We need to take preventive action. It is high time that the world stop the source, the main supplier and sponsor of terrorism - Iran. Where do they get their money, and how do we cut off their supply? By asking the right questions and following the money trail, the world was able to diminish the threat of terror. “Israel holds the Syrian regime responsible for the missile that was launched against Israel from Syrian territory. The international community and the Security Council must condemn Iran for that act of aggression. The firing ofthat missile proves, once again, Iran's deep- entrenchment in Syria. Let me be clear: Iran must fully withdraw its military presence and militia forces from Syria without conditions. It must do so immediately. “On behalf of Israel, I congratulate the incoming members of the Security Council. I hope that this year the Council will engage in factual and constructive dialogue regarding the situation in the Middle East. I also congratulate the delegation of the Dominican Republic on its assumption of the presidency of the Council for this month. Two days ago, the Iranian regime committed a grave act of aggression against Israel. The Iranian Quds Force fired a medium-range surface-to-surface missile into northern Israel from a position that was in close proximity to the Israeli border. Israel's Iron Dome air defence system intercepted that missile successfully. Israel responded by targeting Iranian military infrastructure in Syria, including intelligence command and control centres, weapon warehouses and training facilities.”

Here we can see where the tunnels start in the village. These are private properties. “Hizbullah's severe violations of resolution 1701 (2006) do not end with its terror-tunnel project. Unfortunately, the terror tunnels reflect just a small part of Hizbullah's illegal activities in southern Lebanon. Hizbullah is building military capabilities and infrastructure with the ultimate goal of using them to attack Israel. Let us take one village, for example - Kfar Kila, a Lebanese town of close to 15,000 people next to our border. Houses have been turned into bunkers and schools have become weapons- storage facilities. I told the Ambassador of Lebanon to look at what he has allowed Hizbullah to do in southern Lebanon. Why is he putting his own people in danger? Not only is Hizbullah violating resolution 1701 (2006); it is also exploiting the innocent civilians of southern Lebanon by using them as human shields.”

“Israel calls on UNIFIL to carry out its full mandate under resolution 2433 (2017) and maintain regional security. The world has expectations ofUNIFIL that it must meet. The Security Council must designate Hizbullah as a terrorist organization, just as it designated the Islamic State in Iraq and the Levant, Al-Qaida and the Taliban. The international community must condemn Hizbullah in the strongest terms and stand by Israel's self-defence measures. It is the expectation that Lebanon will eliminate the terror tunnels and prevent the building of future attack tunnels that threaten Israel. Israel will continue Operation Northern Shield to neutralize the threat of the tunnels. “In this picture Council members can see the tunnel crossing the Blue Line, almost directly under a UNIFIL observation point. There is a UNIFIL observation point just metres from the tunnel. When a terror-attack tunnel runs from a private property and under the Blue Line, the region is not calm. The situation is not good. There must be a change. UNIFIL could not even enter certain sections of its own mandated area of operations. It must be granted full access to its entire area of operations, including the private properties and nature reserves that Hizbullah is exploiting for terror. We know that it is a game. For example, Hizbullah has conducted operations under the guise of a mock non-governmental organization, known as Green without Borders. Those present here today have seen those operations with their own eyes.”

“They also violate the Charter of the United Nations and international law. In order for the new UNIFIL Force Commander, Major General Del Col, to succeed - and we want him to succeed in his role - UNIFIL cannot make the same mistakes made under the previous Commander. Israel has informed UNIFIL time and again of Hizbullah's terror activities, but they have never appeared in the 38 reports on resolution 1701 (2006). I repeat, 38 reports. I have exposed Hizbullah's violations here in the Security Council. In June 2017, I visited the northern border with Major General Beary, the former UNIFIL Force Commander, together with IDF officials. On that day he said, "The region is calm. The situation is good. There is no need for change." Today no one can deny the facts.”

“In southern Lebanon there are 10,000 soldiers of the Lebanese Armed Forces. They, along with more than 11,000 UNIFIL peacekeepers, have one objective: to prevent Hizbullah from terrorizing the area. Yet, somehow, Hizbullah, with fewer than 10,000 terrorists, has full control ofthe area. The Lebanese army has chosen to walk with Hizbullah in two ways - by giving Hizbullah information that helps the terror group's efforts and by preventing UNIFIL from carrying out its mandate in the region. We are very concerned, but not surprised, to hear that the Lebanese army does not give UNIFIL full access to the coordinates provided by Israel or stop Hizbullah from confronting UNIF IL forces on the ground. Let me be abundantly clear. Hizbullah's activities are a flagrant and unacceptable violation of resolution 1701 (2006) and the Blue Line.”

“We do not expect that Hizbullah would receive information and immediately send terrorists to block the tunnel. UNIFIL has one primary responsibility and, according to its mandate, that is "to ensure that its area of operations it not utilized for hostile activities of any kind" (resolution 1701 (2006), para. 12). Israel has revealed to UNIFIL that Mayor Yahya Husseini, a high-ranking member of the Lebanese army, is using his position to advance the interests of Hizbullah. That is not the first instance of cooperation between the terrorist group and the Lebanese army. Husseini is part of a liaison network between the Lebanese army and Hizbullah. The Lebanese army has even promoted him. The Lebanese Armed Forces, the so-called official military of Lebanon, is supposed to ensure calm and stability in the region.”

“We even provided the exact coordinates of the opening of the tunnels on the Lebanese side. What did we expect UNIFIL to do with that information? We expected it would, perhaps, take control of the area, destroy the tunnels and follow its mandate. But what did UNIFIL do? It passed all of the information to the Lebanese army. The Lebanese army could have worked with UNIFIL to remove Hizbullah completely from the area or, perhaps, destroy the tunnels and done its job to keep its people safe. But, what did the Lebanese army do? It sent the information directly to Hizbullah, which then sealed the tunnels and tried to cover up the evidence. Here is a picture we took inside one of the Hizbullah terror-attack tunnels on our side. As Council members can see, Hizbullah placed a fence and bricks inside the tunnel in an attempt to hide it.”

“The goal remains to neutralize and destroy Hizbullah's terror tunnels. The Israeli Defense Forces (IDF) has reported the existence so far of four terror tunnels in four separate geographical locations that begin in Lebanon and infiltrate Israel. Israel has informed its partners about the extensive operation and provided the United Nations Interim Force in Lebanon (UNIF IL) with full information about the tunnels. Throughout it all, Hassan Nasrallah, the Secretary- General of Hizbullah, has remained silent. UNIFIL confirmed the existence of those terror tunnels two days ago. UNIFIL stated clearly that Hizbullah's activities constitute a violation of resolution 1701 (2006) and are a matter of serious concern. Israel transferred all of the information to UNIFIL.”

“It seizes control of northern Israel's major roads and highways. It uses Shiite militias together with the Radwan forces to cross the Blue Line into Israel, overcome obstacles Israel that has set in their way and launch terror attacks against Israel by sea. What I just described is not just a figment of the imagination. But we will never allow that to happen. Through an extensive intelligence operation, Israel monitored Hizbullah's widespread terror tunnel project, which spans from Lebanon into Israel's sovereign territory, underneath the Blue Line. On 4 December, Israel initiated Operation Northern Shield. That operation is a protective measure to prevent the possibility of such a grave reality from ever taking place. It is a pre-emptive logistical operation on our side of the Blue Line.”

But now imagine that tragic scenario multiplied five times over. “Imagine a crisp fall morning in northern Israel, in Metulla, where farmers are working in their fields, boys and girls are walking to school, neighbours are wishing each other a good morning and everyone is going about their day. Metulla is surrounded by the Lebanese border, but the town lives in calm and quiet, until the terror starts. Suddenly, a force of 250 Hizbullah terrorists, from the elite Radwan Unit, emerge from the end of a cross- border terror tunnel. That tunnel spans from Kafr Kila, Lebanon, directly into Metulla, Israel. It was built to enable that large group of Hizbullah terrorists to move swiftly across the border underground. The tunnels are wide enough for Radwan terrorists to march two by two into Israel. Hizbullah Radwan forces will use that tunnel to invade Israel and take over Metulla.”

Earlier this year, the United States and Israel passed legislation to freeze payments to the Palestinian Authority until it ends its "pay to slay" programme. Australia has also cut aid funding to the Palestinians, as it feared they were financing terror. In response, Abbas ensured that he would continue those payments even if "we had only a single penny left". Abbas's priority is clear. His aim is to incite, so ours must be to indict. If there were no culture of hate, no incitement, no payments to terrorists and no glorification of murder, just imagine where Israel and the Palestinians would be today. If there was a Palestinian leader who actually cared about his people, perhaps we would have a solution to the conflict.”

They worked in the Barkan industrial zone, a complex of factories in which thousands of Israelis and Palestinians work side by side. Kim was 28 years old. She was a mother with a one-year-old baby. Ziv was 35 and a father of three. The ordinary workweek quickly turned into a massacre. A Palestinian co-worker of Kim and Ziv - someone they knew - turned into a terrorist that day. He used his work permit to enter the factory as he would any other day. But this time he had a rifle hidden in his bag. He made it through the security checkpoint and entered the room where Kim and Ziv sat in their office. Then he had them tied up and he shot them in cold blood.”

“In Judea and Samaria, Abbas is guilty ofa different type of exploitation - the infamous "pay to slay" policy, which remains the crown jewel of Abbas's incitement campaign. In the Palestinian Authority's 2018 budget, Abbas allocated $355 million towards the "pay to slay" policy. That is 7 per cent of the total budget of the Palestinian Authority - 7 per cent. Let me put that into perspective - 7 per cent of the budget of Bolivia last year was more than $1 billion; 7 per cent of the budget of Sweden was $19 billion; and 7 per cent of the budget of the Netherlands was $24 billion. Imagine all that money spent to encourage the killing of Jews. That criminal policy is killing people. Ten days ago, it did. It was just the beginning of another ordinary workweek.”

“For his own on cynical political purposes, Abbas is pushing Israel and Hamas towards a war that could begin any day. For months, Abbas has withheld critical international funding for the people of Gaza. We heard Mr. Mladenov. Today, more than 40,000 Palestinian workers in Gaza do not receive a paycheque from Abbas and half of them live below the poverty line. The unemployment rate is 53 per cent. Families live with little electricity or fuel and even less clean water. When an Arab country offered $60 million to help to pay for electricity in Gaza, Abbas said no. He even threatened to make it worse for the people of Gaza if countries ignored those orders and delivered funds. Abbas has now refused help from Israel, the United States and even the United Nations. He exploits the dire situation in Gaza in order to stay in power.”

“One hit Beersheba, and the other one was aimed at Tel Aviv. Hamas has set more than 8,000 acres of Israeli agricultural land on fire. It has launched at least 300 rockets into Israel this year alone. It sends thousands of rioters to commit violence on our southern border almost every day. It steals foreign-aid funding to expand its weapons arsenal and uses the cement intended for schools and hospitals to construct terror tunnels. Israel has just discovered and destroyed the fifteenth terror tunnel found since October of last year. Israel continues to send a strong message to Hamas that nothing will justify terror and that it will pay a heavy price for attacking Israel. But we have not forgotten about Abbas. Abbas is taking active measures to radicalize the people of Gaza and prolong their suffering.”

“It states, "There is an important place for heroes in every nation. They have sacrificed everything. They should be remembered forever, and we must be proud of them. A nation becomes even more proud as it gains more and more heroes. For if it were not for our heroes, we would not have a nation." The next page of the textbook lists the number of those so-called heroes, like Dalal Mughrabi, the terrorist responsible for a massacre that killed 38 innocent people. For her killing, she is described in the book as "a crown of her nation". That is from a textbook that Mahmoud Abbas has authorized for the current school year. This is Abbas's culture of hatred, right before the Council. It is the reason why Palestinian school children learn that it is better to kill a Jew than to keep a job. The Council will not hear that from Mr. Mansour or Mr.”

“I have a few comments to make on the circus that has been staged today in this Chamber. B'Tselem is an Israeli organization that is funded by the European Union and European Governments. It was invited to the Security Council today by Bolivia - a country with a terrible human rights record - to defame our strong democracy, but it has actually had the exact opposite effect. By inviting B'Tselem, Bolivia has in fact demonstrated the strength of Israel's vibrant democracy. I challenge everyone present to find a Palestinian or a Bolivian who could dare defame his Government in the Security Council. At best, he might be thrown in jail, but he would more likely end up dead. I would like to read out an English translation of a short passage from an official Palestinian Authority textbook.”

Hamas continues to hold hostage two Israeli civilians and the abducted bodies of two fallen Israeli soldiers, Oron Shaul and Hadar Goldin, and refuses to return them. They also refuse to allow visits by the International Committee of the Red Cross or any other third party and to provide information about their fate or conditions. It is inconceivable that it has been over four years since our two soldiers were killed and their bodies are still being held by Hamas terrorists.”

“Iran has already built a strong influence in Lebanon, giving $700 million a year to Hizbullah. Iran already has near control over Syria. It provides the regime with $4 billion per year and thousands of fighters. We simply cannot allow Gaza to become another Iranian outpost. Designating Hamas as a terrorist organization would reaffirm the international community's obligation to combat terrorism. Terrorism knows no borders, colours or creeds. Terrorism strikes the cafes of Paris, the towers of New York and the streets of Tel Aviv. Hamas, Al-Qaida and ISIS share the same immediate goal of killing innocent people and disrupting international peace. Therefore, designating Hamas as a terrorist organization should be no less obvious than designating Al-Qaida and ISIS.”

Just this month at the so-called Wet Gunpowder Festival - apparently, it is festival - Qasem Soleimani, Commander of the Quds force of the Iranian Revolutionary Guard, was scheduled to address the entire population of Gaza through a live broadcast from Tehran. A technical malfunction stopped the speech from taking place, but that type of direct communication to all of Gaza shows only one thing - that the ties between Hamas and Iran are stronger than ever. With Iran's support, Hamas is becoming a regional and international threat.”

“Over the past few months, Hamas has amplified its activities in Lebanon. We have warned the Security Council about this, but nothing has changed. Hamas is part of an international operation, one that crosses borders from Turkey, to Lebanon, to Syria and finishes in Iran. Through this network and with the funding and sponsorship of Iran, Hamas has established missile and unmanned aerial vehicle factories in southern Lebanon. It has built training camps to teach thousands of Palestinian terrorists in Lebanon. The scale of Hamas activities would not be possible without the unwavering support of the Iranian regime. Despite clear Sunni/Shia differences, Iran provides nearly $100 million annually to Hamas and Islamic Jihad. Hamas leaders, including the prominent Saleh Al-Arouri, have met with Iranian officials on many occasions.”

“For many years, Hizbullah in Lebanon has terrorized northern Israel as it pretends to be a political organization, but Hizbullah is not alone today in Lebanon. Hamas has widened its efforts to collaborate with Hizbullah and to cause innocent Israelis as much pain as possible. Both Hamas and Hizbullah are guilty of placing innocent people - whether Lebanese, Palestinian or Israeli - in grave danger. Like Hamas, Hizbullah commits the crime of exploiting civilians as human shields and both terrorist organizations enjoy tremendous resources, equipment and training from Iran. Hamas leaders boast about those terror ties themselves. Yahya Sinwar bragged that Hamas has "excellent relations with our brothers in Hizbullah. We work together and coordinate and we are in touch almost on a daily basis".”

“It has been 12 years since Hamas seized control of Gaza, and peace in our southern region remains a figment of the imagination. That is because Hamas values death over life. If the Council does not believe me, it should listen to Hamas' leaders themselves. During the recent violent riots, Yahya Sinwar, the leader of Hamas in Gaza, addressed the mob next to the fence - delegations can look it up on Google - and demanded that they, the people he sent to the fence, charge the fence into Israel, find innocent Israelis and tear out their hearts from their bodies. The international community must accept that Hamas' true colours are the bloodiest of reds. There is only one remedy - the international community must designate Hamas a terrorist organization.”

“Israel had removed itself completely - no settlement, no occupation - but Hamas remained. In fact, Hamas grew only stronger. In 2006, Hamas violently overthrew the Palestinian leadership. It literally threw Fatah leaders off their rooftops. Since then, for 12 years Hamas has done nothing but exploit the Palestinian people and attack Israel. Hamas has built countless terror attack tunnels from Gaza into Israel to kidnap and kill innocent Israelis. This year alone, Israel has destroyed at least 10 of those terror tunnels that crossed into Israel, ending just metres from our communities. In 2017, Israeli security forces stopped over 400 Hamas terror attacks, including 13 planned suicide assaults and eight attempted kidnappings.”

“Its stated goal is creating a Palestinian State "from the river to the sea". Hamas preaches the destruction of Israel and its entire people through suicide bombings, stabbings, kidnappings and any other means of terror it sees fit. From 2000 to 2005, Hamas killed over 1,000 innocent Israelis. It wounded thousands more. Suicide bombers boarded buses and entered restaurants only to blow them up moments later. In 2005, Prime Minister Ariel Sharon ordered the entire withdrawal of all Israeli presence in Gaza. That meant the complete removal of every pre-existing Jewish community in Gaza, every Israeli Defence Forces soldier and even the bodies from our cemeteries in Gaza. Israel left so the Palestinians could govern themselves in Gaza. They had the opportunity.”

“Yet, too many in this building seem to have forgotten what Hamas truly is. Hamas is a terrorist organization. Hamas is to be blamed for holding hostage the entire population of Gaza. “A balloon filled with explosives landed on the roof of a kindergarten. Sirens blare day and night, and the residents of Israel's southern communities are told to remain within 15 seconds of bomb shelters - 15 seconds. More than 7,400 acres of land in southern Israel - half the size of Manhattan - have been destroyed by Hamas arson attacks. Just imagine if half of Manhattan were set on fire, if eight Central Parks were to burn to the ground by flames set by terrorists. Israel continues to defend itself. We have destroyed Hamas terror tunnels, one of its training facilities located in a city centre and military targets. We took such steps to protect our people, just as Members represented here would do to protect their people. Hamas is responsible for those acts of terror.”

“The Israeli Government approved their passage through Israel as an important humanitarian gesture. We would like to thank the countries that took part in that humanitarian operation. Israel will continue to provide the Syrian population with humanitarian aid, such as food, medicine and clothing, as it has since the earliest days of the war. Enough is enough. Too many in the international community continue to criticize our actions while Hamas terrorizes our southern border. This past weekend, an Israel Defense Forces soldier was shot and killed by a Hamas terrorist squad. Hamas terrorists fired more than 200 rockets and mortars into Israeljust over a week ago. A 17-year-old girl suffered wounds to her face from a rocket attack. Another rocket struck the courtyard of a synagogue in the Israeli town of Sderot.”

“On behalf of my delegation, I congratulate the Kingdom of Sweden on assuming the presidency of the Council this month. Before I begin, I must address the events that took place ts morning. A short while ago, two Patriot missiles were launched at a Syrian Sukhoi fighter jet that infiltrated Israeli airspace. The Israel Defense Forces monitored the advance of the fighter jet, which infiltrated approximately 2 kilometres into Israeli airspace. It was then intercepted by the Patriot missiles. Israel warned Syria not to breach the 1974 Separation of Forces Agreement. Israel will not allow any violation of its sovereignty. Over the weekend, at the request of our allies, Israel completed a humanitarian effort to rescue 422 members of the White Helmets and their families.”

“With regard to the statement by the representative of Bolivia, he speaks very passionately, but he should check the facts of the names he mentions in the Security Council. We fact-checked the names he mentioned and found that they were the names of members of Hamas. Every time he mentions a name in the Council, we will check to see if it is the name of a member of Hamas. But I would like to ask him today ifhe is willing to condemn Hamas for its acts of terror. He speaks very passionately about everything, but we want to hear that condemnation directed at Hamas. Is he able to do that? Is the Kuwaiti Ambassador even able to pronounce the word "Hamas"? We expect him to be brave enough to condemn Hamas here today.”

“But the Security Council's moment of silence, the Human Rights Council's resolution S-28/1, adopted on 18 May, and the draft resolution that was introduced today only empower Hamas. They convey the notion that some in the international community actually support Hamas, and confirm to Hamas that its violence and terrorism will surely go unnoticed. They grant Hamas full immunity. The only way to protect the Palestinians in Gaza is by holding Hamas responsible. Those who supported today's draft resolution chose not to protect the Palestinians. “If the world truly wanted to help Palestinians, it would adopt a resolution on their situation in Kuwait, Lebanon or Syria. If it truly wanted to help Palestinians, it would adopt a resolution condemning Hamas, here, today. Let me make myself clear. Israel will always protect its civilians. We will not allow our citizens to die for the world's distorted sense of fairness. When it comes to the Palestinian civilians who are put in harm's way by the terrorists in Gaza, it is Israel that acts with greater care and respect for human life than almost any other country, especially those that claim to stand in solidarity with the Palestinians. Thankfully, the biased and hypocritical draft resolution submitted today was not adopted.”
