It is also unfortunate that a large number of speakers have not addressed the issue of the root causes of the Syrian crisis, including terrorist groups supported by some States, in particular Saudi Arabia, Turkey, Qatar; the perpetration of the Israeli occupation of Syrian territory; and the unilateral measures imposed on our country. The Government of the Syrian Arab Republic once again asks the Security Council to assume it responsibilities under the Charter of the United Nations in order to put an end to the Israeli occupation. The Council's silence vis-a-vis Israel's violations of international law, international humanitarian law, human rights and other international instruments pertaining to the combat against terrorism allows Israel to believe that it is immune from accountability and that it can support terrorist groups in the occupied Syrian Arab Golan and other regions, which threatens both regional and international peace and security, and undermines the rules and regulations of international law. In conclusion, unfortunately some delegations are using this meeting to repeat their allegations with regard to the situation in our country and to prevent any positive action intended to resolve the crisis in Syria, including the upcoming talks in Geneva.

  3. They should not be forced into displacement, asylum or any situation in which they could be subject to blackmail. The protection of civilians in situations of armed conflict requires Member States also to respect the Security Council resolutions pertaining to the fight against and financing of terrorism. My delegation renews its plea for the protection of civilians suffering under the Israeli occupation of the occupied Syrian Arab Golan and the other occupied Arab territories, and for an end to the aggressive practices of Israel, the occupying Power, as well as to its occupation.

Fourthly, it is unacceptable to address the issue of the protection of civilians in a selective manner, which makes it into a means of furthering the political agendas and interests of certain influential States at the expense of other Member States. Some Members, including Security Council members, use the protection of civilians as a pretext to impose their interests, which undermines both the Council and the Charter. Fifthly, the issue of the protection of civilians should be approached comprehensively by addressing anything that might be harmful to civilians and preventing unilateral interventions that the United Nations recognizes as illegal. Civilians should not be exposed to suffering or slow death caused by the deprivation of daily means of subsistence.

First, good offices used to prevent crises or settle disputes peacefully, in keeping with the Charter of the United Nations and the norms of international law, are the best means of protecting civilians. Secondly, the main responsibility for protecting civilians against all dangers, including terrorist acts, rest on the shoulders of the State. The State is the authority that is responsible for maintaining peace and stability throughout its territory. Thirdly, the protection ofcivilians in armed conflict cannot become reality unless the norms ofinternational law and the Charter of the United Nations are fully respected, including, first and foremost, sovereignty, sovereign equality and non-intervention in the internal affairs of other States.

But the Organization has not been able to fulfil the hopes of the founding fathers; it has not been able to put an end to war or to the resultant human suffering, despite the fact that more than 16 years have elapsed since a debate began within the Security Council on the protection of civilians in armed conflict. Experience has shown that protecting civilians in armed conflict is always a selective process and subject to double standards, which contravenes the very basis of international law and the Charter of the United Nations. The impact on peoples of such interventions is very clear. Regrets or recognition of errors made in the process of attempting to ease the suffering of peoples are not enough to restore hope or to rebuild the States affected. My country would like to underscore the following several points.

I should like also to congratulate the other new members of the Council, and I thank you for having convened this important meeting. The creation of the United Nations gave hope to peoples around the world that the Organization would discharge its responsibilities, namely, the maintenance of international peace and security and protecting humanity from the sufferings of war.

  9. The Syrian Government addressed a note to the Resident Coordinator dated 27 December 2015 to ensure that humanitarian aid would be delivered to Madaya, to which we have not had a reponse. I quote here the note of the Minister for Foreign Affairs for Syrians Abroad: "It is our honour to request your august office to do everything possible as rapidly as possible to ensure, in parallel with the evacuation of those injured in these areas, that medical, food and fuel supplies are deliverd on 29 December 2015 as a priority, and that food assistance be delivered three days later in cities such as Madaya, Kafraya and Fu'ah, where living conditions are very difficult". The Syrian Government still has not received a response to its request. The assistance provided during the last shipment consisted of 89 truckloads.

  10. No one can claim to care more about our people than we do, no other country, particularly when it comes to providing assistance to dangerous areas under the control of armed terrorist groups. The Syrian Government is making real, concrete efforts in this context. These are notjust empty words. I recall by way of example, and the list is not exhaustive, a single case regarding the city of Madaya, this city that some have used to try to manipulate international public opinion. The reality is that a great many people are not aware that the Government of Syria, in cooperation with the United Nations and international organizations, enabled the provision of three shipments of humanitarian aid to Madaya, starting on 18 October 2015. The last shipment arrived yesterday, 14 January 2016.

  11. All precautions need to be taken to ensure the safety and the security of those active in the humanitarian field and that the routes they use are safe. Furthermore, humanitarian assistance must be delivered to individuals, and should not fall into the hands of terrorists, as has happened in the past. For example, terrorists seized humanitarian assistance sent to the inhabitants of Madaya; they looted their houses, seized the aid and then exploited the inhabitants by selling the food they had looted at exhorbitant prices, creating a source of financing of terrorism. That was what the whole world heard yesterday from the inhabitants of Madaya in their testimony given to representatives of international organizations. The Syrian Government is the Government that is most mindful of its people.

Some attempt to say that access of humanitarian assistance to troubled areas can be achieved by accepting all demands of the United Nations and that aid would then be delivered, and that the Syrian Government should simply agree as if were nothing more than an administrative procedure. This is a simplistic way of seeing things and is not in keeping with the facts on the ground. There are a number of considerations that cannot be ignored. We are referring to providing assistance to dangerous areas, where armed terrorist organizations are active, including terrorist organizations that have been listed by the Security Council, and in areas neighbouring those areas. These terrorist groups carry out terrorist acts, and military actions are being undertaken to combat them.

  13. Humanitarian assistance requires full transparency, coordination and cooperation with the Syrian Government, rather than unnecessary criticism. I wish to remind members that the Syrian Government has deployed all its efforts and resources to provide assistance to all those suffering, without discrminiation. The Syrian Government has cooperated with the United Nations, and we have done so in fact, not just words. We need help in bearing this burden. The Syrian Government and the United Nations thus far have implemented six humanitarian assistance plans, by which assistance has been provided to millions of Syrians. It must be recalled that the Syrian Government continues to bear the major burden of this emergency assistance because of the insufficient financing for the humanitarian assistance plans.

  14. Unfortunately, some use humanitarian issues to further their political agendas. The problem is that this runs counter to the guiding principles of United Nations humanitarian action, and does not serve humanitarian action as a whole. Therefore, such action is immoral, and the objective is not to assist those in need, but rather to exploit their suffering to achieve specific political goals. Those who wish to help the people in Syria must first tackle the deeply rooted causes of the problem - for example, terrorism fuelled from abroad. The humanitarian disaster emerged in several parts of Syria only after terrorist groups entered the country. Before that, individuals enjoyed a safe, secure and dignified life.

Mr. Mounzer (Syrian Arab Republic) (spoke in Arabic): I wish to start by congratulating your country, Sir, on its election as non-permament member of the Security Council and on your assumption of the presidency of the Council for the month of January. This morning we addressed two identical letters to the Secretary-General and to the President of the General Assembly concerning the emergency humanitarian work undertaken by the Government of the Syrian Arab Republic. It is well known that one of the essential principles of humanitarian assistance is the avoidance of all politicization and double standards. This has been clearly established in the United Nations guidelines on the provision of humanitarian emergency assistance, as provided in General Assembly resolution 46/182.

The Council also needs to look into the catastrophic effect of unilateral economic sanctions implemented against Syria by European countries and the United States, with the resulting conflict, unemployment, disease and poverty, which are not the effects that the Charter or Council resolutions were designed to achieve, but are the result of the lack of political will and the failure of wealthy countries, including some on the Council, to live up to their historical obligations.

We also need to underscore the interference of some countries since 2011 in the internal affairs of my country, Syria, as they have sought to undermine the Syrian State by force, using what one speaker today called revolutionary terrorists or coercive unilateral economic measures that have made us lose decades of development and stability. Many questions remain before the Council for action, in particular certain resolutions, including resolutions 2170 (2014), 2178 (2014) and 2199 (2015), which prohibit the financing of terrorists and their travel to Syria and to stop the trade in oil and antiquities with them.

Thirdly, we must uphold respect for the sovereignty of States and non-interference in the domestic affairs of States on the part of countries that have a great deal of influence in the Council and that arrogate to themselves the legitimacy that they deny to others without taking into account the choices made by peoples. We need to require accountability from those Governments that have taken unilateral decisions or poorly interpreted Council decisions in order to justify interference in other countries' affairs, thereby spurring violence, extremism and terrorism in those countries and others in the region, as occurred in Libya after the military invasion.

  19. We need to concentrate on what is within the Council's domain and not branch out into other areas. With respect to international peace and security and conflict prevention, we can make the Council more operational by doing the following. We must immediately and completely implement all Security Council resolutions that have not been implemented for years, in particular those on the occupied Syrian Golan, Palestine and Israeli nuclear disarmament of Palestine. Secondly, we call for the immediate, unpoliticized and impartial implementation of resolutions on fighting terrorism.

  20. My delegation is therefore concerned by the holding of today's meeting and the attempt to push the Council to consider development issues that are not part of its mandate under the Charter. Furthermore, we do not support the selection of Sustainable Development Goal 16 and its link with conflict prevention as part of the Council's agenda. If we insist on the fact that the Security Council should not deal with issues outside its purview, such as development, we do so for the practical reason that we should neither dilute nor politicize international efforts when we are trying to achieve our common goals. Moreover, the exclusive mandate of the Security Council to address issues of international peace and security and conflict prevention needs to be operationalized in the light of the disappointing outcome of the Council's work in this area.

We rely on the essential role of the Security Council, as stipulated in the Charter of the United Nations, in maintaining international peace and security and preventing conflict, based on how important we believe it is to ensure the creation of an environment conducive to development, stability, peace and inclusion, as well as to support the United Nations bodies that deal with development issues. In that regard, I would like to recall the 2030 Agenda for Sustainable Development (General Assembly resolution 70/1), and in particular its paragraph 47, which cites the central role to be played by the high-level political forum on development, under the auspices of the General Assembly and the Economic and Social Council, in systematically reviewing the Agenda.

We firmly condemn such attacks and those who perpetrate, support or finance them. We would also like to express our deep condolences to the people and Government of the Russian Federation in the wake of the downing ofa Russian plane over Egypt. Syria associates itself with the statement delivered earlier by the representative of Iran on behalf of the Non-Aligned Movement.
