too often been the lone voice in the international community calling attention to the danger and threats that the Iranian regime poses to its people, the region and the world. Many try to paint Israel as the boy who cried wolf. In truth, Israel is like the boy in the Dutch story who plugs a hole in the dyke with his finger, holding back the dangerous sea. Today we have more partners and allies standing with us at that dyke preventing the sea from engulfing the town. That sea is the Iranian regime. For more than 40 years, Iran has exported bloodshed and chaos. Let us consider what has transpired over the past few weeks alone. Only this weekend, a strike against the oil processing facilities in Abqaiq and Khurais in Saudi Arabia sent oil prices skyrocketing and threatened to destabilize the international energy market.

That was best demonstrated just last week when, in response to a report on racism and discrimination within the Palestinian Authority (PA), instead of acknowledging the facts - it was not us, it was the United Nations Special Envoy - what did the representative of the PA do? He quoted from an anti-Semitic and revoked United Nations resolution that stated that Zionism was racism. Such despicable language exposes the Palestinian Authority's anti-Semitism as it continues to incite hatred among its people against Jews and the Jewish State. The extremism of both Tehran and Ramallah is increasingly at odds with the growing sentiment among Arabs that Israel is and will continue to be a part of the region. Despite the situation, Israel remains interested in a dialogue through bilateral direct negotiations.

  24. Behind closed doors, even here in this building, many of the region's leaders freely admit that the main threat to the Middle East is Iran. Most of the violence, terrorism and chaos engulfing the region leads back to one place - Tehran. Our Arab neighbours understand that Israel is the leading force in the fight against radicalism and terrorism. And an increasing number of Arab countries are forging new ties with Israel.   25. Just two weeks ago, the Islamic Republic of Iran announced that it would increase its financial backing of Hamas from $6 million to $30 million a month. Its support of Hizbullah has contributed to the destabilization of Lebanon. Its involvement in Syria has continued to fuel the horrific civil war there, which has resulted in hundreds of thousands of casualties. Such malicious behaviour serves only one purpose - to export the Iranian revolution. Yet Tehran is succeeding only in one key respect - bringing Israel closer to its Arab neighbours. The Warsaw summit in February proved that Israel and Arab countries can come together for regional collaboration. In their statements, Arab Foreign Ministers stood alongside Israel against the regime that hijacked Iran and asserted our right to defend ourselves.

The Islamic Republic of Iran's blatant pursuit of nuclear weapons for militant purposes, in violation of the Joint Comprehensive Plan of Action (JCPOA), should indicate to everyone in the Chamber that the regime does not want nuclear energy for peaceful purposes. Iran's ballistic missile arsenal, the largest in the Middle East, violates numerous Security Council resolutions. Just last month, the Islamic Republic of Iran test-fired a medium-range missile over 1,000 kilometres. Members should look at a map and think about where such missiles could reach. Previously fired missiles were adorned with the phrase "Israel must be wiped out" in bold letters in Hebrew on their sides. The regime's support for terrorism has a global reach and is widely documented. Iran contributes more than $7 billion annually to terrorist groups.

  27. In a climate of renewed negotiations, Israel and Jordan reached another historic peace agreement. Now, nearly three decades later, Israel and our Arab neighbours find ourselves in a similar environment. We have very good relations with many countries in our region. More than that, Israel and our Arab neighbours share a mutual understanding of the region's threats and opportunities. We are deeply involved in confronting extremism and terrorism across the Middle East. Yet the climate of today's relationship-building is different in one large respect.   29. That rebirth did not begin a new story. Instead, it was the newest chapter in the continuing saga of the Jewish people in the Middle East. Forty years ago history was made yet again when a handshake between Egyptian President Anwar Sadat and Prime Minister Menachem Begin demonstrated to the world that Egypt recognized the legitimacy of the Jewish State in the Middle East, proving to the entire Arab world how we can all live together in peace and security. Today an unprecedented wave of normalization is sweeping the region as Israel continues to develop and improve relations with its Arab neighbours. In June, Bahraini Foreign Minister Khalid Bin Ahmed Al-Khalifa declared, "Israel is part of the heritage of this whole region historically. The Jewish people have a place among us". That is an extraordinary statement.

In addition, Hamas - an internationally recognized terrorist organization - continues to hold hostage two Israeli civilians and the abducted bodies of two fallen Israeli soldiers, and refuses to return them home. They also refuse to allow the International Committee of the Red Cross to visit and provide information on their fate and condition. The families of Lieutenant Hadar Goldin, Sergeant Oron Shaul, Abera Mengistu and Hisham Al-Sayed deserve to be reunited with their loved ones. The international community cannot continue to stand idly by as that evil ploy persists. The State of Israel will not rest until all of its citizens are returned to our land. We live in a historic age. Seventy years ago the world bore witness to the greatest story in generations - the re-establishment of the Jewish State in the Land of Israel.

  31. I would like to thank Poland for taking the initiative of convening this important meeting. Before I begin, I want to take a minute to highlight the terror attacks that took place over the weekend, which symbolize the real threats to peace and security in the region. On Thursday, two young Palestinians armed with knives suddenly began attacking police officers in Jerusalem. One can look online at Youtube and see the horrible images of young boys inciting and attacking policemen. On Friday, a Palestinian drove his car into two young Israeli adults as they were waiting at a bus stop. On Saturday evening, the Israeli Defense Forces stopped three armed terrorists from breaching the Gaza security fence and attacking nearby civilian communities. All of that happened in a matter of a few days.

  32. When we gathered here three months ago, I offered a framework of four pillars for the past and the future (S/PV.8517). One ofthose pillars is regional cooperation. Just as in 1979, when Israel and Egypt stood together for peace, despite the turmoil shaking the other end of our region, today we must come together once more to confront the threat to peace. The forces threatening that peace all lead back to the regime ofthe Islamic Republic of Iran. We have learned from history that when the international community fails to rise to the occasion before it is too late, the price to pay is unbearable. When it comes to the Iranian regime, now is not the time for appeasement; now is the time for action.

  33. It is the time to find partners who share our goal of confronting that force of chaos. Maybe the Council should listen to us if we agree about something after so many years. Our mutual objectives have brought us together.   34. In the past month, Iran has pursued a dangerous advancement in its hostile nuclear programme, following President Rouhani's declaration to enrich uranium to "any amount we want". The regime has so far enriched uranium to 4.5 per cent, going over the limit of the Joint Comprehensive Plan of Action (JCPOA). It is clear that Iran will continue to pursue a nuclear weapon, threatening the entire Western Hemisphere. I therefore ask the countries that still support the JCPOA what they are to do about the Iranian nuclear threat. Are they going to ignore it? What is the Security Council going to do about the Iranian nuclear threat? We simply do not have the luxury of giving the Iranian regime the benefit of the doubt. Now is not the time for optimism, but the time for realism.

Under the guise of Syrian entities, such as the Syrian Scientific Studies and Research Centre, Iran and Hizbullah have been able to purchase dual-use equipment from civilian companies, while concealing the true nature of those purchases, which were hostile to Israel and its citizens. Through that method, Iran is able to transfer the dual-use equipment from the Port of Beirut with the permission of the authorities and without revealing its true identity and intentions. Every State Member of the Organization must ask itself the following questions. Is it absolutely sure that its companies are not the ones selling dual-use equipment to Hizbullah? Is it sure that its citizens know the end use of those dual-use items? The Iranian regime's targets for exporting the revolution stretch far beyond the banks of the Mediterranean.

The Quds Force exploits civilian airports in Damascus and Beirut - civilian airports - and civilian land infrastructure on the Syria-Lebanon border to smuggle weapons, dual-use items and other capabilities. But today I am presenting new evidence. In 2018 and 2019, Israel found that Iran and the Quds Force have begun to advance the exploitation of civilian maritime channels and specifically the port of Beirut. For the same purpose, a civilian port - the port of Beirut - is now the port of Hizbullah.   37. UNIFIL must be fully equipped to discharge its mandate and contribute to stability in the region. It must report to the Council all restrictions in movement to the fullest extent, detailing where the restrictions occurred and who was responsible and why, because with every passing day of Hizbullah's further entrenchment, it becomes harder and harder to tell where Beirut ends and Tehran begins. Resolution 1701 (2006) calls for "no sales or supply of arms and related materiel to Lebanon except as authorized by its Government" (para. 8). It appears, however, that the call for an embargo has been completely ignored. The Iranian regime is transferring weapons in various ways and Council members can see it there.

One month later, the Security Council adopted resolution 1701 (2006), which established, between the Blue Line and the Litani river, "an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL" (para. 8). It also called for the full implementation of resolution 1559 (2004), requiring "disarmament of all Lebanese and non-Lebanese militias" (para. 3). But Hizbullah, with inspiration, funding and weapons supplied by Iran, has further entrenched itself in the area of operations of the United Nations Interim Force in Lebanon (UNIFIL). Although 13 years have passed, the Security Council has yet to receive an accurate picture of the gravity of the situation in southern Lebanon. It is unfortunate that some have chosen to turn a blind eye to the reality on the ground.

The axis includes Iran; its proxy, Hizbullah in Lebanon; and its partner, Bashar Al-Assad and his criminals in Syria. Its goal is to export the Iranian revolution, violently targeting the West and all who oppose its efforts to spread the revolution across the region. The Iranian force of chaos has caused infestation in Lebanon - 13 years have passed since the catalyst that launched the Second Lebanon War in July 2006, when Hizbullah launched a well-orchestrated attack with the goal of infiltrating Israeli sovereign territory, killing eight Israeli soldiers and abducting two more.

  40. The regimes use Violence and terrorism to achieve their goals. Such rogue regimes are those like the one in the Islamic Republic of Iran. In 1979, the year that witnessed historic peace, also endured the rise of the Islamic Republic of Iran. The Iranian revolution shocked the world. When Ayatollah Khamenei took power, he wasted no time in turning his extremist militant ideology into policy. When Khamenei established the Quds Force in 1980, with the clear objective of exporting the revolution abroad, he stated in his announcement, "We have to topple these unjust and treacherous Governments". Take it from the Iranian political and military establishment itself. Regime leaders today celebrate their international intervention openly and boast about their regional influence and power in Iraq, Syria, Lebanon, Yemen and Gaza.

He observed: "in the new global order, no country, region or continent can any longer operate in isolation from the rest of the world" ("Renewal and renaissance: towards a new world order", lecture delivered at the Oxford Centre for Islamic Studies, United Kingdom). Mandela's words encourage cooperation and partnership for a new and prosperous world order, but they also send a warning to those countries and forces that seek to act in isolation from the rest of the world and against its best interests. It has become clear that the interconnected world order is upheld and protected when countries come together to confront rogue actors and their malicious partners. Those regimes seek to dominate the regions of the world with an extreme ideology. They punish or even kill those that they believe stand in their way.

It is bolstering its proxies to commit malicious crimes around the world and continues to pursue nuclear weapons capabilities with the explicit goal of destroying Israel. The United Nations cannot stay silent when those forces of chaos are destroying the principles for which it stands. Today, we have a duty to preserve the forces of order by confronting the forces of chaos - terrorism, extremism, hateful ideology and the regime of the Islamic Republic of Iran. Just two weeks apart from each other, two ground-breaking and radically opposed developments occurred in the Middle East 4 the first peace agreement between Israel and an Arab State and the rise of the Violent and oppressive regime that laid the foundation for the fundamental threats facing the Middle East today. In 2019, there is still peace between Israel and Egypt. There is also peace between Israel and Jordan. Those agreements, which have lasted decades, have served as critical forces of order in a region plagued by terrorism, extremism and hateful ideology. But the revolution has not subsided either. If anything, the forces of chaos have only grown, extending far past Iranian borders. The Iranian regime is jeopardizing the region and beyond, spreading its ideology into Iraq, Syria, Lebanon, Yemen and even the African continent.

  44. Forty years ago in 1979, the world witnessed two historic events. One set the stage for a future of peace and order in our region and the other emboldened the forces of complete and utter chaos. On 26 March of that year, Israeli Prime Minister Menachem Begin, Egyptian President Anwar Sadat and United States President Jimmy Carter shook hands on the White House lawn to launch a lasting peace between two formerly sworn enemies. As one end of our region began to see the light of day, the other was descending deeper into darkness. On 11 February, just five weeks before the Treaty of Peace between the Arab Republic of Egypt and the State of Israel was signed, the founders of the current Iranian regime gained control of the Government, hijacking the future of Iran and exploiting the Iranian people's genuine aspirations for freedom.

  45. Secondly, the time has come for a reassessment of UNRWA, its objectives, its success in implementing those objectives and whether or not those objectives match the reality on the ground. It is time to stop pumping money into an organization that has perpetuated the plight of the Palestinian people in Gaza. UNRWA has failed to rehabilitate the Gaza Strip. It has succeeded only in inciting violence against the State of Israel. UNRWA's mandate must come to an end. I have a question for the representative of UNRWA. Like any other organization, it must have clear goals. Can the UNRWA representative present those goals? How long will it take to reach those goals? Will we still be sitting here in 10 or 15 years? How much money will it cost to achieve those goals?

  46. Moshe Agadi, Ziad Alhamada, Pinchas Pshuzman and Moshe Feder were killed in those acts of terror, and more than 100 others were injured. Two Palestinians in Gaza, Falastin Abu Arar and Saba Mahmoud, were also killed by a Hamas rocket that was fired towards Israel, but landed in Gaza. As protectors of international peace and security, the United Nations should wonder why its Agency, which is meant to help the Palestinians, is working so closely with the Hamas terrorists, who do nothing but hurt the Palestinians. It is therefore in the best interest ofUNRWA, Israel, the Middle East and the Palestinian people for the United Nations to take the following two actions. First, the Security Council must finally designate Hamas as a terrorist organization.

  47. UNRWA employees assist terrorist groups by using official UNRWA vehicles to transport weapons and terrorists to carry out attacks against Israel. As if that were not enough, every UNRWA school has a Hamas-appointed representative on campus who is responsible for recruiting students to participate in the Hamas student group. In the light of recent events, Israel simply cannot take lightly the alliance that appears to have been formed between members of UNRWA and Hamas. Just two weeks ago, Hamas, Palestinian Islamic Jihad and other terrorist groups in Gaza fired more than 700 rockets and mortars into civilian population centres in Israel. Those rockets hit Israeli homes, hospitals, factories and even kindergartens. Four Israeli civilians, Jews and Arabs alike, were killed.

  48. Those views are contradictory. If the millions of so-called Palestinian refugees return, Israel, as the one and only Jewish State, will cease to exist. Numerous reports reveal close ties between UNRWA employees and the Hamas leadership. In April 2017, Suhail Al-Hindi, an UNRWA teacher and the Chairman of the UNRWA employees" union in Gaza, was accused of being elected to the Hamas leadership. He resigned amid those allegations. For years, UNRWA has been empowering the refugee problem instead of trying to solve it, while adopting a unilateral political position. The organization's schools have been transformed into terror and incitement infrastructures, with textbooks that deny Israel's existence distributed on the ground and underground tunnels dug by Hamas.

  49. Had the original 750,000 refugees been resettled in 1949, the Palestinian refugee crisis - and therefore the illegitimate claim of return - would not exist. But today approximately 5.4 million so-called refugees still hold on to the hope of returning to houses in which they have never lived. That hope, if realized, would erase the State of Israel simply by sheer numbers. Under the guise of the claim of return, the Palestinians, through UNRWA, are refusing to accept the Jewish right to self-determination in any part of the land of Israel and within any borders. Those sentiments run rampant in Ramallah today. In September, we all heard Mahmoud Abbas say in the General Assembly that he believes in a two- State solution (see A/73/PV.10). But he also said that he would fight for the return of over 5 million so-called refugees.

  50. By manipulating the scale of the Palestinian refugee problem, UNRWA plays a direct and biased role in the politics of the conflict. In addition, 2.1 million Palestinians living in the West Bank and Gaza, who have never crossed an international border, are still considered by the United Nations to be refugees. In every other case on Earth but the case of the Palestinians, a person must be forced to leave one country and cross an international border into another to be considered a refugee by the United Nations. Let me ask the Council members, why is it that a Palestinian who was born in Ramallah and lived there his entire life considered a refugee? How come? But that is indeed the case.
