“In 2005, Mahmoud Abbas was elected to chair the Palestinian Authority. The world hoped he would follow in the courageous footsteps ofPresident Sadat and King Hussein, seek peace with Israel and forge a better future for Palestinians. But he let his people down. Since the day he took office, peace plan after peace plan has been accepted by Israel and rejected by Mr. Abbas. Time and again, Israeli leaders have sat with Mr. Abbas - three different Israeli Prime Ministers, three different American Presidents - but every time an inch towards progress is made, Mr. Abbas runs away. In 2007, Prime Minister Ehud Olmert offered the most generous deal since resolution 181 (11): an almost complete withdrawal from Judea and Samaria and a direct link to the Gaza Strip.”

Since that moment in 1947, Israelis valiantly fought in too many wars against enemies intent on destroying our country. Over time, brave leaders emerged in Egypt and Jordan - leaders who were willing to negotiate, compromise and ultimately sign peace agreements with Israel. But the Palestinian leadership continued to choose conflict over coexistence. At the Camp David summit, in 2000, Prime Minister Ehud Barak presented the Palestinians with an unprecedented offer. What was Mahmoud Abbas's reaction? He chose to side with Yasser Arafat, claim it was a trap and reject the proposal. That was back in 2000.”

“That is money he could have used to build 172 schools - every year. His travels around the world to seek international intervention are an attempt to avoid the hard choices necessary for peace. He looks to every possible forum because he does not want to actually negotiate with Israel. It is unfortunate, but this reckless behaviour by Chairman Abbas is nothing new. It is a pattern set throughout over 70 years of missed opportunities by Palestinian leadership whose spirit he continues to embody. We recently celebrated 70 years since the adoption of General Assembly resolution 181 (II). For the Jewish people, it represented international recognition of our historic rights to our homeland. We accepted the resolution immediately. It was not perfect. It did not provide us with all that we deserved. But it gave us hope for a better future.”

“Abbas inspires a culture of hate within Palestinian society. He names schools and public squares in honour of terrorists. He encourages Palestinian children to hate by teaching them in school that Jews are descendants of apes. Just this month, his Fatah faction praised the terrorists who killed Rabbi Raziel Shevach, and he remained silent and refused to condemn the terrorists who killed a father of six as he was driving home to see his children. Mr. Abbas's incitement does not end with rhetoric. He has made it official Palestinian policy to sponsor terrorism. In 2017, he spent $345 million to pay terrorists for killing innocent Israelis. That is 50 per cent of the total foreign aid donated to the Palestinian Authority - 50 per cent of its money - which is money he could have spent building 40 hospitals.”

“But when he addresses his people in Arabic, he conveys a very different message. A few weeks ago when Mr. Abbas spoke to the Palestine Liberation Organization Central Council, he called the national movement of the Jewish people "a colonialist project that has no connection to Judaism". In that same shameful speech, he had the audacity to accuse Jews of supporting anti-Semitism in order to promote Zionism. It was not the first time he used such hateful language. In September 2015, as part of his attempts to delegitimize the connection between the Jewish people and the land of Israel, he stated that "the Jews have no right to the Temple Mount and other holy sites. The Jews desecrate them with their filthy feet". He then went on to incite his people to violence, saying, "we welcome every drop of blood spilled in Jerusalem". Mr.”

“Today, once again, rather than driving just 12 minutes between Ramallah and Jerusalem, he has chosen to fly 12 hours to New York to avoid the possibility of peace. Mr. Abbas has made it clear with his words and actions that he is no longer part of the solution; he is the problem. What has he done to improve the life of a single person in Ramallah or Gaza? The Palestinians need leadership that will invest in education, not glorify violence. They need leadership that will build hospitals, not pay terrorists. They need leadership that will negotiate with Israel, speak to us and not run away from dialogue. Mr. Abbas just addressed the members of the Security Council and spoke about his commitment to peace. That is what he often does when speaking in international forums.”

He expects the Security Council to deliver the result. It will not work that way. The only way to move forward is through direct negotiations between Israel and Palestine. “Iran has sent more than $100 million each to the Houthi rebels in Yemen, to the Palestinian Islamic Jihad and Hamas, and to Shiite militias in Syria and Iraq. The lifting of the sanctions in the wake of the nuclear deal has released $100 billion in frozen Iranian assets, and the Iranian regime is now exploiting that money, using it to increase its slush fund for terror. The Shiite crescent is alive and well. We must not let Iran turn it into a Shiite horizon. Iran has a simple but criminal plan. First, it wants to destroy Israel. Secondly, it wants to destabilize and terrorize the region. Thirdly, it wants to threaten the entire world. When Iran takes control, we are all in danger. Some of those here may be looking the other way right now, but soon enough the Iranian guns will be pointing directly at them. The path forward is clear.”

“Its evil destruction funds will go straight to Syria and after that will be used against the rest of the world. While the world is making a profit, Iran is building an empire. Let us take a closer look at Iran's spending. It allocates nearly $1.5 billion to its proxies in Yemen, Lebanon, Syria, Iraq and Gaza, as well as in Judea and Samaria. That is right. We are facing Iran to our North and our South. Iran sends more than $800 million a year to Hizbullah alone, and Hizbullah uses that money to terrorize northern Israel and southern Lebanon. “The world may be taking advantage of the lifted sanctions now, but it cannot ignore where the money is going. Since the signing of the Joint Comprehensive Plan of Action in 2015, Iran has only increased its military spending. In 2014, 17 per cent of Iran's Government spending was on the military, but last year, in 2017, the number jumped to 22 per cent - $23 billion spent on missiles, arms and other weapons ofwar. In 2018 Iran's military budget will only continue to grow. The money that the regime earns from its economic deals with other countries will be spent on ballistic-missile tests, nuclear development and the promotion of worldwide terror. In the past two years Iran has conducted 25 ballistic-missile tests, in direct defiance of resolution 2231 (2015).”

General Mohammad Ali Falaki, of the Iranian Revolutionary Guard, has confirmed that alarming fact, describing the Guard's forces throughout the Middle East as one unified army, created to protect Shiite power, defend the Supreme Leader and attack Israel from the North, not from a string of Iranian terror cells but from a full-blown Iranian military frontier. “Why do they continue to recruit extremists to be killed on the battlefield in Syria? Why does Iran build bases to house those fighters for the long-term? The answer is clear. They do so to further destabilize Syria and our region, further threaten Israel and further terrorize the entire free world. Iran's dangerous behaviour does not end with the fighters it brings to Syria. It is also building missile factories in Syria and its presence turns the innocent people in surrounding areas into human shields. “We are releasing that information so that the world understands the growing Iranian threat. Today, there are 82,000 fighters directly under Iranian authority in Syria. They include 3,000 members of Iran's infamous Revolutionary Guard Corps, 9,000 fighters from Iran's proxy Hizbullah, and 10,000 members of violent Shia militias recruited from across the Middle East, including from Iraq, Afghanistan and Pakistan. In addition, Iran directly commands 60,000 local Syrian fighters. These are hard facts that cannot be disputed. Iran's military actively trains militant extremists from all over the world, and uses Syria as its strategic base. The Iranians themselves claim that the Islamic State in Iraq and the Sham (ISIS) is on the run in Syria. Why do they continue to send in their forces?”

It is with grave concern that I again raise the issue of the threat we in the Chamber all face. That threat comes from Iran. We all saw what happened in Iranian towns and cities. In the year 167 B.C.E., a Hellenist king attempted to outlaw Jewish practice and desecrate our Temple in Jerusalem, but he failed. A small group of brave fighters - the Maccabees - drove out the Hellenists and reclaimed Jerusalem. That is what we are celebrating. That is why we light the candles. We are honouring our brave ancestors who reinstated Jewish sovereignty over our capital, Jerusalem, more than 2,000 years ago. History did not always turn out that way for our people. Just a hundred years after the miracle of Hannukah, our Temple in Jerusalem was destroyed. The Jewish people were exiled from Jerusalem but the connection between Jerusalem and the Jewish people was never broken.”

Every other country in the world has the right to designate its own capital city. But when it comes to Israel, somehow this most basic national right is questioned and condemned. We thank the United States for staying loyal to the truth and vetoing today's absurd draft resolution. President Trump, Vice-President Pence, Ambassador Haley and the entire Administration proved that the United States does not back down from what is right. “The announcement on Wednesday revealed a sad truth about some people around the world, the people who threaten to ignite a wave of violence against Israel and Jews everywhere and who may claim they want peace but whose actions speak louder than their words. That is why every member of the Security Council must send a clear message today that there is never any excuse for violence. Violence must never be used as a threat. We have heard such threats before. In 1948, when the State of Israel was established, President Harry Truman of the United States was warned not to recognize us. People said that such recognition would spark terrible violence, but President Truman stood strong, just as President Trump did this week. They made the right decision. “The Council had the audacity and the chutzpah to say that Israel's presence at the Western Wall in Jerusalem has, and I quote, "no legal validity and constitutes a flagrant violation under international law". Then, in May, UNESCO, the organization responsible for preserving cultural heritage, adopted a resolution declaring that Israel has no legal or historical rights anywhere in Jerusalem. It was one historic wrong after another. That is why President Trump's decision was so important. The United States had the courage and sound moral judgment to right those historic wrongs in recognizing Jerusalem as the capital of the State of Israel. Middle Eastern capitals are not known for tolerance or freedom of religion. But not in Israel.”

“I have here a replica of an ancient coin, found on the Temple Mount in Jerusalem. It dates from the year 67 A.D., during the time of the second Jewish Temple. The words "Jerusalem the Holy" are inscribed on it. Only three years later, in the year 70 A.D., our holy temple was destroyed and the Jewish people were sent into exile for 2,000 years. Nearly 70 years ago this week, shortly after Israel declared independence, Prime Minister David Ben- Gurion made a timeless affirmation. He said: "Jerusalem is an inseparable part of Israel and her eternal capital. No United Nations vote can alter that historic fact." It was an important message, one that the world too often seems to forget. Last year, in this same Chamber, almost all of us were here when the Security Council adopted its shameful resolution 2334 (2016).”

“The Joint Comprehensive Plan of Action (JCPOA) - the nuclear agreement - did not eliminate the threat of nuclear destruction. At its best, if Iran does not cheat with regard to the provisions of the agreement, the pact just delays the nuclear programme. It allows Iran's extremist regime to resume that dangerous pursuit in just a few short years. The nuclear deal gives Iran the benefit ofthe doubt. Iran's nuclear ambitions are not confined to within the bounds of the JCPOA.”

“He insults the memories of the 6 million Jews slaughtered by the Nazi regime. He claims that the Holocaust was "not real". He posts Holocaust denial videos online on Holocaust Remembrance Day. On two occasions in 2015 and 2016, his regime sponsored a competition in Tehran for the best Holocaust-denial cartoon. The total prize money amounted to $50,000. Iran's sentiment could not be clearer, but it does not end there. A few weeks ago, Seyyed Abdolrahim Mousavi, Commander-in-Chief of Iran's armed forces, declared, "We will destroy the Zionist entity at lightning speed". He said Iran would "turn Haifa and Tel Aviv into dust". It was a clear call for the destruction of the Jewish State. Israel shares no border with Iran. We have never had a territorial dispute. Iran simply hates Israel because it is the world's only Jewish State.”

“One might think it would be quick to condemn the glorification of terror wherever it happens, but that is hardly the case, especially with regard to the Palestinians. The PA has mastered the art of deceit, and the international community has fallen for it. The Palestinians spin. They call those who send suicide bombers to Israeli restaurants, stab Israelis in the streets and seek Israel's ultimate destruction "political prisoners". Worst of all, the Palestinians fund their terror scheme through the generous donations of other countries. “As Israeli women become chief executive officers, Palestinian women like Hanadi Jaradat become chief executive killers. The Palestinian Authority (PA) is just as guilty as the terror groups themselves. Abbas not only has the audacity to claim that he seeks peace, but actively funds, promotes and glorifies terror. In 2016, the Palestinian Authority spent more than $300 million - yes, members have heard correctly - on the salaries paid to terrorists and their families, on mass killers with innocent blood on their hands. The PA under Abbas dedicates approximately 7 per cent of its budget to funding terrorists and their families. How much of its budget does it spend on higher education? The answer is as low as l per cent. You do not need a university degree to determine where the Palestinian Authorities' priorities lie.”
