“Yesterday we concluded round nine of the Astana process, and we are pleased with the results. We thank the delegations of Russia, Iran and the host country, Kazakhstan, for making the Astana process a success with regard to combating terrorism. The outcome document of the meeting stresses the unity, sovereignty and territorial integrity of the Syrian Arab Republic against any external entities that attempt to violate them. In cooperation with our friends and allies, the Syrian army has succeeded in liberating eastern Ghouta and the southern area of Damascus, making the capital and its surrounding areas safe. “Israel has continued its dangerous acts of aggression, which would not have been possible without the continuing unstinting support of the United States Government, because it enjoys impunity as a result of the support it has from the United States in the Security Council, enabling Israel to continue its terrorist acts threatening international peace and security in the region and the world. “The legal and constitutional obligations established under international decisions and Security Council resolutions on combating terrorism obliged my Government to undertake military operations in eastern Ghouta in order to rescue civilians from the armed terrorist groups holding them hostage and using them for years as human shields. In that regard, I want to state that contrary to some false narratives, the successful military operations conducted by the Syrian Arab Army and its allies against the armed terrorist groups controlling a number of areas that the United Nations has classified as besieged or hard to reach - along with the settlement and reconciliation agreements - have all mitigated civilians' suffering, reduced the numbers of those areas and facilitated humanitarian access to them, including eastern Ghouta.”

“Such groups include the Islamic State in Iraq and the Levant, the Al-Nusra Front and associated entities. They have used chemical weapons in other places in Syria in terrorist crimes they committed in the country and the wider region. We have sent the Security Council and its specialized agencies more than 130 letters, with details about the possession, production and use of toxic chemicals by armed terrorist groups. Regrettably, the Syrian Government did not receive a response, not even one word on measures that the Council took against States that have helped terrorists to gain access to and use such weapons. It is also deplorable that the Governments of some States have claimed to defend peoples and laws, while their political and colonial history is full of violations against them.”

“In a dangerous precedent being set, we have heard statements by high-ranking officials of the States I mentioned, who said that the only way for those groups to be saved is through the use of chemical weapons in Syria. It is as though such officials tell terrorist groups to use chemical weapons against civilians, fabricate evidence, use fake witnesses and manipulate crime scenes, as they did previously, and such officials would provide those groups with media coverage and political support, and intervene to save them and then accuse the Syrian Government. That is what those States tell the terrorist groups to do. Such theatrics are staged not only by the White Helmets; they are also staged here in the Council as part two of the Khan Shaykhun play directed by a permanent member of the Security Council.”

“False accusations against my Government of using toxic chemical substances are attempts to cover up its efforts to reveal to the world that certain armed terrorist groups and their sponsors have continued to perpetrate crimes against innocent civilians through the use, more than once, of toxic substances. The Syrian Government has provided the Organization for the Prohibition of Chemical Weapons (OPCW) and the OPCW-United Nations Joint Investigative Mechanism (JIM) with evidence that proves that such groups possess banned toxic substances. It must stop providing support to armed terrorist organizations in order to kill Syrians. The Wahhabi Saudi regime is supporting more than 100 armed groups in Syria. “The resilient Syrian people of the Syrian Golan have pronounced all such practices null and void and not to be recognized or obeyed, and have expressed their continued allegiance to their homeland, Syria, and their Syrian Arab nationality. They are opposed to all such Israeli attempts and decisions, which will ultimately fail. From the very first day of this heinous occupation, the residents of the Syrian Golan have continued to underscore that the occupied Golan is an integral part of the Syrian territory, and that they are Syrian nationals. Their land is holy, and they will never relinquish it to the Israeli occupiers. We want to emphasize the Syrian right to the Golan with its borders of 4 June 1967. This right will be upheld forever.”

“It is preventing them from building national Syrians hospitals in their occupied towns in the Golan, and from receiving treatment in Damascus hospitals. Since the very first day of the occupation, Israel has instituted policies of terrorism, oppression, racial discrimination and arbitrary arrest. It has conducted mock trials and punished Syrians with long prison sentences. In that regard, I would like to remind the international community of Syria's captured Mandela, Sidqi Suleiman Al-Maqt. After spending 27 years in Israeli prisons, he was detained again in 2015 and sentenced to 14 years because he showed footage of Israeli cooperation with the Al-Nusra Front and other terrorist organizations in the Syrian Golan. We are calling on the international community to release him and all other detainees from Israeli prisons.”

“Mladinov did not address this issue despite the fact that it is at the core of the item under discussion and constitutes an integral part of his mandate as the Special Coordinator for the Middle East Peace Process. Israel has refused to return the occupied Golan to Syria or to abide by the relevant internationally legitimate resolutions, especially resolution 497 (1981). It has continued to confiscate territories in the occupied Syrian Golan, expand its settlements there, exploit the area's resources, distort its history and rob it of its culture. Israel also continues to lay mines in the Golan and is preventing the resilient Syrians living there from communicating with their families in Syria. It is depriving them of their right to an education based on a Syrian curriculum and their right to possess Syrian identity cards.”

“Therefore, the Syrian Government position was clear and firm in rejecting the goals of the Ryiadh 2 grouping, namely, to waste time and prolong the crisis in an act of submission to the injunctions of their employers in Saudi Arabia and Western States. Resolution 2254 (2015) stipulates that all preconditions should be rejected and that the dialogue should be inter-Syrian and led by Syrians without foreign interference. However, the Special Envoy, who attended the Riyadh 2 meeting, decided to laud its outcome and adopt it in a provocative manner, in violation of the United Nations resolution. He adopted an unbalanced position and sided with the so-called opposition groups that are still imposing preconditions.”

“Members are also well aware that the outcome of the Riyadh conference is a deliberate violation of the relevant United Nations resolutions on the Syrian crisis, in particular resolution 2254 (2015). The statement issued by that conference contained preconditions on key issues that eliminate any potential for a Syrian national dialogue led by the Syrians themselves, without foreign interference. The Special Envoy, who was present at the Riyadh meetings, ignored the fact that the so-called Riyadh 2 document was a flagrant attempt to undermine the Geneva track and prevent a political solution to the Syrian crisis.”

“My country's Government continues to call on the authors of the report to be transparent and credible by clearly mentioning the deeply negative impacts of the unilateral economic coercive measures imposed on Syria by the United States of America, the European Union and other States. Those measures have an impact on all basic sectors of life and affect even the activities of the United Nations entities and foreign non-governmental organizations in Syria. As Council members are aware, the eighth round of the Geneva talks took place immediately following the so-called Riyadh conference for the Syrian opposition, which was attended by the Special Envoy of the Secretary-General after having been postponed for three months.”

“We warn that most of those entities have close ties to or affiliations with armed terrorist groups. My Government regrets the continuous use by the authors of the report of the term "besieged zones" when talking about the situation in eastern Ghouta, while they constantly and deliberately ignore the fact that citizens in eastern Ghouta are under internal siege by armed terrorist organizations there. Those organizations use citizens as human shields and seize, monopolize and distribute humanitarian assistance to their supporters, but sell it at exorbitant prices to those in need, as was the case in eastern Aleppo. Independent media have aired audio and video footage of the suffering of besieged civilians and exposed the practices of terrorist groups that steal humanitarian aid and deprive it to those in need of that aid.”

“Those groups have prevented humanitarian aid from reaching civilians in those areas. That requires us today to agree on mechanisms to deliver assistance from within Syria and in cooperation and coordination with the Syrian Government. Fourthly, those who prepared the report did not mention the refusal of the United States and Jordan to allow aid to reach the Al-Rukban camp, or of Turkey to open the Nassibine crossing points, which is a flagrant violation of international humanitarian law and further evidence of the double standards and politicization of cross-border assistance. My Government reiterates the need for United Nations personnel in Syria to refrain from dealing with any separatist entities, the illegal so-called local councils or unlicensed civil society organizations.”

“In that connection, my Government is bewildered by the vague ideas contained in paragraph 29 of the report regarding partners or independent third-party companies that were contracted to ascertain the delivery of assistance to the warehouses and to those who are eligible for such aid. I would add that, to date, no United Nations official has proposed such ideas to the Syrian Government even though the Syrian Government is the main party concerned. The Syrian Government therefore requests that the United Nations provide the names and reports of the United Nations partners who are allegedly able to verify this essential information. Thirdly, the Syrian Government, in cooperation with its allies, has liberated most Syrian territories from Da'esh, the Al-Nusra Front and other affiliated terrorist groups.”

“First, Syria still believes that there is currently no practical justification for the cross-border delivery of such assistance, in particular given the options created by the agreements for the establishment of de-escalation zones in order to deliver humanitarian assistance to those in need from within the country. Secondly, the parties in charge at the Office for the Coordination for Humanitarian Affairs are still either unable or unwilling to offer the necessary guarantees that assistance reaches those who deserve it, and not armed terrorist groups, as has been the case so far.”

“In that regard, Syria reiterates that it provides every possible facilitation to ensure the delivery of that assistance when it is genuinely directed to those Syrian citizens who truly deserve it and when it is arranged in accordance with the agreed mechanisms that respect the applicable Syrian laws and regulations. As Security Council members will recall, the Syrian Government has approved the proposal of the Resident Coordinator to set up a tripartite mechanism because it is open to any measure that would strengthen humanitarian work in Syria. The mechanism has met five times to date - contrary to the sugegstion of the authors of the report that it is ineffective and that its meetings are few and far between. With regard to cross-border deliveries of humanitarian assistance, I would like to make the following points.”

“Yesterday, we sent an official letter to the Secretary-General and to the President of the Security Council, setting out the position of the Syrian Government on the report of the Secretary-General (S/2017/1057) under consideration today. However, I would like to make the following main points. The authors of these periodic reports are incapable ofresolving a serious professional shortcoming, namely, the fact that they are relying on politicized and other open sources that lack credibility, while continuing to ignore the Syrian Government's reliable sources. The Syrian Government regrets that the authors of the report speak about what they administrative impediments and deliberate restrictions that they claim limit the delivery of humanitarian assistance to unstable areas.”
