“UNRWA defines its beneficiaries as refugees, but an UNRWA refugee is different from an UNHCR refugee. An UNRWA refugee has a special refugee status that is automatically passed down to future generations. Palestinian refugees can obtain citizenship from other countries while maintaining their refugee status. The vast majority of UNRWA beneficiaries do not meet the recognized criteria for what constitutes a refugee under international law. No other refugee population in the world enjoys these same criteria. Why, then, does UNRWA grant its beneficiaries all of this special treatment? Let us take a look at history. In 1947, the United Nations partition plan proposed the formation of two States - a Jewish State and an Arab State - in the land of the former British Mandate. The Jews accepted the proposal immediately, but the Arabs did not.”

“This is unfortunately not the first time I have had to speak on the troubling reality that is the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). UNRWA has been political since its inception. It continues to amaze me how the States Members of the United Nations do not see the hypocrisy that lies within the Agency's very existence. Let us start with organization itself. No other refugee population in the world currently has an UNRWA - not the Syrian refugees, not the Yemeni refugees, not the refugees from any other conflict in the world. Every other refugee in the world is under the jurisdiction of the Office of the United Nations High Commissioner for Refugees (UNHCR). The United Nations created UNRWA and its unique criteria specifically for the Palestinians.”

“It weakens the mandate of this body, which is charged with the task of making our world more peaceful and secure, to continue blaming the side that offers solutions and reward the side that rejects them. It is dangerous to praise the side that encourages hatred and bankrolls terrorism. Palestinian rejectionism is chronic. Palestinian leaders refuse to acknowledge the right of the Jewish people to self-determination in the land of Israel and insist on having their people return to the land in droves. This behaviour directly contradicts all four pillars of the past and keeps us locked out of forging peace in future. There should be no reward for rejectionism. “To support the right of Israel to exist in our homeland is therefore essential to international peace and security - the final pillar. For decades, many Arab leaders have chosen the sword over the olive branch, long before even one of these so-called settlements was established. Do those here know when the Palestinian Liberation Organization was established? It was established in 1964, three years before 1967. Does that make any sense? What did they need to liberate before 1967? In 1964 not a single settlement existed in Judea and Samaria, and our right to exist was still rejected. To blame the Jewish communities of Judea and Samaria for the lack of peace between Israelis and Palestinians would be to deliberately overlook the historical facts at best.”

“They were simply lines designating the end of the first battle in the Arab war against Israel. Jordan maintained control of Judea and Samaria, and Egypt controlled the Gaza Strip. Those agreements were formed in the absence of permanent peace treaties, which would only be signed decades later. It was the Arabs who insisted that the armistice lines would not be permanent borders. As stated in the Jordanian-Israeli agreement of 1949, those lines "are agreed upon by the parties without prejudice to future territorial settlements or boundary lines." Because those lines are not borders, the Jewish communities in Judea and Samaria to this day have not crossed any international borders; they are built on strategic land for Israel's security, which, as agreed by the parties in the Oslo Accords, would be classified as final-status issues.”

“Two years later, the United Nations Partition Plan for Palestine called for the establishment of a Jewish State and an Arab State in the land of Israel. What did we do? We accepted it. But the Palestinians did not. Instead of peace, they chose war and opened fire on the Jews. Our small, tiny, newly declared nation was suddenly under attack. In 1948, on the last day of the British mandate, Israel declared independence and was immediately attacked by five Arab armies that joined the Palestinians, hoping to destroy it. Israel won that war, and the hope and future of the Jewish people was saved. But the war of 1948 did not end with peace. It ended with armistice agreements between Israel and its neighbours. The armistice lines between Israel and Egypt, Jordan, Syria and Lebanon were never considered international borders.”

These documents are Zionist documents by definition. Zionism is the realization of the right of the Jewish people to self-determination and sovereignty in the land of Israel. That is what Zionism means - no more, no less. It appears in international law, in essence and word for word. In 1945, the Charter of the United Nations, drafted in the wake ofthe Holocaust, was adopted. It guaranteed the right of people to exercise self-determination. It also refers to "the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations". One people's pursuit of self-determination could not undermine the safety and security of another nation.”

“The Balfour Declaration also specifically endorsed the Zionist cause, as Lord Balfour wrote: "I have much pleasure in conveying to you on behalf of His Majesty's Government the following declaration of sympathy with Jewish Zionist aspirations which has been submitted to, and approved by, the Cabinet." After the Ottoman Empire surrendered in the First World War, the British took legal ownership over the land of Israel. With that legal ownership, they were able to issue the Balfour Declaration and commit to helping establish a national home for the Jewish people in our historical homeland. In 1922, the mandate of the League of Nations not only stated its support for the establishment of a Jewish national home; it also encouraged and facilitated the return of Jews in the diaspora to our homeland.”

“Even though the Romans knew that the land was ours and we belonged in it, they attempted to erase our age-old connection to the land by renaming it Syria Palestina. Why Palestina? Because they attributed it as a southern province of the Syrian Empire. That is how the narrow strip of land in Eretz Israel, nestled between Egypt in the south and Lebanon in the north, came to be called Palestine. For the next 2000 years, the land of Israel was conquered by the Crusaders, followed by the Ottoman Empire, but despite centuries of wars and conquest, the Jewish people never left. A Jewish community remained in Eretz Israel, the land of Israel, throughout that entire time. Although most of our community was forced into exile by the Roman Empire, we knew that someday we would return to our ancient homeland.”

“Everyone is familiar with the words "Jew" and "Jewish". They come from the word "Judea", a kingdom over which King David and King Solomon ruled. It was a kingdom with Jerusalem as its capital. It was home to the first temple, destroyed by the Babylonians in the year 587 B.C.E. and the second temple, destroyed by the Romans in the year 70 CE. When the Romans destroyed the Jewish kingdom, they sent our people into a 2,000-year exile that kept most of us from our land. Even the Romans themselves admitted that the land was ours. Those who have visited Rome may recall that Emperor Titus famously commemorated his victory and the Jewish expulsion by building an enormous arch on the Via Sacra in Rome. The arch includes an illustration of his men carrying away the menorah from the Jewish temple.”

The Jewish kingdom in Eretz Israel comprised 12 tribes, the largest of which - the tribe of Judah - lived in the area now known as Judea.”

“I thank Ms. DiCarlo, Under- Secretary-General for Political and Peacebuilding Affairs. I also thank the representatives of EcoPeace Middle East for their statements. We come together at a painful time for the Jewish people. On Saturday, as Jews everywhere were concluding the holiday of Passover, a gunman ran into the Chabad of Poway, California, and opened fire. Over 100 people in the middle of prayer were forced to duck for cover as bullets flew across the room. Lori Kaye was shot and killed as she jumped into the line of fire to protect Rabbi Yisroel Goldstein, who had founded the synagogue and sustained injuries. Despite having been shot, Rabbi Goldstein continued his sermon. Thirty- four-year-old Almog Peretz and eight-year old Noya Dahan were also shot and injured. That is the second synagogue shooting in six months.”

“I never thought that I would agree with the Syrian Ambassador. I agree with him only on one issue today. The United Nations is obsessed with Israel, considering the number of resolutions, debates and statements on the issue. I regret that because I really believe that if the United Nations had focused on what happened in Syria in the past few years, perhaps we would have been able to prevent the massacres, the use of chemical weapons, the rapes and what Syria did to its own people. Today, we feel for the Syrian people, whom the Ambassador represents. We feel for them because they have to deal with such a regime. I would like to say directly to the Syrian people that the day will come when they will have a real representative, who will represent their needs and make their voices heard.”

It is home today to tens of thousands of Israelis. As Prime Minister Menachem Begin said in 1981: "There can be, in our country or beyond its borders, no serious person who has studied the history of the land of Israel who would attempt to deny that for many generations the Golan Heights were an integral part of the land of Israel." International recognition of the Israeli Golan Heights ensures the security and stability of our region. Those States that pay lip service to Israel's inherent right to self-defence now have the opportunity prove the weight of their words.”

“The terror network is currently focused on intelligence gathering. We have that information. We are watching. But those efforts are just the backdrop for a larger and more dangerous Hizbullah terror operation to attack Israel. Hizbullah's Syrian terror network is exploiting the civilian population living near the Israeli border and using Syrian observation points in the area as outposts for that terror operation. The Syrian Government has given the Iranian regime freedom of movement and operation in its own sovereign land. It has recklessly given up its territory for the Iranian regime to establish military entrenchment and expand its control from Tehran all the way to the Mediterranean. In February 2018, an Iranian unmanned aircraft armed with explosives was launched into Israel from Syria with the intention of attacking Israelis.”

“I ask the Council today - to whom exactly does the United Nations want to give the Golan? To the thousands offighters directed by Iran? To the Shia foreign militias? To the jihadi factions? To whom? Their fighting has repeatedly spilled over into Israel's sovereign territory, and sniper fire and mortar shells have frequently fallen into Israel. As Israel opened its doors to treated injured Syrians in the Golan Heights, President Al-Assad made clear that Hizbullah, operating in Syria, should use the Golan Heights to attack Israel. At Iran's command, Hizbullah has seized the opportunity to establish a Syrian terror front from which to attack Israel. Hizbullah's Syrian terror network ranges from the town of Hadar, at the northern end of the Golan Heights, to the towns of Arnah, Khan Arnabah and Quneitra.”

For the next two decades, the Syrian army rained deadly fire from the Golan Heights into Israeli civilian areas and filled the territory with bunkers, barbed-wire fences and minefields. In 1967, Israel, as nations around the world recognized, was forced to engage in a war of self- defence. Israel must ensure that this territory will never again be used to target our people. Since 1967, the Golan Heights has proven critical to our very survival. Just six years later, in a most vile act of war, Syria launched a surprise attack against Israel on Yom Kippur, the holiest day for the Jewish people. In that decisive moment in Israeli history, it was the Golan Heights that proved invaluable to Israel's fate.”

For me, the terror attack on Mishmeret, where the most recent rocket landed, was too close to home, because Mishmeret is my place of residence. It is where my family lives and where I am raising my children. I know the family whose home was hit; my house is only a few hundred feet away. Imagine if a rocket was fired at your home. We heard nothing from the so-called Human Rights Council, which did not even mention Hamas in its recent report of the independent international commission of inquiry on the protests in the occupied Palestinian territory, under agenda item 7. Instead, it blamed Israel for all of the ills in Gaza. These bodies simply reaffirmed what has always been true: for the United Nations, all people deserve human rights, except for the people of Israel. And it is the Palestinian people in Gaza who are paying a heavy price for the crimes of their leadership. Ask the Palestinian representative what he really thinks about the Hamas regime in Gaza, about the way it handles the Palestinian people in Gaza. We have entered a new reality.”

“Neighbouring houses and cars sustained damage, and seven civilians, including a grandmother, a baby - her grandchild - and two other children were injured. This was an act of terror for which the Hamas terrorist organization is responsible. Hamas terrorists manufactured this long-range rocket, filling it with steel bullets and metal fragments in order to maximize the damage. They fired it from the centre of a Palestinian civilian area in Rafa and sent it into a civilian area populated by families in Israel. On either side, and from start to finish, Hamas deliberately placed innocent people in the line of fire, making it guilty ofa double war crime. The rocket travelled more than 120 kilometres past Tel Aviv and landed directly on a private home in the farming community of Mishmeret. The home was completely destroyed.”

“I wish to say to my colleague from Germany that I agree with him that it is about time that we leave statements aside and speak directly. It is really easy to speak about both sides showing restraint; but rockets are flying into our cities. The last rocket that landed in Israel landed in in my community in Israel, where I live, 100 feet from my house and from where I am raising my children. So it is comfortable to come and speak about ideas and implementation, but once rockets start flying into our cities, we will defend our people. That is the first thing we will do, and then we will talk. We will continue to have a dialogue. But the first thing we are committed to doing is to defend our people and to defend our children, who last night had to sleep in shelters because of the rockets coming from Gaza.”

“For his new year's resolution, Khamenei promised Al-Nakhalah that the Palestinian State would be established in Tel Aviv. I have news for Mr. Khamenei. He will not meet his new year's resolution - not this year, not ever. In the light of those meetings, it is odd that in that same week the Iranian Foreign Minister, Mohammad Javad Zarif, claimed with the utmost confidence, "When did we say we want to annihilate Israel? Find one person that has said so. Nobody has said that". In fact, the entire Iranian regime has said that for 40 years, since 1979. For 40 years, Iranian missiles have borne the inscription, "Death to Israel", and it is written in Hebrew. The so-called moderate Iranian President calls Israel "a cancerous tumour". The Iranian Supreme Leader threatens to annihilate Israel himself and place the Palestinian State in Tel Aviv.”

“With Iran's blessing, Hamas is also growing closer to Hizbullah and sharing its preferred terror tactics, including the tunnels, which we now see in southern Lebanon. Hamas is also building a major military front in Lebanon, using it as another base from which to terrorize Israel. All ofa sudden, Iran is now speaking publicly about training Palestinian terrorists. High-profile Hamas and Islamic Jihad terrorists are meeting with high-ranking officials in Tehran. On 22 December 2018 - a few weeks ago - Hamas co-founder Mahmoud al-Zahar led a Hamas delegation to Tehran. As Saleh Al-Arouri said, "The aid Iran provides to the resistance is not merely symbolic. Nobody but Iran gives us any military support". On 31 December, Ayatollah Khamenei rang in the new year by meeting with the head of Islamic Jihad, Ziad Al-Nakhalah, in Tehran.”

“Iranian money has ended directly in the pockets of Hamas and Islamic Jihad in the Gaza Strip and Judea and Samaria. Iran, in partnership with Hamas and with the help of Hizbullah, is pushing to build a military front in Judea and Samaria from which to attack Israel. The Iranian trail of terror unifies the efforts of Saleh Al-Arouri, who is the Deputy Political Chief of Hamas. He works very closely with Saeed Izadi, the Head of the Palestinian branch of the Iranian Quds Force, on behalf of Qasem Soleimani, Commander of the Quds Force of the Iranian Revolutionary Guard. The end goal of that gang is to establish terror networks throughout the Middle East. With the help of Al-Arouri and Izadi, Iran is trying to turn Judea and Samaria into the fourth military front against Israel.”

“It is now trying to infiltrate Judea and Samaria as well. The Iranian regime's obsession with Israel is not just well known, it is expensive. Seven billion dollars are directed annually to the never-ending attempts to destroy Israel - $7 billion. In Syria alone, it invests $4 billion dollars every year to help the Al-Assad regime. Iran gives $1 billion in aid annually to its Shiite proxy. Iran also gives hundreds of millions of dollars to its proxies in Iraq, and tens of millions of dollars to rebels in Yemen. On Israel's border, Iran supports Hamas and Islamic Jihad in Gaza with well over $100 million every year. The Palestinian observer did not mention anything about the connection between Palestinian terrorist organizations and Iran. Allow me therefore to do so.”

“On 26 December 2018, the Israeli Defense Forces discovered a fifth terror tunnel beginning in Kfar Ayta ash Shab, Lebanon, and ending in Shtula, Israel. Just last week, on 13 January, Israel discovered a sixth terror tunnel - the largest and most elaborate so far - spanning from Kfar Ramyah, Lebanon, into sovereign Israel. Operation Northern Shield has concluded, but Israel will continue to take any and all necessary defensive measures on its side of the border, including to neutralize all terror-attack tunnels violating its sovereignty. Israel will defend its people by any means, on the ground and underground. There is no price tag for the safety of our people. If one follows the bloody trail of money starting in Tehran, one will arrive at the terror tunnels in Lebanon and Gaza and their weapons warehouses in Syria.”

“The Iranian regime has invested millions of dollars into each Hizbullah terror-attack tunnel. This is a result of the Iranian money trail when the world is silent. This is what happens when the world relies on wishful thinking. On 20 December 2018, Israel began a new phase of Operation Northern Shield. Operation Northern Shield was a defensive measure on our side of the Blue Line to destroy the terror-attack attack tunnels. Israel neutralized one tunnel by sealing it off with cement. When the cement overflowed from the other side, the evidence was crystal clear. Hizbullah's terror tunnel had begun inside private property in Lebanon, stretched underneath the Blue Line and infiltrated Israel's sovereign territory. Even then, with striking evidence, UNIFIL is still not fulfilling its mandate.”

“On 19 December 2018 (see S/PV.8432), I presented right here undeniable evidence of Hizbullah's use of private property throughout southern Lebanon to build terror-attack tunnels underneath the Blue Line into Israel, in clear violation of Israel's sovereignty. As the United Nations Interim Force in Lebanon (UNIFIL) and several Member States have stated, those tunnels violate resolution 1701 (2006). The Lebanese army has taken no action in response, allowing Hizbullah to continue building those tunnels undisturbed. I also revealed the existence of four terror-attack tunnels beginning in Lebanon and ending in Israel. I outlined Hizbullah's grand plan to take over the Israeli Galilee. Every year, Iran provides $1 billion to its Lebanese proxy - Hizbullah.”
