“Syria has a principled position in support of the rights of the Palestinian people to self-determination, to an independent State on all of its national territory, with Jerusalem as its capital, and to the right of return in accordance with General Assembly resolution 194 (III) of 1948. The war from which we suffer in Syria is due in large part to our refusal to succumb to pressure to relinquish our support for the Palestinian people and their just cause. Israel still refuses to return the occupied Syrian Golan to our homeland of Syria. Moreover, Israel has not implemented resolution 497 (1981).”

“The Security Council should immediately implement resolution 2334 (2016). That resolution, which was adopted weeks ago, condemns settlement activity in the occupied Palestinian territory. The resolution should also apply to Israeli occupation policies in the occupied Syrian Golan. The Israeli Government decided to establish 19 new districts and 400 housing units in Katzrin settlement, built on the ruins ofthe Syrian village ofKasreen, and has increased the settlers' numbers in the occupied Syrian Golan by adding 750 farms. “Mr. Mounzer (Syrian Arab Republic) (spoke in Arabic): We condemn Mr. Mladenov's continued failure to deal with the situation in the occupied Syrian Golan and with ongoing Israeli violations and practices there, which are part of this particular agenda item. They also form an integral part of Mr. Mladenov's mandate as Special Coordinator. This debate coincides with the upcoming 50-year anniversary of Israel's occupation of Arab territories. That includes systematic and documented violations by Israel of international humanitarian law and human rights law. “We also need to abide by the provisions and purposes and principles of the Charter. We should not ignore it or manipulate its provisions or derive from it new terms and concepts that run counter to its provisions and are still a source of deep controversy and disagreement among Member States. That is due to the hidden purposes of the Governments of certain Member States in the use of terms such as "violent extremism", which have been put forward even before reaching an international consensus on a crystal-clear legal definition of terrorism. Those Governments are still sponsoring the extremist terrorist ideology by issuing fatwas for killing and destruction, providing platforms for preachers of mutiny and callers for hate while the wold is watching. Those Governments are still establishing camps to train those terrorists on their own territories, under the supervision of military and security experts from Governments of States, some of which are permanent members of the Security Council, and which were mandated by the Charter to maintain international peace and security.”

“Despite the hundreds of resolutions of the General Assembly and the other Security Council resolutions, the Israeli occupation of Arab territories has continued for nearly half a century. Despite many resolutions on counter-terrorism unanimously adopted by the Security Council in accordance with Chapter VII of the Charter, which have provided broad mandates, flexible prerogatives and deterrent procedures that were supposed to ensure the eradication of terrorism, the scourge of terrorism is still spreading in numerous parts of the world. My country, Syria, is still suffering from the terrorist war imposed upon it as the result of the failure of some States to abide by resolutions 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015). Foreign terrorist fighters are still flowing in across borders.”

“Over the past decade, that represented the gravest threat to international peace and security, creating hotspots for armed conflicts, extremism and terrorism. Examples are vivid in in all of our minds. A review of the archives of United Nations resolutions in general, and Security Council resolutions in particular, proves that we do not lack resolutions or mechanisms or necessary mandates to maintain international peace and security. Instead, we lack the political will by the Governments of some States that continue, along with their allies, to consider themselves as tutors of the international Organization and authorities superior to international law. “That terrorist organization, which is on the international terrorist organizations list and has paid visits to the Israeli Prime Minister and to those in hospital, has received all forms of support from Israel, within the framework of UNDOF. Israel allows the tanks of the terrorist groups, including Al-Nusrah, to target innocent people in Al-Qunaytirah, which is very close to the border in Jaulan. I have with me a photo of Mira Zidane, who was two-and-a-half years old when she was killed by Al-Nusrah missiles close to the border while she was at home. Israeli support of the terrorist group Al-Nusrah is very well known on that border region and documented in UNDOF reports.”

“The attack coincided with the withdrawal of the so-called Al-Riyadh delegation from the latest round of the Geneva talks. Two things should therefore be clear to everyone. First, the Syrian Government has participated in the Geneva talks, in good faith and with full seriousness, in order to reach a political settlement to the crisis in Syria. For its part, the Al-Riyadh delegation came with the prior intention to abort the talks. That was made quite clear in its withdrawal from the latest round of talks. Secondly, the Syrian Government has abided by the cessation of hostilities agreement based on its desire to protect the blood of innocent Syrians, to restore security and stability and to combat terrorism. At the same time, the armed groups allied with the terrorists of Jabhat Al-Nusra have violated the agreement, particularly in Aleppo.”

“How can the opposition be called moderate when it kills infants in medical facilities and when it bombs civilians indiscriminately on a daily basis? How can that opposition be moderate when it rains down thousands of indiscriminate shells on Aleppo, when it has used light and heavy rockets, explosive shells, gas canisters and mortars to kill more than 118 civilians, wounding more than 206 people, including women, children and elderly just in the past 10 days? This is the very embodiment of terrorism. It cannot be called by any other name. All this escalation by armed , with the Al-Nusra Front and allied groups at the helm, was not coincidental. It came in the wake of the failure by those terrorist organizations to carry out a wide-ranging attack from many points against Aleppo city under orders from well-known States.”

Regrettably, the number of fatalities is likely to increase, as there are many critically wounded people. “The settlements do not just constitute a war crime, they are also part ofa systematic Israeli policy to impose a fait accompli that will kill any chance of achieving peace in the region, entrench the occupation and destroy any hope of creating a contiguous and viable Palestinian State. Ironically, while some members of the Council say that the settlements are illegal and must end, not one step has been taken to stop the escalation of the settlement campaigns and no serious pressure has been brought to bear on Israel. “In the first four months of this year, the number is three times greater than the number that was recorded in the same period last year. The situation is no less grave in the occupied Syrian Golan. Israel continues to act there as well in an attempt to entrench its settler policies and its occupation of the Golan through expanding and building new settlements, providing financial incentives to bring in settlers through such projects as "Come to the Golan" or the so-called Farms Project, and, recently, through a plan designed to set up 18 new communities in the occupied Syria Golan. The President of the so- called Golan Regional Council declared that it is now preparing to absorb 1,500 new Jewish families in the Golan settlements.”

“The recent history is known to all, namely, the blind support for Israel by some influential members of the Security Council, which makes Israel believe that it stands above the law, that it will not be held to account. As a result, Israel insists on imposing occupation as a fait accompli, and has persisted in its settler colonialist and racist policies. We have noted a great increase in settler activity. The size of the area where Israeli settlements have been implanted in the past two decades has increased by more than 182 per cent. The number of settlers has increased by 189 per cent in the same period. According to the latest reports, there are projects to build settler units in the occupied West Bank.”

The occupied Palestinian territories are still suffering from Israeli occupation and State terrorism, perpetrated by the occupying Power against them. That form of terrorism, which started in the 1920s and 19305 with the Irgun and Haganah groups, has taken root, thanks to the assistance provided to consecutive Israeli Governments. We saw that, during the Syrian-Israeli crisis, Israel provided assistance to those fighting against us, and that such Israeli support crossed the United Nations Disengagement Observer Force line in the Golan Heights. The Security Council must bring that situation to an end.”

“Extremist and destructive speech have nothing to do with religions or civilizations. In addition, we need to combat incitements to hatred and violence. We must combat discrimination and persecution based on religion, nationality, ethnicity, colour or any other factor that could serve as collective punishment for some sectors of society. Furthermore, efforts need to be coordinated in order to combat foreign terrorist fighters. Those foreign terrorist fighters number in the tens of thousands. According to United Nations reports, there appear to be more than 30,000 foreign terrorist fighters, from 115 countries, who have gone to Syria to kill our people and destroy our civilization, economic success and infrastructure. In addition, there need to be additional border controls. Networks of foreign terrorist fighters need to be dismantled.”

“First, we urge the full and robust implementation and application of international instruments to counter terrorism that we have adopted over the years, including resolutions 1267 (1999), 1373 (2001), 1624 (2005), 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), as well as the United Nations Global Counter-Terrorism Strategy. In doing so, there must be no politicization, no manipulation of the situation and no double standards. “They claim that they are intervening in order to fight Da'esh in accordance with Article 51 of the Charter, but that is being done without any coordination with the Syrian Government. It is therefore a matter of manipulating international law. The only effective way to combat terrorism is by building an effective global alliance based on international instruments and with the involvement of the States affected, including Syria. Syria is the main stakeholder combating terrorism in the region. “Over the past five years, terrorism has continued to target my country. It has targeted our people, the State, our infrastructure, and our educational, cultural, economic and social institutions, as well as archeological treasures. Terrorism, barbarism and criminality have reached an unprecedented level in Syria. “International counter-terrorism instruments urge all Member States to take legislative and operational measures to combat the scourge of terrorism. Despite that fact, the Governments of some Member States, which are not unknown to those present in the Chamber, such as those of Saudi Arabia and Turkey, continue to supply all types of assistance to terrorism. They provide that assistance in the form of money, weapons, Tafkiri extremist ideology, recruits and foreign mercenaries. Furthermore, the Governments of other countries, some of which are members of the Security Council, continue to politicize counter-terrorist issues and deal with them by applying double standards, while the actions of Governments that support terrorism go on unnoticed, despite the fact that firm accountability is required for those actions.”

“In conclusion, I condemn in the strongest terms any attempt to defend Israel, cover up its crimes or introduce new issues before the Security Council that are unrelated to the situation in the Middle East and the crux of that issue, which is putting an end to the Israeli occupation of all occupied Arab territories and granting Palestine its inalienable right to self- determination and the establishment of its own State on its homeland. Every time Israel commits an aggression against the Palestinian people, certain delegations make misleading and incendiary statements about Syria with a View to distracting attention from the crimes of Israel and to diminishing the international pressure on it.”

“During the current crisis in Syria, Israel has opened a new chapter in its book of violations through its unbridled support for terrorists in the disengagement zone in the Syrian Golan by providing them with firepower and by treating the injured in Israeli hospitals. Israel thereby violates the Agreement on Disengagement between Israeli and Syrian Forces of 1974 and exposes the safety and lives of the personnel of the United Nations Disengagement Observer Force to danger.”

“Foremost among those prisoners is the Mandela of Syria, the freedom fighter Sedqi Al-Maqet, who - despite having already spent 27 years in Israeli prisons - was re-arrested by occupation forces last February for no crime other than working to show the links between the Israeli occupation forces and the armed terrorist groups and the Israeli occupation forces' unlimited support for those groups in the disengagement zone in the Syrian Golan. Like Sedqi Al-Maqet, Bashira Mahmoud is a prisoner accused of no crime other than being Syrian and rejecting Israeli citizenship, like all the other sons of the occupied Syrian Golan.”

“The United Nations must assume its responsibility to address that reality as seriously as it deserves to be dealt with and to work for the implementation of its relevant resolutions, in particular resolution 497 (1981). Israel should be obliged to put an end to its systematic and severe violations of human rights, settlement policy, confiscation of land, intimidation, suppression and oppression, racial discrimination and social isolation, as well as the plundering of the natural resources of the Golan, such as water, oil and natural gas, in addition to its policy of indiscriminate arrest of Syrian citizens. In that regard, Syria reiterates its urgent call on the Secretary-General and the Security Council to make the necessary humanitarian efforts to require Israel to immediately release all Syrian prisoners without conditions.”

“Some even insist on not addressing the current developments in Palestine in their real context and instead attempt to view the situation in terms of reciprocal violence that should be stopped. In so doing, they ignore the crux of the conflict, which is the occupation and its consequences, including settlement activity, forced displacement and other Israeli practices. The Security Council must put an end to the Israeli violations in order to protect the Palestinian people, in accordance with its duties under the Charter of the United Nations. In addition to the barbaric Israeli policy that I have just mentioned, Israel has occupied the Syrian Golan since 1967 and imposed a bitter reality on the Syrian citizens suffering under occupation, which, in accordance with international law, should be immediately ceased.”

“On the contrary, the situation has further deteriorated due to Israel's ongoing occupation and its hostile and repressive practices against the Palestinian people, as well as its settlement activities in violation of international humanitarian law, international law and human rights law. Those crimes constitute war crimes and crimes against humanity. It has become clear that the impunity extended by certain members of the Security Council to Israel has encouraged it to continue its practices, aggressions and Violations. The situation is extremely alarming and threatens to explode and further undermine the fragile attempts to achieve peace in the region. Nevertheless, there are still those in the Council who deny the Palestinians even their most basic rights, including the right to establish their own State in their homeland.”
