Jaradat's two accomplices have earned more than $500,000 in total terror payments, and those sums are only increasing. The more prison days, the higher the terror wage. Jaradat's father declined all condolences and called his daughter a "gift". What a gift indeed. Jaradat's family earned a blank check for her suicide. In October 2012, the Arab Lawyers' Union awarded its top prize to that terrorist. The Union even sent a delegation to her family to present them with the award. Professional women in Israel, like in many of the other members' countries, win awards in the arts, sciences and business. Professional Palestinian women win awards for murder.”

“Jaradat walked into the restaurant with one twisted intention in mind: to blow herself up and kill as many innocent people as possible. In cold blood, Jaradat took the lives of2l Jews and Arabs and badly injured 51 others. Dead customers were still sitting upright in their chairs, with blood spilling from their bodies. Babies and young children were propelled across the room from the force of the blast. No plight or struggle can justify such disgusting acts of terror. No claim of victimhood can validate the cruelty and the insanity of such sick crimes. Terror has many untold victims. Oran Almog is one of them. While only 10-years-old, Oran lost his father, grandfather, grandmother, brother and cousin because of Hanadi Jaradat. Oran was badly burned and blinded. Oran is here with us today.”

“They have just claimed that Israel is seeking to change the status quo on the Temple Mount and that that is what prompted the violence. Nothing could be further from the truth. Israel's top priority is to maintain the safety and security of all Temple Mount worshippers and visitors. The Palestinians' top priority is to ignite violence. Let me go back to 4 October 2003. Jews and Arabs were gathered together in Haifa's famous Maxim restaurant. Maxim was seen across the world as a symbol of coexistence, brotherhood and peace. While enjoying a family lunch, no one suspected the impending violence. On that October day, Hanadi Jaradat, a female Palestinian student from Jenin, disguised herself as a pregnant woman.”

“She hid the children while a brave neighbour who heard the victims' screams neutralized the terrorist before he could complete his massacre. We cannot continue to ignore the basis for this ghastly assault. The attack did not happen in a vacuum. No, that terrorist committed a heinous crime following rampant, relentless incitements to violence by Palestinian officials. The Palestinian President, Mahmoud Abbas, has publicly endorsed the practice of paying salaries to convicted terrorists and their families. Schools are named for mass murderers. Monuments dedicated to these killers stand at the centres of Palestinian towns and villages. Palestinians in Gaza even celebrated Friday's horrific events. The result is clear. Palestinians are radicalized and encouraged to kill innocent Israelis in cold blood.”

“Last Friday, a disgusting act of terror took place in my country. The Salomon family had gathered together for the traditional Friday-night Shabbat meal. They came together to celebrate a joyous occasion, the birth of a new grandson. But it was only a matter of time before the family's festivities ended in horrific bloodshed. A Palestinian terrorist broke into their home. He murdered Yosef, the 70-year-old grandfather of the family, and Yosef's daughter Haya and son Elad. That terrorist slayed those innocents in cold blood before the eyes of the children and grandchildren. This family, including the youngest children, had to witness their loved ones bleed to death at the hands of terror. Had it not been for Elad's wife, the horrific attack would have taken the lives of the entire extended Salomon family.”

The good news is that Israel is no longer alone in standing up to these threats. The chance for real peace to be pursued will only come when the Palestinians abandon terror, end incitement and finally return to the negotiating table. More importantly, the chance for peace and stability for our region depends on the Security Council, and the international community as a whole, recognizing real threats when we see them. To so many members of the United Nations, foreign aid to Gaza means donations to UNICEF or to the Red Cross. This is money that goes towards clean water, education, health. For Iran, foreign aid means supplying deadly missiles and training terrorists. We welcome the new position that has been proposed with respect to the Security Council and its meetings about the Middle East. We know from our own experience that there is only one way forward for those who really want peace in our region.”

“Here are the openings of the tunnels in Gaza. Notice how they use civilian homes and hospitals to hide the entrances. Here is where these tunnels end up: next to Nahal Oz, Saad, Kfar Aza, just metres from Israeli towns. They spend millions of dollars on these tunnels. Council members may ask how Hamas continues to arm and replenish its weapons supply. The answer lies in the words of Hamas leader, Mousa Abu Marzook, who said last June that "[t]he support offered by Iran to the Palestinian resistance - be it in logistics, training or funds - is unmatched and beyond the capabilities of other countries. Iran's support and backing to the resistance and the Palestinian cause is clear". The Hamas representative does not exaggerate this connection.”

“Members of the Council must understand that Hamas is unfortunately leading us to the next conflict. Since the end of Operation Protective Edge, we estimate that Hamas has increased its arsenal to over 12,000 rockets. At the same time, it has continued to dig its terror tunnels, day in and day out. Many of these tunnels, which stretch into Israeli territory, are as long as 2.5 kilometres, which is longer than the Lincoln Tunnel connecting New York and New Jersey under the Hudson River. The Lincoln Tunnel is used by millions ofpeople to come to theirjobs and then go home to their families. In contrast, the Hamas tunnels are intended to kidnap and kill as many Israelis as possible. “Food and goods meant for the people of Gaza have been diverted to the black market, where they are sold for funds to buy arms. And official employees of the United Nations Relief and Works Agency for Palestine Refugees in the Near East not only incite violence against Israelis but also serve simultaneously as Hamas officials. In the decade that has passed since we left Gaza, Israel has been forced on numerous occasions to fight Hamas and defend our people. During the last round of fighting in Operation Protective Edge, in 2014, Hamas unleashed over 3,000 rocket attacks on Israeli civilians. At the same time, it used sophisticated terror tunnels to try to attack our border communities. Its plan is as simple as it is evil. It aims to attack kindergartens and community centres with the hope of massacring as many innocent people as possible.”

We destroyed every Israeli home, reduced every synagogue to rubble and even removed every Jewish grave. “Those tests are in total defiance of the international community and the Council has clearly stated that Iran is "not to undertake any activity related to ballistic missiles." (resolution 223] (2015), Annex B, para. 3). Yet, since resolution 2231 (2015) was adopted, Iran has conducted at least 14 ballistic missile tests. The Iranians have not hidden their intentions. In fact, just two days ago they wrote on one of their missiles, "Death to Israel". That same violent call for Israel's destruction, written on that missile, can be found in the Hamas charter. Let me remind the Council that Hamas is Iran's proxy. It rules the Gaza Strip and holds the people of that region hostage. The founding document of Hamas states that "there is no solution for the Palestinian question except through jihad".”

“Instead ofworking with the international community to implement resolution 1701 (2006), those extremists are drowning out the moderate voices in Lebanon who wish to realize the true potential of their country. Hizbullah is not only threatening the delicate calm on our border but endangering the chance of Lebanon ever becoming a stable and peaceful State. Iran has stopped at nothing to arm Hizbullah. It sends arms on convoys over land, tries to smuggle them in from the sea and even unabashedly places them on civilian airlines - such as Mahan Air - and flies them into Damascus and Beirut. Iran does not only threaten our region through proxies. It also does so directly by supporting terror throughout the Middle East and continuing their ballistic missile tests.”

“We continue to warn that Hizbullah has increased its stockpile from a mere 6,000 rockets and missiles in 2006 to almost 150,000 even more advanced weapons today. Where do these weapons come from? Iran, of course. The Al-Quds Force trains Hizbullah fighters, funnels money to them and directly provides the terrorists with those deadly weapons. We also know that Hizbullah is constantly improving the range and accuracy of their rockets and now are capable of targeting 90 per cent of my country. Hizbullah is also growing stronger politically. Senior leaders in the Lebanese Government have recently voiced support for those terrorists and some have even gone as far as to describe Hizbullah as a legitimate force in Lebanon.”

He was convicted of direct involvement in the murder of five people, including three men at a seafood restaurant, a monk driving to his monastery and Yoela Chen, a mother of two children. Glorifying terrorists not only distances us from peace, it dishonours the memories of the innocent victims. I would like to congratulate the United States for a successful term at the presidency of the Security Council this month.”

Those organizations inject anti-Israel sentiments and prejudice into the United Nations system, harm its credibility and Violate the principles on which the United Nations itself was founded. All we need do is look at just one example. The Division for Palestinian Rights is a prime example of a United Nations body focused solely on promoting the Palestinian narrative while delegitimizing Israel. That division spends more than $1.3 million on travel alone. The sum of $1.3 million could have been used to promote dialogue and understanding but was instead spent on touring the world in an organization that has 16 employees.”

“The day after the Security Council vote, Fatah, the movement of Mahmoud Abbas, posted a cartoon on its official Facebook page. It showed a dagger in the shape of a map of Israel coloured with the Palestinian flag. Not Judea and Samaria; what some call the West Bank. All of Israel. Under the dagger was a pool of blood, and next to it said, "Thank you" and listed each Council member who voted for that shameful resolution. The Council may have thought that the resolution would send a message to Israel, but instead it sent a message to the Palestinians. They now understand that they should continue to spread the lie that the Western Wall is not sacred to the Jewish people but, rather, occupied territory. They now understand they should continue to teach their children that Tel AViV is really "Tel al-Rabia".”

But all of these attempts, and many more, failed to break the bond between the people of Israel and Jerusalem. “Let me remind the Council that this includes Jerusalem's Old City and Jewish Quarter, and it also includes the holy Western Wall that sits at the heart of Jerusalem. This Wall is a remnant of our Temple, which was first built on the mount above by King Solomon almost 3,000 years ago. Yes, the same Temple Mount which the Council refuses to call by its historic name. King Solomon famously noted that "there is nothing new under the sun". His words of wisdom still ring true today. In the year 587 B.C.E., the Babylonians destroyed the first temple and exiled my people from Jerusalem. But the Jewish people returned to Jerusalem and rebuilt the Temple. In the year 70, the Ancient Roman Empire succeeded in destroying the Second Temple and sent us into our long exile.”

“That resolution declared that our presence in Jerusalem is illegal. It encouraged the Palestinians to continue to avoid negotiations and inspired the terrorist in Jerusalem. And this was the result: Shir Hajaj, Yael Yekutiel, Erez Orbach and Shira Tzur were murdered by a Palestinian who was led to believe that he could use terror and violence to remove the Jewish people from Jerusalem. He will not succeed. Let us take a few minutes to better understand this resolution, which was supported by Hamas. It is particularly appalling that, among its many biased and false clauses, the resolution, in paragraph 1, designates Israel's presence in the parts of Jerusalem which were liberated in 1967 as "a flagrant violation under international law".”

“Last week a Palestinian terrorist used his truck to drive into a group of soldiers who were visiting Jerusalem as part of an educational seminar. They had gathered at a site where Jews, Christians and Muslims come to take in the beautiful vistas of Jerusalem. The terrorist drove his truck back and forth, killing four Israelis and injuring dozens of others. We appreciate the strong words used by the Council, the Secretary- General and others in condemning this act of Palestinian terror. Palestinian President Abbas, on the other hand, has once again remained silent. Nothing. Hamas and Islamic Jihad celebrated this despicable act. They gave out candy in Gaza in honour of the murder of innocent Israelis. These are the entities that joined the Council in welcoming resolution 2334 (2016).”

Members voted to condemn the Jewish people for building homes in the land of Israel, members voted to ban us from building in our historical capital of Jerusalem, the heart and soul of the Jewish people, with the resolution. Tomorrow night, Israel and the entire Jewish community around the world will celebrate the holy day of Hanukkah. Over 2,000 years ago, King Antiochus banished the Jewish people from our temple in Jerusalem and issued decrees trying to sever us from religion and our heritage. But we prevailed; the Jewish people fought back. We gained our independence and we relit menorah candles in the temples.”

“Today is a dark day for the Security Council. Resolution 2334 (2016), which members just voted on, is the peak of hypocrisy. While thousands are being massacred in Syria, the Council has wasted valuable time and efforts condemning the democratic State of Israel for building homes in the historic homeland of the Jewish people. We have presented the truth time and again to the Council, and implored it not to believe the lies presented in the resolution. By voting in favour of the resolution, members of the Council have in fact voted no. They voted no to negotiations. We must be the voice of the man who is lured by the promise of a higher-paying job, but ends up toiling in hard labour in horrific conditions under the threat of violence. We must be the voice of the child who is told she would have a better life, but is raped and forced into prostitution. We must be the voice ofwomen such as Marwa and Nadia and so many others. “They are given a safe place to stay in a Government- funded shelter, free legal aid, a work visa and the medical and psychological support they so desperately need to begin rehabilitation. Recently, the special forfeiture fund for the rehabilitation of victims of trafficking was activated and allocated funds to more than 45 victims and five non-governmental organizations (NGOs) for various rehabilitation purposes, including recovery and reintegration. And the fourth, and last, is partnership among all stakeholders, namely, Government, civil society and the private sector. Our success is largely due to the valuable partnerships we have formed with NGOs. They are critical in every phase of the process. Each one of us has a responsibility.”

“In fact, we are fully engaged in the fight against trafficking in persons through all four Ps - prevention, prosecution, protection and partnership. The first is prevention. We introduced a comprehensive anti-trafficking law in 2006 and adopted national plans of action. Eradicating the plague of trafficking and slavery requires partnership at all levels. To achieve that, we appointed a national anti-trafficking coordinator to coordinate efforts between the Government and non-governmental organizations. The second is prosecution. We have invested in our intelligence and law enforcement agencies in order to identify trafficking networks, prosecute perpetrators and enforce tough sentences. The third is protection. We have introduced a network of services to help locate trafficked persons and provide victims with support.”

“According to the 2016 report of the United States Department of State on trafficking in persons, the actions of the Syrian Government, as well as Hizbullah, continue to worsen the problem of human trafficking crimes. We must condemn those acts and demand that the Syrian Government uphold its international obligations by refraining from using child soldiers, protecting women who have been sold as sex slaves and prosecuting traffickers, whether they are Government officials or terrorists. Israel shares fully in the global concern about this issue and in the commitment to continuing to fight to eliminate trafficking in persons. Combating human trafficking is a high priority for our Government. We are a party to the United Nations Convention against Transnational Organized Crime and its Palermo Protocol on trafficking in persons.”

“At that event, we had the opportunity to hear from a young woman named Marwa Al Aliko, a Yazidi refugee from Iraq who was captured and trafficked by Da'esh and forced into slavery before she was able to escape. In that meeting, Marwa said that "the Da'esh fighters took us captive and put us in a small room. Every night the men would come to us and do as they pleased. After a few days one of the men bought me and my two sisters and took us to Syria. Ten days later, they separated us and I was all alone." Unfortunately, it seems that the international community has failed Marwa and her family and friends. In recent years the Syrian conflict has turned the Middle East into a breeding ground for human traffickers. Unfortunately, that is not limited to Da'esh alone but also extends to the Syrian regime.”

“While in the past trafficking in persons, like drug and arms trafficking, was mostly run by organized criminal groups, in today's world we are witnessing an alarming increase in the involvement of terrorist groups such as Da'esh and Boko Haram. A year ago, we all had the chance to hear in person the horrific story of Nadia Murad, a Yazidi refugee and victim of trafficking, in the first-ever Security Council debate dedicated to trafficking in persons (see S/PV.7585). In October, in an effort to raise awareness of the dire situation of Yazidi women and girls, the Israel Permanent Mission to the United Nations hosted an event focused on trauma treatment for refugees who manage to escape the bloodshed in Syria and Iraq.”

“Israel joins the many delegations here that have condemned the terrible terror attacks in Berlin and in Turkey on the Russian Ambassador. Terror is terror, and we are united with the rest of the international community in condemning and opposing such terrible crimes. Every year, hundreds of thousands of people, mostly women and children, are trafficked across borders worldwide, in a crime of humankind against humankind. It should outrage every person because it debases our fellow human beings. It should outrage every community because it erodes societies. And it should outrage every nation because it funds organized crime and terrorist groups and threatens international peace and security. It is worth emphasizing that human trafficking is a multibillion-dollar industry.”
