Kuwaiti officials, and even members of Kuwait's royal family, called for the cleansing of Palestinian neighbourhoods. Today, thousands of Palestinians living in Lebanon are treated like third- class citizens. In Syria, the Yarmouk refugee camp has faced a siege, starvation and Government shelling for the past seven years. What was the world's reaction to Kuwait's abuse of Palestinians in the 19905? Silence. What about its reaction to Lebanon's years of maltreatment of Palestinians? Silence. And to the situation of the Palestinians in Yarmouk camp in Syria? Silence once again. It seems that there are some in the United Nations who speak for the Palestinians only when Israel is involved.”

“Maybe they want to explain to us why, when Paris was attacked by the Islamic State in Iraq and the Sham (ISIS), the international community stood with Paris, but when Israel is attacked by Hamas, they blame us, the victim. There is no difference between the evil of Hamas and the barbarity of ISIS, Al-Qaida or Boko Haram. Those organizations are no different in their mission to terrorize innocent people. They are all the same. The only draft resolution that the Council should adopt is one that condemns Hamas and designates it a terrorist organization. “Have they not heard of the missiles that Hamas fired at Israeli schools or the explosives they placed at the fence? I ask them - I ask the Ambassador of France and the Ambassador of Sweden, who promoted this draft resolution - why did they omit Hamas from the draft resolution? What was the problem with adding it to the text? They had hours of negotiations. I am waiting for an answer. The residents of southern Israel are waiting for an answer. Did they forget that the European Union has designated Hamas as a terrorist organization since 2003? Does that mean nothing to them? Maybe they can show us what happened at the back door when they drafted the text. I can go over the paragraph in which they speak about rockets flying from Gaza into Israel. They could have added "from Hamas".”

“Do they not know how to spell it? This empowers Hamas by granting it the Security Council's stamp of approval. Hamas has ruled Gaza with malice and brutality for 12 years. It has paid its civilians to storm the fence with the explicit goal of increasing the death toll. It has deprived the people of Gaza of their basic human rights. It uses Israel to create a scapegoat for its own failures. Hamas has launched more than 10,000 rockets into Israeli communities and constructed nearly 40 terror tunnels in order to kidnap and kill Israelis. It is true that the residents of Gaza need protection; they need protection from Hamas, the same organization that the Council cannot name. I must ask Council members, who are educated people and should understand facts when they see them, if they have not read the news.”

“We thank the Americans for taking the right stand. Ambassador Haley made it clear today that the rules of the game are changing here in the Council and that this double standard against Israel will not stand. Despite the rockets fired by Hamas and Islamic Jihad at our civilians, despite the missile that landed in the yard of a kindergarten, despite the endless mortar shells striking our southern communities, the draft resolution submitted by Kuwait tried to give Hamas a free pass. This was a text born in sin. It tried to continue an alarming trend of absolving Hamas of all responsibility for the violence and death it has caused. It mentioned Israel five times. I do not know who drafted it; many worked actively on it. Five times it mentioned Israel, yet its drafters could not bring themselves to mention Hamas even once.”

“Despite Hamas's deadly activities and attacks, its attempts to breach the security fence and infiltrate Israel, its incitement of the people of Gaza, its use of innocent Palestinian women and children as human shields, the Human Rights Council chose to turn a blind eye. Today, too, the Security Council attempted to adopt a similar draft resolution (S/2018/516). We acknowledge the United States and all who did not support the draft for their moral clarity. The Security Council also had the opportunity to adopt a draft resolution proposed by the United States (S/2018/520), which rightly named Hamas and the other terrorist groups as the root cause of the conflict. It recognized that peace and stability will never come to our region until the international community is brave enough to call out the terrorists by name.”

“Moments later, at the same meeting, the Ambassador of Bolivia listed some of the names of the people who had died in Gaza, even as Hamas took pride in the fact that the vast majority of them were its own. In the eyes of the Ambassador of Bolivia, Anas Hamdan Salim Qadee, a 21-year-old confirmed member of Hamas's military wing, did not count as a terrorist. He must have forgotten that this wing is the same one that is listed as a terrorist organization by Australia, New Zealand, Canada, the European Union, Japan, the United Kingdom, Egypt and the United States. On 18 May the Human Rights Council adopted resolution S-28/1 on the recent events in Gaza. The resolution did not even mention Hamas.”

“Before I begin, I would like to congratulate the Russian Federation on assuming the presidency of the Security Council. I would also like to thank the Polish Ambassador for her presidency. On 15 May the Security Council began its meeting with a moment of silence for the 61 Palestinians killed in Gaza the day before (see S/PV.8256). As members stood and paid their respects in mourning, Hamas revealed that nearly 90 per cent of those who had died had been identified as Hamas terrorists. Hamas bragged about it. In an interview, Dr. Salah Bardawil, a Hamas leader, confirmed it. He said, "I am giving you an official figure. Fifty of the martyrs in the recent battle were from Hamas". On that day, Security Council members stood in solidarity with the terrorists of Hamas. One would think that the absurdity would end there, but it did not.”

“If this body does not issue a clear condemnation of Hamas, it will raise the question of whether this body is capable ofprotecting innocent life against terror. The key step is to accept reality: that Hamas is a terrorist organization, nothing less. Terrorist organizations must be designated as such by the Security Council. Designating Hamas as a terrorist organization would enable the Council to sanction its leaders, its members and every person or entity with which it associates. “Let me also remind it that the Quartet conditions, put forward by the United States, the Russian Federation, the European Union and the United Nations, were very clear about the need to renounce violence as a means of achieving goals. We have said it time and again: if there were no terror, there would be no restrictions, and it is the people of Gaza who would benefit most. “The IDF destroyed that tunnel, which began in Gaza, wove through Egypt and ended right in southern Israel, near the Kerem Shalom civilian crossing. Like all of Hamas's terror tunnels, this one, too, was intended to infiltrate Israel and harm as many civilians as possible. But this terror tunnel also had a second purpose: to smuggle weapons weapons into Egypt from Gaza. Iran's role in this latest unrest should not be ignored. “Over the past 24 hours, Hamas and Islamic Jihad fired nearly 200 rockets and mortar shells from the Gaza Strip into nearby Israeli towns and villages. The terrorists began their attacks on Tuesday, just as parents were preparing their young children for the school day. I will share with the Council a chilling example. During the assault, a mortar shell exploded in the yard of a kindergarten, damaging the structure. By sheer luck, the kindergarten was empty, and no one was hurt. But that attack was a war crime. It is not often that the Council calls for an emergency meeting following a provocation by Hamas; today's meeting marks a concrete step in the right direction. But today we need action. The Council must act on the opportunity presented to it. In response to the most severe attack by Hamas and Islamic Jihad since the 2014 Operation Protective Edge, the Security Council must take two decisive actions: the first is to condemn Hamas for its war crimes against Israelis and Palestinians, and the second is to adopt a resolution designating Hamas as a terrorist organization, exactly as it did with Al-Qaida and with the Islamic State in Iraq and the Sham (ISIS). Let me be very clear today: when the Palestinians say "days of rage", they mean "days of terrorism". When the Palestinians say "right of return", they mean "destruction of Israel". No Jewish communities - you call them settlements - or occupation. We took the entire Jewish community out of Gaza. We even took out the people who had been buried in Gaza. No IDF, no checkpoints, no civilians, nothing; we left. Prime Minister Sharon decided to try. We left Gaza in 2005. Gaza could have become a Palestinian success story, maybe the Singapore of the Middle East. It had the potential, but it could not reach it because Hamas took over in 2006. “Israel has witnessed this pattern over and over again, since our earliest days. Even in 1947, we watched the Palestinians miss their first opportunity. The United Nations had proposed the creation of both a Jewish State and an Arab State in the land of Israel. The Jews were given just a portion of our historical homeland, yet we accepted it. But the Arabs said no. The Palestinians could not bear the thought of sharing what had been our land to begin with, so they launched a war against us. Israel ultimately won that battle, but the Palestinians continued with their lies and relentless violence, and too many in the international community let them get away with it. They falsely equated Zionism with racism. They saluted the Palestinian cause as Israelis were murdered, kidnapped and forgotten.”

Secondly, Hamas wants the riots that it is instigating to be seen in the international media as a popular uprising, not as a Violent action led by its militants. A few days ago, a Hamas member who was captured after attempting to cross into Israel provided critical insight into Hamas's plot. I will reveal some of what we have learned.”

“The damage set gas lines and electricity infrastructure on fire and will cost millions of dollars to repair. But Hamas does not care. It values destruction over prosperity and death over peace. Israel has known that for a long time. We were reminded of it just last week, when the Israel Defense Forces (IDF) found and destroyed the ninth Hamas terror tunnel since last October. The tunnel started in Gaza, running alongside the Erez pedestrian crossing and ending just metres from a village inside Israel. They were violent riots. Rioters have thrown Molotov cocktails, planted explosive devices and rolled burning tires. They have sent flaming materials over the fence, igniting widespread fires on Israel's southern agricultural lands. They have repeatedly attempted to forcibly breach the fence and infiltrate Israeli territory, with the explicit goal of killing Israelis. Hamas, the internationally recognized terrorist organization, has taken the people of Gaza hostage. “President Trump is focused on important changes to the current situation, because he knows it will make the world safer. He knows that we must change course, and we must do it now. International inspectors must be granted full access to all suspicious nuclear sites in Iran, including military facilities. Iran must end the development and testing of its advanced ballistic- missile programme. And the agreement's expiration date must be extended or eliminated. We must increase monitoring and oversight of Iran's finances, which have grown significantly since the JCPOA lifted the sanctions. Iran has sent this new money directly to Hizbullah, which has used it to build weapons factories and terror bases in Syria and Lebanon. “It is at this base, just over 5 miles from Damascus, where they are trained to commit acts of terror in Syria and across the region. This is yet another example of Iran's presence in Syria, about which we have warned the Council time and again, a presence that includes the Iranian Revolutionary Guard Corps, airfields, weapons factories and key elements of Syria's economy. In February, Iran launched an unmanned aerial vehicle (UAV) from Syria into Israel. Luckily, the Israeli air force was able to shoot it down. Our thorough investigation has left no doubt that this drone was an Iranian UAV. It shares key indicators and markers of the Iranian Shahed-129s that have fallen over Syria and Pakistan in recent years. When we investigated the remains of the downed UAV, we discovered that it contained explosive materials.”

“What would Sweden or Bolivia do to protect their people ifa violent mob threatened to infiltrate their countries? The answer is simple. They would defend themselves. We will do the same. Our citizens live just a few hundred metres from the security fence; we will protect them. Make no mistake: these are not peaceful protests. They are not grass-roots efforts, and they will only become deadlier. These riots are fully orchestrated by Hamas, and, according to Hamas leadership, the protests will continue until at least 15 May. As Hamas leader Ismail Haniyeh said: "On Friday we stopped at the border. Next time, we do not know where the border will be". “For the past few weeks, Hamas has orchestrated a series of provocations and confrontations along the security fence between Israel and Gaza. Hamas and the Palestinian Authority continue to claim that those protests are peaceful demonstrations of solidarity. They are not. There is nothing peaceful about placing explosives on the fence separating Israel from Gaza. There is nothing peaceful about terrorists firing over the fence at our positions. And there is nothing peaceful about setting off firebombs, burning tires and throwing Molotov cocktails. Throughout the riots of the past month, Hamas has used innocent Palestinian women and children as human shields, while they cowered behind in safety. The terrorists are hiding while allowing - even hoping - for their people to die. This is evil in its purest form.”

“We have learned the hard way that Iran spreads its tentacles all over the globe. It promotes terrorism on our borders and instability worldwide. To our north, we face two of these Iranian proxies - the terrorists of Hizbullah, who have amassed over 100,000 rockets and missiles aimed at our cities and towns, and the dangerous Al-Assad regime in Syria, the Iranian puppet that poisons its own people. To our south, we have the Hamas-controlled Gaza. Hamas is an internationally designated terrorist organization. Last week, Israel marked the 70th anniversary of our independence. It was a joyous occasion celebrating the return to our historic homeland and all we have accomplished in seven short decades. But it was also a time to recall how fragile our independence was for many years. The day Israel was established, we were attacked on all sides. At least once in every decade following 1948, our survival came into immediate question. Today, Israel is stronger than ever. We have built a robust, flourishing democracy, an open society dedicated to freedom. And even though our survival may not be in question as it once was, our country faces very real threats.”

“This Iranian-supported terror and the strengthening of Hizbullah in Lebanon represent just one example of Iran's dangerous aggression in our region. It is unfortunate, but we must all recognize that Iran's destructive behaviour has only gotten worse in the years since the signing of the Joint Comprehensive Plan of Action. Iran is empowered by that agreement. Billions of dollars have flooded into the Iranian economy, only to fund a dangerous missile programme and the work of violent extremists in Lebanon, Yemen, Syria and Gaza. As we speak, the United States is conducting an important effort to fix the terrible flaws in what we have always said is a bad agreement. We are now at a critical juncture. This is the last chance to correct past mistakes and recognize that we must all embark on a new path to rein in Iran's reckless behaviour.”

“Hizbullah, the Iranian proxy and internationally designated terrorist organization, has taken more than two thirds of Shia towns and villages in UNIFIL's area of operations in southern Lebanon, using Lebanese civilians as human shields to protect its arsenal of more than 100,000 missiles and rockets. As we have informed the Security Council, armed Hizbullah fighters are visiting the Blue Line with leaders of other Iran- backed militia groups, in flagrant violation of multiple Security Council resolutions. They use those visits to call publicly for violence and for Israel's destruction. In accordance with its mandate, UNIFIL should be able to fully monitor and explore these unlawful activities and report on the true gravity of the situation in its area of operations, including the areas that it cannot access.”

“In resolution 2373 (2017), adopted last summer, the Council requested that the Secretary-General look at ways to increase UNIFIL's visible presence, including through patrols and inspections. It also requested ways to provide prompt and detailed reports on restrictions to UNIFIL's freedom of movement and on specific areas to which UNIFIL does not have access, and on the reasons behind those restrictions. But the reality on the ground shows that UNIFIL's mandate has not been fully implemented. We continue to see an alarming situation that suggests that UNIFIL may be unable to fulfil all the provisions of its mandate.”

“We fully support peacekeeping efforts and will continue providing peacekeeping operations with the tools for success. If we want peacekeeping operations to achieve the objectives that the Security Council sets for them, we must provide them with proper mandates and ensure that they are fully implemented. Israel has first-hand experiencewiththistopicinrelationtotheUnitedNations Interim Force in Lebanon (UNIFIL), a peacekeeping force stationed just beyond Israel's northern border. In resolution 1701 (2006), the Security Council authorized UNIFIL to "take all necessary action to ensure that its area of operations is not utilized for hostile activities", with the goal of establishing "an area free of any armed personnel, assets and weapons, other than those of the Government of Lebanon and of UNIFIL".”

“We are also expanding our partnership with the Department of Field Support in order to improve camp security in field missions. We look forward to continuing our collaboration with United Nations departments on those important matters. We also believe that the United Nations must continue to enforce its zero-tolerance policy and enhance its efforts to combat sexual exploitation, abuse and harassment both in local communities and within peacekeeping operations, sometimes known as "blue on blue". Too often, peacekeepers face threats of violence and assault from within as well as from external sources, which violates their most basic human rights, creates more victims, sabotages the ability of missions to fulfil their mandates and damages the legitimacy of the United Nations. Israel is committed to the protection ofpeacekeepers.”

“Israel commends the Secretary-General's initiative in requesting and publishing the report of Lieutenant General Carlos Alberto dos Santos Cruz on improving the safety of United Nations peacekeepers, and we appreciate the Secretariat's efforts to internalize the report's recommendations. It is now the responsibility of the Security Council and the States Members of the United Nations to support immediate action to address the report's serious conclusions. Israel is actively engaged in lending knowledge, expert advice and medical training to peacekeeping operations as well as supplying them with technological support. We have recently been working with the Medical Services Division to establish life-saving first-aid training for all peacekeepers and to support its efforts to establish a mental-health strategy action plan.”

Yet peacekeepers today face unprecedented challenges, especially in Africa. Our responses must therefore evolve to match the realities on the ground. We must ensure that peacekeepers are properly protected and supplied with the necessary knowledge and training, as well as technological equipment, so that they can fulfil their mandates completely.”
