He was sentenced to 14 years imprisonment, having already spent 27 years in the occupation prisons. We call on the international community to work for the release of Sidqi Sleiman Al-Makt and young prisoner Amal Fawzi Abou Saleh, as well as those under house arrest. My Government wishes to stress that the occupied Syrian Arab Golan is an integral part of the territories of the Syrian Arab Republic. Recovering the Golan from Israeli occupation by any means under international law remains a priority in Syrian national policy.

Israel continues to perpetrate war crimes and crimes against humanity in the occupied Syrian Golan, including by confiscating land and property, expanding settlements, looting wealth, attempting to falsify the history of the Golan, stealing its monuments, laying mines and depriving the steadfast Syrian citizens of their rights, including their right to bear the identity of their mother country and communicate with their parents in their mother country, Syria. Moreover, Israel, the occupying Power, continues to exercise its policies of oppression, racial discrimination, arbitrary detention and terrorism against Syrian citizens.

The failure of the United Nations to implement its resolutions on the settlement of the Arab-Israeli conflict has encouraged Israel to continue its aggressive behaviour and its violation of international resolutions by refusing to withdraw from the occupied Syrian Golan to the borders of 4 June 1967, in accordance with the relevant international resolutions. Israel has launched aggression after aggression against the territories ofthe Syrian Arab Republic, the latest of which took place on 13 April.

The entire international community has rejected the decision of the United States and reiterated its commitment to resolution 497 (1981) and other relevant United Nations resolutions that reaffirm the Syrian Arab Republic's sovereignty over the occupied Syrian Arab Golan. International positions have shown that the decision will serve only to further isolate the United States, even among its closest allies. The Security Council has been prevented from discharging its responsibilities and mandate in maintaining international peace and security as a result of the position held by the United States Administration in support of Israel's occupation policies.

Mr. Mounzer (Syrian Arab Republic) (spoke in Arabic): The Government of the Syrian Arab Republic once again condemns in the strongest terms the illegitimate and immoral decision of the President of the United States of America with regard to Israel's so-called sovereignty over the occupied Syrian Arab Golan. It constitutes a flagrant violation of international law, the Charter of the United Nations and the relevant resolutions of the Organization, including resolution 497 (1981), which was adopted unanimously by the Council. That resolution acknowledged that the Syrian Arab Golan is an occupied territory and that any actions taken by Israel, the occupying Power, in the occupied Syrian Arab Golan, are null and void and have no legal effect.

  9. A number of meetings have been held to discuss this issue, the most recent on 22 April. With regard to Al-Hol camp, the Syrian Government, in cooperation with United Nations, is preparing to send a humanitarian convoy after the necessary approvals have been obtained. Moreover, it has facilitated access for the International Red Cross to bring aid to that camp and neighbouring areas. With respect to the Al-Areesha camp, which was flooded, the Syrian Government had been asking for the displaced persons to be evacuated to their villages and towns for a long time. The United Nations did not respond to our request. If it had, that humanitarian disaster could have been avoided. Turning to Idlib, the civilians in towns and villages around Idlib are suffering daily from bombings and violations by the terrorist groups located there.

  10. We are prepared to do that on condition that the convoy does not fall into the hands of terrorists." The Syrian Government asserts that the only cause of the deplorable conditions for civilians in the camp is that the United States is occupying the land where the Rukban camp is located. That country refuses to dismantle the camp and is holding Syrian civilians in it hostage. It is preventing them from returning home for political reasons that are known to all. It is important to bear in mind that the Government of the Syrian Arab Republic had an agreement with the United Nations to end the suffering of the civilians in Rukban camp and dismantle it so that they could return to the homes, towns and villages from which they had been displaced by terrorism.

In conclusion, the only way to alleviate the suffering and help the humanitarian situation is for the known Governments to stop sponsoring terrorism and immediately end the illegal coercive measures used to implement nefarious agendas. Lastly, the suffering of each and every Syrian person, including those with disabilities, causes pain to us. The Syrian State institutions are making every effort to assist and support those people and others who are vulnerable. The number of such people has significantly increased due to the activities of terrorist groups and crimes committed by the international coalition. Those difficulties have been exacerbated by unilateral coercive measures that impede our efforts to safely provide our people with all services and health care.

  15. The continued suffering of those Syrian civilians demonstrates the indifference of the United States Administration to their suffering and disastrous situation. We stress once again that there is a need to put an end to the suffering of these civilians and to close this issue definitively. The detained people in the camp must be allowed to leave it and return to their home regions, which have been liberated by the Syrian Arab Army from terrorism. We note that the Syrian Government has taken all necessary measures to evacuate the detainees from the Rukban camp and end their suffering. What is needed today is for the American occupation forces to allow the camp to be dismantled and to ensure safe transportation in the occupied Al-Tanf area.

Fourthly, there is a need to join Syrian efforts in order to save our people in Idlib, who are living under the threat of the Al-Nusra Front and other terrorist groups and entities affiliated with it, which are using the people as a human shield. There should be an end to the recurrent aggressions of those terrorist groups against innocent civilians in the neighbouring towns and cities. Fifthly, there must be an end to the suffering of tens of thousands of civilians who live in areas controlled by illegitimate foreign forces and militias affiliated with them. In this regard, we note that it has been 1,820 days since the civilians in Rukban camp, which is located in Al-Tanf area, have been living in forced captivity by the United States and terrorist militias associated with it.

  17. Secondly, it is necessary to put an end to the deliberate and methodical politicization of the humanitarian issue and to stop attempts to exploit it by certain States in order to look good. That was demonstrated recently at the Brussels Conference, where the objective was to pressure Syria and complicate and prolong the crisis while associating humanitarian and development action once again with political conditions that do not jibe with humanitarian principles. Thirdly, the efforts of the Syrian State and its allies to facilitate the return of Syrian refugees to their country in safety and dignity must be supported. The pledges of donors must be in line with this goal rather than using billions of dollars to keep the refugees in host countries.

Far from the propaganda and the allegations that some are trying to promote, I would like to stress that the path to improving the humanitarian situation is known by all and requires the following. First, we must not ignore the main causes of the suffering of the Syrian people, namely, the practices of armed terrorist groups and well-known Governments that support them; the ongoing crimes committed by the so-called international coalition, which have caused the deaths of thousands of civilians and serious damage to the infrastructure, including schools and hospitals; the coercive unilateral illegal measures imposed on the Syrian people, which must cease immediately and unconditionally, especially in light of the fact that their catastrophic, criminal effects on civilians and humanitarian action are known to all.

  19. They must also lift the economic embargo imposed on the Syrian people and stop bombing their cities, killing civilians and destroying the infrastructure. All of this is real evidence of the direct responsibility of those regimes for the suffering and forced displacement of Syrians. They impede the safe and dignified return of the refugees to their own country. The Government of my country, the Syrian Arabic Republic, has spared no effort in recent years to provide every form of humanitarian assistance and support to all Syrians affected by the crisis, regardless of their locations throughout Syria. The Syrian Government has therefore collaborated and cooperated with the United Nations and other international organizations working in Syria to that end, in accordance with General Assembly resolution 46/182.

Needless to say, countries that attempt to exploit the suffering of the Syrian people in order to achieve their own goals are far from engaged in ending the suffering of the Syrian people. The Syrian Government asks the Governments of those countries that support terrorism in Syria to stop exploiting the Syrian crisis to achieve their own political goals and not those of the Syrians.

  23. However, Israel, together with the Governments of some States, has smuggled hundreds of members of the terrorist White Helmets organization and leaders of other armed organizations. This proves that Israel and those States support terrorist groups in their aggression against Syria and the destruction of Syrian infrastructure under false pretexts. Israel has facilitated the infiltration of terrorists into Israel and Jordan, and thence to the States that sponsored them, and provided them with the means to destroy Syria and tarnish its image. The Government of the Syrian Arab Republic reaffirms its sovereign right over the occupied Syrian Golan within the 4 June 1967 borders, which is non-negotiable and does not fall under a statute of limitations. Our occupied land and usurped rights should be restored to us as the legitimate owners.

By way of example, Sudqi Almaqt, the Syrian Mandela, was detained by Israeli authorities because he had video and audio recordings of Israeli occupation forces cooperating in the Syrian occupied Golan with gangs related to Da'esh and Al-Nusra Front in the disengagement of forces zone in the Golan. We have always informed the Security Council and United Nations organs of Israel's unlimited support to terrorist armed groups in the disengagement zone, including repeated direct military aggression by Israel against Syrian territories in support of these groups. It is a flagrant violation of the disengagement agreement and of international law, on which the Department of Peacekeeping Operations and the Special Coordinator are suspiciously silent. Israel has falsely alleged that it has no connection to the war in Syria.

We call on the international community to shoulder its responsibilities and thwart this law, which runs counter to all the principles of the Charter of the United Nations and does not protect the inalienable and historic rights of the Palestinian people to restore their territory, including the right to return. Along the same lines of the aforementioned barbaric Israeli policy, Israel has occupied the Syrian Golan since 1967, thereby keeping Syrians under the yoke of abominable occupation. It is a bitter situation that cannot be overlooked as Israel continues its occupation and the colonial settlement-building in the Golan, not to mention its policies of repression and racial discrimination. Israel plunders the Golan's natural resources and arbitrarily detains Syrians in Israeli prisons, in violation of the Geneva Conventions.

They attempt to portray the situation as mutual violence that must be de-escalated, and are oblivious to the root causes of the conflict, namely, occupation, settlement-building, population displacement and other practices of the Israeli occupation, not to mention the attempts of some to promote sinister deals that would strip Palestinians of their legitimate rights. My country, Syria, condemns in the strongest terms the Hebrew-Jewish nation-State law, which has been enacted by the Knesset of the usurper Israeli entity and entrenches that racist entity.

The policies of these States have contributed to the transformation of Palestine into an open collective prison and facilitated Israel's application of racial policies of apartheid against Palestinians, the legitimate owners of land in Jerusalem and other occupied territories. These States have supported Israel's expansion of cancerous settlements, which undermines any possibility for the establishment of a desired Palestinian State. In addition, those States insist on not addressing the current developments in Palestine within their broad real context.

The Security Council decided more than 15 years ago to discuss the situation in the Middle East, and holds quarterly general debates on the topic in recognition of the importance of this situation in the hope that the relevant Council resolutions requiring Israel to end its occupation of the occupied Arab territories, including the Syrian Arab Golan, by withdrawing to the borders of 4 June 1967, will be implemented. However, all of these efforts have been fruitless because of Israel's refusal to comply with Security Council resolutions and owing to the policies adopted by some members of the Council to provide Israel with the political protection and cover that allow it to maintain its occupation of Arab territories in Palestine, Syria and Lebanon, notwithstanding the fact that more than 51 years have elapsed since the occupation started.

  29. Mr. Mounzer (Syrian Arab Republic) (spoke in Arabic): Israel, the occupying Power, has reiterated its close relationship with armed terrorist groups. This fact was proved by its targeting today of a Syrian Arab Army warplane over the rural area of western Dara'a and Quneitra, which was bombarding the strongholds of the gangs of the Islamic State in Iraq and the Levant on the periphery of the Yarmouk valley. This close relationship has also been proved by the Syrian Arab Army's discovery of Israeli military equipment in these hideouts.

In conclusion, and in response to the allegations made by the representatives of Saudi Arabia and the United Arab Emirates in their statements, we wish to stress that those countries are the first that must submit to questioning and be held accountable for the lack of protection of civilians. Oil money will never shield them from accountability. We remind them that the people of Syria will not forget that most of the money that sponsors terrorism in Syria came directly from them or through donations to suspicious charity organizations that work under the guise of religious or humanitarian charity work. I would like to remind the regimes of those two countries that they lack the sufficient morals and religion to speak about the protection of civilians. Historically, the blood of Syrians and Yemenis has been on their hands.

Those who want to protect civilians must start by addressing the root causes of their suffering, including foreign occupation, the threat or use of military force, the supporting and financing of terrorism and interference in the internal affairs of and destabilization of other countries. I remind the Council that the founding Members of the United Nations assigned the Governments of Member States with one sacred duty - that of preventing armed conflict, aggression and war. However, some countries with political, military and economic influence use that influence to support and finance terrorism; they contribute to igniting war and conflict all over the world while assuming the role of firefighters and police officers - the corrupt kind .

The killing ofmore than 60 innocent Palestinians and injury to more than 3,000 others is proof of the Security Council's failure to provide protection to civilians owing to the position of the United States, which prevents the Council from exercising its mandate for maintaing international peace and security. The Security Council's open debates on this issue can be consequential and effective only if their objectives constitute a serious attempt to promote safeguards for protecting civilians. However, if these debates are just a means for political polarization and deepening differences, then we would like to stress that the Charter and international law are clear.

I would also like to remind the Council that the United Nations mission to assess the situation in Raqqa documented in a recently issued report that the city has been almost completely destroyed by the illegitimate international alliance, including medical facilities, schools and infrastructure. There is a legal and moral crisis facing international entities that work under the umbrella of the United Nations. Some Governments take no issue with defending the continued Israeli occupation of Palestinian territories, the Syrian Golan and parts of Lebanon; they take no issue withconcocting pretexts and explanations for Israeli violations of international law, international humanitarian law and international human rights law; and they take no issue with protecting Israel from accountability for cold-bloodedly killing unarmed civilians.

United Nations working groups have seen the warehouses that were under the control of armed terrorist groups in Aleppo, eastern Ghouta, Horns and other areas with their own eyes, which were filled with thousands of tons of food supplies and other medical equipment and material. Those supplies were monopolized by those groups for their own elements and families, preventing civilians from benefiting from them - those same civilians used as human shields - or sold at inflated prices. However, regrettably, those documented reports, issued by the United Nations, were and remain lost and have never reached the Secretariat. Some permanent members of the Council use the topic of this debate to practice and exercise their political hypocrisy or as a pretext to interfere in the internal affairs of other countries.

In that regard, I wish to touch upon the so-called White Helmets, which are active in areas under the control of the Al-Nusra Front, a group that is classified as a terrorist entity by the Council, and are one of thousands of examples. The United Nations bodies and working groups that are carrying out activities in the humanitarian field in Syria have documented that those armed terrorist groups have turned medical facilities and schools in all the areas of Syria under their control into military bases and headquarters from which they can launch mortar and missile attacks after they have looted and destroyed their contents, including advanced medical equipment.

Today Syria is witnessing a dirty terrorist war in which intelligence agencies and Governments have implicated themselves and which they have ignited by creating armed terrorist groups, training and providing their elements with financing and weapons and facilitating the influx of foreign terrorist fighters to Syria. The worst type of deceit is that focused on concealing the truth. However, facts are blown out of proportion when United Nations reports are politicized, lack information and depend on sources that are openly linked to armed groups or supported and financed by the Governments of countries involved in supporting and sponsoring terrorism.

The protection of civilians has been and remains the primary responsibility of the country concerned, namely, its Government and institutions, as those are the sole authorities mandated to maintain peace and stability in their territories. Based on that, Syria will continue to cooperate with its allies and friends by fulfilling its duties and the constitutional right of protecting its civilians from armed terrorist groups. Such groups are composed of tens of thousands of foreign terrorist fighters who have arrived in Syria from more than 100 countries. Those are not words plucked from thin air; that information is documented in United Nations committees and working groups' reports related to combating terrorism. We remind the Council, and we will continue to remind the Council, of those facts.

  38. The practices and policies of some Governments prove that addressing that noble question is still selective, with double standards adopted. Such Governments abuse the issue of the protection of civilians in a cheap and selfish manner to serve their political agendas, using the topic as a pretext to interfere in the internal affairs of other countries. The principle of the protection of civilians is genuine only if accompanied by full compliance with the principles of the Charter of the United Nations and the provisions of international law, including respect for sovereignty, sovereign equality and the non-interference in the internal affairs of other countries.

The peoples of the world, and the Syrian and Iraqi peoples in particular, are waiting for the Council to fulfil its mandate to hold those Governments and their intelligence agencies accountable for creating the monster of foreign terrorist fighters, who are still killing thousands ofinnocent Iraqi and Syrian civilians. However, the reality is that some in the Council are obstructing the implementation of resolutions established under Chapter VII that provide for holding to account all those implicated in the influx of foreign terrorist fighters to Syria and Iraq. The Syrian people are still waiting for the Council to fulfil its mandate with respect to the aggression ofthe so-called global coalition to defeat the Islamic State in Iraq and the Levant led by the United States against our sovereignty and unity. We are also waiting for it to respond to the aggression by Turkey, the continued aggression by Israel, and the tripartite act of aggression against Syria on 14 April led by the United States, the United Kingdom and France. However, the reality is that some permanent members have been able to render the Council unable to act. It has not even been able to release a statement of condemnation because some of its members are accomplices in those crimes of aggression and have abandoned their responsibility for maintaining international peace and security.

The Palestinian people and the Syrians under Israeli occupation have been waiting for more than 50 years for the Council to implement the resolutions of international legitimacy that would put an end to their brutal occupation. But the reality is that permanent Member States of the Council are obstructing that implementation, providing cover for the Israeli occupation to expand its settlement activities and displace and kill Palestinians while the world watches. The Council has been unable to fulfil its mandate when it comes to holding the racist terrorist entity of Israel accountable. Just two days ago Israel brutally killed 60 defenceless civilians and injured more than 3,000 others.

It also requires us to be serious about ending all forms of aggression and occupation, as well as attempts to abuse international law or distort its concepts in order to interfere in the domestic affairs of States. We are true believers in the concept note's positions. The Security Council must shoulder its responsibility by working for the peaceful settlement of conflicts. Respect for international obligations and the rule of law must be shown by responding effectively to violations of international law, and we believe that the Council has the necessary tools to achieve those goals. However, noble goals and theories are one thing and reality is another, and there are so many examples to prove that.

  45. Most countries in this Organization, however, believe in the rule of law at the international and national level, without double standards or selective measures. They believe that international relations must be governed by respect for national sovereignty, cooperation, partnership and development for all so as to prevent conflicts and maintain international peace and security. This meeting is an important opportunity to assess the position of international law in the framework of the maintenance of international peace and security. However, that requires us to be serious about upholding the rule of law, guaranteeing equality for all and ending hotspot issues around the world.

In that case we could avoid many conflicts and halt various acts of aggression and oppression, and would be able to guarantee the implementation of international law and maintain international peace and security. Syria is enduring the seventh year of a terrorist war that was imposed onus. We have a real stake in apeaceful settlement led by Syrians without external or foreign intervention, through diplomacy, negotiation, good offices and mediation. My Government is participating seriously in every initiative that seeks to achieve a sustainable solution to the crisis. However, we cannot ignore or deny the truth that we now live in a politically polarized world because some Governments believe that political, military and economic power gives them the right to determine the fates of other peoples.

Among the countries that support it are some that have been financing the Al-Nusra Front terrorist organization; some that are home to financial institutions that facilitate money- laundering for financing terrorism; and some that, along with their intelligence agencies, have been implicated in the creation of the foreign terrorist fighter phenomenon and have facilitated their funding, training and entry into Syria and Iraq. My delegation has studied the concept note (S/2018/417/Rev.1, annex) by the Permanent Representative of Poland carefully. We affirm that its contents could be a guide for us and our work if the Governments of the world adhered to it without double standards or selectivity.

Mr. Mounzer (Syrian Arab Republic) (spoke in Arabic): I will not waste the Council's time replying to all those who have abused this meeting to push the so-called International, Impartial and Independent Mechanism to assist in the Investigation and Prosecution of those Responsible for the Most Serious Crimes under International Law committed in the Syrian Arab Republic since March 2011. We have sent many letters to the Secretary-General, as have many other countries, pointing out that the establishment of that mechanism is a flagrant violation of international law and a deliberate distortion of the law's provisions. We would like to recall here the truth that reveals the malicious goals behind that murky mechanism's establishment.

  50. Today we reaffirm that we will continue to fight terrorism and to work to liberate each and every part of our territory from terrorism and from countries that seek to undermine our sovereignty. In conclusion, the Government of the Syrian Arab Republic will spare no effort to support all genuine efforts to arrive at a political solution whereby Syrians, and only Syrians, will decide their future and make choices aimed at safeguarding Syria's sovereignty, independence, unity and territorial integrity.
